The Imperial System: Architect of an Empire

Rellin Cross woke earlier than Varenford and complained more loudly about it.

Kael discovered both facts before sunrise.

Wagons already crowded the northern road by the time the Church delegation left its lodging house. Market workers shouted prices across half-open stalls. Stable hands led strings of horses through intersections while traffic wardens argued with drivers who seemed convinced painted road markers were personal suggestions.

Somewhere behind them, the correction concerning Kael’s journey remained posted beneath the original rumor.

Kael looked back once.

Only once.

Then the road bent north and the board disappeared behind warehouses.

Darius noticed.

”You resisted.”

Kael looked toward him. ”I wasn’t going to stop.”

”You considered it.”

”I wanted to see whether anyone had added anything.”

”Why?”

”Because yesterday someone decided a clarification proved there was a secret investigation.”

”That sounds like a reason not to look.”

Kael frowned.

Ahead, Elias laughed.

Marcus turned in his saddle. ”What?”

”Kael is losing an argument with information.”

”I am not losing.”

Darius continued riding.

Kael sighed.

The northern road beyond Rellin Cross was broader than the route from Varenford, but traffic thinned steadily as they traveled.

Many merchants had entered Rellin Cross to turn east, west, or south. Those continuing north tended to have a clearer reason.

Pilgrims.

Church officials.

Students.

Merchants carrying goods specifically for Solmaran markets.

Imperial couriers.

Travelers heading toward the river crossings.

Kael started noticing another difference after the first hour.

Church symbols appeared more often.

Not authority markers.

Not yet.

They were still inside the Imperial Province of Aurelia.

Instead, he saw roadside shrines maintained beside villages, small hospices near junctions, and white stone signs pointing toward religious estates located away from the main road.

The closer they came to Solmara, the more the Church existed around them before the Church actually governed anything.

Kael looked toward Brother Caelen.

The clerk saw him.

”No.”

”I have not asked anything.”

”You are going to ask whether all of these belong to Solmara.”

Kael stared.

”That was exactly what I was going to ask.”

”They do not.”

”Then who owns them?”

”Different orders, bishoprics, charitable foundations, local parishes, private religious trusts, sometimes the Church administration directly.”

Kael smiled.

Brother Caelen looked tired.

”You like that answer.”

”I like that you didn’t say ’the Church’ as if it were one organization doing everything.”

”It is one Church.”

”With multiple institutions.”

”Yes.”

”Different authorities.”

”Yes.”

”Different property.”

”Yes.”

”Different interests?”

Caelen hesitated.

Kael’s smile widened.

”There.”

Brother Caelen looked toward Malrec’s carriage.

”Archdeacon.”

The window opened.

Malrec looked out.

”Help.”

”With what?”

”The prince discovered institutional complexity again.”

Malrec looked toward Kael.

”Congratulations.”

The window closed.

Kael stared.

Elias rode past him.

”You deserved that.”

”No one asked you.”

They continued north.

By midmorning the land flattened.

The fields became broader, interrupted by clusters of alder and willow near shallow streams that all seemed to be moving toward the same destination.

The Arven.

Kael could not see the river yet, but its presence shaped everything.

Ditches carried more water.

Farm buildings stood on slightly raised foundations.

Stone flood markers appeared beside certain fields.

At one village, an old line had been carved into the wall of a storehouse almost as high as Kael’s shoulder.

He slowed.

”Iris marked flood country.”

Jessa looked toward the map tucked beneath Kael’s coat.

”She marked two bad stretches closer to the river.”

Kael looked at the storehouse again.

The line had a date beneath it.

Twenty-seven years earlier.

Water had reached that high.

”What keeps the road open?”

Darius answered.

”Not always open.”

Kael looked over.

”The main road floods?”

”Parts have.”

”Recently?”

”Not this section.”

Kael looked ahead.

The road was raised more aggressively now, with long embankments carrying it above nearby fields.

Stone-lined drainage channels widened into actual runoff cuts.

Bridges became more frequent.

He smiled.

Darius sighed.

”I am allowed to appreciate good earthworks.”

”You are.”

”You keep sighing.”

