Nile Builder: The Architect from the East

Chapter 91: Chapter 13: The Evils Surveyed — Four Roots Laid Bare

Two people had walked a whole month through the wounds of Egypt — and on the night they finally reached the besieged city, they carried the wounds in with them, stacked page on page inside a wicker chest.

Asaf and Tia entered the city at the Zi hour.

The night lay thick over the river — a moonless night, the water black and featureless, the reeds massed along both banks like sleeping beasts. On such nights, sound carries far; on such nights, the city’s boats moved like fish, and the rebels’ patrols listened like owls. The air was cool off the water, carrying the smell of mud and wet reed, and the boat moved through it without a sound beyond the dip of the oars. A-Tu’s boat slipped along the reed beds, its oars wrapped and silent, ferrying them across from the West Bank — the same crossing that had carried the grain runs and the medicine chests of four months, now carrying a cargo of records instead of sacks. The wicker chest sat in the bottom of the boat, heavier than on any earlier crossing. Through this month and more, the two of them had walked the ferry landings of the West Bank, the burned villages, the great camp, the village granaries; the records inside the chest had thickened page by page, until the weave of the lid strained at the corners. When Tia stepped off the boat onto the mud, she lifted the chest out with both arms and held it against her body, the way a person holds something fragile — a pot of coals, or a sleeping child.

”Rest one night first.” The soldier who received them said, reaching for the chest.

”No rest.” Tia said, drawing it back a hand’s breadth. ”At first light, the Haven of Settled Lives gets a full round.”

During the crossing, the river soldiers’ patrol boat had passed behind them once, its lamp swinging low over the water. A-Tu had edged the boat into the reeds, and boat and people had held their breath together — the chest stopped halfway to the bottom of the boat, the two of them motionless among the stalks, the water lapping against the hull. Tia clutched the chest and could hear her own heart beating against the weave. Only when the patrol’s lamp had drifted far downstream did she let out her breath and speak, low: ”This is the first time I’ve felt this chest heavier than my life.”

”Heavy is right.” Asaf said. His hand rested on the lid a moment, not pressing, as if measuring. ”What’s recorded in there is several thousand lives.”

”Asaf,” Tia asked suddenly, and her voice had in it the thing she had been carrying since the West Bank, ”do you think what we’ve recorded will really reach the pharaoh’s table?”

”It will.” Asaf said. ”As long as we walk alive to the new capital.” He paused. ”Remember when we fled Thebes with this ledger of accounts — wasn’t it the same thing? Two lives, one chest, one boat in the dark?”

”Back then,” Tia said, ”I never imagined that one day this chest would hold four laws.”

”Neither did I.” Asaf said. ”It’s this war that has forced people to think.”

The boat touched shore. Both their shoes were soaked through with the bilge water at the bottom of the boat — the water dark and cold, seeping through the leather, between the toes. They did not stop to mind it; one ahead of the other, they followed the soldier’s lamp in through the city gate, the chest passed from hand to hand at the gap.

Before they entered the city, they had already walked outside it for a whole month.

In that month, they had seen the old farmer at the West Bank ferry landing whose son had been seized for labor while his field turned to wild grass — the grass already waist-high, the hoes rusting in the shed, the farmer squatting at the landing every morning as if the ferry might bring the boy back; the woman in the burned riverside village who had slept seven nights in the open fields with her three children after the house went up — the youngest still reaching for a doorway that was no longer there; the wounded soldier standing guard outside the western camp with an arrow wound that had festered for half a month because he would not leave his post — the bandage black at the edges, the spear steady in his hand; the old granary keeper who had kept the official accounts for half a lifetime and never once learned to keep grain for the people — the ledger rows neat as a temple wall, the people’s hunger nowhere on the page.

They had walked that month on foot, their sandals worn through and replaced with new ones at every village; they had slept in granary lofts and temple porches and under carts, with the chest between them and their arms over it. They had eaten what the villages could spare, and learned to read a household’s fortune from its roof — thatch mended or not, walls patched or not, a door on its hinges or propped with a stone.

At every place, they asked the same question: how did the days come to be like this? At every place, the answers differed — a stolen son here, a burned roof there, a wound untended, a granary locked — and yet, at the end, they all pointed to the same thing. Not heaven’s doing. Not a god’s punishment. It was man’s doing — the old rules that had stood for hundreds of years and that no one had ever touched, the way no one touches a load-bearing wall that has always held.

”This month,” Tia said on the last night on the West Bank, sitting by the river with the chest between her knees, ”I’ve filled three full notebooks. But the more I record, the more I feel this is only the beginning.”

”A beginning is right.” Asaf said. ”What we’re looking for isn’t one bad thing or two. It’s the root of the bad things. Find the root, and you can pull it up whole — pull it up and the whole plant comes with it.”

”So we enter the city.” Tia said, and she stood, lifting the chest by its handles. ”The sickness of the city is more complete than the sickness outside.”

By dawn, they were already at the Haven of Settled Lives.

Over the shelter ground, the smoke of the kitchens was just rising, straight in the still air, thinning and scattering above the rows. The refugees squatted in twos and threes at their doors, bowls in hand, the steam from the porridge curling up past their faces. A few children were chasing a lame dog from the east end of the rows to the west, the dog hobbling with a comic dignity, the children shrieking. The refugees at the doors looked up as the two strangers passed — looked, measured, and went back to their porridge, the way people who have been stared at all their lives no longer stare back. Nefer saw them and came up at once, brushing the flour from her hands — ”Rare guests! Are you here to audit the accounts, or to record the days?”

”To record.” Asaf said. ”To write down what this war has made of people.”

”Then record finely.” Nefer said, and she looked down the rows of shelters as she spoke, the way a foreman looks down a wall of his own building. ”In this shelter ground, there are a hundred and sixty-three souls, and every one of them has an account.”

The children had run themselves tired and squatted outside the kitchen, watching the steam climb from the pots. Asaf walked over and asked the biggest of them: ”Where’s your home?”

”East bank.” The child said. ”The rebels burned it.”

”Do you miss it?”

The child thought a moment, his brow furrowed the way children’s brows furrow over grown-up questions: ”I miss our date tree. The tree didn’t burn. It’s still there. We just can’t go back.” He paused, then said: ”Auntie Nefer says, when the war is over, the tree will bear dates again. Then we’ll go back and eat them.”

”You’ll eat them.” Asaf said.

