Nile Builder: The Architect from the East

Chapter 12: Chapter 2: The News Arrives --- Panic Spreads Through the Villages

The formal announcement of Amenhotep III’s death reached the West Bank at dawn on the sixth day since the rumor had first surfaced.

No royal herald brought it. Royal heralds only ran the main road from Thebes to Lower Egypt—no one diverted to a West Bank river settlement. The news seeped downward, layer by layer. The Theban palace issued the death proclamation. The proclamation was posted on the outer wall of the Great Temple of Amun. Temple scribes copied it for distribution to branch shrines. A low-ranking priest at a local shrine read it aloud during morning rites—and a farmer who’d come to pay his grain tax heard it, ran back to Meru’s market, and told a stall-holder. The stall-holder told one of Nefer’s women. That woman set down her brick mold, ran to the granary’s back courtyard, and said one sentence to Lu Zhu, who was mid-correction on a drainage diagram.

”The old king is dead.”

Lu Zhu set down his charcoal. Beside him, Seb was drawing a grain-pit ventilation-port cross-section. His hand didn’t stop—but the charcoal point pressed a dark point too deep into the palm-paper.

”Confirmed?” Lu Zhu asked.

”The temple people read the death proclamation. It’s not rumor.” The woman was still catching her breath, sleeve caked with unbrushed mud. ”They say all Thebes is in mourning. Black cloth on every temple gate. My husband was at the shrine this morning to pay the grain tax—he saw the black gauze wound around the Amun shrine’s lintel with his own eyes.”

Lu Zhu stood and walked to the granary gate. The sun was still low. Outside the intake shelter, clusters of people were already gathering, voices buzzing. Several refugee women stood gripping the handles of their grain baskets, having forgotten to set them down. In Meru’s market, a cracked-barley vendor had abandoned his stall and run to the village entrance to gather more details.

A pair of half-grown refugee boys crouched at the edge of the crowd, betting half a flatbread on whether the temple would tear down the shelters tomorrow. They argued, red-faced, until one pulled a dried date from his pocket and split it between them. They chewed in silence, still listening to the adults’ talk.

”Where’s Kamon?” Lu Zhu asked.

”Quarry. Took the crew out for gravel this morning, not back yet.” Hapy ran up from the back courtyard, palm-fiber sieve still in hand. ”You want me to go get him?”

”No. Go to the market—find Meru. Tell him to suspend trading for now, call all stall-holders to the trading hall for council. Then find Asaf—he should still be in the Land Office archive. Tell him the old king is dead. Tell him to seal all the land-transaction files he’s currently working on. During a regime change, Land Office personnel may shift—archive security comes first.”

Hapy nodded once and ran. This skinny apprentice—the one Kamon had left behind on the West Bank months ago—could now carry a four-person emergency relay without a flicker of hesitation, remembering every recipient and every word. He didn’t turn back to ask ”why suspend the market” or ”why seal the archives.” He just ran.

By mid-morning, two projects were moving simultaneously: granary reinforcement and refugee registration. Kamon led his masons in modifying the granary’s locking system—the original four gates were reconfigured into two independent systems: a daily-access side gate and an emergency main gate, with keys held separately by Kamon and Nefer to prevent any single person from having exclusive control. Inside the walls, a half-cubit-thick basalt gravel layer was added, the gaps packed with dry reed ash to resist both forced entry and moisture. Along the parapet, bricks were laid in staggered courses, with a layer of palm-fiber twine between every third course, increasing impact resistance by nearly twenty percent over the original design. At the shelter entrance, Seb had set up a wooden table as a registration desk, recording names, trades, and household size. Hapy helped with thumbprints and registration numbers. By midday they had registered over forty households.

Meru ran up from the market, a scribbled potsherd clutched in his hand, breathing hard. ”There’s something else. Someone was spreading talk outside the shelters just now—the Amun shrine priests said it during morning rites. They’re saying the old king died because someone on the West Bank built a settlement that doesn’t pay offerings to Amun. They’re calling it ’a land cursed by the gods.’ They say anyone who spends one more day in this settlement—their soul gets devoured after death.”

Lu Zhu set his charcoal down. He saw it immediately—this was not rumor. It was a precision-targeted attack. Blame the plague, the war, the dynastic transition entirely on one settlement that had never paid a single offering to the temple. Terrify the refugees outside the walls. Give the temple a righteous justification—”purifying a land cursed by the gods”—for the next round of land seizures.

”Those words didn’t come from a low-ranking priest,” Lu Zhu said. ”Someone in Thebes wrote the script for them.”

