Nile Builder: The Architect from the East

Chapter 83: Chapter 5: Grain Scattered Among the People — Household Cellars Rebuilt

The audit of the granaries began the next morning, at the opening of the gates.

The official granaries were five: four south of the city, one north. The gates were old door planks, gray with years, their iron hinges worn bright at the pins. The seal strips on them had been changed three times — first the temple’s seal, then the royal army’s, the paper layers one over the other; now two new locks hung on the doors, their iron bright against the old wood. The morning light fell across the yard, and the dust of the city hung in it. On the day of the audit, the old granary keeper Weser ran his hand over the keys three times before he put one into the lock — once, to find them; twice, to be sure; three times, because a man does not open a granary lightly. The keys were worn smooth by thirty years of his thumb; he knew the feel of them better than the feel of his own face.

”Open them.” Lu Zhu said.

The gate swung open with a long creak, and the smell of the granary came out — old grain, dust, and dry wood. Inside, the grain sacks stood in stacks, neat and even, the rows running deep into the dimness. But Lu Zhu saw it at once, with one look: the sacks on top of the stacks were full, round and taut, their cloth stretched; deeper in, several stacks were slack, the sacks sagging at the middle like old cheeks. He walked to a slack stack, crouched, and pressed a hand against a sack — it gave way under his fingers, soft and empty, holding less than half its weight.

”This stack,” he said, turning to Weser, ”when was it touched?”

Weser’s face went white at once — the white of a man who sees his life’s work fail before his eyes. He threw himself at the stacks and counted them, one by one, his fingers running over the sacks; as he counted, his hands began to shake, and the shaking spread up his arms. ”No... this is wrong. There was a count before the Great Ceremony — the granary was full. During the half-month the city was sealed, I could not get in...”

”You could not get in,” Lu Zhu said, ”but someone did.”

Behind the stacks, the floor carried the marks of wheel ruts. The ruts were shallow — a small cart pushed at night, its wheels wrapped in cloth, moving softly over the packed earth. By the wall, an old window: its latch showed pry marks, the wood gouged and splintered. They had not used the door; they had used the window. And outside the wall, at the foot of it, a few grains of barley were scattered, a thin trail running all the way to the back lane.

”I have kept this granary for half my life.” Weser crouched by those grains, picking them up one by one, his fingers working slowly, cupping them in his palm. ”I watched every cart of this grain come through the gate. Which year’s barley, which month’s dates — I remember them all, I could tell you the feel of every sack.” He spoke as if the sacks were people he had known. ”And now...” His voice caught, and he did not go on. The grains lay in his palm, small and yellow, and his hand closed over them.

”Grain that is on the books,” Lu Zhu said, ”does not vanish for nothing. Every cart that was taken will be accounted for, and every one will be repaid. The books are a debt the city owes itself — and the city pays its debts.”

The five granaries were audited one by one. The first south of the city held barley, the stacks rising to the rafters, the sacks plump and even — the barley of the good years, packed when the harvests were full. The second held wheat — and one corner was short, the sacks in that corner slack and thin, their mouths retied with newer cord. The third held dates and mixed grain — the date bricks stacked like tiles, the sacks of lentils and beans — and half its sacks were empty, the folded cloth lying flat. The fourth was the smallest, the army grain — and it had been stripped the worst: the rows nearest the door were all empty sacks, folded and stacked neatly, like a bird whose bones had been taken out, the ribs left in place. The granary north of the city had lost little — but its roof leaked, and a dozen-odd sacks in the corner had grown patches of mildew, gray-green in the dim light, the mold spreading from sack to sack, and the smell of it lay over the corner like a low cloud.

”This roof has to be repaired.” Lu Zhu pointed at the mildew. ”And the damp sacks moved out before it spreads.”

Weser’s face went red, then pale: ”The roof — I reported it three times. Three times, and every time, the answer was: wait for spring, the rains are over...”

”We can’t wait.” Lu Zhu said. ”In a siege, one rotten sack of grain is one family’s life. The rains may be over — but the mildew is not.”

The method of the audit was counting stacks and sampling sacks. For every stack: how many sacks across, how many deep, how many layers high — multiplied out; then three sacks drawn at random and weighed on the granary’s scale, the beam swinging until it steadied. When the five granaries were done, the account was clear.

Against the books, the actual stock was short by nearly four-tenths. Part of the shortage was grain the rebels had moved during the days they held the city — the ruts, the broken window, the grain trail. The rest — matching the old scroll Tia had carried out of the city, the record she had kept through all the years of her service — had been moved out cart by cart over two years by the temple’s people. The books said full; the floors said empty. They had carried grain out for two years, and not one entry in the books recorded where it went; the ink on the pages was silent, and the silence was the theft.

”Four-tenths.” Lu Zhu stood at the granary gate and ran the number through his mind three times. He knew what it meant in people — the bakers at the market stalls, the children in the lanes, the wounded in the gate towers — every mouth in the city adding itself to the same account. ”Counting the whole city’s mouths, what’s left — eaten without restraint, lasts two months. Eaten sparingly, three and a half.”

”Sparingly?” Weser said. ”How sparingly? What does sparingly mean to a hungry man?” His voice was not argumentative; it was the voice of a man asking a question he had never needed to ask before.

”That is what we are here to decide today.” Lu Zhu said.

The news from the grain road arrived the same day.