”Because appreciation becomes questions.”

Kael looked toward the raised road.

”How much higher did they build—”

”No.”

Kael laughed.

They stopped late in the morning at a road station less than ten miles from Saint Ordan Bridge.

The station was larger than the one they had used the previous day.

Travelers crowded the yard.

Several wagons were being inspected beneath a long timber shelter while officials checked axle widths, cargo declarations, and some form of crossing paperwork Kael had not known existed.

He dismounted.

Brother Caelen immediately handed him a sealed packet.

Kael looked down.

”What is this?”

”Your entry notice.”

”Entry notice?”

”For Solmara.”

”I thought Solmara was part of the Empire.”

”It is.”

”Then why do I need an entry notice?”

”You do not.”

Kael stared at him.

Brother Caelen continued.

”Your party does.”

”That sounds like needing an entry notice.”

”It is a travel notification confirming an organized Imperial party, not permission for you personally to enter.”

Kael looked toward Darius.

Darius had the expression of someone wisely refusing involvement.

Kael turned back.

”So an ordinary traveler doesn’t need this?”

”No.”

”A merchant?”

”Depends upon cargo and commercial activity.”

”A pilgrim?”

”Generally no.”

”A military unit?”

”Yes.”

”An Imperial prince with eight Black Dragon personnel and a Church delegation?”

”Yes.”

Kael smiled.

Brother Caelen regretted answering.

”Who receives it?”

”The southern bridge office.”

”Church?”

”Yes.”

”Imperial copy?”

”Yes.”

”Why?”

”Because your party includes armed Imperial personnel crossing into Church-administered territory.”

Kael nodded slowly.

That made sense.

”What if we arrived without notice?”

Caelen looked toward Malrec.

Kael stopped him.

”No. You started this.”

The clerk sighed.

”You would probably still cross.”

”Probably?”

”You are an Imperial prince traveling with an Archdeacon.”

”Yes.”

”There would be questions.”

”What kind?”

”The kind that make everyone late.”

Kael accepted the packet.

”That is a powerful deterrent.”

”Administration often is.”

They ate before continuing.

Elias barely touched his food.

Kael noticed.

”So today is the day you become nervous about the ceremony?”

Elias looked at him. ”Tomorrow.”

”Then why aren’t you eating?”

”I am eating.”

”You moved the same piece of cheese three times.”

Marcus laughed.

Elias pointed at him. ”You checked your travel authorization four times this morning.”

”That was practical.”

”You know what it says.”

”I wanted to make sure it continued saying it.”

Kael looked between them.

”Both of you are terrible.”

Darius sat nearby sharpening nothing, because apparently he had reached the level of competence where he could make people uncomfortable simply by holding a clean blade.

Malrec emerged from the station office and approached their table.

”We leave in ten minutes.”

Elias looked toward him.

”How long to the bridge?”

”Approximately two hours.”

Elias nodded.

Malrec studied him.

”Nervous?”

”No.”

Marcus coughed.

Kael smiled.

Malrec looked toward Elias’s nearly untouched food.

”Eat.”

Elias stared.

The Archdeacon walked away.

Kael pointed at the cheese.

”Religious instruction.”

Elias finally ate it.

The river announced itself first through sound.

Not loud.

Broad.

A constant low movement beneath wind and wagon noise.

Then trees opened.

The Arven stretched across the land ahead.

Kael slowed his horse without realizing it.

The river was much wider than the waterways around Blackwood.

Not enormous enough to hide the opposite bank, but large enough that crossing it felt significant.

Its water moved dark and steady beneath a pale afternoon sky.

Boats worked along both sides.

Flat freight barges.

Fishing vessels.

A narrow passenger craft moving downstream.

Warehouses stood near the southern bank where a smaller road descended toward loading docks.

And across the water stood Saint Ordan Bridge.

Kael had imagined something decorative because a Church saint’s name was attached to it.

Instead it was built like something expected to survive war, floods, and politicians.

Heavy stone piers rose from the river.

Broad arches carried the central span.

The roadway was wide enough for two wagon lines with narrow raised footways on either side.

Small structures stood at both ends.

