The Imperial System: Architect of an Empire

By late afternoon, the Coliseum district had changed.

The banners remained.

So did the crowds.

But the tension of the tournament was gone.

No horns sounded from the arena. No judges argued over touches. No candidates waited in tunnels trying to control their breathing before stepping beneath thousands of watching eyes.

The fighting was finished.

Now everyone had to dress properly.

Kael hated that almost immediately.

He stood in front of the mirror inside the Blackwood lodging suite while Lily adjusted the fastening along the collar of his formal coat.

”Stop moving.”

”I am standing still.”

”You moved.”

”I breathed.”

”That was enough.”

Kael looked toward Darius.

The Imperial Shield stood near the window already dressed, dark formal coat fitted beneath a black mantle carrying the understated insignia expected of one of the Four Imperial Shields.

”You could help.”

”No.”

”Why?”

”Because Lily is correct.”

Kael frowned.

Across the room, Damien Ravenmoor was having similar trouble with his own clothing.

”Why does formal wear require this many fastenings?”

Brennar, already dressed, looked toward him.

”So you cannot escape quickly.”

Damien paused.

”That sounds intentional.”

”It probably is.”

Victor entered from the adjoining room.

He had managed to dress without assistance.

That alone gave him an unbearable amount of confidence.

His formal black coat carried restrained Imperial crimson along the trim, and the Swordsman Division championship crest had been pinned near his chest.

Damien looked offended.

”You wore yours.”

Victor glanced toward the spear crest Damien had already pinned to his own coat.

”You did too.”

”That is different.”

”How?”

”I did it first.”

Kael shook his head.

Elias Thorn entered behind Victor and closed the door.

Unlike Damien and Victor, Elias had no championship crest.

He did not seem bothered by that.

He had passed the Imperial Knight Examination.

So had several others from Blackwood.

That mattered more than the bracket alone.

Lily finished with Kael’s collar.

”There.”

Kael adjusted it immediately.

Lily slapped his hand away.

”Do not.”

Kael stared.

She smiled.

Darius finally turned from the window.

”Remember what tonight is.”

Damien sighed.

”A celebration?”

”No.”

”A trap?”

”Closer.”

Victor laughed.

Darius continued. ”The ball is part ceremony, part recruitment, part political theater.”

Elias nodded.

”Everyone already knows that.”

”Knowing and behaving as though you know are different.”

Kael looked toward him.

”What specifically are you worried about?”

Darius crossed his arms.

”Championships create temporary stupidity.”

Damien looked offended.

”I feel fine.”

”You are the example.”

Brennar laughed.

Darius ignored them.

”Offers will come quickly. Some will be flattering. Some will be intentionally vague. Some will contain obligations that sound smaller than they are.”

He looked toward Damien.

”Duchess Celene Morcant’s frontier evaluation offer remains exactly what it was before your final.”

Damien nodded.

”Six months. Evaluation period. No added terms.”

”Correct.”

”And no deadline yet.”

”Correct.”

”Then I’m not deciding tonight.”

Darius nodded once.

”Good.”

Victor smiled.

Damien pointed toward him.

”You’re enjoying that.”

”Very much.”

Darius turned to Victor.

”You should enjoy nothing.”

Victor’s smile disappeared.

”Why me?”

”Because tonight half the room will pretend your tournament victory revealed something they somehow failed to notice about an Imperial prince before yesterday.”

Kael laughed.

Victor did not.

”That is irritatingly accurate.”

”Your championship changed evidence,” Darius said. ”It did not change your bloodline, your House, or your political value overnight.”

Victor looked toward the crest on his chest.

”So I should ignore everyone?”

”No.”

Darius’s answer came immediately.

”Listen.”

That quieted the room.

”Listen to what they actually offer. Listen to what they avoid saying. Listen to what they assume you want.”

Kael nodded slowly.

That applied to more than Victor.

Tonight would reveal people through their offers.