The child grinned. The smile was shallow — like the first thin ice at the riverbank in winter, there one morning and gone by noon, but real while it lasted.

Nefer led them, starting from the first row of shelters. The shelters were new — the mud-bricks still sharp at the edges, the reed-matting roofs still stiff — but the people under the walls each carried an old story, and it showed in the faces, in the clothes, in the way they held their bowls. Walking, Nefer said: ”Don’t be fooled by how neat these rows look. The hardship behind them, I couldn’t tell in three days and three nights. Some families came in with five and left three; some villages sent no young man back at all. If you must record, record two things. One — where these people came from. Two — what they lived in before.”

Tia took out her charcoal stick and notebook — the notebook worn at the spine from a month of days — and wrote it down, entry by entry, the charcoal scratching over the fibers.

The first household was an old couple who had fled from the east bank. The old man said his house had been built by his father’s hands. Mud-brick walls, a thatched roof — two generations had been born and had died under that roof. On the day the rebels combed the village, one torch did the work in less than half a stick of incense — the fire catching the thatch, the whole lifetime coming down in a gust of sparks. ”A lifetime’s house,” the old man said, his voice flat, ”in half a stick of incense.” Tia recorded it, and drew a heavy line beside the words.

The second household was a woman with three children. Her husband had been seized for corvée. Of the family’s four rooms, two had collapsed and the two remaining leaked; the water ran down the walls in slow dark streaks. On rainy days, the four of them squeezed onto a clay bed half fallen in, holding a sheet of oilcloth over their heads, the rain drumming on the cloth, the youngest asleep against the mother’s side. ”The village houses are all like this,” the woman said, and she said it without anger, as a woman states a weather report. ”Plenty of them without walls, without roofs. Did anyone above ever care?”

Tia noted the rain-dark streaks running down the walls, the patched thatch, the youngest child’s bare feet — the small things, she had learned this month, that the ledgers never carry.

The third household was the old man who wove straw sandals. Tia asked him what the houses of his village looked like. He thought a while, the straw still moving between his fingers: ”The best house in our village is the village head’s. Mud-brick walls, shoulder-high, a little more. The worst are the huts on the river flats, woven from reeds, swaying when the wind blows.” He paused. ”But it’s all the same. One fire, and it’s all gone.”

Tia’s pen stopped here. She looked at the page for a long moment, and at the top of it wrote two characters, pressing the charcoal down: dwellings.

”Your houses,” she asked, ”what are they built by?”

”Built by what?” The old man blinked. ”Built like his, copied from mine. Whatever the ancestors passed down, that’s what we build.”

”No official measure? No official pattern?”

”Officials?” The old man laughed bitterly, and the laugh had no warmth in it at all. ”Officials only collect grain and collect men. The house collapses, you build it yourself; if you can’t build it, you sleep on the ground.”

Tia nodded, and recorded every word of it, without changing a character.

Nefer had been listening, and put in, squatting down beside them: ”You only ask about houses. I’ll tell you — the hardest thing for the displaced isn’t having no house. It’s having no shape of a house. Every village’s houses are different — high and low, some without even a smoke flue, so that the first winter smoke chokes a whole family. Why do we build our shelters one like another? So these people know — a house ought to have a shape. When there’s a shape, when disaster comes, there’s a foundation to raise it again by.”

”That,” Tia said, ”I’ll record. When the law comes, its first article will be: dwellings must have an official shape.”

”Lawmakers,” Nefer said, with a short laugh, ”will they listen to mud-footed words like mine?”

”They will.” Tia said, and she met Nefer’s eyes as she said it. ”I’ll write your exact words into the record. On the court floor, not one character changed.”

Nefer blinked, and for a moment her briskness dropped, leaving something quieter underneath: ”Then that’s fine. The reason of us mud-footed people gets carried upward at last.”

In the Haven, Tia recorded two more households that stood apart.

One was a young craftsman from the eastern end of the shelter ground. He had been a house-builder in Thebes; after the siege closed in, his clients had fled or died, and with no work left he had gone up on the wall to repair it — his hands, Tia noticed, had the calluses of a man who had held a trowel before he held a rammer. Tia asked him — a house-builder, how did you end up on the wall? He smiled wryly, rubbing his wrist: ”Building houses and repairing walls are the same craft at bottom. But the rule in this city says a house-builder is not a craftsman; only a wall-mender counts. Why? Because mending walls serves the officials, and building houses serves the people.”

”That,” Tia said, ”I’ll record as you said it.”

”Record it.” The young craftsman said. ”I’ve worked ten years, and this is the first time anyone has asked me whose house it is.”

The other was a blind old woman with a granddaughter. Her house had collapsed, and her eyes had wept themselves blind. Tia squatted before her and talked with her, taking the rough hand in hers. The old woman held it tight and said: ”Girl, I can’t see anything now. I only want to hear the sound of your writing. If you write — that means someone is taking us people’s affairs for affairs.”

”I’ll write.” Tia said. She squatted on the ground, the notebook on her knee, and wrote, entry by entry. She wrote slowly — so slowly that the old woman could hear every stroke, the scratch of charcoal on fiber going on and on, like rain falling steadily. Tia did not hurry, and she did not stop the old woman’s hand, which had not let go of her arm. In the warmth of that grip she felt the weight of every page she had filled that month — every page that would one day have to be heavy enough for a hand like this one.

When they came out of the Haven, they went to the wall work site.

Halfway there, the two of them rested under an old date tree, its trunk scarred and blackened at the base — a tree that had seen fire and stood anyway. The leaves cast a shifting shade. Tia leafed through the notebook she had just filled, fanning the pages, and said: ”Have you noticed? The people, whichever way they turn, name four hardships — shelter, food, sickness, labor. But they don’t blame the city, don’t blame the officials. The first thing they blame is their own bad luck.”

”Because blaming doesn’t help.” Asaf said. ”They’ve blamed for hundreds of years, and it’s still the same.”

”So what we record,” Tia said, and she closed the notebook on her palm, ”isn’t only for the court to see. It’s also a hope for these people — their suffering has been heard.”

”Heard,” Asaf said, ”and then it must be carried upward. Carried up, it must be made law. Made law, someone must carry it out. That road is long.”

”However long,” Tia closed the notebook and stood, ”it must be walked. Look at this city — four months and more, walked one day at a time.”

The two rested enough and went on to the work site.