The convoy from the West Bank had come into the camp on the west bank before dawn, the carts creaking up the ramp, the horses blowing in the cold. Its leader brought Horenheb’s word: night runs on the official road, twenty cartloads at a time, once every three days. The batch that had been burned the other day — the West Bank’s village granaries had put together another twenty cartloads, to come through the night after next, the grain sacked and loaded while the ashes of the last convoy were still warm. But the road grew more dangerous by the day — the rebels’ roving riders had shown themselves twice already on the ridges above the road, sitting their horses in the evening light, watching the carts pass.

”Grain can still come in,” Lu Zhu said, after reading the letter, to Kamon. ”But it’s slow, and it’s dangerous, and every run is a gamble with the riders. Every grain that comes from outside is precious, bought with blood. Every grain already here must become more precious still.”

”What do you mean?”

”Grain cannot all lie in the granaries.” Lu Zhu said. ”The granaries are drawn on the rebels’ map. Five granaries, five targets, five points on a map for a commander’s finger to touch. If they ever break in, the first thing they do is seize the granaries. And then not one cart of this city’s grain would be left.”

Kamon understood his meaning, and his brows drew slowly together. He had spent his life building stores that would stand; the thought of un-building them sat heavy in him.

And that very night, on the river outside the west gate, a boat came.

There were few men on it. At the bow squatted a young man, holding a small notebook against his chest, its edges worn soft from handling, its corners dog-eared — the notebook had been in his hands for years, and his thumb rested on the same fold, the fold where the figures he could not forget lived. He had grown on the road: the boy who had once carried a sample pouch at his belt was now a man who carried a city’s accounts in his breast. When the boat touched the bank, the soldier waiting onshore asked, low: ”Who’s that?” The young man held up his waist token and said: ”Granaries. Mery. Ordered into the city.”

Mery had come from the new capital, changing boats all the way. Seven days on the road: by day he audited the West Bank’s village granaries, his hands in the grain, his eyes on the books; by night he traveled, the notebook in his breast. His notebook had gained half a volume of new writing, the pages filled with figures and columns.

The boat passed the river stretch the rebels’ river soldiers guarded by hugging the reed beds — the boatmen shipped the oars and pushed with poles, the poles going in without a splash and coming up without a sound. The hull brushed against the water plants with a sound so faint it was frightening, a whisper of reed on wood. The reeds stood tall on either side, closing over the boat like a roof, and the water under the hull was black and still. Mery crouched in the hold, his notebook pressed to his chest. Outside the hull was all darkness, and only the sound of the water, and the far cry of a night bird.

”First time through?” A boatman whispered.

”Second.” Mery said. ”The last time, I came with my teacher.” He said it the way a man says a thing he remembers by heart.

The boatman said no more. The boat ran through the dark for half the night, and near dawn, the lamps of the West Bank floated up out of the mist, small and yellow, and the boat turned in toward them.

The West Bank’s village granaries took Mery three days to audit. The granaries were sound, and the grain was real — the granaries Lu Zhu had built in the old years had not changed, the walls straight, the floors dry, the vents drawing. But the books told the story plainly: cartload after cartload going south, and the empty carts coming back, more and more of them, the entries marching down the page. He left word at the village granaries: from tomorrow, the southbound grain carts run in two shifts, men resting but carts not, the teams changed at the staging points like relays.

”One more run each day,” he said to the granary keeper, ”and the city breathes one more day.”

Before dawn, he was brought to the back courtyard of the official granary.

Lu Zhu had not slept; the lamp was burning, and the defense map lay open on the table, its edges weighted with stone samples. The courtyard was cold in the gray hour, and the two men’s breath showed in the air. They met without greetings — the siege had no time for them. Lu Zhu pushed the audit’s accounts across the table; Mery took them and read by the lamp, page by page, his finger moving down each column, the lamp flame leaning with his breath. When he finished, he said:

”Teacher, I counted the new capital’s holdings before I left. The city’s grain, plus the grain in the staging granaries outside — at wartime rations, it will hold out four months and more. Thebes’s number—” he tapped the two characters ”four-tenths” on the page, ”—is shrinking too fast. The rebels held the city half a month. What they moved out is probably more than what’s on the books.”

”So,” Lu Zhu said, ”I want to hear your way of it.”

Mery took an oilcloth-wrapped letter from his breast and handed it over: ”Meru sent this. He says he’s traced three routes on the river. The hours for moving at night, clear of the river soldiers — it’s all drawn in the letter. Once the boats are ready, grain and medicines can come in by water.”

Lu Zhu opened the letter. It held a simple map of the river channel: the shallows, the reed beds, the side channels, all marked in charcoal, with little notes in Meru’s hand beside each — ”reeds here, a boat can hide in daylight,” ”the current runs soft past this bank,” ”the water soldiers change at the third watch.” In the corner, Meru had written: ”The water road is faster than the land road — and more dangerous. Run it once, and you learn it once.”

”He’s staked his caravan’s life,” Lu Zhu said, ”on this city.”

Mery did not answer at once. He stood, walked two circles around the room, and then asked suddenly: ”Teacher, do you remember how we stored grain in the new capital?”

”Two hundred households, fifty loads each.” Lu Zhu said. He had not forgotten; the numbers had been his own once.

”It’s the same method.” Mery said. ”The granaries’ grain, lying in the granaries, is a target for the rebels — a bull’s-eye drawn on the map. Break it apart, hide it in the city’s households — and it becomes a field of thorns across the whole city. They can seize one granary; they cannot seize ten thousand households. The grain is not lost; it is only scattered, and scattered grain is the hardest grain to take.” He opened his notebook, and his finger moved over a line of figures — the numbers he had been working and reworking since the river crossing. ”Thebes is larger than the new capital, more households, and the cellars are denser. Choose the households by district — each hides a few dozen loads, and each district becomes a small granary. The accounts: one copy at the official granary, one copy with the household head, sealed with his handprint, one copy with the warden. Three copies that match — and no one can deny anything.”

