The Imperial System: Architect of an Empire

The traveling trader’s name was Hadran Selk, and by noon Kael knew considerably more about him than he had expected to learn about a man he had never met.

Hadran owned three wagons, employed seven permanent workers, and spent most of the year moving between farming districts, hunting settlements, mining towns, and border markets. He bought monster materials that were too specialized for ordinary merchants and sold them onward to alchemists, artificers, physicians, tanners, collectors, and occasionally military suppliers. His business was registered legally in two provinces, taxed irregularly in a third, and complained about almost everywhere he operated.

According to Edwin’s records, none of that was unusual.

Kael sat behind the study table while Galahad worked through a stack of copied toll records. Darius stood near the shelves, and Edwin occupied the chair beside Kael with Blackwood’s commercial ledger open across his knees. Harven Toll had returned as promised and sat on the opposite side of the room, though he seemed considerably less comfortable now that the investigation had moved beyond him.

Kael looked at the latest page.

”Hadran entered Blackwood three months ago.”

Edwin nodded. ”Through the southern road.”

”Stayed four days.”

”Yes.”

”Asked for exclusive purchasing rights.”

”Yes.”

”Was refused.”

”Yes.”

Kael looked toward Toll. ”And then?”

Toll shifted. ”Then he did what traders do.”

”That is not useful.”

”He bought privately.”

Galahad looked up from the records. ”From whom?”

”Hunters. Butchers. Farmers. Anyone who had something worth buying.”

Edwin’s expression tightened. ”Inside Blackwood?”

”Outside the estate markets, mostly.”

Kael glanced toward Edwin.

”Was that legal?”

”Yes,” Edwin said. ”Blackwood had no prohibition against private monster-material sales. My refusal prevented exclusivity. It did not prevent commerce.”

Kael nodded slowly.

That distinction mattered.

Hadran had asked Kael’s House to guarantee him first access. Edwin had refused. Hadran had simply continued competing for the same materials through ordinary trade.

Not suspicious.

Not yet.

Kael looked toward Galahad. ”When was his last recorded passage south?”

Galahad slid one page across the table.

”Eight days ago.”

Kael read it.

The timing matched almost perfectly.

Rellis, Berren, and Meya had been attacked nine days before Iris found the ashmaw den. Hadran’s wagon crossed a toll station less than a day later.

Kael felt the familiar temptation to make the pieces fit.

He resisted it.

”Direction?”

”Northbound.”

”From?”

”The southern districts.”

”Destination?”

”Not recorded.”

Toll leaned forward. ”That does not mean he came from the ridge.”

”I know.”

Kael appreciated that Toll had begun defending evidence instead of only himself.

Galahad tapped another line. ”But he sold ashmaw materials two days later.”

The room changed.

Kael looked up.

”To Orris?”

”No.”

Galahad turned another page.

”To an apothecary in Westbridge.”

Kael stared at him.

”How much?”

”Two heat sacs, three preserved glands, hide sections, and teeth.”

Darius stepped closer to the table.

”From one ashmaw?”

”Possibly two.”

Kael looked toward Iris’s wrapped vial lying near the end of the desk.

Two or three people near the ridge.

Preservation jars.

Harvest hooks.

Ashmaw materials sold shortly afterward.

The pieces were beginning to align.

But aligning was not proof of everything.

Kael asked the next question carefully.

”Do we know those materials came from Eastmere?”

”No.”

”Do we know Hadran personally harvested them?”

”No.”

”Do we know when he obtained them?”

”No.”

”Then we know only that he possessed ashmaw material shortly after the attack.”

Galahad nodded. ”Correct.”

Darius looked toward Kael.

Kael gave him a pointed look. ”You can stop checking whether I understand.”

”I was looking at the map.”

”You were not.”

Darius did not bother responding.

Harven Toll rubbed his palms together once. ”There is something else.”

Everyone looked toward him.

Toll seemed to regret speaking before he continued.

”Hadran was the one who gave Orris the migration report.”

”We know that,” Kael said.

”No. You know Orris bought the information from him.”

Kael waited.

Toll continued. ”Hadran gave me the same information.”

Silence settled over the study.

Galahad’s expression hardened first.

”When?”

”About a week before Eastmere posted the livestock request.”

Kael stared at Toll.

”You had the report before you wrote the contract.”

”Yes.”

”And yesterday you said you heard about possible ashmaw movement through traders and another hunter.”

”I did.”

”You did not mention Hadran.”

”No.”

”Why?”

Toll looked toward the floor.