Not just the people receiving them.

A knock came at the door.

The Blackwood party was being called.

The Imperial ball had begun.

The Grand Hall of Aurelia was designed to make people feel smaller.

Kael had been inside before.

That did not lessen the effect.

The ceiling rose through two levels of carved stone arches. Hundreds of suspended lights reflected from polished floors and tall windows. Imperial banners hung behind the elevated musicians’ gallery, while noble Houses displayed smaller colors along the outer edges of the hall.

The Four Imperial Shields were present.

Darius entered with Kael.

Lady Seris Vaelor stood farther ahead near Cassian.

Sir Garran Holtane remained close to the Emperor’s section.

Sir Calista Veyne stood near the Empress and Seraphine.

All four were visible in the same room.

Kael noticed how many people noticed that too.

The Imperial Shields rarely gathered without reason.

Tonight, their presence reminded everyone that this was still an Imperial event.

Not merely a noble celebration.

The accepted knights entered by division and examination group.

Applause followed them.

Some received more than others.

Champions most of all.

Damien’s name drew a strong reaction.

Victor’s drew louder.

Victor pretended not to notice.

Kael knew better.

The Imperial family occupied no single cluster.

That was intentional.

Augustus stood near the raised central section speaking with Commander Severus Kane and Chancellor Roland Vester.

Cassian was already surrounded by officers and senior noble representatives.

Seraphine stood beneath a black-and-gold banner with a small group around her.

Elena remained nearer the diplomatic wing.

Adrian had gathered several military men almost accidentally simply by standing still.

Marcus was speaking with two Frostmarch officers.

Elara had already drawn healers, provincial administrators, and several scholars.

The room divided itself naturally around interests.

Kael found that more useful than any seating chart.

Damien leaned toward him.

”I dislike this already.”

”You’ve been inside for thirty seconds.”

”Exactly.”

Darius looked toward both of them.

”Separate.”

Kael frowned.

”What?”

”If you stay together all night, people will approach you as a group.”

Damien looked alarmed.

”That sounds safer.”

”It is less useful.”

Victor nodded.

”He wants us exposed.”

Darius looked at him.

”I want you observed individually.”

”That is worse.”

”It is also the point.”

Kael sighed.

Then the first noble approached.

Of course.

Damien was intercepted before he crossed ten paces.

Duchess Celene Morcant did not hurry.

That made the people around her adjust instead.

She wore dark green formal dress with silver embroidery along the sleeves, elegant without appearing fragile. Two members of her House remained several steps behind.

Damien straightened.

Kael watched from a distance.

Not close enough to intrude.

Close enough to see.

Celene stopped before Damien.

”Champion.”

Damien bowed his head.

”Your Grace.”

”You looked less nervous yesterday.”

”I had a spear.”

Celene smiled.

”That can be arranged.”

Damien laughed once.

Good.

He was still himself.

Celene continued.

”I assume Sir Darius has already reviewed your final.”

”He reviewed it before breakfast.”

”That sounds unpleasant.”

”It was.”

Her expression became more serious.

”My offer remains unchanged.”

Damien nodded.

”Six-month frontier evaluation.”

”Yes.”

”No additional obligation.”

”No.”

”No requirement that I accept afterward.”

”No.”

Damien looked toward her.

”And no answer tonight.”

Celene held his gaze.

”No answer tonight.”

Then she smiled again.

”Enjoy your victory before people turn it into employment.”

Damien relaxed slightly.

”Thank you.”

She moved on.

Kael noticed several nearby nobles watching the exchange.

Some disappointed.

Probably because they had expected negotiation.

Instead, Celene had done the smartest thing possible.

She confirmed the terms publicly enough to build trust.

Darius appeared beside Kael.

”She handled that well.”

”Damien?”

”Both.”

Kael nodded.

Then someone called his own name.

So much for observing.

”Prince Kael.”

Kael turned.