”What if someone helps himself?” Lu Zhu asked.

”Double penalty; wartime rations, deducted from the household’s head-count.” Mery said. ”The two hundred households of the new capital were managed exactly this way. In a siege, grain in the people’s hands is steadier than grain locked in a granary. The people see their district’s grain every day, they touch the jars, they know the count — and their hearts are settled. A settled heart does not panic, and a city that does not panic cannot be starved.”

Lu Zhu listened, and said nothing. After a while he asked: ”How long have you been thinking about this?”

”Since the day I heard the rebels had surrounded Thebes.” Mery said. ”Every day since, I’ve thought — if the grain of this city were put in my hands, what would be the first thing I would do?”

”The first thing,” Lu Zhu said, ”is tomorrow’s meeting. Explain your method to the whole city. Explain it in the open, where every eye can see you.”

The next day’s meeting was held on the open ground before the granary.

Many came. The wardens of every district, the old master craftsmen, the adjutant — and, having heard the news, the city’s people in a dark crowd, standing shoulder to shoulder, the children at the edges, the old women at the front. The crowd smelled of the day’s work — lime, earth, and river water — and the murmur of it ran over the open ground like wind over water. Mery stood on a bench and explained the method of storing grain among the people, item by item. He spoke slowly; after each item he paused and looked at the faces before him, reading them the way his teacher read a wall.

Lu Zhu did not stand on the bench. He stood at the edge of the crowd, listening.

Some took the master builder’s silence for a sign that the method had not passed through his hands. Only Kamon knew the truth — the night before the meeting, Lu Zhu had called Mery into his room and gone through the storage plan from beginning to end three times: how the households were chosen, how the loads were divided, what happened if grain was lost, how order was restored if it broke. When the questions were done, Lu Zhu had said only one thing: ”Tomorrow, you explain this yourself. Explain it through, and it becomes yours.”

”You won’t speak for him?” Kamon had asked.

”I can’t.” Lu Zhu had said. ”He has to stand up there himself. Stand there once, and the grain of this city is truly in his hands. A method that is carried is a borrowed thing; a method that is explained is owned.”

When Mery reached the part about ”breaking the grain into the households,” the crowd exploded.

”Grain from the official granaries, into people’s homes?” The adjutant rose first, his voice carrying over the crowd. ”Easy to put in — hard to get back! Which household ate some, hid some, lost some — who can say? What do the soldiers eat when they fight?”

”Every household keeps accounts, sealed with a handprint.” Mery said. ”The grain is the granary’s; the household head is the keeper. Help yourself to one peck, and the penalty doubles; fail to produce the grain, and it is wartime theft.”

”Then you have to guard against rats.” An old man said. ”Grain into the house, rats into the house with it. A winter’s grain half-ruined by rats — whose loss is that?”

”Mine.” Mery said. ”The storage vessels are issued uniformly: earthenware jars, glazed, with lids that fit. The mouths are sealed with clay, and the clay stamped with the seal. Seal untouched, grain untouched. Rats cannot gnaw through a jar, and they cannot gnaw through a seal.”

A low laugh ran through the crowd — and the laugh loosened the tight air a little, the way a crack of light loosens a dark room.

”And one thing most important.” Mery raised his voice. ”While the grain lies in the granaries, you cannot see it, and your hearts have no bottom to stand on — you guess and guess, how much is left, whether tomorrow’s issue will come. Put the grain in your own districts, and you see it every day, you touch it every day. When the heart has a bottom, this city holds.”

The field went quiet. The quiet was the quiet of a crowd thinking.

After a long moment, at the very back of the crowd, an old woman raised a trembling hand: ”The officials... can they trust us?”

”Yes.” Mery said. ”My teacher taught me one sentence — grain in the people’s hands is the people’s own thorns; a whole city of grain is not a thing anyone cuts lightly. This city has held to this day by the word ’trust.’ It was trust that opened the gates for the royal army; it will be trust that holds the granaries now.”

The old woman lowered her hand, and wiped it on her coat, and said: ”Then it’s well. We old women have nothing else — only a heart for keeping the gate and watching the house.”

There were still those who were not easy. A warden asked: ”Grain into the household — a thief within the house, the keeper stealing what he guards — whose loss is that?”

”Three sets of accounts.” Mery said. ”One at the granary, one with the household, one with the warden. At every issue, the three are checked against one another. Whatever is short comes out of whose hands it was short in. If he cannot repay, it is deducted from that household’s rations — until it is repaid. The account does not forget, and it does not forgive.”

”What if a war comes and a man dies?” Another asked.

The field was quiet for a moment. Mery paused, and said: ”If the man dies, the accounts live. The accounts live, and the grain lives. When the war is over, the grain goes to the people of his house who remain. A man’s grain is his family’s grain — that is what the account says.”

No one asked anything more. After a moment, at the very back of the crowd, a young woman said, in a low voice: ”The way I hear it, this method counts the whole city in.” The man beside her said: ”It does. Counted in — and that is why we’re all settled.”

When the meeting broke up, the households volunteering to store grain were queuing at the wardens’ tables, the queue running twice around the yard.

After the meeting, Mery had Weser lead him through the city’s granaries, old storehouses, and the temple’s storerooms, one after another. He walked slowly, his eyes on the floors, the walls, the doors — reading each room the way his teacher read a site.

The old temple’s storeroom was the largest. The seal strips on its door were still the rebels’ — the seal of the ram, pressed over the royal army’s seal, one on top of the other. When the door was pushed open a crack, the room inside was empty — only a few wheel ruts on the floor, and rings of water stain running up the walls, marking where the stacks had stood.