”Because I knew how it would sound.”

Kael felt anger again.

This time he let a little more of it into his voice.

”Then tell me how it sounds.”

Toll looked back up.

”Hadran said ashmaws might have moved north. He did not say there was a den. He did not give a location. He had one burned carcass report from farther south and another from a logging camp.”

”And you believed him enough to pass the information to Orris.”

”Orris already knew.”

Kael leaned forward. ”You believed it enough to offer hunters a bonus for ashmaw materials.”

”Yes.”

”But not enough to put it in the danger notes.”

Toll’s jaw tightened.

”Yes.”

No one spoke for several seconds.

Kael looked down at the Eastmere contract.

Probable ridgeback boar.

That statement had never been a lie.

It had simply been incomplete.

That might have been worse.

The contract had contained the information that supported accepting the job.

The uncertain information that might have made someone more cautious had been kept outside it.

Kael remembered Meya’s answer.

She would still have gone.

But she would have prepared differently.

Different supplies.

Another person.

Possibly a different decision after finding the burned boar.

The missing information did not guarantee death.

It changed probability.

Kael looked toward Toll. ”Did you intentionally hide the ashmaw report because you thought the hunters might refuse?”

Toll swallowed.

”No.”

”Did you avoid including it because you thought it would make the job harder to fill?”

The broker hesitated.

Longer this time.

”Maybe.”

Galahad’s eyes closed briefly.

Kael leaned back.

There.

Not murder.

Not conspiracy.

Not some hidden organization deliberately sacrificing hunters.

A broker who wanted a contract filled.

A trader who profited from rare materials.

A buyer offering bonuses.

Hunters who needed money.

One piece of uncertainty softened because everyone benefited from treating it as unlikely.

Kael hated how ordinary it was.

Darius spoke quietly. ”This is why incentives matter.”

Kael nodded.

”People do not have to be evil to produce bad outcomes.”

”No.”

Toll looked toward them. ”I never wanted anyone dead.”

Kael believed him.

That did not remove responsibility.

”I know.”

Toll’s expression changed, perhaps because condemnation would have been easier to understand.

Kael continued. ”That does not mean nothing happened.”

The broker looked down.

Galahad sat forward. ”You should have included the report.”

”Yes.”

”You should have separated the Eastmere contract from Orris’s bonus.”

”Yes.”

”You should not have made more money when the hunters expanded the assignment.”

Toll frowned at that.

”That is how brokering works.”

”Then maybe that part is the problem.”

Toll looked toward Kael.

Kael shook his head before the argument became simpler than reality.

”Not automatically.”

Galahad glanced at him.

Kael continued. ”Brokers need payment. If they do not make money, the service disappears. The question is whether the payment encourages the wrong thing.”

Darius nodded slightly.

Toll leaned back.

”So what happens to me?”

Kael looked at him.

That was the first time the conversation had reached punishment directly.

”What do you think should happen?”

Toll stared.

”I am asking you.”

”And I am asking you.”

The broker looked uncomfortable.

”I should probably lose the Eastmere fee.”

Kael waited.

”And the bonus commission.”

”Why?”

”Because the job went wrong.”

Kael frowned.

”That sounds like punishment for the outcome.”

Toll looked confused.

”Isn’t that the point?”

”No.”

Kael rested one hand against the contract.

”If the same information had been hidden and everyone came home safely, would your decision suddenly become good?”

Toll said nothing.

Kael continued. ”You are responsible for the information you failed to communicate, not because Berren died, but because hunters needed that information before deciding what risk they were accepting.”

Galahad nodded.

That distinction mattered.

Rules built only after death could become revenge disguised as policy.

Kael did not want that.

He looked toward Edwin. ”Does Blackwood have authority over Toll’s license?”

”No Imperial broker’s license exists in this district. He operates through commercial registration and local permissions.”

”So we cannot revoke something that does not exist.”

”Correct.”

Kael looked toward Toll again.

”Blackwood can refuse you access to our markets.”

Toll’s face tightened.

”We can also warn every village under House Kael not to use you.”

His expression became worse.

Kael continued. ”But if I do that today, the southern settlements lose someone they have relied upon for years before the Guild is even open.”

Galahad understood immediately.

”And they will find another broker.”

”Probably one we know less about.”

Toll looked between them.

Kael hated this sort of decision.

Punishment would feel cleaner.

Governance rarely was.

”For now,” Kael said, ”you continue operating.”

Toll blinked.

”With conditions.”

Of course.

”You disclose every secondary payment connected to work originating inside Blackwood.”