The southern bridgehouse bore Imperial black-and-gold markings.

The northern one carried the seal of the Imperial Church.

Between them, near the center of the bridge, stood an old stone monument barely taller than a man.

Kael looked toward Malrec’s carriage.

The window opened before he asked.

”Yes.”

Kael smiled.

”What is the monument?”

Malrec stared.

”You were going to ask.”

”I was.”

”The original boundary marker.”

Kael looked back toward the bridge.

”Original?”

”The modern administrative line still follows the river here, but the marker predates the current bridge.”

”How old?”

Malrec closed his eyes briefly.

”Three hundred and eleven years.”

Kael looked toward Darius.

”He knows this one too.”

”It has legal significance.”

Malrec closed the window.

Kael laughed.

The approach to Saint Ordan Bridge was crowded enough that their party had to slow behind two freight wagons.

Kael watched everything.

Imperial officers inspected certain commercial loads before crossing.

Not all.

A family traveling in a small wagon passed with little more than a brief conversation.

Pilgrims walked directly toward the footway.

A group of six armed men wearing matching leather coats was stopped longer.

Mercenaries, Kael guessed.

Their weapons were recorded.

One complained.

The officer recording them did not care.

When Malrec’s carriage reached the southern bridgehouse, recognition changed the process immediately.

An Imperial official came personally.

He was a broad, balding man named Inspector Revan Cole, according to the badge fixed to his coat.

He bowed to Malrec first.

Then Kael.

”Your Highness. Archdeacon.”

Kael nodded.

Revan held out one hand.

Brother Caelen passed him the travel documents.

The inspector read.

Counted the party.

Looked toward Darius.

Then looked again.

”Sir Darius Valen.”

Darius nodded.

”You’re listed.”

”I would hope so.”

Revan smiled nervously.

Kael looked toward the paperwork.

”Do you record every armed person crossing?”

The inspector glanced at him.

”Not every individual traveler.”

”Organized groups?”

”Yes.”

”Why?”

”Depends on the group.”

Kael smiled faintly.

Revan looked worried.

Darius said, ”Answer normally.”

The inspector relaxed by perhaps three percent.

”Large armed groups can create jurisdiction problems. Mercenary companies, noble escorts, military detachments, private guards. We record who entered, approximate strength, declared purpose, and weapons when appropriate.”

Kael nodded.

”And Solmara gets the same record?”

”They receive their copy at the northern office.”

”You coordinate?”

”Yes.”

”Daily?”

”For crossing traffic.”

Kael became interested.

Revan saw it.

Darius saw it.

Malrec remained safely inside the carriage.

Kael asked, ”What happens if your numbers and theirs do not match?”

Revan blinked.

”Usually someone counted badly.”

”And if not?”

”We check.”

”For smuggling?”

”Sometimes.”

”Unauthorized armed movement?”

”Yes.”

”Missing travelers?”

”Occasionally.”

Kael stopped.

That connected unexpectedly to the Guild.

Revan continued. ”Mostly administrative mistakes.”

Of course.

Reality refused to become dramatic merely because Kael found a useful system.

The inspector finished checking the documents.

”You are cleared.”

Kael looked at the bridge.

No ceremony.

No proclamation.

One official stamped the travel packet and handed it to another.

The Church carriage began moving.

Kael mounted.

Elias rode beside him.

”This is it.”

”Yes.”

Marcus took the other side.

They entered the bridge.

Stone changed beneath the horses’ hooves.

Wagon wheels echoed differently between the low sidewalls.

Wind came stronger across open water.

For several moments nobody spoke.

Kael looked south.

The Imperial Province of Aurelia stretched behind them.

The Emperor’s territory.

Black-and-gold markers.

Imperial offices.

Road systems shaped directly through Crown administration.

Then he looked north.

Solmara rose gradually from the opposite bank.

At first it did not look different.

Fields.

Roads.

Trees.

Buildings near the river.

Kael almost laughed.

Of course.

Political boundaries rarely changed the weather out of respect.

They approached the old stone marker at the bridge’s center.

Its surface was worn enough that Kael could barely make out the carved symbols.

A dragon on one side.

A circular Church seal on the other.

