The Imperial System: Architect of an Empire

Victor spent his final full day in Blackwood pretending that leaving for the Third Legion did not bother him.

Kael recognized the performance before breakfast.

Victor arrived late, complained about the amount of clothing Edwin had required him to pack, criticized the quality of military administrative manuals, announced that no civilized institution needed three separate forms for damaged equipment, and then spent several minutes explaining why bringing four swords to an administrative rotation was reasonable.

Nobody challenged him immediately.

That was probably why he kept talking.

Damien sat across from him with one elbow against the table, watching the performance with growing amusement. Elias had finally stopped reading the knightly code during meals after Lily threatened to spill tea over it deliberately, while Marcus was reviewing a copy of House Kael’s statement to the Church one last time before Edwin sent it north.

Darius ate quietly.

Kael watched Victor.

Victor noticed.

”What?”

”Nothing.”

”You’ve been staring at me.”

”I was eating.”

”You stopped.”

Kael picked up his fork.

Victor narrowed his eyes.

Damien smiled. ”He’s studying you.”

”I know.”

Kael sighed. ”I am not studying him.”

Victor pointed at him. ”Cassian said you do that.”

”Nobody should have told you about that conversation.”

”You told Damien.”

Damien looked toward Kael. ”You did.”

”That was clearly a mistake.”

Edwin entered carrying several sealed documents and placed one beside Victor’s plate.

Victor looked at it suspiciously.

”What is that?”

”Your Third Legion travel authorization.”

Victor’s expression changed.

Only slightly.

But Kael saw it.

Edwin continued. ”You depart tomorrow at first light. The military carriage will take you as far as Westmere Station. A Third Legion escort will meet you there and continue east.”

Victor picked up the document.

”How long to the administrative post?”

”Approximately four days from Blackwood, depending upon the eastern roads.”

Kael looked toward Edwin. ”Which station?”

”Greywatch Depot.”

Darius looked up.

That meant something.

Kael noticed immediately.

”You know it.”

”Yes.”

Victor lowered the travel authorization. ”Is that good?”

Darius considered.

”No.”

Victor stared.

Damien laughed.

Kael leaned forward. ”What’s wrong with Greywatch?”

”Nothing.”

”You just told him it wasn’t good.”

”I said it was not good that I know it.”

Victor looked increasingly concerned.

Darius returned to his breakfast.

”Greywatch is one of the Third Legion’s larger inland supply depots. Grain, medicine, replacement weapons, wagon parts, winter stores, uniforms, animal feed, military correspondence, reserve equipment, and regional shipment records all pass through it.”

Victor stared at him.

”That sounds terrible.”

”It is important.”

”Those are different things.”

Darius ignored him.

Kael became more interested. ”How many soldiers?”

”Permanent military staff is modest. The depot supports units spread across several eastern routes.”

Victor pointed at Darius. ”You are making it worse.”

Darius finally looked toward him. ”Good.”

Victor leaned back.

Kael smiled.

This was exactly why Adrian had chosen Greywatch.

Not because Victor needed punishment.

Because almost nothing there would reward the thing Victor currently understood best.

At the Knight Examination, victory had been visible.

Every correct decision earned immediate results.

A sword landed.

A point changed.

An opponent reacted.

Thousands of people watched.

Greywatch would offer none of that.

If Victor made a good decision about supply rotation, perhaps nobody noticed.

If he prevented medicine from expiring in the wrong warehouse, no crowd applauded.

If he discovered why six wagons consistently arrived late, the reward might be a corrected schedule.

Kael understood why Victor hated the idea.

He also understood why Adrian had insisted.

Victor unfolded the authorization.

”What exactly am I doing there?”

Edwin answered. ”Observing first.”

Victor looked relieved.

”Then assisting with inventory.”

Relief disappeared.

”Shipment reconciliation.”

Victor’s expression worsened.

”Supply-request review.”

Damien covered his mouth.

”Warehouse rotation.”

Victor looked toward Kael. ”Kill me.”

Kael laughed.

Darius continued without sympathy. ”You may also accompany logistics officers on regional inspections if Colonel Soren approves.”

Victor paused.

”That sounds almost interesting.”

”Do not become excited yet. Regional inspection means checking roads, wagon schedules, storage conditions, animal health, missing inventory, and whether local officers are reporting needs accurately.”

Victor frowned.

”So still paperwork.”

”Paperwork connected to actual consequences.”

That quieted him.

Kael thought again about Hadran, Toll, Eastmere, and the ashmaw report.

Information changed as it moved.

A warehouse clerk could make a mistake that eventually became an empty medicine chest fifty miles away.

A captain could exaggerate his supply requirements.

A local quartermaster could hide shortages because admitting them made him look incompetent.

A damaged bridge could turn a four-day route into seven.

A commander reading a final report in Aurelia might never know where the original number had changed.

Kael looked toward Victor.

”Pay attention to what people don’t write.”

Victor looked over.

”What?”

”The report will tell you what someone decided to record.”

Kael tapped the table once.