Toll nodded slowly.

”Any known danger report, even if unconfirmed, is separated from confirmed information but still provided to whoever accepts the work.”

”Yes.”

”You do not receive a percentage that increases because a hunter expands the danger of an assignment.”

Toll frowned.

”How am I paid for arranging the second buyer?”

”Fixed referral fee.”

Galahad looked toward Kael.

That was close to a policy.

Kael caught the look.

”Temporary condition,” he clarified. ”For Toll while we study whether it works.”

Galahad smiled faintly.

”Better.”

Kael continued. ”And you provide Galahad your past records.”

Toll sighed. ”Five years.”

”Yes.”

”That is a lot of paper.”

”You survived the meeting. You can survive paper.”

Darius almost smiled.

Toll looked toward Galahad.

Galahad looked delighted.

The broker visibly regretted everything.

Kael folded the Eastmere contract.

”One more thing.”

Toll waited.

”You speak with Meya and Rellis.”

His expression changed.

”Why?”

”Not today. Not until the clinic agrees.”

Kael held his gaze.

”But if they want to speak with you, you listen.”

Toll looked down.

After several seconds, he nodded.

”Yes.”

That was enough for now.

When Harven Toll left, Galahad remained seated.

”You let him keep working.”

”Yes.”

”You think that is the correct decision?”

Kael looked at the closed door.

”I think removing him would make me feel like I solved something.”

”That is not what I asked.”

Kael smiled faintly.

”No. I’m not sure.”

Galahad nodded.

”Good.”

Kael stared at him.

”You people need another word.”

Darius returned to the window.

”No.”

Edwin closed the commercial ledger. ”There is also the matter of Hadran Selk.”

Kael’s attention returned immediately.

”Yes.”

Galahad held up the toll report.

”If those ashmaw materials came from Eastmere, someone may have entered the area after the attack specifically to harvest them.”

”Which is not necessarily illegal,” Kael said.

”No.”

”But leaving injured hunters behind would change the situation.”

”If they saw them.”

Kael remembered Meya hiding beneath the charcoal structure.

She believed the people with lanterns had not seen her.

They might genuinely have missed her.

Berren had been nearer the den.

That was different.

”Did Iris say whether Berren’s body had been disturbed?”

Edwin shook his head.

”She did not include that in the written report.”

”Find her.”

”She is sleeping.”

Kael stopped.

Edwin looked at him.

Kael sighed.

”Ask her when she wakes.”

”Much better.”

Kael was going to ban everyone from evaluating him.

That would probably prove their point.

The next several hours passed with other work.

Real work.

The kind that did not involve missing hunters or mysterious traders.

Kael met with Lily regarding housing shortages near the new commercial district. Blackwood had gained residents faster than several planned homes were being completed, and rents near the Guild construction site had begun rising.

That irritated Kael immediately.

”By how much?”

Lily handed him a page.

”Depends on the property. Ten percent in some places. Nearly twenty in others.”

”Because of the Guild?”

”Partly.”

”Can we stop it?”

Lily looked at him.

Kael paused.

There it was.

The instinct again.

Problem.

Rule.

Fix.

He sighed.

”What is causing it?”

”More people want houses than there are houses.”

”That seems annoyingly obvious.”

”It usually is.”

Kael studied the numbers.

Blackwood’s growth was producing problems that decline never had.

Construction workers needed rooms.

Merchants wanted shops.

Families were moving closer to developing roads.

Landowners who had endured years of low values were suddenly discovering demand.

Kael could cap rents.

He could also discourage people from building new housing if they believed future returns would be restricted.

He could release House-owned land.

That required roads, water, drainage, and planning.

He could construct directly.

That required coin and labor already being used elsewhere.

There was no clean answer.

Kael looked toward Lily. ”How many House-owned plots near the eastern expansion are ready for construction?”

”Fourteen.”

”Ready with water?”

”Eight.”

”Road access?”

”Twelve.”

Kael frowned. ”So not fourteen.”

”No.”

”Why does every number turn into three other numbers?”

”Administration.”

He hated that answer because it was becoming true.

Kael looked at the map.

”Do not set rents.”

Lily nodded.

”Yet.”

She stared.

Kael smiled.

”Review empty House property. See whether we can lease construction plots with conditions requiring actual building within a fixed period.”

”That sounds like a policy.”

”It is an investigation.”

”You are learning vocabulary.”

”Everyone is terrible.”

Lily smiled and gathered her papers.

Before leaving, she paused.

”Your Highness.”

”Yes?”