Marchioness Sabine Greymark approached with a young knight beside her.

Kael recognized the House immediately.

Greymark influence ran through several military supply routes and border holdings.

”Marchioness.”

She bowed slightly.

”Your Highness.”

The knight beside her did the same.

”Sir Roderic Seln.”

Kael looked toward the semifinalist.

Victor’s opponent.

Roderic had lost five to four after forcing Victor to adapt repeatedly.

”Sir Roderic.”

Roderic nodded.

”Your Highness.”

Sabine smiled.

”I thought you might appreciate meeting the man who nearly removed your brother from the bracket.”

Kael glanced toward Roderic.

”I already appreciated that.”

Roderic’s expression changed just enough to reveal amusement.

Sabine continued.

”Sir Roderic has received several offers tonight.”

Kael understood immediately.

This was not an introduction.

This was positioning.

”Congratulations.”

Roderic looked toward him.

”Thank you.”

Sabine waited.

Kael did not ask what offers.

That made her smile.

”You are not recruiting?”

”Should I be?”

”Most heirs are.”

Kael looked around the hall.

”That sounds exhausting.”

Roderic almost smiled again.

Sabine studied him.

Kael knew what she was doing.

Trying to determine whether Blackwood’s restraint was deliberate or simply lack of ambition.

He gave her neither answer.

Instead, he looked toward Roderic.

”What did you think of Victor?”

The question surprised him.

Roderic answered honestly.

”Faster than I expected.”

Kael nodded.

”Everyone says that.”

”I did not mean his feet.”

That interested Kael.

”What did you mean?”

”His corrections.”

Kael smiled faintly.

”That was the tournament.”

Roderic looked toward the crowd where Victor had already been surrounded by younger nobles and two military officers.

”He changed more from quarterfinal to semifinal than most candidates changed across the entire examination.”

Sabine observed the exchange silently.

Kael nodded.

”And you?”

Roderic raised one eyebrow.

”What about me?”

”What did you learn?”

Roderic thought.

”That efficiency can become predictable if I become too proud of it.”

Kael immediately understood why Darius liked him.

No excuses.

No performance.

Just assessment.

Sabine watched Kael closely now.

Perhaps she expected the offer.

Kael still did not make one.

”Useful lesson.”

Roderic nodded.

”Painful one.”

”Those last longer.”

Sabine smiled.

”Perhaps Blackwood will speak with him later.”

Kael looked toward her.

”Perhaps.”

Nothing more.

She inclined her head and moved on with Roderic.

Darius appeared again.

Kael stared at him.

”Are you following me?”

”Yes.”

”That defeats the purpose of separating.”

”No. I am making sure you do not accidentally promise land to someone.”

Kael frowned.

”I have never done that.”

”Yet.”

Victor’s side of the room was worse.

Kael could see that without approaching.

Four different groups rotated around him within half an hour.

One military family.

Two noble Houses.

A court official.

Then a group of young knights who clearly wanted nothing except to speak with the new champion.

Victor handled the first three well.

The fourth nearly ruined him.

Kael saw Victor begin enjoying himself.

Too much.

His posture changed.

His smile became easier.

His voice louder.

Not arrogant yet.

Close.

Then Cassian approached.

Kael watched from across the room.

Cassian did not interrupt the conversation.

He simply joined it.

The effect was immediate.

The younger knights straightened.

Victor’s energy lowered.

Cassian asked one of the knights about his examination result.

Then another.

Within minutes, the conversation stopped being about Victor.

Kael smiled.

Elegant.

Cassian had corrected him without publicly correcting him.

Victor realized it too.

Eventually.

When the group dispersed, Victor looked toward his eldest brother.

Cassian said something Kael could not hear.

Victor’s expression flattened.

Then Cassian walked away.

Kael wanted to know.

He crossed the hall.

”What did he say?”

Victor stared.

”Nothing.”

”That is not true.”

Victor took a drink.