The site was at its busiest — the busiest hour of the day, when the sun stood overhead and the men worked fastest to earn their rest. The ramming chant rolled from the west wall to the east wall, the drums of the chant-callers answering each other; the carts hauling bricks came load after load, the wheels groaning; the lime-mixers, the mud-treaders, the water-carriers each held their own stations, the whole site moving the way a single body moves. Asaf and Tia stood at the edge of the materials yard and watched a while, the dust settling on their sleeves. The craftsmen glanced up at them and went back to their work — and the glances were not the guarded glances of a city at war; they were the glances of men who recognized their own. From the West Bank, these two were; the West Bank does not forget its faces. Asaf said: ”Look at this site. It’s neater than Thebes’s civil affairs office.”

”Because there are rules here.” Tia said. ”Who rams which stretch, who hauls which cart, when the shifts change — all fixed, fixed the way a wall is fixed, course by course. If the civil affairs office could be fixed the same way...”

”Then corvée would never have come to look like this.” Asaf finished.

”Record that.” Tia said. She opened the notebook and wrote four characters, then read them back under her breath: the work site is a command.

Most of the craftsmen on the site knew them — after all, they had all come out of the West Bank, and the West Bank keeps its people’s faces. Kamon was under the west wall, testing a newly rammed stretch — his palm flat on the earth, his thumb finding the worn groove of his hammer handle and tapping twice — and he did not look up when they arrived: ”Here to keep accounts?”

”Here to look at the men who repair the wall.” Asaf said.

”Look, then.” Kamon said. ”Four months now — the men on this wall have been changed, crew after crew. Same wall, new hands, every time.”

Asaf squatted down and looked at the craftsmen’s hands. Rough hands, cracked at the knuckles, the cracks dark with earth. Hands wrapped in cloth at the palm, the wrappings worn thin. He asked an older rammer, a man whose back was bent from years of the ram: ”How have you come through these months?”

”Come through?” The old craftsman was breathing hard between blows, the sweat running down his temples. ”By day I ram the wall; by night I watch the wall. Sleepy? Lean against the wall and doze a little. Drum sounds, I get up and work.”

”Wages?”

”Wages?” The old craftsman laughed, the laugh short and hoarse. ”Who mentions wages in wartime? A bowl of food and a wall to repair — that’s plenty.”

”And in the farming seasons?” Tia asked. ”Who plants your fields at home?”

The smile slowly left the old craftsman’s face, the way the light leaves a field at dusk. He said: ”Fields? All abandoned. My family’s field is on the river flats outside the city. These days it’s trodden by the rebels first and the soldiers after — the hooves pack it down, the marching packs it down. Even if I planted, I couldn’t harvest.” He bowed his head, and his voice dropped: ”My old woman is alone at home with our two grandsons. Last month a villager brought word — the little one is sick. I wanted to go back and see — but the work on this wall can’t spare a man.”

Tia did not record it at once. She held her pen and stood a while, the wind moving past her. Only then did she write it all down, stroke by stroke. When she reached the end, she wrote beside it one line, and the line looked like a verdict:

”Corvée begins at the wall; the fields go to waste for the wall.”

Kamon had been listening, and said suddenly, straightening from the wall: ”These things you record — when will the people above see them?”

”Soon.” Asaf said. ”When this war is over.”

”When it’s over,” Kamon said, and his voice was flat, ”how many will still have fields?”

No one answered. From the wall, the ramming came down, one blow after another, muffled and heavy, like a heartbeat that would not stop. Kamon turned back to the wall, and his thumb found the old worn groove on his hammer handle and tapped twice — the gesture he made when a decision had been made and there was nothing left to say.

The dark-faced man came over during the midday break — the chant-caller, the man whose voice carried the rhythm of the whole wall. His voice had not fully healed; it carried a thin hissing wind, as if the sound leaked through a crack. When Asaf asked about his family, he waved a hand: ”There’s nothing worth saying about my family. I’m the chant-caller. What I want to say is how many men this wall has cost these months.”

”How many?”

”Counting front and back,” the dark-faced man counted on his fingers, ”more than thirty wounded, more than a dozen broken down. All good working stock.” He touched each finger as he counted. Behind him, on the wall, the chant had stopped for the midday meal — the first quiet of the day — and the wall itself seemed to lean into it, the fresh rammed earth still dark with moisture, the rammers resting over their handles like an army of one posture. ”Some grazed by arrows, some hit by falling bricks, and some — ramming day and night, ramming until they leaned against the wall and couldn’t get up. One man, we found him in the morning, his hands still on the ram, his head resting against the earth.” He paused. ”We don’t fear working hard. We fear working with no count to it. Today you’re pulled to repair the wall, tomorrow to haul grain, the day after to guard the city. Change the foreman, change the rules. Men aren’t made of iron.”

”Then what do you most hope for?” Tia asked.

”Most of all, a fixed count.” The dark-faced man said, and he said it with the weight of a man stating a demand, not a wish. ”Repairing the wall is repairing the wall — so much work a day, finish and rest. Don’t have us on the wall one day and hauling loads the next. If the officials need men, set a rule, and everyone follows the rule.”

”Recorded.” Tia said. ”’Conscription without a fixed count’ — this too is a fault of corvée.”

Old Montu was caught as he finished work — an old man with the heavy shoulders of a mason, his apron still stiff with mortar. He knew Asaf and wasted no words: ”You’re recording corvée? Let me give you the worst of it first — the thing that kills is the farming-season levy. I was conscripted twice a year when I was young. Once for spring planting, once for autumn harvest. Always at the busiest time. Why? Because that’s when men are easy to catch. Men are in the fields — catch one, and you’ve got him.” He spat on the ground, the spit striking the dust. ”My father was taken in the spring planting and died on the official road in autumn. That year, half our field lay waste.”

”All this,” Asaf said, ”is recorded.”

”More.” Old Montu said, and he raised a finger. ”Don’t only record us craftsmen. Record the farmers. We craftsmen have a trade at least — wherever we walk, we find a meal. Farmers — once the field is waste, they have nothing at all. Corvée wounds us; it kills them.”

The adjutant came over and listened for a while, his arms crossed over his leather. He was a soldier, and his angle was different: ”I don’t understand corvée and no corvée. All I know is — not enough soldiers, so you press civilians; civilians can’t fight, and on the wall they’re meat. But if you don’t press them, the wall can’t be held.” He spread his hands, palms up, the gesture of a man showing a knot he cannot untie. ”That’s the tangle. That’s how it twists.”