”Their grain,” Weser said, ”was loaded here, and carted out the north gate.”

”The north gate.” Mery made a note in his notebook, the charcoal moving in small even strokes. ”Several nights of carting, ruts this deep — it went to the great camp at the river bend.”

”How do you know?”

”The ruts point north.” Mery said. ”Grain going north, army going north. In that half-month, this city’s grain fed the army besieging the new capital.” He closed his notebook, and his voice was level. ”Now they’ve come back. Every grain of this city has to turn around — and stand guard for the city itself.”

The choosing of households and the rebuilding went on together, over three days.

Mery chose four hundred households. The choosing had three rules: the cellar must be dry — the damp ones would rot the grain and ruin the trust; the house must be near the issue point — the carrying had to be short; and someone must be home — a cellar watched was a cellar safe. The four hundred lay spread across twelve districts in the south, north, and east of the city — each household storing thirty loads, twelve thousand loads in all — three-tenths of the granaries’ present stock.

”Break out three-tenths first.” Mery said to Lu Zhu. ”Keep seven-tenths in the granaries for daily issue. The three-tenths hidden out — that’s the bottom. If anything ever happens to the granaries, that bottom can save half the city. A city with a bottom does not sink.”

The rebuilding of the household cellars was done by Lu Zhu’s own craftsmen — the same hands that had built the wall and dug the wells, now working in the cramped dark of four hundred cellars, their tools the trowel and the lime brush instead of the rammer and the chisel.

Each household’s cellar was first cleared of its old silt — the damp, sour-smelling accumulation of years, carried out basket by basket, the dust hanging in the lantern light — then raised half a foot, the fill of dry earth mixed with gravel, packed firm, and spread with a layer of reed matting. The walls were re-limed, and into the white lime was mixed a powder of dried herbs — against damp, and against insects; the lime dried white and clean, and the cellar smelled of lime and dry earth instead of mold. The grain did not touch the floor: it went into the uniform large earthenware jars, the mouths covered with oilcloth, the oilcloth pressed with clay seals, and the clay seals stamped with the small seal of the official granary.

”A jar is the grain’s house.” Lu Zhu squatted in one household’s cellar, pressing the newly packed floor with his hand, feeling it give a little and then hold. ”A house must be dry, and the grain will sleep. Damp is the grain’s only thief that works in the dark.” He stood, and looked around the cellar. ”And the cellar door has to be changed for a thick one — to keep out not only rats, but men.”

The doors were changed by the carpenter gang. The old door planks were thin — a single kick would open them; the new doors had two crossbars, the wood a hand’s breadth thick. Their hinges were oiled, so that they opened and closed without a sound — a door that could not be opened by a kick, and could not be heard by an ear. On the wall by each cellar mouth, a small wooden board was nailed, bearing the household head’s name, the amount of grain stored, and the granary’s mark.

”This board,” Kamon said, after nailing the last one and stepping back to look at it, ”is that household’s account. Board present, grain present. Board missing, grain missing — and the account will know.”

On the first day of the rebuilding, an old couple south of the city emptied their cellar over and over. The old man carried the pickling jars out to the courtyard, one by one, his back bent under the weight, setting each jar down carefully so as not to chip it. The old woman swept the cellar floor three times, then wiped the walls with a wet cloth, kneeling, working her way around the room, the cloth darkening with the years’ dust.

”When the officials’ grain moves in,” the old woman said, wringing out the cloth, ”it will be more precious than the two of us. It must be clean. Grain remembers the room it slept in.”

The craftsmen packed the floor, re-limed the walls, and fitted the door, working until noon. At noon the old woman brought out half a jar of water and insisted the craftsmen drink: ”This water — drawn from the new well yesterday. You’re building a house for the grain; we have nothing else but this water.” She held the jar out with both hands, and the water in it was clear.

The craftsmen each took one small mouthful. The foreman said: ”Auntie, this cellar of yours is the driest in the lane. The grain will move in and never mildew, a whole winter through.”

”Then it’s well.” The old woman patted the wooden board at the cellar mouth, the way a woman pats a doorpost she has just raised. ”From today, this cellar is no longer ours — it’s the city’s. And a city’s things are kept better than a household’s, because more hands watch them.”

The night of the grain’s moving was chosen for the dark.

Cartload after cartload of grain sacks came out of the official granary, winding through the lanes. The wheel sounds were kept low — the axles were greased, the wheels bound with cloth; the horses’ hooves wrapped; even the carters’ calls dispensed with, the men speaking in signs and whispers. The sacks themselves were the ordinary grain sacks, but they moved through the night like a secret, the carts turning at the marked corners, the drivers knowing the way by heart. At each district’s issue point, half a lamp burned, hooded so that its light fell only on the ground; under the lamp, men took the sacks one by one, weighed them on the small scales, and packed them into the jars. Grain board against grain count, the papers sealed with handprints — not one step could be missed, and not one was.

The carts came out of the granary, ten to a convoy, moving a stretch and stopping. At every lane mouth, a man was waiting in advance, his eyes on the dark, his hand on the lane’s own lock. The password was ”West Bank,” the answer ”smoke” — the code of the works south of the city, now in use inside the city as well, the same words passing between the same kinds of men.

When a cart reached a lane mouth, the men of the issue point came out to meet it. Unloading for the unloaders, weighing for the weighers, checking boards for the checkers — the hands moving fast and sure in the lamplight, the sacks passing from arm to arm like water along a channel — and in a door crack, a half-grown child was watching, held back and muffled by an adult hand. But the child’s eyes in the dark were bright, like two stars, and the child knew what the sacks were before the adults said a word.