”The Guild workers are asking whether opening day has been decided.”

”No.”

”I thought so.”

”Why?”

”Because three taverns are already advertising opening-week prices.”

Kael stared.

”The Guild does not have an opening date.”

”They appear confident.”

”Based on what?”

Lily shrugged. ”Rumor.”

Kael rubbed his forehead.

Blackwood was becoming an economy before anyone asked permission.

That might have been the most educational thing it had ever done.

By late afternoon, Iris finally appeared.

She looked considerably more rested than she had that morning and considerably less interested in being questioned about sleep.

Kael did not mention it.

Growth.

He was proud of himself.

She joined Kael, Galahad, and Darius in the study while Edwin retrieved the evidence notes.

Kael went directly to the question.

”Berren’s body. Had anyone disturbed it before you arrived?”

Iris nodded.

”Yes.”

The room quieted.

”How?”

”Two cuts near the abdomen. One gland removed.”

Galahad’s expression hardened.

”Ashmaw attack?”

”No.”

”You’re certain?”

”Yes.”

Iris sat and pulled a small sketch from her coat.

”The cut was narrow and clean. Blade work after death.”

Kael looked down at the drawing.

”So whoever harvested the area found Berren.”

”Most likely.”

”And left him.”

”Yes.”

Kael felt his anger return.

This time it was simpler.

Not completely.

But simpler.

”Could they have believed everyone was dead?”

”Yes.”

”Could they have checked?”

”I cannot prove whether they did.”

Kael nodded slowly.

No assumptions.

But whoever reached the fight site had encountered a human body.

They had taken material from nearby monsters.

They had continued.

No report reached Eastmere.

No message reached Toll.

No warning reached the provincial patrol.

No one told Berren’s family.

Even if they believed Meya and Rellis dead, they had found enough to know something had happened.

Galahad spoke quietly. ”That crosses a line.”

Kael looked toward him.

”Yes.”

Darius nodded.

Not because harvesting monsters was illegal.

Because people had encountered evidence of a deadly incident and decided it was someone else’s problem.

Kael looked at Iris.

”Did the harvest marks on the ashmaws match the equipment implied by the broken vial and hooks Meya saw?”

”Likely professional or experienced work.”

”Could Hadran’s people have done it?”

”Yes.”

”Could someone else?”

”Yes.”

There was only one next step.

”Find Hadran.”

Edwin looked toward the commercial route ledger.

”He is moving.”

”Where?”

”Last confirmed northbound.”

Galahad said, ”We can send inquiries to the next toll stations.”

Kael nodded.

”No arrest order.”

Darius looked toward him.

Kael sighed.

”I know.”

Galahad smiled.

”We request he come to Blackwood.”

”And if he refuses?”

”Then we decide what the evidence actually supports.”

Kael nodded.

That was enough.

The Guild was not an intelligence service.

Blackwood was not going to chase a traveling merchant across half the Empire because one timeline looked suspicious.

Not yet.

That evening, Kael finally visited Rellis.

The hunter was sitting upright when Kael entered, although Liora had placed enough cushions behind him that his dignity had clearly lost an argument with medical necessity.

Rellis looked toward Kael.

”You found Meya.”

”Yes.”

”I saw her.”

Kael stopped.

”Already?”

”Liora let her come to the doorway.”

Kael looked toward the hall.

”I thought Meya could barely walk.”

”She cannot. Someone carried her.”

That sounded like Liora’s version of medical compromise.

Kael sat.

Rellis’s expression changed.

”And Berren.”

Kael nodded.

”Yes.”

The hunter looked at the window.

”Did you bring him back?”

”Yes.”

”Good.”

For a while, neither spoke.

Kael had come intending to ask about Toll.

That suddenly felt less urgent.

Rellis broke the silence.

”It was my fault too.”

Kael looked toward him.

”Meya told me she wanted to leave. I knew she did.”

Kael waited.

Rellis continued. ”Berren said one ashmaw would pay enough to make the trip worth three contracts.”

”He needed the money.”

Rellis looked surprised.

”Meya told us.”

”Yes.”

Rellis stared down at his hands.

”I needed it too.”

Kael said nothing.

”My brother owes money on his farm. Bad harvest last year.”

Another layer.

Of course.

Everyone had a reason.

That did not make the decision correct.

It made it human.

Rellis swallowed.

”If I’d said no, Meya would’ve left with me.”

”Maybe.”

”She would have.”

Kael did not argue.

”Then Berren would’ve had to come too.”

”Or gone alone.”