”So,” Tia said, ”there must be a law that puts soldiers, craftsmen, and farmers each in their own place. Those who should stand the wall stand the wall; those who should plant plant. Seize and conscript at random, and the country is hollowed out before long.”

”That, I’ll credit to your name.” The adjutant said, and he almost smiled. ”When your law stands, we soldiers will be easier in our minds too.”

A-Ka was on the site as well. His shoulder wound had healed — the new skin still pink against the old — and he was back on the wall. Asaf knew him and asked how he had gotten the wound. A-Ka rolled up his sleeve and showed a seam of new flesh across the shoulder, the scar puckered at the edges: ”An arrow graze. Back then the city’s only clinic was Old Neht’s one room. If Priest Imset and his people hadn’t gotten in when they did, this arm of mine would be lost.”

”The city’s clinics,” Tia said, ”tell us about them too.”

”Nothing worth telling.” A-Ka said, letting his sleeve fall. ”When the city has no sickness, who remembers the clinic? It’s when sickness comes that you find how few there are. We working people grit our teeth through small hurts. Only when we can’t grit through do we go asking. But who do you ask? One old man in the whole city.” He paused, and added, quietly: ”If you must write, write this: getting treatment is the hardest hardship in this city.”

The hospital visit came at noon — the hour when the morning’s wounded had been tended and the afternoon’s had not yet come in, the only quiet stretch of the day.

The air inside was a working smell — boiled cloth, bitter herbs, the thin smoke of the medicine fire — and under it, faint, the smell of old blood that no amount of washing leaves completely gone. The light came in high and dusty through the eaves, falling across the rows of cots.

Imset was busy in the treatment area, bent over a cot; it was Shafi who received them. Her notebook lay open on the triage table, page after page of figures, fine and dense, the columns ruled with a steady hand. She had grown in four months — the girl who had once hidden behind Imset’s robe now stood before the whole city’s sickness with a pen.

”You want numbers?” Shafi said, and she turned the notebook to face them. ”I’ll report them to you. Since the siege began, the hospital has taken in one thousand one hundred and thirty-seven patient-visits of the wounded. Three hundred forty-two serious.” She turned a page. ”Medicine has come in six batches, and now—” she tapped the page with her finger, ”wound medicine, enough for twelve days. Staunching cloths, eight days.”

She reported it clean and crisp, the way she reported her own accounts — the numbers coming out without a single pause, the way a clerk reads a tally he has checked a hundred times. ”And through these four months — boiled cloth for reuse, more than a thousand old strips; the women’s porridge, two great pots a day; well water carried in for washing the cloths, thirty loads a day.” She paused, and looked up from the page. ”Every figure is in the notebook. Whatever you want, I’ll report it.”

”All of it.” Tia said. She wrote at speed, her pen whispering across the page, the scratch of charcoal the only sound in the pause between Shafi’s sentences.

”The city’s clinics,” Asaf asked, ”how many were there originally?”

”Officially established — none.” Shafi said, and she said it flatly, the flatness of a girl who has had to make do with none. ”Old Neht’s pharmacy hut counts as one. Then there was the old temple’s dispensary — closed. With the whole city like this, there’s one and a half.” She paused, and something else came into her voice. ”Do you know how the new capital’s hospital came to be? Teacher Imset built it — house by house, ’building’ it, the way the Master Builder builds. But outside the new capital? Thebes? The western line? The northern border?”

”You’re saying,” Tia said, ”the whole country lacks healers.”

”Lacks healers, lacks medicine, lacks places to keep medicine.” Shafi said, and her words came faster now, the way a held-in thing comes out. ”In this city, medicine is issued by ’serious wounds first, light wounds in reduced amounts.’ Why? Because there isn’t enough. Why isn’t there enough? Because no one manages it. Grain has official granaries — and medicine? Which household has a medicine storehouse?” She took a breath. ”If you want to record faults, record this one: Egypt’s grain has a storehouse to manage it; Egypt’s sickness has no storehouse at all.”

Tia bowed her head and filled two full pages, the charcoal moving without a stop.

Nearby, a medicine boy was grinding herbs in a stone bowl — the pestle rising and falling with the steadiness of a heartbeat. He did not look up, but his hands knew their work, and the smell of the crushed leaves drifted across the room.

Old Neht poked his head out from behind the medicine shelves — the old pharmacist’s face worn thin, his sleeves rolled above the elbow. ”Girl,” he said, ”what you’re saying — an old man like me can understand it too. The hard part of getting treatment is that no one treats sickness as an affair. By the time sickness reaches your own body, it’s too late.”

”So,” Imset came out of the inner room, drying his hands on a cloth, ”this sickness must be cured from the roots of the state.”

He held an old ledger and handed it to Tia — the ledger worn at the corners, its binding re-sewn with thread. ”This is the hospital’s account for four months. What kinds of wounds, how many people, how much medicine, how much saved. If you want numbers, count these.”

Tia took it and turned the pages. Figure after figure, the hand was Shafi’s, astonishingly even — not one correction, not one crossing-out, the columns standing like rows of small soldiers. At the last page she asked: ”This account — can it go on being kept?”

”It can.” Imset said. ”As long as someone reads it, someone keeps it.”

”Someone reads it.” Tia said, and she looked up at him. ”We are the ones who came to read the accounts.”

She reached the final pages and stopped. Those pages recorded the column ”medicine for refugees” — the handwriting more crowded than elsewhere, the figures pressing against each other, the arrows after each figure pointing lower and lower, one below the last. ”This column,” she asked, and her pen hovered above the page, ”how long can it hold out?”

”At the present rate,” Shafi answered from beside her, her voice even, ”until the twelfth month. After the twelfth month, it will depend on Merchant Meru’s boats.” She paused, and when she spoke again her voice had dropped half a note: ”Medicine is like grain — on the page it is a figure, beneath the page it is a life. If you must write, write it truly — the sickness of this whole city now rests on half a ledger.”

”Written truly.” Tia said. ”Not one character overstated.”