Kael waited.

Victor sighed.

”He said, ’If you need everyone in the room to remember you won, you are probably not enjoying victory. You are defending it.’”

Kael laughed.

Victor glared.

”That is why I didn’t tell you.”

”Cassian is good.”

”I know.”

”That makes it worse.”

”Yes.”

Kael smiled.

Victor looked toward the room.

”I almost became annoying.”

”You are always annoying.”

”Different kind.”

Kael nodded.

”True.”

Victor exhaled.

”Fine. Lesson learned.”

”For tonight.”

”Go away.”

Kael obeyed.

Mostly because Elena was approaching him next.

Elena had changed little since the assignment gathering.

Still reserved.

Still observant.

Tonight she wore pale silver with minimal jewelry.

She looked toward the crowd behind Kael.

”You’re avoiding recruitment.”

”I am speaking to people.”

”That is not what I said.”

Kael smiled.

”You sound like Darius.”

”I take that as praise.”

Kael looked toward the diplomatic cluster she had left.

”What about you?”

”I made one offer.”

”To whom?”

”Dame Selene Arvor.”

Kael recognized the name.

Strong examination performance.

Disciplined.

Not one of the tournament champions.

”Why her?”

Elena answered immediately.

”She notices people.”

Kael waited.

”During the logistics stage, two candidates became disoriented after receiving conflicting instructions. She corrected them without taking command away from the assigned leader.”

Kael nodded slowly.

”That is useful.”

”She also knows three languages.”

”That is more useful for you than for me.”

”Exactly.”

Kael smiled.

Elena looked toward him.

”Who interests you?”

Kael considered.

Several.

Roderic.

Edric Vale.

Joren Pellaris.

Others who had failed earlier but showed judgment.

The problem was that Blackwood already had limited positions and its own people developing.

Recruiting simply because a knight performed well could distort that.

”I don’t know yet.”

Elena nodded.

”You’re learning.”

Kael sighed.

”Everyone says that.”

”Because you used to know immediately.”

”I used to think I knew immediately.”

”Better.”

Kael looked toward her.

”Have you spoken to Edric?”

”No.”

”Why not?”

”Because half the room already has.”

Kael followed her gaze.

Edric stood near the far wall.

Not alone.

But not trapped either.

House Varrow representatives remained near him.

So did several officers.

One of Cassian’s men had spoken to him earlier.

Then Marcus.

Now an older noble Kael did not recognize.

Edric handled each conversation with the same calm he showed in the arena.

Elena said, ”He will have options.”

”Yes.”

”Do you want him?”

Kael thought about Elias’s match.

Joren’s match.

Victor’s final.

Then shook his head.

”I want to understand what he wants first.”

Elena smiled faintly.

”That is also learning.”

Kael groaned.

She left before he could respond.

Seraphine’s recruitment style was entirely different.

Kael noticed because everyone did.

She did not circulate.

People came to her.

Sir Calista Veyne stood several paces behind, making the space around Seraphine feel more formal than the rest of the hall.

Seraphine spoke with newly accepted knights one at a time.

Short conversations.

Direct.

No unnecessary flattery.

Kael could not hear most of them.

Then he recognized one knight leaving her circle with a visible change in expression.

Interested.

Not pleased.

Interested.

Darius joined Kael again.

”You’re studying her.”

”Yes.”

”Why?”

”She is not promising much.”

”No.”

”That is smart.”

”Yes.”

Kael looked toward him.

”You sound impressed.”

”Competence does not become less competent because you dislike someone.”

Kael nodded.

That had come up repeatedly.

Seraphine’s beliefs about nonhumans and slavery put her in direct conflict with Kael.

That did not make her stupid.

Underestimating her because of moral disagreement would be dangerous.

Kael watched another accepted knight approach.

Seraphine said something.

The knight answered.

She asked one more question.

Then dismissed him politely.

Kael frowned.

”She is filtering.”