Between them, an inscription.

He slowed enough to read.

ONE EMPIRE. DISTINCT CHARGES. MUTUAL DUTY.

Kael stared.

Darius stopped beside him.

”What does ’distinct charges’ mean?”

”In the language of the agreement?”

”Yes.”

”Separate responsibilities.”

Kael looked at the Church seal.

”Not separate sovereignty.”

”No.”

”Not one controlling the other.”

”No.”

”Then what happens when they disagree?”

Darius looked ahead.

”History.”

Kael smiled.

”That was annoyingly good.”

”I know.”

Malrec’s carriage had stopped several yards ahead.

The Archdeacon opened the door.

”You may admire the legal monument after we stop blocking traffic.”

Kael looked behind him.

A merchant wagon waited.

The driver did not look impressed by Imperial reflection.

Kael moved.

The northern bridgehouse was larger.

Not dramatically.

Different.

Imperial black stone and gold paint gave way to pale gray stone with deep blue banners marked by the Church seal.

No soldiers in Imperial uniform stood outside.

Instead, Solmaran road guards wore dark blue coats over light armor.

They carried spears and short swords.

Not clerics.

Not knights.

Territorial guards.

That distinction interested Kael immediately.

A woman stepped from the bridgehouse.

Perhaps forty.

Short hair.

Dark blue administrative coat.

No religious vestments.

She bowed.

”Archdeacon Malrec. Welcome home.”

Malrec stepped from the carriage.

”Administrator Vessa Rell.”

Kael immediately thought of Healer Vessa in Blackwood and then dismissed the coincidence.

The administrator turned toward him.

”Prince Kael Aurelius Asterion. Welcome to Solmara.”

There it was.

Not Church grounds.

Not a monastery.

A territory.

Kael dismounted.

”Thank you.”

Vessa looked toward Darius.

”Sir Darius.”

”Administrator.”

Then Elias and Marcus.

She checked the travel record.

”Candidates Thorn and Wintermere.”

Both nodded.

Her attention moved over the Black Dragon escort.

”Eight House personnel.”

Kael almost corrected her.

Then realized she had included him, Darius, Elias, Marcus, and the four escorts.

Correct.

The Church party remained separate.

Vessa looked toward Brother Caelen.

”Records?”

He handed them over.

Kael watched.

Vessa noticed.

”You may ask.”

Kael smiled.

Malrec sighed.

Darius looked toward the river.

Kael ignored both.

”Are you Church clergy?”

”No.”

”Lay administrator?”

”Yes.”

”You manage the crossing?”

”The Solmaran side of it.”

”Appointed by?”

”The Southern Roads Office.”

”Which answers to?”

Vessa paused.

”That answer is longer than you want.”

Kael’s smile widened.

”I doubt that.”

Malrec stepped between them verbally before Kael could destroy the schedule.

”The Prince is discovering Solmara.”

Vessa looked toward him.

Then back at Kael.

”Slowly, I hope.”

Darius almost smiled.

Kael frowned.

”Everyone keeps saying that.”

”Then perhaps everyone has evidence.”

She stamped the entry record.

”Your party is expected at Ordan’s Rest before sunset.”

Kael looked toward Malrec.

”The settlement?”

”Yes.”

Vessa handed the packet back.

”The southern road is clear. One repair crew is working near the old mill junction. Stay east when directed.”

Kael nodded.

”Anything else?”

Vessa looked toward Elias and Marcus.

”Congratulations on reaching this side.”

Elias blinked.

”We aren’t consecrated yet.”

”I know.”

Marcus smiled.

Vessa continued. ”Many candidates become unbearable once they cross the river.”

Elias looked offended.

”I won’t.”

Marcus looked at him.

”You said that too quickly.”

Vessa smiled.

Kael liked her too.

That was becoming dangerous.

They left Saint Ordan Bridge behind.

The first Solmaran road marker stood less than half a mile north of the crossing.

It carried no dragon.

Instead, the Church seal appeared at the top, with road distances carved beneath.

ORDAN’S REST — 11 MILES

VELMAR — 37 MILES

ORINTH — 92 MILES

Kael slowed.