Sister Wei brought over a bowl of warm water — the steam curling up past her face — and put in a word: ”Girl, you record the sickness — record us who help out too. Is there a household in this city whose women haven’t carried water to the hospital, washed cloths? But none of it goes on the account. When it reaches the people above, all they can see is a few figures.” She paused, and set the bowl down with both hands, as if setting down a statement. ”I’m not saying figures are bad. I’m saying — the people behind the figures must be seen too.”

”The people behind the figures,” Tia said, ”I’ll record. The water you carried, the cloths you washed, the porridge you simmered — every one of them goes into the record.”

”Then that’s good.” Sister Wei said, and something in her shoulders eased. ”The strength of us women — it won’t have been spent for nothing.”

Tia also spoke with two wounded men in the hospital.

One was a city craftsman, an arrow wound in the arm, not serious — but he said such a wound would have laid him flat for half a month in the old days. Not because the wound was bad — because no one would have tended him. ”In the old days in this city,” he said, and he said it the way a man recites a lesson he learned the hard way, ”a broken bone or a torn sinew — you carried it yourself. Carry it through, your fate was long; carry it not, your fate was short.” The other was a wounded soldier pulled back from the northern border, his face wind-blackened, his eyes sunk. He had heard the craftsman out, and added: ”At least your city has a pharmacy hut. On our northern line, a company of a hundred men has one man who knows bandaging. And he bandages with strips torn from his own clothes.”

Tia set that down too, in the margin, so that it would not be lost.

”The north is like this too?” Tia asked.

”The north is worse.” The soldier said, and his voice was tired in a way that had nothing to do with his wound. ”The northern land is colder than here. Frozen, rotting — in a year, more men die of that than of arrows.” He looked at his wounded leg, then back up. ”If you establish medical houses, set them in the north first. The northern soldiers need them most.”

”Recorded.” Tia said, and she wrote it at the top of a fresh page, so that it would not be lost in the middle of anything. ”The medical houses for all — they begin from the hardest places.”

Shafi saw them out and stood at the hospital door, the sun falling across the threshold: ”The notebook you keep — from now on it will sit beside my medicine accounts. Accounts manage the present; your notebook manages the days after.”

”The days after,” Tia said, ”will see both of them managed.”

The official granary visit came at dusk — the hour when the light failed and the lamps had not yet been lit, the hour when accounts look most honest.

Inside, the lamps were being lit along the aisles, the light catching the stacked bags and the sealed jars, the long shapes of the store bins running away into the dark. The whole building smelled of grain and dry clay — the good smell of things stored against need, the smell that had kept the city alive through four months.

Mery spread the ledgers across a table — three of them, the three ledgers of the two-line coordination, their pages worn from nightly turning. From the wicker chest, Tia took out the old grain book — the one she had carried out of Thebes, the one whose declared accounts and real stock had differed by four-tenths. The leather of its cover was rubbed smooth at the corners, the way a thing is rubbed by years of carrying. The two books lay side by side on the table, matched entry against entry, Mery’s finger moving down the columns.

”They match.” Mery said, and he let his finger rest on a line. ”The holes in the old account — that’s the batch the temple people moved out before the rebels sealed the city. Two years of moving, not one entry recording where it went. Not one.”

”And now?” Tia asked.

”Now,” Mery said, and he drew the three ledgers toward him, the counting-rods already laid out in their rows, ”the city’s grain, eaten tight, lasts to before the twelfth month. The grain scattered among the people comes to twelve thousand loads. But the city’s heads have grown by two-tenths since the siege began.” He moved the counting-rods, the click of wood on wood filling the quiet. ”The official granaries can’t hold out. And this isn’t one city’s problem — the new capital’s granaries, the West Bank’s granaries, the northern granaries, is there one whose account isn’t robbing one end to pay the other? The granaries are many, scattered wide — but how many were truly stocked against ’no panic in wartime’?”

”Your meaning,” Asaf said, ”is that the granaries aren’t too few — they’re not good enough?”

”It’s the placing that’s wrong and the managing that’s wrong.” Mery said. ”Build a granary in a city, and one siege cuts off the grain. Build one in the countryside, and one disturbance strips it. My three ledgers have sewn the granaries of the whole country into a temporary net — but this net is sewn with thread. The day a thread breaks, the whole thing unravels.”

He paused, and drew out a map from under the table — a sheepskin map, creased from folding and unfolding. On it were drawn Thebes and the villages around, ringed and dotted, the marks in two different inks, as if drawn at two different times. ”Look,” he said, and he spread it flat with both hands. ”Thebes is this great a city — five official granaries, and all of them inside the walls. Outside, dozens of villages — not one official granary. Before the siege, a villager selling grain had to carry it a dozen li into the city; after the siege, even the road to sell is gone. What do you call this? The granaries follow the officials, not the people.”

”So when granaries are built,” Tia said, ”they must follow the people. In the city — and in the countryside too.”

”Right.” Mery said, and he tapped the map with his finger. ”Granaries follow people, not officials. That single article is the backbone of the Ever-normal Granary law to come.”

”To make the net sturdy,” Tia said, ”there must be law.”

”Right.” Mery said. ”One law — and all Egypt builds its granaries by it.”

Weser had been listening for a long while, standing at the edge of the lamplight — an old man with the granary keeper’s stoop, his hands clasped behind his back in the habit of a lifetime of walking aisles — and now he put in, the old keeper’s voice slow, like a man rolling a stone: ”Let me put in an honest word. The granaries have one more fault — the keepers don’t keep as if their lives depended on it. I’ve kept a granary half my life and seen plenty of keepers: show up for the roll call, take the yearly inventory, but whether the grain is damp or dry, whether the roof leaks — no one truly cares. Why? Because the granary belongs to the officials. Let it rot; it doesn’t rot the keeper’s own pot.” He sighed, a long breath. ”If a regulation were made to press the keeping onto each keeper’s head — granary here, keeper here; granary rots, keeper answers — then the granary would truly be kept.”

”Recorded.” Tia said. ”’Keepers without responsibility’ and ’granaries without distribution’ — one sickness, two symptoms.”

”Girl,” Weser said, and the old keeper’s eyes crinkled, ”your memory is firmer than my account book.”

”It must be.” Tia said. ”Miss one entry, and from now on one more household goes hungry.”

That night, Asaf and Tia lodged in the side room behind the official granary’s courtyard.

A clay jug of water stood by the door, and the smell of grain came up through the floorboards — the smell of four months of the city’s life, banked and waiting, the good weight of a storehouse under a siege.

