The Alpha's Forbidden Bite

The Council arrived without warning on a Wednesday morning.

Three black vehicles coming through Ashveil’s western gate at eight a.m., which was the kind of entrance that communicated several things simultaneously that the Council knew the pack’s gate protocols well enough to arrive during the shift change window when verification procedures were at their slowest, that they had planned this, and that the planning had included a deliberate choice not to announce themselves in advance.

Axel was in the training yard when the call came through. He listened to the gate guard’s report and felt something settle in his jaw that didn’t move for the rest of the morning.

The Supernatural Council was not a governing body in any formal sense. It had no enforcement power, no territorial authority, no mechanism by which it could compel compliance from either wolf packs or vampire clans. What it had instead was influence the accumulated weight of three centuries of mediation, documentation, and the particular authority that came from being the only institution that both supernatural communities had agreed, however reluctantly, to acknowledge as a neutral party.

It had three permanent representatives. The two who stepped out of the first vehicle Axel recognized Elder Vance, a vampire of some age with the careful stillness of someone accustomed to rooms where everything said mattered, and Councilor Maren, a wolf from a western pack who had served the Council for twenty years and wore her neutrality like armor. The third was someone he didn’t recognize. Young, or appearing young. Human, possibly, which the Council occasionally recruited for appearances if nothing else.

They stood in his training yard and Elder Vance said, ”Alpha Bessario. We appreciate your time.”

”You didn’t give me the option of declining it,” Axel said. He said it without hostility because hostility would have been a mistake, but he didn’t cushion it either.

Vance acknowledged the point with a slight inclination of his head. ”No. We didn’t. The situation has moved past the point where advance notice was a courtesy we could extend.”

They went to the war room.

Axel sent for Petra not because he needed backup but because he wanted a witness whose recollection he trusted. He did not send for Reyna, which was a calculation he made in the thirty seconds between the training yard and the packhouse door. The Council’s arrival was almost certainly connected to Reyna’s presence at Ashveil. Bringing her into the room before he understood the Council’s position would be offering information before he knew how it would be used.

The Council laid out their position with the efficiency of people who had prepared it carefully.

They knew about the Hollow. They had been tracking the faction’s development for fourteen months longer than Axel had known about it, longer than Reyna had been feeding him intelligence. Their documentation was extensive and their intelligence was, he had to acknowledge, good. They knew about the artifact collection, the ritual design, the timeline.

They also knew about Reyna.

”Reyna Voss has been operating as an independent agent for eleven weeks,” Vance said. He had a file open in front of him that Axel looked at once and then stopped looking at because the thickness of it was information in itself. ”Her departure from the clan’s primary estate was logged as voluntary. Her contact with Ashveil Pack was not sanctioned by the Voss Clan leadership.”

”The Voss Clan leadership,” Axel said carefully, ”includes members who are sympathetic to the Hollow.”

”Yes. Which is why her departure was logged as voluntary rather than investigated. The leadership has an interest in not examining her movements too closely.” Vance looked at him steadily. ”That protection has limits, Alpha. The Voss King is aware his daughter is in your packhouse. He has been aware for three weeks. He has not acted, which is itself a statement. But the Council has been asked to resolve the situation before his patience completes itself.”

”Resolve it how?”

Maren spoke for the first time. She had a direct, considered way of speaking that Axel had always associated with wolves who had learned to work in rooms full of vampires without losing their own nature. ”Reyna Voss returns to clan custody. Not the Hollow Clan. Under the Voss King’s personal protection, which carries more weight than anything your packhouse walls provide. In exchange, the Council formally designates the Hollow as a rogue faction, which strips them of any claim to clan authority and makes action against them sanctioned rather than provocative.”

Axel was quiet for a moment.

”And the pre bond?” he said.

The room went very still.

Vance looked at him with an expression that was carefully neutral over something that was not neutral at all. ”The Council is aware of the pre-bond development. It is one of the primary reasons this conversation is happening now rather than in two weeks.”

”Because a completed bond changes the political landscape in ways the Council would prefer to manage.”

”Because a completed bond between a Voss bloodline vampire and an Ashveil Alpha,” Vance said precisely, ”creates a supernatural entity that neither the wolf community nor the vampire community has governance frameworks for. It creates uncertainty. And uncertainty at this level of power concentration creates danger.”

”For whom?”

”For everyone in this region.” Vance’s voice was even. ”Including you. Including her.”

Axel looked at the file on the table. He thought about what he had read in the library book two nights ago, about the Hollow’s plan to trigger the bond completion themselves, and he thought about the Council’s timing and whether it was coincidental.

”If she goes back to the clan,” he said, ”and the Hollow moves before the Council’s designation is formalized what protection does she actually have?”

”The Voss King’s word.”

”The Voss King’s word didn’t prevent the Hollow from developing for three years inside his clan’s structure.”

Neither Vance nor Maren had an answer for that.

He told them he would give them his answer by the following morning. He showed them to the guest quarters on the west side of the packhouse with the particular courtesy of a host who had not agreed to anything yet and intended that to be understood.

Then he went to find Reyna.

She was in the library. She was always in the library now when she wasn’t in the war room or the east corridor or the places she had begun to occupy as a matter of daily routine. She had a book open but she wasn’t reading it. She had heard enough of the morning the vehicles, the voices in the war room, the particular silence that had settled over the packhouse in the past two hours to have constructed a reasonable picture of what was happening.

She looked up when he came in.

”The Council,” she said.

”Yes.”

”They want me to go back.”

”To your father’s custody. Under his protection.” He sat down across from her and put his hands flat on the table between them. ”Tell me honestly whether that protection is real.”

She was quiet for a long time. Long enough that the quality of the silence told him the answer before she gave it.

”My father’s word is real,” she said finally. ”He has never broken it. In a hundred and twelve years, I have never seen him break it.” She paused. ”But his word was given in a world where the Hollow was a minor internal faction, not three weeks from completing a ritual that changes the regional power structure permanently.” She looked at him. ”He doesn’t fully understand what they’ve built. He knows they’re a problem. He doesn’t know the scale.”

”Would he listen if you told him?”

”Yes.” Another pause. ”Eventually.”

”How long is eventually?”

She looked at the table. ”Too long.”

Axel sat with that. He looked at the library walls, the old books, the particular weight of a room that held centuries of accumulated knowledge that hadn’t been sufficient to prevent the current situation.

”I’m not sending you back,” he said.

She looked up.

”I’m telling the Council no.” He said it with the same even certainty he used for everything that was decided rather than discussed. ”I’m telling them we handle the Hollow together, with their formal designation as support, and Reyna remains at Ashveil until the ritual threat is neutralized. After that...” He stopped. ”After that is a different conversation.”

She looked at him for a long moment with those deep-water eyes. Something moved in them that was complex and layered and that he had learned, over the past weeks, to read as her version of being moved by something she hadn’t prepared for.

”The Council won’t accept that,” she said.

”Then they can leave without accepting it.” He stood. ”I’ll handle Vance and Maren. Get some rest tonight.” He paused at the door. ”Whatever happens tomorrow, I need you functional.”

He walked out.

Behind him, in the library, Reyna sat for a long time in the quiet and looked at the table where his hands had been.