”Ninety-two?”

Brother Caelen nodded.

Kael looked toward Malrec’s carriage.

”We’re not reaching Orinth tomorrow.”

The window opened.

”No.”

Kael frowned.

”You said five days.”

”To the consecration site.”

”Brother Caelen said Orinth.”

Brother Caelen looked alarmed.

Malrec looked toward him.

The clerk said, ”I said we were going to Orinth.”

”Yes.”

”Not that we arrive tomorrow.”

Kael stared.

”Then when?”

”The following afternoon.”

Kael looked toward Darius.

Darius had wisely moved farther away.

Elias laughed.

Kael sighed.

”The Church communicates badly.”

Malrec closed the window.

The road into southern Solmara immediately looked less different than Kael had subconsciously expected.

That interested him more than if everything had changed.

Farmers worked the fields.

Children carried baskets.

A wagon with a broken rear board waited outside a smithy.

Two women argued beside a well.

A dog chased their horses until one Church guard shouted at it.

No priests appeared to bless the crops.

No bells sounded constantly.

No sacred light descended from the sky.

Ordinary life continued.

But the differences emerged gradually.

Church estates were more common.

Not every farm.

Not even most.

But enough.

Some fields had small stone markers identifying the monastery, hospital foundation, Chapter, or religious order holding the land.

Villages displayed notices bearing Solmaran administrative seals rather than Imperial provincial marks.

Road guards wore blue.

At one junction stood a small public building with three symbols carved above separate doors.

Kael looked.

”What’s that?”

Brother Caelen followed his gaze.

”Local services house.”

”That explains nothing.”

”Road office. Civil records. Church assistance desk.”

Kael frowned.

”Same building?”

”Yes.”

”Same administration?”

”No.”

Kael smiled.

Caelen looked miserable.

”Stop.”

”I did nothing.”

”You are going to ask why.”

”Why?”

Brother Caelen sighed.

The answer lasted almost ten minutes.

The building had originally been constructed as a parish storehouse.

After a fire destroyed the local records office seventy years ago, one section became temporary civil storage.

Temporary became permanent.

The road office later rented the rear room because the settlement did not need a separate building.

Then a Church charity added a public assistance desk.

Kael laughed.

Brother Caelen frowned.

”What?”

”Nothing.”

”No. Explain.”

Kael looked back at the shrinking building.

”People always describe institutions as if someone designed them from the beginning.”

Caelen nodded slowly.

”But sometimes someone needed a room.”

”Yes.”

”And seventy years later it becomes official.”

”Frequently.”

Kael smiled.

Solmara was already proving Malrec right.

Traditions had been arguments once.

Apparently administrative buildings had been accidents.

They continued.

The afternoon landscape rolled gently upward from the river basin.

The great flat fields near the Arven gave way to smaller farms, orchards, and patches of woodland.

Stone shrines appeared at crossroads.

Some were carefully maintained.

Others looked as though nobody had touched them in years.

Kael pointed toward one leaning slightly beneath an old oak.

”Church maintained?”

Brother Caelen shook his head.

”Local family.”

”Why?”

”Memorial.”

”To who?”

”I do not know.”

Kael resisted asking to stop.

Darius saw.

”Progress.”

”Do not congratulate me for not bothering strangers at a shrine.”

”You require achievable standards.”

Kael looked toward Merric.

”Is he always like this?”

Merric answered without hesitation.

”Yes, Your Highness.”

Darius looked toward him.

Merric suddenly became interested in the road.

Kael smiled.

The repair crew Administrator Vessa had mentioned appeared near the old mill junction.

They were repairing a collapsed stone edge where runoff had eaten away beneath the road shoulder.

Kael looked.

Then looked away.

Darius noticed.

”You are in pain.”

”A little.”

”Good.”

”You are becoming cruel.”

”No. Efficient.”

The road narrowed around the repair.

A Solmaran worker directed riders east.

Kael followed without asking a single question.

Afterward, Elias rode beside him.

”You’re sweating.”

”It is warm.”

”It isn’t.”

Kael ignored him.

By late afternoon, Ordan’s Rest appeared between two low hills.