The room was small — a wooden table, two straw mats, a lamp. They took the records out of the wicker chest and spread them by kind: the granary records piled at the left of the table, the dwelling records at the right, the hospital records on the straw mats, the corvée records stacked against the wall. When everything was laid out, the room was full of paper — the floor covered, the mats covered, the table covered to its edges — and a person had to step on tiptoe to cross it.

”This sight,” Asaf said, standing at the door with the last bundle in his arms, ”is like a little court in session.”

”Not close.” Tia said, and she knelt by the papers, sorting. ”On a court floor, official argues with official. Here, life is spread against life.” She paused, and made a gesture of listening, her head turned: ”Listen — all this paper on the ground is alive. Behind every entry, there is a person.”

”So tonight,” Asaf said, and he set down the last bundle, ”we speak the words of all these people — complete.”

Two lamps, one at the left, one at the right, burning low and steady. The flames leaned now left, now right with the drafts, moving the shadows of the papers across the floor like slow water; neither of them noticed, the way people working through a night stop noticing the night. The chest open, the records spread over the floor. They worked through what the month had gathered, kind by kind: the granary records, the dwelling records, the hospital records, the corvée records. Under each kind — the cases, the figures, the people’s own words, quoted whole.

”Look,” Asaf said, pointing at a page, his finger tracing the lines. ”The granary’s fault — its root is ’unequal distribution.’ Granaries built in the city, none in the villages; granaries kept by the officials, nothing stored by the people. When war comes, the city chokes on its hoard while the countryside starves.”

”The dwellings’ fault,” Tia said, ”is rooted in ’no standard.’ Every house built by whatever the ancestors handed down. The good ones fall in a year; the bad ones in half a day. When warfire sweeps through, the people have no shell to shelter in.”

”The hospitals’ fault,” Asaf took it up, and he turned the page as he spoke, ”is rooted in ’too few and too monopolized.’ Medicine has no storehouse, healers have no house, the sick have no door. Once the temple fell, the whole city’s sickness was left with one pharmacy hut.”

”The corvée’s fault,” Tia said, ”is rooted in ’farming-season conscription.’ The farmers are seized, and the fields go waste. The fields waste, and grain grows scarce. Grain scarce, and the war is harder to win.” She paused, and her voice dropped. ”This is paying tomorrow’s lives to fill today’s pit.”

Four faults, four roots. The longer the two talked, the lower their voices sank, until the words were barely above the breathing of the lamps.

”These four,” Asaf said again, sitting back on his heels, ”did not appear today. The old king ruled thirty years and would not lift a hand; the temple held power and wished only for disorder; the new laws wanted change and ran into this war. Decades of accounts, all settled on the head of these four months of siege.”

”So Thebes,” Tia said, ”isn’t unlucky. It’s that these four sicknesses had to find some city to break out in, sooner or later. It happened to be here.”

”Then that’s well.” Asaf said. ”Once the sickness breaks out, it can’t be hidden. Once it can’t be hidden, someone will treat it.”

”These,” Asaf said at last, and he looked around the paper-covered room, ”are not the sickness of one city. They are the sickness of the whole country. The siege of Thebes only forced all four out at once.”

”The sickness forced out,” Tia said, ”must be treated.”

”Treatment requires law.” Asaf said. ”Four laws, one for each sickness: granaries unequal — the Ever-normal Granary law; dwellings without standard — the law of dwelling construction; hospitals too few — the law of medical houses for all; corvée conscripted at random — the law against farming-season corvée.”

Tia did not speak. She took up the pen, and laid a fresh sheepskin flat on the table, smoothing it with her palm. She wrote on it, character by character. When she reached the end, she set down four names — writing slowly, stroke by stroke, the pen pressing down as if carving into stone:

Regulations for Building Ever-normal Granaries Across the Realm. Safety Standards for the Building of Dwellings. Regulations for the Founding of Medical Houses for All. Edict Abolishing the Forced Corvée of Craftsmen in the Farming Seasons.

”These four names,” she said, low, and she did not take her eyes off the sheepskin, ”are the four new roof-beams of Egypt from now on.”

The sheepskin lay flat under her hand, the ink still wet, catching the lamplight. In the quiet, the four names looked back at her like four stones set in a row — heavy, and not to be moved.

Under the lamp, the two of them fell to talking of old times — the way people do at the end of a long work, when the hands are still and the mind loosens. For a while, in the low light, they were not a scribe and a clerk carrying ten thousand hardships on their backs; they were the two who had crossed the river with one chest, still crossing.

”Do you remember,” Asaf said, ”our first time working together? It was in the civil affairs office of Thebes. You faced a roomful of old corvée accounts — the piles reaching your chin — and you said the old system had to change. Back then I took you for a bookish young idealist.”

”When did you believe me then?” Tia asked.

”On the river.” Asaf said, and the memory seemed to slow him. ”We were on that little boat carrying reed mats, fleeing Thebes. You held this chest — the same one — and you said, ’As long as the documents are here, everything is here.’ From that day I believed — you were no bookish idealist. You were a person who gets things done.”

”You’re not bad either.” Tia said. ”Posting war bulletins for the people — ’labor paid, grain levied by household.’ Those eight characters are worth more than a hundred empty speeches.”

”The two of us,” Asaf said, ”one who writes and one who counts. These four laws — written, they’re written. But to stand them up on a real court floor—” he paused, and the pause stretched, ”—it will be hard.”

”Hard, and still they must stand.” Tia said, and she set her hand on the chest. ”This chest holds ten thousand ’hards.’ Their hardship is harder than ours.”

Asaf said nothing more. He stood and turned the lamp up a little, the flame rising and steadying. The two shadows stretched across the records on the floor, long and short — like two trees planted in a field of paper, their shadows meeting in the middle.

The lamp flame jumped. Beyond the window, the torches on the wall-head flickered in the wind. The two said nothing more. They gathered the records page by page, sorted them into the four kinds, and repacked the chest — the granary records at the bottom, the dwelling records on top, the hospital records in the middle where the paper was thinnest. The lid came down, and was fastened, and fastened again.

The next day, they walked another full day.