Nefer was quiet for a moment. She set the brick on the drying ground and wiped her hands on her sleeve. ”I’ll have the women keep turning the bricks today. No work stoppage. Bricks can’t stop. When morale is shaky in the settlement—having one team working normally is more effective than any reassuring notice. As for the rumors—let the living keep living well. That’s the best answer to ’a land cursed by the gods.’”

Lu Zhu looked at her. This woman—who’d kept a band of widows alive for three years on trimmed dried meat—had an intuition about ”order” carved into her bones. She was right. Panic’s worst enemy wasn’t reassurance. It was the sight of someone working like normal.

Kamon returned from the quarry soaked through—not sweat. River-water and gravel-dust slurry from the shallows where they’d been extracting stone. He heard the news and didn’t panic. He just set down his sack of freshly quarried gravel and asked a question whose direction was identical to Nefer’s but whose wording was entirely different.

”What happens now?”

”We don’t know for certain,” Lu Zhu said. ”But three things are likely. First: during the transition, royal control over the regions will weaken. The temples will almost certainly use the power vacuum to accelerate land acquisition—while every local office is waiting for the new pharaoh’s appointments and no one has bandwidth for land disputes. Second: the new pharaoh, consolidating the treasury, will almost certainly impose a round of grain tax and conscription, and the easiest targets will be people with no official household registration. Third: if the new pharaoh is young and reform-minded, the old priestly faction will move preemptively—they’ll lock down critical resources in the regions before he can act. Building materials. Granaries. Craftsmen.”

”So what do we do?”

”Reinforce the granaries. Reinforce the walls. Then register every unregistered refugee in this settlement and give them formal settlement-resident status. That way, whether the new court comes looking for tax revenue or conscripts—they have no ’unregistered drifter’ loophole to exploit.”

Kamon listened to all of this. He was silent for a long time. He crouched beside his gravel sack, picked up a single piece of basalt gravel with his stone-grit-embedded hand, turned it over several times. Then he stood.

”I’ll reinforce the walls. Have Seb and Hapy sieve every piece of spare gravel behind the intake shelter. If it’s not enough for the wall, pull the spare gravel from the market stall foundations.”

He didn’t ask ”should we wait for official word from Thebes” or ”won’t this look like alarmism.” The old mason who’d kicked reed baskets at the granary gate three months ago, demanding unpaid wages, no longer needed anyone to tell him when to move.

Meru’s market council wrapped before mid-morning. He’d summarized the same judgment in more commercial language: a surge in uncertainty meant a surge in short-term hoarding demand. Some would hoard grain. Some would hoard building materials. Some would hoard copper ingots. If left unchecked, West Bank grain and construction-material prices would spiral out of control within three days.

He announced three emergency rules on the spot. One: all stalls suspended independent pricing effective immediately, switching to a unified grain-denominated standard—the market trading hall would post a single reference price each morning. Two: no stall-holder was permitted to privately hoard large quantities of grain or goods—any stall found hoarding would have its trading privileges suspended. Three: the market trading hall would form a temporary goods-coordination group, composed of Meru himself, two stall-holder representatives from the merchant association, and one of Nefer’s women—jointly assessing daily goods flows and price fluctuations.

One stall-holder exploded on the spot. A middle-aged cracked-barley vendor slammed his tally-board onto the ground and shouted at Meru. ”By what right do you control us? You’re a merchant too—what gives you the authority to tell me I can’t stock my own goods?”

”Because if you hoard one sack of barley today, the stall next to you hoards two tomorrow, and the day after that every stall-holder has their goods locked in the back shed—by next week, the refugees who come to this market to buy grain won’t find anything to buy.” Meru looked at him. His voice wasn’t loud. But every word was cold. ”Three months ago, at the granary gate, I was exactly like you. All I wanted was to protect my own cargo. Minimize losses. Later I realized—you can’t protect it alone. How much can one man hoard? When the refugees from ten shelters rush in, your stock won’t last one night. This market survived until today not because anyone hoarded—but because everyone had goods in motion. Goods move, the market survives. The market survives—you survive.”

The cracked-barley vendor crouched on the ground, picked up his tally-board, and wiped the mud off it. He didn’t apologize. But he slid the board back into his belt and didn’t argue further.

The old dried-fish vendor quietly slipped the cracked-barley vendor a small dried fish and muttered, ”Here—eat this, you’ll feel better.” He took it, grumbling, ”Didn’t ask for your fish,” and tucked it into his belt-pouch anyway. A few of the other stall-holders laughed under their breath.