Darius nodded.

”Not recruiting widely.”

”For what?”

”Probably loyalty and temperament more than raw ability.”

Kael thought about that.

Seraphine already possessed access to strong people.

She did not need every tournament standout.

She needed people compatible with how she intended to rule.

That was more concerning.

The music changed shortly before the Emperor arrived formally.

Conversation shifted.

The hall reorganized itself almost invisibly.

Augustus entered with the Empress.

The Imperial family gradually gathered nearer the central floor.

Kael noticed his father’s eyes moving through the room.

Not toward the decorations.

Toward people.

Who stood together.

Who avoided one another.

Who had already formed small circles.

The Emperor had turned the ball into another examination.

Kael almost laughed.

Of course he had.

Augustus gave a short address.

No lengthy ceremony.

He congratulated all candidates who had passed the Imperial Knight Examination.

He praised the tournament champions without confusing victory with promotion.

Then he said the part Kael expected.

”The Empire does not need knights who perform only when watched.”

The hall quieted.

”Today, many of you received offers.”

Several people shifted.

Augustus continued.

”Consider them carefully.”

His crimson gaze moved across the accepted knights.

”An oath made because applause still rings in your ears is not loyalty. It is excitement.”

Kael glanced toward Damien.

Damien immediately looked innocent.

Victor looked offended despite clearly understanding the message.

”Service is measured after celebration ends,” Augustus said. ”Choose where you stand because you understand the duty, not because the person asking spoke beautifully.”

The Emperor raised his cup.

”To those who passed.”

The hall answered.

Then the music resumed.

The warning had been delivered.

Later in the evening, Kael finally spoke with Sir Edric Vale.

Not because Kael sought him out.

Edric approached Elias.

Kael happened to be nearby.

That made the conversation better.

Elias saw him first.

”Sir Edric.”

Edric bowed slightly.

”Sir Elias.”

Elias smiled.

”No title yet.”

”Accepted Imperial knight.”

”Still strange.”

”You’ll adjust.”

Elias looked toward Kael.

”This is the man who ruined my bracket.”

Edric glanced toward Kael.

”I’ve heard a different version.”

Kael smiled.

”Elias has several.”

Elias ignored him.

Edric looked back.

”I wanted to speak with you.”

”About?”

”Our match.”

Elias’s expression changed.

Less playful.

”What about it?”

”You changed more often than anyone I faced.”

Elias nodded.

”I still lost.”

”Yes.”

No false comfort.

Kael appreciated that.

Edric continued. ”But I changed because of you.”

Elias looked toward him.

”What changed?”

”I stopped trying to solve every adjustment.”

That matched what Elias had already suspected.

Edric continued. ”You taught me that.”

Elias was quiet.

Then smiled faintly.

”That somehow makes losing worse.”

Edric almost laughed.

Victor approached at exactly the wrong time.

”Are we discussing how Edric defeated people?”

Elias looked at him.

”You should leave.”

Victor smiled.

Edric turned toward the new champion.

”Your Highness.”

”Sir Edric.”

For a moment, the final seemed to return between them.

Not hostility.

Recognition.

Victor looked toward his side.

”You saw the last exchange?”

”I was there.”

”I meant what I changed.”

Edric nodded.

”You gave me the same answer twice.”

Victor’s eyes narrowed.

Kael became interested.

Edric continued. ”The third time, I trusted the pattern.”

Victor smiled.

”And I trusted you to trust it.”

”Yes.”

There it was.

Neither man sounded proud.

They sounded like craftsmen discussing a difficult piece of work.

Kael understood why people wanted both of them.

Edric looked toward Elias again.

”House Varrow expects me to return after the examination.”

Elias nodded.

”So you are not taking an offer tonight.”

”No.”

Victor glanced toward Kael.

Kael knew what he was thinking.

Half the room had been wasting effort.

Edric continued. ”I may consider temporary Imperial service later. Not tonight.”