”Ask what happened before the number reached the page.”

Darius looked toward him.

Kael noticed.

”What?”

”Nothing.”

”That means something.”

Darius returned to his tea.

Victor smiled faintly. ”He’s proud.”

”He is not.”

”I am not,” Darius said.

Kael pointed at him. ”See?”

Damien leaned toward Elias. ”They’re getting worse.”

Elias nodded. ”A lot worse.”

The morning became busier after breakfast.

The Church statement left Blackwood under seal shortly after nine. A mounted courier carried it north toward the regional ecclesiastical road, where it would join Church dispatches traveling toward Solmara and the higher offices responsible for Archdeacon Malrec’s journey.

Kael watched the courier disappear through the northern gate.

He had heard Solmara named often enough throughout his life.

Every Imperial child had.

It appeared in histories of the Empire, knightly records, religious disputes, Imperial decrees, burial rites, and old stories about rulers seeking recognition from men who carried no swords but somehow possessed enough authority to make emperors listen.

Kael had never gone there.

Not even as a child.

At the moment, Solmara remained a name on a map north of the Imperial Province of Aurelia.

That would change eventually.

For now, Malrec was coming to Blackwood.

Kael turned away from the gate.

One thing at a time.

The rest of the morning belonged to Hadran Selk’s legal review.

Kael did not attend.

That decision required more restraint than he expected.

The territorial administrator assigned to the case reviewed Hadran’s commercial permissions, statements from Iris, records from Eastmere, and the existing law concerning discovered deaths and public danger. Edwin assured Kael that if the review required his authority, the matter would return to him.

Kael disliked waiting.

He waited anyway.

By midday, the first preliminary conclusion arrived.

Hadran had likely violated no clearly written law by failing to report Berren’s body.

Kael stared at the sentence for several seconds.

Lily stood across from his desk with a housing report.

”You’re angry.”

”Yes.”

”At Hadran?”

”Partly.”

”The law?”

”Partly.”

”Yourself?”

Kael looked up.

Lily shrugged. ”You make that face when something fails to fit where you wanted it.”

Kael leaned back.

”The review says there is no clear territorial duty requiring a traveling merchant to report a discovered death outside a settlement.”

”Was there supposed to be?”

”Apparently not.”

”Then why are you surprised?”

”Because it feels obvious.”

Lily nodded.

”Now.”

Kael stopped.

She continued. ”After someone died.”

That was the uncomfortable part.

Rules looked obvious once someone suffered from their absence.

Kael looked down at the report.

Hadran’s conduct might still fall under broader commercial-negligence provisions, but the existing language had not been written for this situation. The administrator had requested another day before making a recommendation.

Kael closed the document.

”Good.”

Lily raised an eyebrow.

”I mean good that they’re not forcing an answer.”

”Better.”

Kael looked at her.

”You’ve started doing it too.”

”Doing what?”

”Evaluating my responses.”

”I’ve always done that.”

That was probably true.

She pushed the housing report toward him.

”Now worry about this instead.”

Kael opened it.

The temporary housing shortage had worsened slightly.

Three more families had arrived seeking work.

One had come specifically because the Adventure Guild headquarters was nearing completion.

Kael frowned.

”It isn’t open.”

”They know.”

”Then why are they moving here already?”

”Because other people believe it will open.”

”That is not the same thing.”

”It is to someone choosing where to rent a room.”

Kael read further.

Two taverns had expanded sleeping space.

A carpenter had requested a construction lease.

Three property owners were considering dividing larger homes into smaller rented rooms.

None of those decisions required Kael’s permission.

Blackwood was reacting to expectations.

Kael felt the familiar urge to regulate everything before it became messy.

He did not.

Instead, he asked, ”Any unsafe construction?”

”Not yet.”

”Water access?”

”Becoming strained on the eastern side.”

”Then focus there.”

Lily nodded.

”No rent rule?”

”No.”

”Building restrictions?”

”Only existing safety requirements.”

”Good.”

Kael frowned. ”Stop sounding surprised.”

”I’m adjusting expectations.”

She left before he could answer.

By afternoon, Victor had somehow transformed packing into a public event.

Kael found him near the Black Dragon training grounds with half his luggage stacked beside a wagon and several soldiers arguing over whether the practice shield strapped to the back was necessary.

It was not.

Victor insisted otherwise.

Damien stood nearby offering completely useless advice.

”You’ll want another cloak.”

”I have three.”

”Four is safer.”

Victor looked suspiciously toward him.

”Why?”

”Administrative weather.”

Victor stared.

Damien kept a perfectly serious expression.

Kael arrived in time to hear the last part.

”What is administrative weather?”

Damien looked toward him. ”Unexpected paperwork.”

Victor threw a glove at him.

Damien caught it.

Several soldiers laughed.

Kael looked around the training ground.

Black Dragon members had gathered in small groups despite the fact that Victor was leaving for only a temporary rotation. Some had trained with him since the earliest days of Blackwood’s military rebuilding. Others had fought beside him during patrols, missions, and the examination preparations.