Meru’s new rules took effect that same day. When Nefer passed through the market that afternoon, she saw a new charcoal notice added to the wooden board at the trading-hall entrance—today’s reference grain price and a brief anti-hoarding statement. The handwriting was crooked—Meru’s scrawl, still the same barely-legible Egyptian he’d started learning three months ago. But every character’s meaning was unmistakable.

Imset received the news in the late afternoon. Shafi ran back from the market, pushed open the shrine cellar’s wooden door, and relayed the Theban proclamation without missing a word. When she spoke, her hand was still gripping the handle of her reed medic’s case—not from nerves. From habit. These past months, every time she returned from a medical call, she held the case exactly like this: ready to leave again at any moment.

Imset listened. Then he sat at his low desk in the cellar for a long time. In front of him was a sheepskin diagram—a copy of the Fourth Dynasty irrigation-engineering drawings, the star-sight annotation lines half-finished. He set down his charcoal and looked at the oil lamp in the corner. He didn’t speak.

Shafi didn’t press him. She quietly crouched beside the low desk, set the medic’s case on her knees, and waited.

”I was stationed at the Theban temple—the old pharaoh came to the Great Temple of Amun every year before the flood season to make offerings.” Imset’s voice was very quiet, as though he were speaking not to Shafi but to his own self from three years ago. ”He stood before the sanctuary in his gold-and-blue ceremonial robes, two hundred priests and attendants behind him. I stood in the third row of the priestly procession—I hadn’t yet been stripped of rank, hadn’t yet been framed, was still a ’high priest.’ I watched him bend down and scatter a handful of barley seed on the altar—the ritual to invoke a favorable flood and full granaries. I believed in all of it, then. Believed in Amun. Believed in the pharaoh. Believed in the order the temple maintained. Believed I myself was upholding justice.”

He paused. The oil lamp flared once in the corner.

”Later, Nekhem buried my life with a fabricated account-book. I spent three years in this cellar.” He turned to look at Shafi. ”But I never hated that old pharaoh—the one who scattered barley seed before the sanctuary. He wasn’t evil. He was just old. When you’re too old, you no longer have the strength to see what’s happening at the bottom of your power structure. Your priests are enclosing land. Your conscription clerks are dragging people out of their fields. Your granaries are rotting in the flood. But your ministers tell you the kingdom is stable and the people are at peace. That isn’t tyranny. That’s aging.”

Shafi said nothing. She set the medic’s case down, reached out, and trimmed the oil-lamp wick a little higher—so the cellar wouldn’t be too dark. Then she stood, walked to the corner of the cellar, opened the third ox-hide chest, and took out the medical-clinic siting diagrams Imset had already transcribed. She re-sorted them by star-sight orientation. Her movements were quiet, not a single unnecessary sound. But there was something in her posture that hadn’t been there when she’d first arrived at this shrine.

Imset watched her back and realized something. This orphan girl—who three months ago had flinched every time the oil lamp flickered—no longer needed him to tell her what to do. She responded to his silence in her own way. Not with empty comfort. By organizing tomorrow’s diagrams in advance, so that when the sun rose, he could continue working without pause.

That evening, Imset took Shafi to the intake shelter. The last time he’d left the cellar for this long had been the tenday after the Libyan cavalry attack—when he’d set up the battlefield medical tent and exhausted his private medicine reserves. This time he brought three reed medic’s cases. He walked into the shelter without explaining to anyone why he’d come.

He changed the formula for an elderly refugee who’d been coughing for two weeks—added fennel seed, reduced chamomile, because the old man’s stomach had weakened since the last visit. He re-splinted the ankle of a young mason’s apprentice who’d twisted it hauling gravel—the kid had removed the original palm-pole brace himself, impatient. Imset didn’t scold him. He just bound the splint tighter and left two spare palm-pole sections beside the boy’s knee. He walked down the rows of refugee beds packed onto the gravel floor—checking, prescribing, leaving medicines.

Shafi followed behind, recording everything. Not in her head—in charcoal on her own palm-paper. Her handwriting had moved past the crooked beginner stage. It was faster now. Neater.

The last patient was a refugee woman holding an infant. The baby was barely two months old—Imset had delivered him, born in the intake shelter after the war—and had recently developed diarrhea. The mother’s eyes were red with worry. Imset examined the infant’s abdomen and mouth, prescribed an extremely dilute fennel-seed infusion, and instructed the mother to mix it with a spoonful of honey, feeding a tiny mouthful morning and evening.

Then he stood, walked to the shelter’s doorway, and stood beside the low palm-timber support post, gazing out at the settlement’s cooking fires for a long moment. Shafi stood behind him. She didn’t speak.

”Shafi.”

”Yes?”

”From today—this settlement is our temple.”