Kael smiled.

”Probably wise.”

Edric looked toward him.

”You are not offering?”

”No.”

”Why?”

Kael considered.

”Because you just told us what you want.”

Edric studied him for a moment.

Then nodded.

That seemed to satisfy him.

As the ball moved deeper into the night, Kael noticed something else.

The most aggressive recruiters were not always the most powerful Houses.

Some middle-ranking noble families treated the examination as an opportunity to acquire people they normally could not reach.

A newly accepted knight without a great surname could suddenly receive offers from three Houses in one evening.

Land.

Pay.

Command.

Marriage prospects.

Training.

Access to better weapons.

For some candidates, this could change their entire lives.

That made the ball more important than Kael initially realized.

It was not merely heirs scouting talent.

It was a market for loyalty.

And markets could distort value.

One strong tournament performance could produce offers larger than a candidate’s actual experience justified.

One poor showing could hide someone who would become excellent after years of proper training.

Kael looked toward Darius.

”I think the tournament makes recruitment worse.”

Darius glanced over.

”Explain.”

”It compresses judgment.”

”Yes.”

”Everyone sees the same performance in the same week.”

”Yes.”

”So they chase the same people.”

”Yes.”

Kael frowned.

Darius looked almost amused.

”You thought Houses were immune to fashion?”

”I hoped military recruitment was smarter.”

”It is not always.”

Kael watched a young knight receive his third conversation from a noble representative.

”Then Blackwood shouldn’t compete that way.”

”No.”

”What should we do?”

Darius looked at him.

”You already know.”

Kael waited.

”Watch longer.”

Kael smiled faintly.

Of course.

Near midnight, the hall began thinning.

Not empty.

Never empty.

But older officials departed.

Some candidates left with their families.

Others remained because their entire future was being negotiated in corners.

Kael found Damien near one of the balconies.

”You survived.”

Damien looked toward him.

”Barely.”

”How many offers?”

”Five conversations.”

”Actual offers?”

”Three.”

Kael raised an eyebrow.

”Besides Morcant?”

”Two.”

”Interested?”

”No.”

”That quick?”

”One wanted immediate House service.”

”You don’t want that.”

”No.”

”The other?”

Damien hesitated.

”More money.”

Kael waited.

”A lot more.”

”That interests you.”

”It interests everyone.”

Kael nodded.

”Then why no?”

Damien looked toward the courtyard below.

”Because the offer was built around the championship.”

Kael smiled faintly.

Damien noticed.

”Don’t.”

”I didn’t say anything.”

”They didn’t ask what I did before the tournament. Didn’t ask what I wanted to learn. Didn’t ask why I joined Blackwood.”

He shrugged.

”They wanted the champion.”

Kael leaned against the balcony rail.

”And Celene?”

”She wants to see if I can handle six months at the frontier.”

”That sounds less flattering.”

”It does.”

”And therefore?”

”More believable.”

Kael nodded.

Damien laughed quietly.

”I hate when Darius is right.”

”Everyone does.”

Victor joined them later.

His experience had been worse.

”Seven.”

Damien stared.

”Seven offers?”

”Four real offers. Three conversations trying to become offers.”

Kael looked toward him.

”You are an Imperial prince.”

”I know.”

”That changes things.”

”Yes.”

”What do they want?”

Victor leaned against the opposite rail.

”Two want military association. One wants me attached to a provincial command. One House implied they could arrange a marriage.”

Damien nearly choked.

Kael stared.

Victor looked offended.

”I declined.”

”I would hope so.”

”They never even said her name.”

Damien laughed.

Victor pointed.

”Not funny.”

”It is a little funny.”

Kael shook his head.

”Anything useful?”

Victor thought.

”One commander asked me if I wanted to spend a year somewhere nobody cares who my father is.”

Kael looked toward him.

”That sounds useful.”

”Yes.”

”Who?”

”Major Rellan Vorr.”

