System Came When the Doctor was Thirty

The County Health Bureau’s Office (Petition and Complaint Office, Discipline Inspection Liaison Office). It is responsible for the daily operations of the agency, bearing duties such as safety, confidentiality, petitions, government affairs disclosure, supervision, and督查督办...

Now, it’s not easy for the grassroots level either. When there’s a report, it definitely needs to be dealt with.

Once everyone was seated, Tian Qi asked, ”Director Xiang, what exactly happened here? You were one of the surgeons in the operating room, so could you give us a brief explanation? At least give us an account.”

Xiang Kuihua thought seriously for a moment before saying, ”Director Tian, there’s really a misunderstanding here. Our hospital did receive a patient with a severed limb.”

”According to protocol, these kinds of severed limbs are usually referred to other facilities, except when Professor Tong Yuan’an from Xiangya Hospital’s hand surgery department is in the countryside, he would routinely perform such surgeries. Otherwise, we do not conduct such operations.”

”The patient’s condition today was very special. They were injured for nearly five hours before being referred to our hospital.”

”Referral was definitely too late, so we suggested the patient undergo stump burial surgery. Director Tian, this severed limb couldn’t be reattached, but the issue must be treated.”

The patient was reluctant to lose a hand, so they suggested we sew it up for now, do what we can...”

Xiang Kuihua remembered very clearly that Lu Cheng in the operating room asked the surgical nurse to change the surgical procedure.

Thus, Xiang Kuihua didn’t exaggerate: ”The planned surgery was limb replantation, but we had seriously evaluated our capabilities and only intended to perform vascular sutures and then see if a referral was possible.”

”Later, it progressed to things like internal fixation of fractures, all of which are standard surgeries our hospital performs, and we didn’t perform limb replantation.”

”The standard procedure for limb replantation is not done this way either.”

Executive Luo laughed after listening and said, ”Director Tian, Director Tang, Director Lin Qianlong from the emergency department was also one of the surgeons, so why not call over Director Lin to ask what exactly was done?”

Tian Qi glanced at Tang Zhongqi, who immediately stated, ”Director Tian, I’ll call Director Lin right away...”

At 7:20 PM, Lin Qianlong arrived at the orthopedics department with a smile: ”I apologize for the delay, everyone. I just finished a surgery and had to go back for a bit, which caused a slight delay!”

”What specific matters require my cooperation? I will certainly try my best to cooperate and not delay the leaders’ work.”

”After all, it’s getting late.”

”Director Tang, Director Xie...” Lin Qianlong first greeted them before addressing Tang Zhongqi and Xie Liao.

He just nodded slightly in response to Xiang Kuihua and Executive Luo’s comments.

Tian Qi said, ”Director Lin, here’s the situation. We came as part of our work because the office of our bureau called to say that there might have been an unauthorized surgery at Renmin Hospital, so we came to investigate on the ground.”

”We first consulted with Dr. Xiang Kuihua to understand the specifics, and now we have a fair understanding of the situation.”

Lin Qianlong smiled, then clapped his hands to have someone bring in a medical record from outside: ”Director Tian, it’s part of your duty. I apologize for the trouble it caused you.”

”We have clearly recorded everything you need to know about the patient. The surgical record was completed at 5:30 PM.”

”Everything is unchanged, you can check the alteration application records with the information department if you need.”

”It’s clearly written here that we’re not performing limb replantation surgery! Our hospital cannot conduct such a surgery, and we are aware of our capabilities.”

”We are all clinical doctors, and we understand the rules.”

”Director Xiang, don’t you agree? We didn’t intend to perform limb replantation, it’s just that during the surgery, the patient’s limb was preserved, and we can’t abandon the surgery just to avoid doing replantation.” Lin Qianlong involved Xiang Kuihua as well.

Xiang Kuihua had to come in because he was an associate chief physician and was involved in the surgery.

After Lin Qianlong finished speaking, he started looking through his phone contacts: ”Director Tang, do you have the information department’s phone number? I don’t seem to have saved it.”

Lin Qianlong’s very cooperative demeanor made Tian Qi and others feel quite embarrassed.

Generally speaking, records of medical record application changes in the information department are very sensitive to clinical doctors, only disclosed when medical records are officially sealed.

The surgical records for emergency operations can be supplemented later.

But this surgical record was completed so quickly, and can now be shown without any alterations, which either means they were prepared in advance or these are the facts.

Putting everything out in the open proved that Lin Qianlong had indeed prepared for everything in advance.

Tian Qi quickly waved his hand: ”No need, no need, Zhou Wenshu, just take Director Lin’s copy with you.”

”We need it to report back.”

Tian Qi took a quick glance at the surgical record and said, ”This is all routine surgery for our hospital. There’s no unauthorized surgery or unqualified practice here.”

”The medical records are clear and transparent, so our work here is considered concluded.”

Tian Qi didn’t come alone; he was accompanied by Zhou Wenshu and Tan Ling. After they recorded these materials and conversations, they said, ”Director Tian, I’ll transmit these back to the work order shortly.”

Tian Qi said, ”Alright… then we’ll settle it as a misunderstanding this time...”

Lin Qianlong promptly invited, ”Director Tian, it’s getting late, Xiao Zhou and the others can handle the work. Why don’t we go out for a simple meal together?”