Rellis looked up.

That possibility hurt.

Kael continued gently. ”You can spend the rest of your life inventing versions where one different sentence saves everyone.”

Rellis’s expression tightened.

”Easy for you to say.”

”Yes.”

Kael did not defend himself.

Rellis looked away.

That answer seemed to take some of the fight out of him.

Kael leaned back.

”You made a bad decision.”

Rellis closed his eyes.

Kael continued. ”Toll failed to give you information. Orris created another incentive. Berren pushed forward. You agreed. Meya stayed because you were her party.”

Rellis looked toward him again.

”Who are you blaming?”

”Everyone where blame belongs.”

”That is convenient.”

”No. Convenient would be choosing one person.”

Rellis was quiet.

Kael thought about what Cassian had told him.

People were not only what they were useful for.

Perhaps they were also not only the worst decision they had made.

”Galahad wants to speak with you when you’re stronger.”

”About the Guild?”

”Yes.”

Rellis laughed weakly.

”You still want to open it after this?”

”More carefully.”

”That isn’t what I expected.”

”What did you expect?”

”A prince building an adventurer guild usually wants adventurers.”

Kael smiled faintly.

”I do.”

”Then why aren’t you recruiting us?”

There it was.

Kael considered the question.

Because Rellis was experienced.

Because Meya was an excellent tracker.

Because Blackwood would eventually need people exactly like them.

The answer would once have been obvious.

Now it was not.

”I don’t know whether you want to join.”

Rellis stared at him.

Kael continued. ”And I don’t know whether the Guild should ask people to register before it knows what registration actually means.”

The hunter laughed once.

”That is a terrible recruitment speech.”

”I wasn’t recruiting.”

”Apparently.”

Kael stood.

At the door, Rellis spoke again.

”Prince.”

Kael looked back.

”If there’d been a Guild, would Berren be alive?”

Kael thought about the question.

”No.”

Rellis frowned.

”You’re certain?”

”No. That’s why the answer is no.”

The hunter stared.

Kael continued. ”I won’t build something by pretending it could have guaranteed an outcome nobody can know.”

Rellis looked down again.

”But maybe we’d have known more before leaving,” Kael said. ”Maybe someone would’ve expected you back sooner. Maybe another hunter would’ve gone. Maybe you still make the same decision.”

Rellis nodded slowly.

Kael opened the door.

”That is enough reason to improve things. It is not enough reason to lie about what improvement can do.”

He left the clinic as evening settled over Blackwood.

The walk back to the manor took him past the unfinished Guild.

Workers had stopped for the day. The building stood silent beneath the darkening sky, its windows reflecting the last light over the western hills.

Kael stopped at the bottom of the entrance stairs.

Soon, people would walk through those doors expecting something.

Work.

Coin.

Protection.

Opportunity.

Recognition.

Perhaps adventure.

Kael had spent months thinking about what the Guild would ask from them.

Tests.

Registration.

Records.

Standards.

He had spent far less time thinking about what the Guild would owe in return.

Not safety.

It could not promise that.

Not success.

Certainly not that.

Maybe honesty.

Maybe responsibility.

Maybe the assurance that their lives would not vanish between pieces of paperwork.

The front doors were not installed yet.

Kael looked at the empty opening.

Augustus’s question returned again.

What should never be standardized?

Kael had begun thinking the answer might be people.

But now another possibility occurred to him.

Responsibility should be clear.

Judgment could not always be uniform.

Two people could face the same rule and different circumstances.

Berren had pursued money.

Because his daughter needed it.

Marcus had abandoned a post.

Because children were drowning.

Elias had struck a nobleman’s son.

Because the man was beating a stable boy.

A system that recorded only the action would miss something important.

A system that cared only about motive could excuse anything.

Kael stood there for a long time.

Perhaps that was the answer Augustus wanted him to struggle with.

Standards could define boundaries.

They could not replace judgment inside them.

Behind him, footsteps approached.

Darius stopped beside the stairs.

”You missed dinner.”

Kael looked over.

”I was thinking.”

”I assumed.”

Kael looked back at the Guild.

”I might have part of an answer.”

”To your father’s question?”

”Yes.”

Darius waited.

Kael thought about saying it.

Then shook his head.

”Not yet.”

Darius nodded.

”Good.”

Kael looked at him.

”Why is that always your favorite answer?”

”Because you usually speak before you’re finished thinking.”

Kael stared.

Darius started walking toward the manor.

After a moment, Kael followed.

For once, he let the unfinished answer remain unfinished.