”It’s grain.” The child whispered. ”Grain for our house.” The words were the first thing the child had said in hours, and they came out clear and sure.

”Sleep.” The adult said, hand on the child’s head. ”From tomorrow, there will be some every day.”

Before dawn, twelve thousand loads of grain had been scattered into four hundred household cellars. The city that had gone to sleep with its grain in five places woke with its grain in four hundred. On the granary’s books, a new register had been opened: the Register of Grain Among the People — the pages ruled and numbered, the columns waiting for the day’s entries. On the register’s first page, Mery wrote three characters:

”The bottom is in place.”

In the days after the grain was scattered, the sky over the city seemed a little brighter.

In the lanes, a common sight: an old man wiping the wooden board at his cellar mouth again and again, until it shone like a mirror, the name on it legible from across the lane. A woman, cooking the evening meal, glanced toward the granary, then toward her own cellar — both stores settled in her heart. The glances were quick, but they were the city’s new habit — the way a man pats his purse without knowing he has done it, the way a mother counts her children at the door.

”Before, the grain was all in the granaries,” an old man who had taken grain said to his neighbor. ”I couldn’t sleep at night — I kept thinking: is the grain in the granary still there? Is it being eaten? Is it being moved? Now thirty loads lie in my own cellar, and I sleep heavy with it. Listen — my snoring is louder than it used to be.”

The neighbors laughed at him. The old man was not offended; he straightened his back a little: ”Laugh all you want. Grain at the side, life in the hand. You’ll snore too, once your cellar is full.”

After the storing began, the neighbors came and went more often between their houses.

In the sixth district south of the city lived a lone old man, his legs unsteady. When his cellar was rebuilt, two young men of the next house had done the work — they had carried the silt out and the lime in without being asked; on issue days, the neighbor’s wife brought his grain back for him on her way home. The old man felt he owed them, and carried his small jar of date paste to the neighbors’ house.

”It’s all this city’s grain,” the neighbor said. ”Why divide mine from yours?”

”Divide.” The old man said. ”The grain is the officials’; the hearts are everyone’s. That is the whole of it.”

Such sights were everywhere in the city. The grain had gone into the houses — and it had stitched the city’s people back together as well. The lanes that had drawn apart in the first days of the siege drew together again over the shared jars.

Only Mery did not smile.

Every night he went through the grain accounts from beginning to end: how much issued, how much left, how many households in each district, how many loads in each house, how much eaten in a day, how many days it would last. Entry by entry, all in the notebook, the charcoal moving in the lamplight, the pages turning one by one. At the end of the reckoning, he always paused, and looked at the number for ”days it will last,” and looked again — as if looking at it twice would change it, though he knew it would not.

That number was growing smaller, day by day — and Mery watched it the way a man watches a lamp burning down, knowing exactly how much oil was in it, and when the light would gutter.

The spies outside the city came in on the third day after the grain was scattered.

”Coming in” — they had been in the city all along. Before the rebels had sealed the city, a few unfamiliar faces had slipped in among the refugees, taken household tablets, and settled in a small inn north of the city, blending into the crowd of displaced people. On the day the city fell, they had not run. Now they had changed their trade: by day they sat at lane mouths selling needles and thread, their baskets of wares a shield; by night they circled the official granary, counting the guards, timing the rounds.

The granary was no longer easy to approach. Mery’s rules: double guards at the gates at night, one visible and one hidden, the hidden man changing his post every watch; and two dogs besides. The dogs had been brought by the landing’s boatmen — black-backed, yellow-footed, they showed their teeth at strangers and knew the guards by smell. Three nights running, the spies had tried to scout the granary, and three times the barking had driven them back before they came within thirty paces of the wall.

”The granary is beyond our reach.” The spies’ leader huddled in the back room of the inn, speaking low, his voice barely above a breath. The room was small and dark, the window shuttered, the only light a lamp turned down to a coal; the men sat close together, their shadows huge on the walls. ”The royal army has broken up the grain. What’s left in the granaries is only a few-tenths. The bulk of it has gone into the people’s cellars.”

”Broken up?” Another spy stared. ”Where is it hidden?”

”Four hundred households. Which four hundred — only the granary’s register knows.”

In the dark, the men were silent for a while, the silence of men whose plan has come apart in their hands. Then the leader laughed, a short laugh, not a warm one: ”The granary is beyond our reach — but their mouths are not. From tomorrow, we don’t sell needles. We sell talk.”

The next day, in the lanes south of the city, someone was ”selling talk.”

A stranger selling needles squatted outside an issue point, his basket of wares at his feet, and struck up a conversation with a woman in the queue: ”Sister, your household has taken grain?” He spoke with the easy familiarity of a neighbor, and the woman answered without thinking.

”Taken it.” The woman said.

”Let me give you a word of advice.” The stranger lowered his voice to almost nothing, leaning in. ”This grain — the government had nowhere to put it, so they stuffed it on the people. It’s not a kindness; it’s a rope. The day the fighting outside turns against them, they’ll come to your house first, take the grain back — and charge you with ’holding it privately.’ You believe me?”

The woman’s face changed a little. She did not answer; she picked up her grain and went. A dozen paces on, she looked back once. The stranger was still smiling at her, and the smile stayed in her mind all the way home.

The talk spread like wind, and blew through half the city in a single night.