They went into the lanes to hear the people pour out their grievances. The lanes of Thebes were the same lanes Tia had walked as a girl — the same mud walls, the same doorways, the same smells of smoke and drying fish — but the faces had changed, and the quiet was new, the quiet of a city that weighs every word before it spends it. A date-selling woman, her basket of dates at her feet, said: ”We small traders fear the soldiers most. Soldiers come, the stall goes over, and half a day’s livelihood is gone — the dates spilled and trodden into the dust. If the officials had a rule — soldiers to soldiers, people to people — how good that would be.” A water-carrier, setting his pole down, said: ”What I hope for most is housing. Of the old houses in this city, eight of ten leak. When the rains come, it pours outside and drips inside — we hang pots and pans to catch it, and still the floor is wet. Who ever cared?” An old man holding a child said: ”I ask for nothing else. Only that when the child is sick, there’s a place to take him. No need to beg the gods at the temple, no need to beg people in the city.”

Tia recorded it, sentence by sentence, the charcoal moving steadily. Her feet had raised new blisters — she could feel each one against the leather. She said nothing, and only at rest stops took off her shoes, set them aside, and let her feet breathe in the cool air.

”Those feet,” Asaf said, looking at them, ”at the new capital, see a healer first.”

”My feet are fine.” Tia said, and she put the shoes back on. ”What’s recorded, though — those must reach the new capital first.”

There was also a man who sold old clothes — a sharp-faced man with a carrying pole over his shoulder — and he talked the most entertainingly. He said: ”I sell old clothes, and I’ve walked three provinces and six counties. Which officials are good, you can tell from the clothes — under a good official, even the poor wear whole garments; under a bad one, even the rich families’ castoffs are eaten by rats. You ask about faults? The fault is that bad officials are many and good ones few — and the eyes above only circle inside the city.”

”Then in your view,” Asaf asked, ”how is it to be treated?”

”How?” The man slapped his carrying pole, the pole ringing. ”Make the officials’ accounts like the grain accounts — posted every day! Who did what, spent what, ate what — put it all up at the city gate. An official who dares post — he can’t be all bad.”

”Governing officials by public posting,” Tia said, and she wrote it down. ”Recorded. This article may pair well with the corvée law.”

In the lanes, they also met an old scissors-grinder — a bent man with a whetstone on his back. Hearing they were recording affairs, he set the whetstone on the ground and said: ”Let me say my piece too. I’ve ground scissors all my life, walking the lanes and streets. The poor of this city fear hunger least — it’s sickness they fear. Sick and no money — you wait. Wait it out, your fate is long; wait it not...” he did not finish, and the unfinished sentence hung in the air. ”If you can truly put a healer at every household’s door, I’ll grind ten scissors for you free.”

”Keep your scissors.” Asaf said. ”We’ll take your words.”

There was also a woman who had just come off the night shift — her hair loose, her shoulders tired. She helped at the transfer depot and went home near dawn. Hearing that Tia was a female official, she held her hand and would not let go, her grip earnest: ”Lady official, lady official — tell the people above that we women want a livelihood too. The work of the storehouses, the work of the kitchens, the needlework — we can do it all. But our wages are always half a tenth less than the men’s. On what grounds?”

”On what grounds,” Tia said, ”I’ll record that half-tenth too.”

”Recorded — will it work?”

”First record it.” Tia said. ”Recorded, the day it works will come.”

At noon, they sat a while with the chief officiant — in the old temple’s forecourt, where the sun fell in long bars through the columns.

When he heard their purpose, the chief officiant went into the old temple’s storehouse and brought out a stack of old archives — carrying them in both arms, the bundle tilting with age. The archives were of sheepskin, their corners brittle, the edges flaking at the touch. He set them down on a stone step and said: ”These are the old temple’s accounts from thirty years ago. Turn them over, and you’ll see some things.”

The two of them turned pages for the whole noon, sitting side by side on the step, the dust of decades rising into the sun. The pages crackled as they turned — the sound of thirty years — and the ink had faded to a brown that seemed part of the skin itself, the handwriting of clerks long dead standing in columns that no one had read since they were written. In the old archives there were the temple’s land deeds for enclosed ground, the registers of conscripted craftsmen, the old dispensary ledgers of receipts and outlays — the handwriting of clerks long dead. Page by page, they were the shadows of the decades when the temple’s power stood highest, the years when every road led to the temple gate.

”Do you see?” The chief officiant said, and he stood over them, his shadow falling across the pages. ”The granaries’ grain — the temple took its share. The people’s land — the temple enclosed it. The hospitals’ medicine — the temple locked it away. The corvée’s men — the temple conscripted them. Now the temple is fallen, and these four things are still a tangle. Why?” He paused, and the pause was long. ”Because what has pressed down on the people was never only the temple. It is the whole set of old rules that no one has changed.”

He drew out one page and pointed at the characters, his finger following the faded ink: ”Look at this page. Thirty years ago, a stretch of ground east of Thebes was dwellings. The temple took it with a single document, in the name of ’the canal needs land.’ The canal was built halfway and the land lay waste for ten years. To this day a half canal stands on that ground, its walls crumbling, its channel dry. The people of the land are long gone.” He drew out another page, handling it with the care a man gives to something old and heavy: ”And this — the old dispensary ledger. Seven-tenths of the city’s good medicine went into the temple’s pharmacy. The people could only go to the temple and beg ’sacred medicine.’ And what was the medicine? Grass roots mixed with incense ash.”

”So,” Asaf said, ”change cannot stop at one temple. To change, you change the whole set of rules.”

”Changing rules,” the chief officiant said, and he looked down at the archives, ”is harder than tearing down a temple. But this chest of records in your hands — it is the first hammer.”

He said it without emphasis, the way a man states a fact of the work — and yet the two of them carried it out of the forecourt like a heavy weight.

Tia copied those two pages into her notebook as well, her hand steady over the page, the old ink rising to meet the new. As she copied, she knew that every character on those old pages would one day become evidence before the court — that the court would read these very strokes and have to answer for them.

At dusk, they returned to the courtyard behind the official granary.

Lu Zhu was in the yard, standing by the well with his sleeves rolled — he had been drawing water. Tia noticed his hands: the charcoal dust that never quite washed out of the creases, the calluses of a man who still lifted stone when the wall demanded it. Seeing them come back, he asked: ”Recorded?”

”Recorded.” Asaf said. ”Four faults, four cases. When this war is over, we’ll carry them to the new capital.”

”To the court?” Lu Zhu said, and he dried his hands on his sleeve.

