Urban Martial Saint

Seeing Ou Keren like this, Guan Haochen felt infuriated and glared at Ye Qing, saying, ”Whether he is our employee or not, since he is here to assist our police, he should follow our police rules. What’s the meaning of this laziness? Director Deng, is this the consultant you brought in? Our police department has rules, and we are not like those street thugs out there!”

Guan Haochen didn’t hold a high position in the provincial office, but as the son of Guan Mingyu, Deng Liyang didn’t dare to offend him. Now Guan Haochen was clearly looking for trouble with Ye Qing, and since Deng Liyang couldn’t scold Ye Qing himself, he was caught in the middle, sweating profusely.

Seeing that Deng Liyang was silent, Guan Haochen grew angrier and said, ”Director Deng, how much money did you spend to hire him as a consultant? Did you report this expense to the authorities? I don’t care if he is our employee, but since he takes our salary, he must follow our rules.

Since he was late this time, according to the rules, we can deduct up to thirty percent of his salary, what do you think?”

Before Deng Liyang could speak, Ye Qing, who had been silent, finally couldn’t restrain himself and said, ”Can you never be done? Say what you have to say quickly. I have other things to do soon. If you keep blathering, then I’ll be leaving!”

As soon as he said this, the whole room fell silent for a good while, and Guan Haochen’s complexion turned livid. Pointing at Ye Qing, he furiously said, ”You... how do you talk to your superior?”

”I am not a police officer, and you are not my superior!” Ye Qing said coldly, ”I haven’t taken a penny from the police department; I am completely volunteering my help. If you think I shouldn’t be here to help, then I’ll leave right now!”

”Mr. Ye...” Deng Liyang hastily stood up and said, ”Mr. Ye, don’t be agitated. Captain Guan is not aware of these matters. Rest assured, the meeting is ongoing, and it won’t delay you much.”

”Get lost!” Guan Haochen burst out shouting, ”We, the police, are handling the case, do we need a scoundrel like you to help? I’ll tell you, I really think you shouldn’t be here. Our police are all well-trained. What skills do you have to sit here and act as a criminal investigation officer?”

”Captain Guan...” Deng Liyang was caught between a rock and a hard place, with Ye Qing still not settled down and Guan Haochen berating again. He was nearly driven mad.

”Shut up!” Guan Haochen barked angrily, glaring furiously at Ye Qing, saying, ”How can we keep someone like this here? We are after an international thief this time. It’s a rare opportunity, and we must not let him escape from Shenchuan City. With someone like this around, what if he goes out and leaks our plans? Can you bear that responsibility?”

Though Deng Liyang was the deputy director of the city bureau, his face turned extremely ugly when scolded by Guan Haochen. However, being a very cunning person, he swallowed his anger. Yet, he didn’t try to dissuade any further and slowly sat down on his chair.

After all, he was not personally leading the team this time. Once Guan Haochen arrived, he took all the authority. If they failed to capture the thief, it wasn’t his responsibility. He actually wanted to see how Guan Haochen would explain the failure to his superiors.

Ye Qing simply remained silent and walked toward the doorway. As he was about to leave, he suddenly turned his head to Zhao Chengshuang and said, ”Cheng Shuang, a suggestion for you. If you’re free tonight, take some people to North Suburb for an investigation, you might find something!”

”Huh?” Zhao Chengshuang was momentarily startled and asked, ”Why?”

Ye Qing glanced at the capture plan Guan Haochen had made and said coldly, ”North of the suburb leads into the neighboring city, and it’s three hundred kilometers to leave Eastern Province. There’s also the sea nearby, where one could escape by boat. That side has the best escape routes. If you were an international thief, knowing many police are trying to catch you, where would you choose to hide?

It’s useless to deploy so many officers in the east, west, and south suburbs and enlarge the encirclement. Against a thief who’s been a mercenary, you should search intensively in a small area rather than stretching the front line, which only makes it easier for him to escape!”

After finishing his words, Ye Qing left the meeting room, leaving everyone inside gaping in astonishment.

”Nonsense! Arrogant! Boasting!” Guan Haochen fumed, Ye Qing clearly implied his plan was useless, which enraged him immensely.

”I’ve studied criminal investigation for three years at Capital Criminal Investigation Brigade and received special training in America. To handle these cunning ruthless bandits, I possess ample experience and theoretical knowledge. My plan is perfect and includes the entire Shenchuan City.

As long as my arrangements are in place, He Ziqiang, even if he had wings, would not be able to escape Shenchuan City. Talks of intensive searches in small areas, going to North Suburb, are pure nonsense. By reducing the scope, without a broad blockade, wouldn’t He Ziqiang escape even more easily!” Guan Haochen raged.

The crowd remained silent, and now no one in the Shenchuan City police doubted Ye Qing’s words. The previous time, Ye Qing found He Ziqiang solely with a map, which demonstrated his capabilities. Now, everyone took his suggestion to heart.