The next day, the queues at the issue points were thinner. A few households that had taken grain added another lock to their cellar doors in the night — the new locks going on over the old ones. Some went further — lifted the grain jars out of the cellars and pushed them under their beds, where they could watch them, where the grain stood between the sleepers and the wall. The warmth between the households and the granary was visibly cooling, the way water cools in a draft, and the cooling was visible in the faces at the issue points.

Mery heard the talk on his way back from the nightly rounds.

He stood at a lane mouth and listened to two women talking low, their heads together: ”...they say it’s going to be taken back. Tell me — our thirty loads, whose are they, really?” The other said: ”The officials say they’re the officials’, and we’re just keepers. But when that day comes, if the officials say ’hand it over,’ can we stop them?”

Mery did not go up to them. He stood a moment in the shadow of the lane, listening to the end of it, and then he turned, walked back to the granary, and said to Lu Zhu:

”Teacher, grain can be broken apart — but hearts cannot. This rumor has to be pressed down with accounts.”

”How?” Lu Zhu asked.

”By openness.” Mery said. ”The granary’s accounts, from today, are posted daily. How much is in the granaries, how much is stored out, how much was eaten today — written on a bulletin, pasted at the four gates. Let the whole city see its own grain every day. A man cannot fear for what he sees with his own eyes.” He paused. ”My teacher said it once — rumors fear the light. Leave the books out in the sun, and rumors cannot live.”

”Good.” Lu Zhu said. ”You write the accounts; you set the bulletin.” He paused, and his voice was level: ”And — put the total of the Register of Grain Among the People on it too. Four hundred households, twelve thousand loads — not one figure short. Let the rumor-mongers see whose mouths those grains are feeding. A number that is published is a number that is defended.”

That evening, the first grain bulletin went up on the notice walls at the four gates.

The bulletin said plainly: grain in the granaries, so much; grain stored among the people, so much; issued today, so much; balance from yesterday, so much. Behind the figures, the seal of the official granary, pressed in red. The crowd around it stood three deep; those who could read read aloud, their lips moving; those who could not listened, leaning in. When the words ”twelve thousand loads stored among the people” were read out, a low sound ran through the crowd — a sound with weight in it.

”Twelve thousand loads — all in our own hands!” A man slapped his thigh and shouted. ”And that talk going around about taking it back! Here it is in black and white with the seal on it — this grain is for us to eat!”

That night, the queues were back at the issue points south of the city, longer than before. The stranger who sold needles was nowhere to be seen. Someone said they had seen him walking north, quickly, without looking back, his basket still on his arm.

Mery paid no attention. He put the bulletin’s draft away and went back to the day’s accounts.

The needle-seller had not left the city. He turned into a dead lane north of the city, squatted, drew a loose brick from the wall’s base — the brick came out without a sound, its edges worn — pushed a thumb-wide strip of sheepskin into the gap, and set the brick back, pressing it flush. The sheepskin bore eight characters: ”Grain into the households; seven-tenths left in the granaries.”

Before dawn, a roving rider of the rebels passed along that stretch of wall. One man dismounted, pretended to retie his shoe, and took the thing from behind the loose brick.

The fixed rations were established in those same days.

The grain was issued by the head: the craftsmen on the wall and the able-bodied men of the guard, one and a half sheng a day; the women and the old, one sheng; the children, half a sheng. The sick and the women who had just borne children got a supplementary allowance, drawn separately from the granary. The time of issue was fixed at the Chen hour every day, all issue points opening their scales at once, so that no district got its grain earlier than another and the whole city ate at the same hour. The scales were the official scales; the grain token matched the household; one issue a day, and the day’s grain was drawn the same day.

The soldiers’ grain was in the same account. The army’s rations were drawn separately from the granary and taken directly to the kitchens of the gate towers — the sacks carried up the ramps by the same porters who carried the people’s grain. The adjutant went to see it once, and came back saying: ”The soldiers eat exactly as much as the craftsmen. The account is fair.” Mery said: ”The men who build the wall and the men who hold the wall — both are this city’s wall. Grain should not be divided high and low.”

”One issue a day,” Weser said, doubtful of the method, his old head shaking, his hands folded on his staff. ”Four hundred households holding grain, and new issues every day — won’t it be chaos? The queues, the tokens, the counting — it will tangle like yarn.”

”No.” Mery said. ”Whoever holds the grain token draws the grain. Token matches household, household matches number, number matches the register. When all three match, nothing can go wrong.” He opened his notebook and pointed at one line: ”Look — today, seventh district south, actually issued one hundred and fourteen sheng; the account says one hundred and fourteen sheng. Not one more, not one less. The account is a net; the grain is the fish; and the net has no holes.”

Weser stared at the line for a long time, his old eyes moving over the figures, his lips shaping the numbers silently. Then he said: ”Mery, I’ve kept granaries for half my life. This is the first time I’ve seen accounts kept to this fine a point. Your notebook is stronger than any lock.”

”A lock keeps out thieves.” Mery said. ”The books keep out doubt. In a siege, grain is guarded first against doubt, then against thieves. A thief steals a sack; doubt steals the city.”

The old granary keeper said no more. The next day, he polished his set of old keys until they shone — he worked on them with a cloth and ashes, the way a man polishes a thing he is about to give away, the brass coming up bright under his thumb. Then he hung them on the granary gate, the keys swinging against the wood, catching the light. He was handing his life’s duty, formally, to this ”account.” He stood back a pace and looked at the keys on the gate, and then he nodded once, the nod a man gives when a long watch is over.

The issue at the Chen hour was the most orderly hour of the city’s day.

The people came with their tokens in their hands and their sacks over their shoulders, and the queues formed of themselves — the old women at the front, the men with the day’s work ahead behind them, the children sent to hold places for their mothers. The lines moved forward one pace at a time, and the movement was so even that a man could set his watch by it.