”To the court.” Asaf said. ”To lay the people’s suffering before the pharaoh and all the ministers, one by one — to show them why this war has been fought so bitterly. Not because the walls were weak, not because the soldiers lacked courage — because these four sicknesses were already rotten at the roots.”

Lu Zhu nodded. He looked at the wicker chest — its corners worn, its lid fastened and refastened — and said: ”This chest is now the heaviest thing in this city.”

”And the most precious.” Tia said.

”There’s one thing I want to say to you.” Lu Zhu said, and his voice had in it the care of a man who has thought about the words before saying them. ”The four faults you recorded — every one of them rests on the two words ’building for the people.’ The granary is building; the dwelling is building; the hospital is building too. Even corvée, in the end, is the building of men — how men are used, how many, where they are put. So when the laws come, don’t let only the civil officials draft the articles. Let the wall-menders, the granary keepers, the healers come in and speak. A law that grows out of the ground is a law that stands.”

”That,” Asaf said, ”I’ll remember. When the laws are drafted, ask the people of the ground first.”

”Right.” Lu Zhu said. ”Recording the people’s words is the first step. The second step is turning the people’s words into the masons’ measure, the healers’ prescriptions, the granary keepers’ ledgers. The third step is the characters on the court floor.”

”Three steps.” Tia said. ”We’ve finished the first and we’re on the way to the second.”

”Then the third,” Lu Zhu said, ”is not far off.”

”And one thing more.” Lu Zhu said. ”Before you leave, copy out a table of contents for the records and leave one behind. The city’s building materials and documents are kept by the Chief Construction Bureau. The four things you recorded — when the laws and regulations come, the Bureau will need them. Leave a copy; both sides will stay in step.”

”Good.” Tia said. That same evening, she copied the table of contents of the four kinds of records onto a sheepskin, character by character — writing more slowly than usual, the way a person writes when the writing matters. Four kinds of faults, several dozen entries, she transcribed them one by one. With every entry, she ran through the face behind it: the old man of the Haven, the craftsman on the wall, the wounded soldier in the hospital, the woman in the lanes — each face passing before her eyes in turn, like a row of lamps being lit.

”These names,” she thought, as she set down the last character, ”will all come to rest in the law.”

When the copying was done, she checked the original against the copy, holding the two sheets to the lamp. Not one character out of place. She handed the copy to Lu Zhu; he rolled it carefully, the way a man rolls a thing he means to keep, and tucked it inside his robe.

”This table of contents,” he said, ”I’ll place in the Bureau’s document storehouse. On the same shelf as the temple’s optics and acoustics records.”

”One shelf?” Tia was a little surprised, and the surprise showed.

”One shelf.” Lu Zhu said. ”Those are the light calculated out of the past; yours are the beams to be raised in the future. Both are things this country has grown out of this war.”

That night, Asaf and Tia were to leave the city.

A-Tu’s boat waited west of the city, drawn up on the mud. Before boarding, Tia looked back once — a long look. In the night, Thebes’s wall-head torches joined into one line, running along the dark like a seam of light; the lamps of the Haven scattered like stars fallen among the shelter rows; the lamps of the granary and the hospital burned bright and steady, the two fixed points of the city’s night.

”Wait for us.” She said, low, with her back to the river. ”When the war is over, these accounts will be settled.”

Before boarding, they went up on the wall one more time.

Lu Zhu went up with them — climbing the dark steps, his hand on the stone. On the wall-head the wind was stronger than in the city, coming straight off the river, flattening the torch flames. The night guards, seeing the Master Builder, straightened their backs and gripped their spears. Asaf stood behind a crenellation and looked out beyond the city — the rebels’ campfires lay in a joined stretch of darkness, ring on ring, like a net drawing slowly closed.

”Four months.” Asaf said, and the wind took the words.

”Four months.” Lu Zhu said. ”No one in this city thought it could be held this long.”

”How much longer can it hold?” Tia asked.

Lu Zhu did not answer. He looked north for a while — at the darkness beyond the walls, beyond the campfires — and said: ”Every plan that could be tried has been tried. What remains is waiting for a moment.”

”What moment?”

”A moment,” Lu Zhu said, and he said it slowly, as a man states a decision he has already made, ”when this war can be finished in a single battle.”

The three stood on the wall-head a long time, the wind coming from the north, snapping the torches, moving the tails of their robes. Below, in the dark lanes, the city was still awake — a lamp here, a lamp there, the quiet sounds of a city that sleeps with one eye open. At last Asaf spoke first: ”Then we’re off. Wait for your good news.”

”Go well.” Lu Zhu said. ”What is in the chest outlasts the walls of this city.”

The boat left the shore. The oars were quiet, dipped and drawn with the discipline of four months of night crossings, carrying two people and a wicker chest full of four recorded faults, toward the West Bank.

The night wind came off the river, cool and thin, smelling of water and mud. Behind them, the city’s wall had gone dark against the dark, nothing left of it but the line of torch-flames along the wall-head, receding as the boat pulled away. Tia drew the chest tighter against her, her arms around it, and said: ”Asaf — are you afraid?”

”Afraid of what?” Asaf asked, his voice coming from the dark of the boat’s stern.

”Afraid this war will end without a result. Afraid this chest of ours will never be carried up. Afraid that after all this recording, it will still be a few pages of waste paper.”

”What I fear isn’t quite the same.” Asaf said, and the oars paused a moment, as if the words needed quiet. ”I fear we didn’t record everything. I fear some lane was left unwalked, some household’s words unheard. Miss one sentence, and the law to come leans a hair’s breadth off. A law leaning a hair’s breadth lands on the people’s heads like a mountain.”

”Then on the road back,” Tia said, ”we’ll walk slower. And fill in what was missed.”

”Fill it in.” Asaf said, and the oars dipped again.

The boat had been under way half an hour, the water sliding past the hull. Across the river, the lights of the West Bank drew nearer, point by point, the lamps of the ferry landings and the camps. Tia turned and looked once toward Thebes — the city now small across the water. In the night, that city under siege for four months and more lay quiet on the far bank, its walls dark, its towers dark. On the wall-head, the torches still burned, one after another along the black — like a row of eyes open in the dark. The city behind them would not sleep tonight, and the shore before them was waking; the river ran between, carrying the boat, the chest, and the two lives, steadily north.

”Thebes,” she said, low, and the words went out over the water toward the city: ”Hold on a little longer. Hold through — and all your suffering will have someone to manage it.”

(End of Chapter 13)