Shafi paused. Then she nodded once. She’d already learned not to ask too many questions when her master said things like this—because when she was older, she would understand the full weight of those words on her own.

Back in the shrine cellar that night, Imset pulled a worn priest’s mantle from the bottom of a chest—the one he’d kept, secretly, the day he was stripped of rank. The lotus embroidery at the hem was still faintly visible; the fabric had been rubbed thin with age. He ran his thumb along the embroidery for a moment. Then he folded it, neatly, and laid it beneath the lowest layer of medical cases. The old identity, pressed beneath the medicine. What came next would be built on healing.

He looked down at his own hand. The knuckle still bore a pale ring of skin—faded, lighter than the rest of his finger, where the priest’s ring had sat for years. A mark that had been covered too long to see daylight. He stared at it for a moment, then tucked his hand back into his sleeve and walked out of the cellar.

Late that night, Asaf returned from the Theban direction. He wasn’t alone. He rode a grey donkey borrowed from the Temple Land Office, and on the donkey’s back, besides himself, were two tightly bound coarse-linen sacks. Not grain. Archives.

The papyrus edges inside the sacks were smudged with charcoal dust—he’d copied them in the archive’s corner by moonlight, not daring to light a lamp. His fingers were stained black from rubbing out mistakes with spit. He called Lu Zhu and Imset together in the granary’s back courtyard and opened the sacks on the ground. Inside was a batch of entirely new documents—not the illegal land-transaction records he’d previously found in the archive, but something else. These files came from the Central Archive in Thebes. Using his Land Office clerk’s credentials, he’d pulled a batch of original land-registration draft records for the West Bank and surrounding districts—just before the old king’s death was announced.

”I originally just wanted to cross-reference Nekhem’s forged transaction records against your old land list—see if I could find more cross-evidence.” Asaf spread the documents page by page on a stone slab, his finger landing on several entries marked in red ochre. ”But when I got into these original drafts, I found something worse. Over the past five years—the land Nekhem has enclosed under that single statute—it’s nearly half again as much as I’d previously estimated. Not just on the West Bank. Three surrounding districts. Most of it was farmland that had active cultivators at the time of acquisition—just never formally registered with any.”

”And the farmers?”

”Some conscripted. Some fled the famine. Some died when the Libyan cavalry invaded. No one left to farm the land. But under Nekhem’s own verification-of-compliance confirmations—they were all classified as ’fallow for three seasons or more.’ As long as no one proves they were actively cultivated at the time of enclosure—the transactions are legal.”

Imset picked up one of the land-registration draft records and studied it under the oil lamp. Then he drew the three-year-old papyrus sheet from his robe—the one bearing his own contemporaneous list of the same eleven parcels and their actual cultivation status—and laid the two documents side by side on the stone slab.

”If we now connect these two pieces of evidence—the original draft records you’ve newly found, and my three-year-old land-survey list—to the forged procurement records I previously uncovered, we have a complete evidentiary chain. Seven years. Nekhem systematically exploiting statutory clauses. Fabricating verification-of-compliance confirmations. Framing the whistleblower to suppress the perjury charges. This is enough to have him expelled from the priesthood three times over.” Imset’s voice was very low, but every syllable was cut with exceptional clarity. ”But we cannot use it now. The old king is dead. The power structure in Thebes is in violent flux. No priest will initiate an investigation into Nekhem at this moment—they’re all too busy positioning themselves before the new pharaoh. If we bring this evidence forward now, the most likely outcome is that it gets buried at the bottom of the archive—and Nekhem’s faction learns of our movements before we can act.”

”Then when is the moment?” Asaf asked.

”When the new pharaoh is secure. When the direction of his new policies becomes clear. If he intends to reform—he will need to suppress the old priestly faction to consolidate royal power. At that point, Nekhem becomes his natural target. And we will provide him with complete ammunition.” Imset paused. ”Until then—Lord Asaf, your job is to continue working at the Land Office. Every day. As normal.”

Asaf slid both documents back into the hidden compartment of his copper clerk’s plate. His movements were slow. Very steady. He’d learned not to make any unnecessary motion at the most critical moment.

That evening, a woman appeared at the settlement gate. Not to store goods—to beg. Gaunt, hollow-cheeked, clutching an emaciated child in her arms, she knelt at the fence and sobbed words that barely formed sentences: ”Grain... no grain left... the temple people took it all...” The gate guard looked back at Lu Zhu. Lu Zhu walked over, crouched, and helped the woman to her feet. He said two words: ”Come in.” The woman blinked, then stumbled forward, child pressed against her chest. Behind her, the dirt road was empty—not even a dry leaf remained. People had already picked them clean.