At every district’s issue point, a small platform had been built — a bench and a board, enough to hold the scale and the register. The official scale stood on the platform, its beam polished by use; the queue stretched below it, the sacks over the people’s shoulders, the tokens in their hands. The grain token went up; the warden read the board; the clerk weighed the grain; and both men called out the number together — ”Sixth district east, household three, one and a half sheng.” The grain went into the household’s sack, and a mark was cut on the board. A row of people passed, and another came; no crowding, no quarreling; the only sounds the click of the scale, the whisper of grain, and the call of the numbers. An old man, after drawing his grain, did not hurry away — he stood at the edge of the platform and watched for a while, and said: ”This isn’t issuing grain. This is issuing peace of mind.”

The warden did not raise his head: ”Peace of mind comes one pill a day. Tomorrow at this hour, you’ll be back.”

”You’ve kept granaries all these years,” Mery said to Weser, one evening. ”Is there any trick of the trade you could teach me?”

Weser waved a hand: ”Mine are blunt methods — watching the stacks, listening to the sounds, feeling the wall-foot.”

”In the blunt methods there is true substance.” Mery said. ”When you walk the nightly rounds, you can tell which stack has gone damp by one smell — before the mold shows. That kind of knowledge, the books cannot teach. The books record what happened; you know what is about to happen.”

Weser laughed. Laughing, his eyes grew wet: ”After half a lifetime — at last someone takes my trade seriously.”

The error in the accounts came on the third day of the issues.

The account of the ninth district south was off by half a sheng. The clerk had reported one hundred and sixteen sheng issued; the account said one hundred and fifteen and a half. Half a sheng — not large, and not small: in wartime rations, half a sheng was half a day’s food for a child, and the child in question had a name.

Mery did not let it pass. That night, he went through the ninth district’s tokens, issue slips, and registers, from beginning to end, the lamp burning low, the wick trimmed twice. The tokens were spread on the table in rows; the issue slips were stacked by the hour; the register lay open, its columns marching down the page. He found it at midnight: when copying the register himself, he had written household ”three” as household ”two.” One household’s grain had been recorded under another’s name — a single stroke of the brush, and the account had tilted. The error was his own — his hand, his charcoal, his page.

”I made the copying error.” The next day, Mery said it in front of all the grain-drawers of the ninth district, his voice level. ”Half a sheng — deducted from my own rations. The register is corrected; household three’s grain will be issued as it should.”

”Master Mery,” the household head said quickly, ”half a sheng — let it go.”

”It cannot be let go.” Mery said. ”In the grain accounts, there is no ’let it go.’ An error is an error: acknowledge it, correct it. From now on, when I copy the register, I copy it once and check it once. You put your trust in this account — I cannot let this account hold a single careless entry.”

In the crowd someone said, low: ”This grain official is as solid as the grain itself.”

From that day, whenever Mery copied the register, he checked it when it was done, page by page, his finger moving under every line. The lamp in his room often burned into the small hours.

The adjutant was the third man to be won over.

What he had feared most was ”the people’s grain, beyond the soldiers’ reach.” After the storage had settled, he chose a night in the small hours and went himself to look at two districts — walking the lanes alone, his hand on his sword, his cloak over his armor. The cellar doors, one after another, shut tight, the new crossbars solid, the boards gleaming in the moonlight. The issue points’ boards hung straight, one after another; the night patrols’ lamps moved from lane head to lane end, the light passing like a slow star, and at each lamp the patrolman’s face turned toward him and away, without a challenge, because the patrols knew their lanes.

”Neater than the barracks.” The next day, he said to Mery. ”In all my years of soldiering, this is the first time I’ve seen common people watch over official grain more closely than their own.”

”Because they know,” Mery said, ”who this grain is finally for — themselves, their children, and every person in this city. A man watches his own grain with his own eyes; no sentry can match that.”

The adjutant thought it over, and said: ”From now on, I’ll post two soldiers at your issue points. Not because I don’t trust the people — but I want the soldiers to learn how grain is managed. When this siege is over, there will be other sieges, and the soldiers will know what a granary should be.”

That night, Mery went up onto the wall to find Lu Zhu.

The two stood behind a crenellation, looking at the line of fire south of the city — the watchtowers’ lights, the distant campfires of the rebels, the thin bright thread of the works. The wind came off the river, cold and smelling of water. After a while, Mery said: ”Teacher, in the new capital, I always worked by your methods. Here, for the first time, I’m making the decisions myself. In my heart... I’m afraid.”

”Of what?” Lu Zhu asked.

”Afraid my method cannot protect this city’s grain. Afraid that one day the account will not add up, and the city will go hungry, and it will be my page that failed.”

”If you’re afraid, count it once more.” Lu Zhu said. ”Count until you’re not afraid. A number you have checked twice is a number you can stand behind.”

Mery was startled for a moment; then he laughed — a short laugh, like a stone turning over. He took out his notebook, and by the light of the torches on the wall-head, went through the day’s grain accounts from beginning to end again. When he finished, he said: ”Teacher, I’m not afraid anymore. The accounts are right. When the accounts are right, the hearts are settled.”

”You’ve grown.” Lu Zhu said. ”From a bookkeeper into a rule-maker.”

The city’s grain went on being issued, day after day.

The consumption ran a little faster than Mery had calculated. The refugees who came in, the sick, the wounded, the women who had just borne children — all added to the account, and the additions were honest. The grain from outside: three days, twenty cartloads — running on, it became five days, twenty cartloads. The rebels’ roving riders grew bolder, and the road grew longer.