Kael had expected a village.

It was larger.

Not a town on the scale of Rellin Cross, but perhaps large enough to contain a few thousand people across the central settlement and surrounding farms.

The southern road entered between two long rows of buildings.

A stable.

Blacksmith.

Bakery.

Inn.

A shop selling traveling cloaks, boots, walking staffs, and religious medallions.

Another shop sold nothing but paper, ink, wax tablets, and writing tools.

Brother Caelen looked toward it with visible interest.

Kael noticed.

”Do clerks pilgrimage here?”

”No.”

”You looked excited.”

”I need ink.”

”That’s what they all say.”

Brother Caelen ignored him.

The center of Ordan’s Rest was built around an old stone square.

At one end stood a modest Church hall with a bell tower.

At the other stood a larger administrative building.

Between them was a long public fountain where travelers filled containers.

A bronze statue stood near the fountain.

Kael recognized Saint Ordan only because the name was carved into the base.

The statue showed no warrior.

No priest raising a holy symbol.

Ordan held a bridge plan.

Kael stopped.

”Of course.”

Malrec’s carriage rolled past him.

Kael called, ”He was an engineer?”

The carriage window opened.

”Administrator.”

Kael stared.

”Why is he holding plans?”

”Because he negotiated and supervised the first permanent crossing.”

”Was he a priest?”

”No.”

”Knight?”

”No.”

”Then why saint?”

Malrec looked toward the statue.

”Because sanctity is not a military rank.”

Kael smiled.

”That wasn’t the question.”

Malrec sighed.

”He organized river crossings during the Red Floods, coordinated monasteries, nobles, ferrymen, laborers, and Imperial officials, and remained during an epidemic afterward when most administrators fled.”

Kael looked back at the statue.

An administrator.

Canonized.

Interesting.

Elias stopped beside him.

”You like him already.”

”I know almost nothing about him.”

”You like that he built a bridge.”

”He coordinated a bridge.”

Marcus joined them.

”That is somehow more attractive to Kael.”

Kael ignored both.

The Church lodging house at Ordan’s Rest occupied the northern edge of the square.

Larger than Varenford.

Smaller than Rellin Cross.

Travelers moved constantly through its courtyard.

But the most obvious difference appeared when Kael dismounted.

People were waiting for Malrec.

Not officials.

Ordinary people.

Perhaps twenty.

Some held folded documents.

One woman carried a child.

An old man held a wooden box.

Two young men wore Church school clothing.

A farmer stood with mud still dried on his boots.

Kael looked toward Brother Caelen.

”What is this?”

”Petitions.”

”For Malrec?”

”Some.”

”He just arrived.”

”They knew his route.”

Malrec stepped from the carriage.

He saw the crowd.

Then looked at Caelen.

”You told them?”

”No.”

Malrec looked toward the lodging house prior.

The man immediately looked guilty.

Kael smiled.

Malrec did not.

”I have candidates.”

The prior bowed.

”Of course, Archdeacon.”

”I am traveling.”

”Yes.”

”I am not holding general audience.”

”No.”

Malrec looked toward the twenty waiting people.

The prior hesitated.

”They were already coming.”

Malrec closed his eyes briefly.

Kael enjoyed this far too much.

The Archdeacon looked at Brother Caelen.

”Sort them.”

Caelen stared.

”Me?”

”Yes.”

”By?”

”Urgency. Relevance. Whether they actually need me.”

Kael laughed.

Brother Caelen looked toward him.

”Do not.”

”I said nothing.”

Malrec turned to Kael.

”You are not helping.”

”I am observing an institution I do not control.”

That silenced the Archdeacon.

Darius looked away.

Kael smiled.

Malrec pointed toward the lodging house.

”Go inside.”

Kael laughed harder.

He obeyed.

Mostly because his horse needed rest.

The evening meal began later than planned.

Brother Caelen arrived halfway through looking personally betrayed by religion.

Kael immediately moved a chair for him.

”Difficult?”

”Four wanted contract disputes.”

Malrec continued eating.

”Not my office.”

”One believed his neighbor cursed a pear tree.”

Elias stopped.

”Did he?”