On the morning of the third day, low-ranking priests from the Amun temple began circling through the West Bank villages. They wore fine white linen robes—more formal than usual for rural collections—and went door to door among the farming households. Not to express condolences. To collect offerings. The old pharaoh had died, they said, because the common people had been negligent in their devotions to Amun, and the god’s wrath had been provoked. Every village was required to submit an additional ”passage offering” on top of the existing grain tax—half a sack of barley per able-bodied adult male, halved for widows, doubled for refugees.

At every door, besides demanding grain, the priests left a warning: households that paid promptly would get priority hiring at the temple quarry; households that kept company with the refugee settlement would find neither work nor drinking water. Some farmers went pale. Others clenched their fists behind their backs and said nothing.

Kamon intercepted two of these low-ranking priests heading toward the refugee shelters. Behind him stood eight craftsmen from the Stone Masons’ Guild—all of them holding chisels and stone hammers, just back from the morning shift and on their way to lunch, stopped mid-road by Kamon.

”This settlement does not accept offerings.” Kamon’s voice wasn’t loud. But every word landed like a chisel on stone. ”Most of the people inside are refugees. Did your temple ever give them a single sack of grain? When the old pharaoh was alive, your offerings didn’t buy them one mouthful of porridge. Now he’s gone—you come to collect. Turn around.”

The lead priest’s face went iron-grey. But he looked at the eight men behind Kamon holding stone hammers. He looked at the settlement wall beyond them—the parapet being raised course by course with spare mud bricks. He made no verbal rebuttal. He simply dropped one sentence, in a voice that was very low and very cold.

”The temple will remember you.”

Then he turned and walked away. Kamon stood rooted, watching the two white backs recede into the palm-grove shade until they vanished. Then he slid his stone chisel back into his tool pouch and turned to the young mason behind him.

”Let’s eat.”

A few farmers who’d been watching from the roadside let out quiet breaths they hadn’t realized they were holding. Fists they’d clenched behind their backs loosened, slowly. They didn’t dare cheer—but for the first time that morning, a few of them straightened their backs.

Imset went to the Amun shrine that afternoon. Not the abandoned one—the functioning shrine at the edge of the West Bank market. He didn’t wear his high priest’s robes—Nekhem had confiscated those three years ago. He wore the old linen robe, stitched and re-stitched in the cellar, and carried Shafi’s medic’s case.

The gate guard recognized him. His expression was deeply complicated. On the one hand, this man had been formally stripped of rank and silenced by the temple three years prior—a convicted ”embezzler.” On the other hand, many West Bank villagers still privately referred to him as ”the hermit priest who heals.” The guard hesitated. Then let him pass.

Imset walked to the offering table in the shrine’s main hall. He picked up a single grain of barley from the offering pile and held it to the lamp. Last year’s stock. Temple offerings were supposed to be replaced with fresh grain annually—but the West Bank shrine, it seemed, had long lacked anyone genuinely tending it. He set the grain back. Then he took a piece of old ceremonial linen from the offering table, folded it neatly, and placed it on the shelf in the attendant’s duty room. That tablecloth had lotus embroidery stitched by a former priest he’d known personally. He remembered the man’s name.

He stood in this shrine, alone, for a long time. Outside, the palm grove was darkening in the late afternoon. He faced the stone ram’s-head statue of Amun—older than himself—and spoke, to no one, the words a man leaving a piece of his own history speaks inside his skull but never aloud.

”From now on—your disciples will not collect a single sack of barley from this village again.”

Then he turned and walked out. In the sunlight at the edge of the palm grove, Shafi was waiting with the medic’s case. She saw him coming and pulled a palm-leaf-wrapped flatbread from her tunic—she’d made it herself that morning, with fig seeds, using his recipe. Imset took the bread and bit into it. The fig-seed addition was perfect—she’d remembered. Behind Shafi, the palm grove dissolved into dusk, the last rays of sun bleeding through the fronds. The corner of his mouth lifted. Just barely. He didn’t look back at the shrine.

He had nothing left to lose. And for the first time in three years, that felt like a gift.

That same night, fresh word leaked from the Theban direction to the West Bank. Not a supplement to the death proclamation—that had already spread everywhere. A tax clerk escorting state grain, deep in his cups, let something slip: the new pharaoh’s first policy draft had already been transcribed in the palace. Two core clauses: close all independent granaries nationwide that had not been registered through the temples, and conscript every refugee not on any official registry into the royal corvée rolls. The draft had not yet been stamped. But the scribes had already begun dispatching copies to the provinces.

The courier carrying the first copy had just ridden through the southern gate of Thebes tonight.