Two nights ago, a convoy had been ambushed on the official road. Twenty cartloads of grain, halfway through the run, and the roving riders came down from behind the ridge, their horses dark against the night. The soldiers escorting the carts had been ready: the carts were drawn into a ring, the horses inside, and the archers shot from inside the ring. The riders circled three times, found nothing to gain, grabbed two cartloads of barley that had spilled on the ground when a wheel broke, and withdrew. No men lost; two and a half cartloads of grain lost.

”Two and a half cartloads,” Horenheb wrote in his letter, ”bought with twenty of their riders. The trade is a fair one.”

Lu Zhu read the letter, and noted ”two and a half cartloads” in his book. He understood what Horenheb meant — it was not a trade, it was a warning. A warning to the people of the city: the grain from outside comes in drop by drop, bought with blood. Eat sparingly, and you honor it. He read the letter a second time, and then he folded it carefully and put it in his breast, where the other letters from the west lay. The two and a half cartloads were entered in the account, and the account grew a little shorter.

One night, Mery finished his accounts, closed the notebook softly, and said to Lu Zhu:

”Teacher, at this rate, the city’s grain — eaten sparingly — will last to the coming of winter. Once winter comes, that’s a different account. The river will be harder, the roads worse, and the fields bare.”

”Think about this winter first.” Lu Zhu said. ”After winter, spring comes. By then, there will be ways outside the city.”

”One thing I brought from the new capital.” Mery said. ”Teacher Imset’s word. He says the new capital’s healing hall has its wound medicines and bleeding-cloth all restocked. When the road on the river is a little better known, he’ll bring his people in. The city’s wounded are more and more; they can’t keep cleaning wounds with well water.”

”Let him come.” Lu Zhu said. ”The square in the city is kept for him.”

Mery nodded, and recorded the message on the last page of his notebook, under the day’s figures.

That night, Lu Zhu passed the notice wall at the south gate and saw the grain bulletin still posted. The night wind curled its corners up, one after another, the paper tapping against the wall like a small drum. He reached out, pressed the curled corner flat, and weighted it with one of the small stones kept ready on the wall.

He read the figures on the bulletin once, by the moonlight — the grain in the granaries, the grain among the people, the day’s issue — the columns standing in the silver light as if they had been set there to be read. When he had read them, he stood without moving, the wind moving his coat, and the night was quiet around him.

”This bulletin,” he said, low, ”is the city’s lamp. As long as the lamp burns, the hearts stay bright.”

The next morning, a few children straightened the bulletins that the night wind had blown askew, pressing the corners flat with their small hands, and one of them fetched a new stone when an old one had rolled away.

And that very night, in the great camp outside the city, the man in white knelt before Nekhem’s tent, reporting the city’s news, item by item. His voice was low and even, the voice of a man who had learned to report bad news without color in it; the tent was lit by one lamp, and the lamp flame leaned as he spoke.

”The granaries’ grain has been broken up.” He said. ”Four hundred households, twelve thousand loads — all of it into the people’s cellars. What remains in the granaries is seven-tenths. And they have posted grain bulletins at the four gates; the whole city sees the figures every day.”

Nekhem was reading an old scripture by the lamp. When he heard the report, his eyes did not leave the scroll; he asked only: ”Did the arsonists succeed?”

”No.” The man in white said. ”Dogs behind the granary wall, double guards at the gate. The scouts could not come within thirty paces.”

The tent was quiet for a while. The lamp-wick popped once, and the flame steadied, and the shadows on the tent wall held still.

”Grain, broken up among ten thousand households.” Nekhem said, slowly. ”Seize it — you cannot seize it all. Burn it — you cannot burn it all. They have taken one great granary and turned it into a cityful of small locks.” He set down the scripture and raised his eyes. ”This method was aimed at us. Good. Then let the people of the city guess for themselves — whether the grain in their hands will still be there tomorrow. A city that must guess its own safety is a city already half lost.”

”The rumors...” The man in white said. ”The grain bulletin has pressed them down.”

”A bulletin can press down a moment’s fear.” Nekhem said. ”It cannot press down a long hunger. A siege is a siege of days. When the days run long, the figures on that bulletin will grow uglier day by day — the balance will shrink, and the shrinking will be visible to every eye. When that time comes, we will not need to send anyone to speak — that bulletin will speak for itself.”

Panhesy’s report arrived the same day. Upper Egypt’s grain, going around by the east channels and back to the camp — the road was four-tenths longer, and the loss greater, the grain soaking in the barges, the wear on the pack animals heavy, the dust of the detour on every sack. The camp’s rations had already been cut from two meals a day to two bowls of thin porridge; the soldiers squatted by the ditches, looking at the line of fire south of the city, and no one spoke, and the porridge was thin, and the bowls were wiped clean with bread.

”Tighten, and hold.” Nekhem said, after reading the report. ”The people in the city eat one sheng a day; the men outside, one sheng every two days. They endure; we endure. We will see who breaks first. A siege is a scale, and the scale is weighing patience.” He said it without raising his voice, the way a man states a settled law of the harvest.

He lowered his head again, and his fingers turned the pages of the scripture, one by one. He turned them slowly, as if counting a very long number.

Beyond the tent, the torches on the city wall flared and dimmed in the wind. In the direction of the south, the lights of the ten watchtowers joined into a thin line, lying quietly across the night.

And on the other side of the wall, the lamp in the back courtyard of the official granary was burning too — the lamp under which the accounts were going, page by page, into the small hours. The two lights, three li of night between them, faced each other across the dark. The grain of this city, and the men beyond it — neither had slept.