Brother Caelen stared.

”No.”

”How do you know?”

”I don’t.”

Elias smiled.

Caelen continued. ”Three wanted recommendations for Church schools. Two wanted Malrec to intervene in local inheritance disputes. One woman actually had a knight-conduct complaint.”

Malrec looked up.

”Actual?”

”Yes.”

”What?”

”Local knight allegedly threatened a miller during a debt collection.”

Malrec’s expression changed immediately.

”Written statement?”

”Taken.”

”Witnesses?”

”Two named.”

”Forward it to the district examiner tonight.”

Brother Caelen nodded.

There.

Twenty petitions.

One directly related to Malrec’s office.

Maybe two or three others worth forwarding elsewhere.

The rest had come because people saw authority and assumed authority could solve anything.

Kael looked at Malrec.

The Archdeacon noticed.

”What?”

”Nothing.”

”You are thinking.”

”Yes.”

”Dangerous.”

Kael ignored that.

”This happens to princes too.”

”Of course.”

”People ask whoever looks powerful.”

”Yes.”

”Even when they have no authority over the problem.”

”Yes.”

Kael thought of the future Guild.

People would do the same thing.

A building existed.

A badge existed.

Someone would arrive with a problem that had nothing to do with monster contracts, caravan work, or specialized civilian response.

Then become angry when the Guild said no.

Galahad would love that.

Kael smiled.

Malrec looked concerned.

”What institution are you creating in your head?”

”None.”

Darius raised an eyebrow.

Kael corrected himself.

”I am thinking about one that already exists.”

”Better.”

After dinner, Elias and Marcus were taken to the small chapel.

Not for ceremony.

Practice.

That word offended Elias.

”We know how to speak.”

Sister Meriel looked at him.

”You will stand before senior clergy, witnesses, Church officials, Imperial representatives, and a public gallery.”

Elias stopped.

”Public?”

”Yes.”

He looked toward Marcus.

Marcus looked equally surprised.

Sister Meriel continued. ”You will state your full legal name. House affiliation. Recognition authority. Examination standing. Then the oath.”

Elias frowned.

”Why didn’t anyone mention the gallery?”

Brother Caelen answered from behind him.

”We assumed you understood consecration was public.”

”No.”

Marcus smiled faintly.

”What did you imagine?”

”Smaller.”

”How small?”

Elias looked toward Kael.

”Maybe us.”

Kael laughed.

Malrec stood near the chapel wall.

”The title is public.”

Elias looked at him.

”So the oath is public.”

”Yes.”

”Why?”

Malrec answered immediately.

”Because private virtue cannot support public trust if no one knows what was promised.”

That quieted everyone.

Kael thought about the House statement again.

Borrowed trust.

The oath did not exist solely for the knight.

It told everyone else what standards they were allowed to expect.

Sister Meriel handed Elias a copy.

”Begin.”

Elias looked horrified.

”Now?”

”Yes.”

”Here?”

”Yes.”

”Everyone is watching.”

”That is the purpose.”

Elias looked toward Kael.

Kael smiled.

”Good luck.”

”You said that deliberately.”

”Yes.”

Elias began.

He stumbled over his full formal identification on the first attempt.

Marcus laughed.

Then did worse.

Elias laughed louder.

Sister Meriel looked at both men until neither found anything funny.

Kael sat in the rear pew beside Darius.

For once, he did not interfere.

He listened.

The oath had already been explained in Blackwood.

Bear arms under Imperial law.

Defend the Empire and its people when duty required.

Obey lawful command.

Refuse directly unlawful orders.

Protect those placed under authority.

Do not use knightly status for unlawful seizure or coercion.

Submit serious knightly misconduct to formal review.

The words sounded different spoken inside a Church chapel.

Not because magic filled them.

Nothing happened.

No System notification.

No supernatural light.

No divine voice.

Only two men practicing promises that could someday make their lives harder.

Kael preferred that.

An oath that cost nothing was decoration.

When practice ended, Elias collapsed onto the pew ahead of Kael.

”I would rather fight Edric again.”

Kael smiled.

”You said that before Malrec’s interview.”

”I was right then too.”