No matter who, capturing He Ziqiang would be an unmatched merit, and everyone longed to achieve this feat.

”I think Mr. Ye is absolutely right,” Ou Keren, who had been silent, suddenly spoke up. ”When we were in Xiangjiang, we always implemented extensive blockades. Everyone knows that Xiangjiang is an enclosed island. Logically, having enclosed the entirety of Xiangjiang, He Ziqiang shouldn’t have been able to escape.

However, each time we implemented these extensive blockades, we couldn’t even catch a glimpse of him, which shows how cunning he is. Therefore, I think we should define our search area and conduct a smaller, more intense search. Perhaps a new approach could yield some results!”

Guo Haochen didn’t expect Ou Keren to personally endorse Ye Qing and was even more infuriated as he hastily said, ”What smaller, intense search? I’ve never heard of that tactic. When I was trained in America, I specifically studied how to capture international criminals, and my plan is flawless.”

”Captain Guan, just because you were trained in America doesn’t mean you’re absolutely correct!” Ou Keren glanced at him and continued, ”I underwent three years of rigorous special training at Scotland Yard. I have some confidence in my experience in criminal investigation. However, I have been involved in capturing He Ziqiang three times, leading the team twice, and we failed both times.

Therefore, changing our approach might be a new breakthrough!”

Guo Haochen was stunned. He could never have imagined that this beautiful and charming girl had such a formidable side. She had undergone three years of special training at Scotland Yard, which is a top-level training facility for elite police officers globally, far more advanced than his training facility in America.

In fact, Guo Haochen’s training in America was more a formality, merely for the sake of boasting about an overseas experience; he really hadn’t learned much. Compared to someone like Ou Keren, who had been specially trained at Scotland Yard, his theories were simply laughable.

Earlier, Guo Haochen had been endlessly detailing his own plans, trying to attract Ou Keren’s attention. Little did he know that his so-called plans only further exposed his ignorance to her. In contrast, the theories proposed by Ye Qing had genuinely impressed Ou Keren, causing her to reassess Ye Qing with admiration.

Still unwilling to concede, Guo Haochen said, ”This smaller, intense search has never been tried before. If we choose the wrong area for our focused search, and He Ziqiang escapes in the process, how would we account for that?”

Ou Keren replied, ”We can conduct a small, intense search within a large blockade. We can deploy officers to blockade the roads leaving Shenchuan City, thus preventing He Ziqiang from escaping!”

Guo Haochen urgently asked, ”How many officers would that need?”

”Not too many,” Ou Keren, looking at the plan that Guo Haochen had just explained, said, ”I just calculated it, and according to Captain Guan’s plan, you would need about two thousand to three thousand police officers, plus those needed for shifts, totaling about five thousand to six thousand officers. That number almost equals more than half of the police force of Shenchuan City.

If we deploy so many officers, could it possibly lead to some internal disturbances in Shenchuan City? If we just conduct a small, intense search, likely only five hundred officers would be sufficient, and it shouldn’t disrupt the daily life of Shenchuan City too much!”

This comparison immediately caused Guo Haochen to bluster and flush with embarrassment. Director Deng gave a faint smile and said, ”Captain Ou really is an elite officer from Scotland Yard, and she understands our situation in Shenchuan City quite well. Indeed, mobilizing more than five thousand officers at once would be a significant test for our Shenchuan City police.”

In reality, Director Deng was subtly mocking Guo Haochen, but he also indirectly expressed support for Ou Keren’s suggestion.

”Captain Guan, what do you think?” Ou Keren looked towards Guo Haochen.

Guo Haochen clenched his teeth and said, ”I still think we should prioritize stability, and we must prevent He Ziqiang from escaping Shenchuan City at all costs. Therefore, I insist on the broad-scope search plan, but I would like to hear everyone else’s opinion!”

No one paid him any attention, which infuriated Guo Haochen even more. He gritted his teeth and said, ”However, we could also try a smaller, intense search. But to prevent He Ziqiang from escaping Shenchuan City, I suggest implementing both plans concurrently.”

”Captain Ou’s suggestion is good,” Director Deng finally spoke up in support, saying, ”However, the number of officers Captain Ou initially requested might need to be reduced, as the pressure on our Shenchuan City police force would be too great otherwise!”

If it wasn’t for Guo Haochen’s father, Guan Mingyu backing him up, Director Deng wouldn’t have given him any face at all. But now, Director Deng had stepped back, the police force of Shenchuan City expressed their agreement, and after some discussion, they finalized the number of officers.

The small, intense search was allocated only two hundred officers, a result of Guo Haochen’s intentional obstruction. His broad-scope search also saw a significant reduction in officers, finally settling on one thousand five hundred, and with that, the plan was set.

Throughout the planning process, Ou Keren didn’t say another word. She didn’t support Guo Haochen’s plan at all. But since this was Shenchuan City, it wasn’t appropriate for her to openly oppose it, so she remained silent!