Kael recognized the name.

Victor continued. ”He didn’t offer immediately. Told me to speak to him again after the ball if I still liked the idea.”

”That is probably the best conversation you had tonight.”

”I think so.”

Damien looked between them.

”Why is everyone suddenly offering suffering as career development?”

Kael smiled.

”Because apparently it works.”

Damien sighed.

By the time the Blackwood group finally left the Grand Hall, Kael’s head hurt more than it had after most battles.

Darius seemed entirely unaffected.

Kael resented him for that.

They walked through the palace corridor together.

”No one accepted anything irreversible?” Darius asked.

Damien shook his head.

”No.”

Victor did the same.

Elias said, ”I received two conversations. Neither made an offer.”

Darius looked toward him.

”Disappointed?”

Elias considered.

”No.”

Good answer.

Kael looked back toward the hall.

The ball had taught him more than he expected.

Not only about recruitment.

About people.

Cassian managed Victor without humiliating him.

Elena recruited for observation and language, not prestige.

Seraphine filtered for compatibility.

Celene refused to exploit Damien’s victory.

Edric declined the entire room because he already knew where he was going.

Victor nearly became drunk on attention without drinking anything.

Damien recognized an offer that valued his title more than himself.

And Kael?

He had made no offer.

That surprised him.

Darius noticed.

”You recruited no one.”

”No.”

”Why?”

”I didn’t see anyone Blackwood needed badly enough to promise something tonight.”

Darius nodded.

”Good.”

Kael looked toward him.

”That was praise.”

”Yes.”

Kael stopped walking.

Darius continued.

Kael caught up.

”You cannot just do that.”

”Do what?”

”Say good normally.”

”I have always said it normally.”

”No.”

Damien laughed behind them.

Victor joined him.

Darius ignored everyone.

Outside, Aurelia’s night air felt cooler after hours inside the crowded hall.

Carriages waited beyond the palace court.

Kael looked toward the Coliseum district in the distance.

The examination was finished.

The tournament was finished.

The ball was ending.

For the first time in weeks, there was no next match.

But there were decisions waiting everywhere.

Damien had Celene Morcant’s frontier evaluation.

Victor now had people trying to define what his championship should become.

Elias and Marcus still had lessons to carry back to Blackwood.

Several accepted knights would leave Aurelia pledged to new Houses.

Others would return home.

Some would join the Imperial Legions.

Some would discover that passing the examination did not suddenly make the rest of life simple.

Kael mounted his horse.

Darius looked toward him.

”Tomorrow we review Blackwood’s examination results.”

Kael sighed.

”Of course.”

”And decide who returns immediately.”

”Yes.”

”Then you speak with Chancellor Vester about the Specialized Civilian Response inventory.”

Kael looked over.

”That is tomorrow?”

”Yes.”

He had nearly forgotten.

The working review.

The system that did not exist yet.

Kael looked toward the palace.

One institution ending.

Another question beginning.

The Imperial Knight Examination had shown him how carefully the Empire tested people before granting status.

The ball had shown him what happened once status had value.

Both lessons would matter later.

Especially if Kael ever created a system where independent specialists were ranked, trusted, paid, and sent into danger.

He would need standards.

But standards created markets.

Markets created incentives.

Incentives changed behavior.

Kael smiled faintly.

Darius noticed.

”That expression concerns me.”

”I was thinking.”

”I know.”

”This week gave me ideas.”

”That concerns me more.”

Damien groaned from behind them.

”Can we have one day where he gets no ideas?”

Victor answered.

”No.”

Kael urged his horse forward.

The others followed.

Behind them, the Grand Hall still glowed.

Inside, noble Houses were making promises that might shape careers for decades.

Outside, Kael was already thinking about what those promises taught him about the system he had not yet built.

The ball had been called a celebration.

It was not.

It was the first place many new Imperial knights discovered what their worth looked like when other people tried to put a price on it.