Marcus sat beside him.

”The gallery is the problem.”

Elias looked toward him.

”You forgot your own grandfather’s name.”

”I corrected it.”

”You paused for eight seconds.”

”I was thinking.”

”About your grandfather?”

Marcus frowned.

Kael laughed.

Sister Meriel approached.

Both immediately sat straighter.

She looked at them.

”Tomorrow will be worse.”

Elias stared.

”Thank you.”

”More people.”

Marcus sighed.

”But,” she continued, ”you will be prepared.”

That helped slightly.

Then she looked toward Kael.

”Your Highness.”

Kael became suspicious.

”Yes?”

”You will also have a designated place during the ceremony.”

”I assumed.”

”You will be asked to stand when House Kael is recognized as the presenting House.”

Kael nodded.

”You will then be asked whether House Kael affirms both candidates enter the oath under its sponsorship and accepts the responsibilities attached to presenting Imperial knights.”

Kael stopped.

”What responsibilities?”

Sister Meriel looked toward Malrec.

The Archdeacon smiled faintly.

Kael stared.

”You knew.”

”Yes.”

”You intentionally didn’t tell me.”

”I assumed you knew.”

Kael looked around.

Brother Caelen looked down.

Darius found the chapel ceiling extremely interesting.

Elias smiled.

Marcus smiled.

Traitors.

Kael turned toward Sister Meriel.

”What exactly am I affirming?”

She handed him another page.

He read.

House Kael was not assuming responsibility for every future action of the knights.

It was affirming that the House had presented them in good faith, provided relevant records honestly, recognized the oath’s legal standing, would not knowingly obstruct lawful review of serious misconduct, and accepted that knightly title did not erase accountability merely because the knight served a prince.

Kael read it again.

”That is reasonable.”

Malrec looked disappointed.

Kael glanced toward him.

”You expected an argument.”

”I expected six questions.”

”I still have questions.”

”There.”

Kael smiled.

The next twenty minutes belonged to him.

Elias enjoyed every second.

By the time they left the chapel, Ordan’s Rest had gone quiet.

The square outside held only a handful of travelers.

Lanterns burned beneath covered walkways.

The fountain still ran.

Kael stopped beside the statue of Saint Ordan.

Darius joined him.

For several moments, both looked at the bronze plans held in the administrator’s hands.

Kael said, ”An administrator became a saint.”

”Yes.”

”Was he actually good?”

Darius looked toward him.

”You think sainthood guarantees competence?”

”No.”

”Good.”

Kael laughed.

”What do you know about him?”

”Less than Malrec.”

”That is becoming common.”

Darius looked toward the statue.

”He managed people during disasters.”

”That sounds simple when you say it.”

”It was not.”

Kael nodded.

”Different institutions?”

”Yes.”

”Competing authority?”

”Yes.”

”Limited information?”

”Yes.”

”People refusing?”

”Yes.”

Kael smiled faintly.

”Sounds familiar.”

”Most difficult problems are old.”

Kael looked across the square.

Imperial Church territory.

One day inside it.

And already Solmara felt less like a religious monolith than it had on the map.

Lay administrators.

Road guards.

Church officials.

Orders with separate estates.

Local councils.

Travel houses.

Public petitions.

Old agreements.

People arguing about pear trees.

Kael had expected the Church to make Solmara different.

Instead, the Church had become another way people organized ordinary life.

That distinction mattered.

He looked toward Darius.

”Tomorrow we continue to Orinth.”

”Yes.”

”Then ceremony the day after?”

”If the schedule remains.”

Kael nodded.

”Elias and Marcus finally get their names in the record.”

”Yes.”

Kael looked toward the dark northern road leaving Ordan’s Rest.

Somewhere beyond those hills stood Orinth.

The Church’s central city.

The archives.

The institutions Malrec said remembered everything.

And perhaps the first place Kael would see what happened when authority survived long enough to become tradition.

Darius started toward the lodging house.

Kael remained beside Saint Ordan for another moment.

Then followed.

He had crossed the Arven expecting to enter the territory of the Church.

Instead, he had entered another part of the Empire.

One that simply remembered who governed it differently.