Victor pretended not to notice how many had come.

Kael noticed for him.

Near the edge of the yard, one Black Dragon soldier had somehow fallen asleep beneath the shade of a supply awning despite the noise.

Kael stopped.

The man had positioned a folded cloak beneath his head and another over his face.

A wooden staff rested beside him.

Kael looked toward Darius, who had approached from the opposite side.

”Is he sleeping?”

”Yes.”

”During afternoon training?”

”Technically his training ended.”

Kael looked at the staff.

”Mage?”

Darius nodded.

Kael remembered seeing the man before.

Many times, probably.

One of the original fifty.

Never important enough to Kael’s immediate problems to remain clearly in memory.

That realization bothered him after Cassian’s warning.

”What is his name?”

Darius looked toward the sleeping soldier.

”Milo Renwick.”

Kael nodded slowly.

The name clicked.

”Mage support.”

Darius looked at him.

Kael sighed.

”I know.”

”Know what?”

”I was about to turn him into a role.”

Darius said nothing.

Kael frowned. ”You could at least pretend not to enjoy this.”

Before Darius could answer, Victor shouted from across the yard.

”Milo!”

The sleeping man did not move.

Victor shouted again.

”Milo!”

One hand emerged from beneath the cloak.

Only the hand.

It made a vague gesture that could have meant anything.

Victor frowned.

”I’m leaving tomorrow.”

A muffled voice came from beneath the fabric.

”Congratulations.”

Several soldiers laughed.

Victor stared.

”That is all?”

Milo pulled the cloak away from his face just enough to reveal dark, tired eyes.

”Do you want me to cry?”

”No.”

”Good. I wasn’t prepared.”

Damien laughed.

Victor walked toward him. ”You’re supposed to say something meaningful.”

Milo considered this.

”Try not to become a clerk.”

Victor looked offended.

Kael covered a smile.

Milo closed his eyes again.

Then added, ”And if they teach you anything useful, write it down for the rest of us.”

Victor paused.

The joke had changed slightly.

Only slightly.

Victor nodded.

”Fine.”

Milo pulled the cloak back over his face.

”Safe travels.”

Victor stared at him another moment before walking away.

Kael looked toward Darius.

”You’ve been hiding interesting people from me.”

Darius’s expression hardened slightly.

”No.”

Kael waited.

”You have been busy enough that you never asked.”

That landed exactly where Cassian’s warning had.

Kael looked back toward Milo.

One of fifty.

How many others had he reduced to names on rosters because someone else had been louder, more immediately useful, or connected to the crisis in front of him?

He did not like the question.

Which meant he probably needed it.

Darius looked toward him.

”Do not interview all fifty tonight.”

Kael stared.

”I wasn’t going to.”

”You were thinking.”

Kael sighed.

Cassian truly had ruined his life.

Victor’s informal farewell continued until evening.

There was no banquet.

Victor refused one.

Instead, Blackwood’s kitchen sent food to the training grounds, and people ate outside while the last daylight disappeared behind the western hills.

Hugo arrived carrying enough roasted meat for twice the number of people present.

Iris sat near the edge of the gathering, listening more than speaking.

Elias and Marcus argued with Merric over whether Victor would last a week before insulting a quartermaster.

Damien claimed three days.

Victor claimed he had matured.

Nobody believed him.

Milo eventually woke because someone placed food within reach.

Kael watched the group from one of the benches.

This was not the Imperial family table.

No one here was calculating succession.

No noble was watching to see which conversation meant an alliance.

Nobody cared that Victor was an Imperial prince except when the fact became useful for making fun of him.

Victor seemed more relaxed here than he had at almost any moment in Aurelia.

That made tomorrow’s departure feel more important.

Adrian had asked Victor to discover who he was when nobody cared about the championship.

Blackwood cared.

Perhaps too much.

Greywatch would not.

Victor sat beside Kael later that evening after most of the soldiers had started returning toward the barracks.

For once, he was quiet first.

Kael let him be.

Eventually Victor said, ”I don’t want them to stop needing me.”

Kael turned.

Victor kept looking toward the training yard.

Kael did not answer immediately.

He understood too well.

That morning, he had admitted something similar to Darius.

Blackwood functioning without him had felt good.

And uncomfortable.

Victor continued. ”Before the examination, I wanted everyone to see I could win.”

”You did.”

”Yes.”

”Now?”

Victor shrugged.

”Now I leave, and everything keeps going.”

Kael smiled faintly.

”That is generally considered desirable.”

”You know what I mean.”

”I do.”

Victor finally looked toward him.

”What if I come back and nothing changed because I was gone?”

Kael thought carefully.

”Then maybe you were never supposed to be important because things broke without you.”

Victor frowned.

Kael continued. ”Maybe you’re supposed to be important because things become better when you’re there.”

That quieted him.

Victor looked away again.

Kael thought about Blackwood.

Edwin handling problems.

Iris making field decisions.

Galahad building Guild procedures.

Lily managing growth.

People working without asking Kael for permission.

Leadership could not mean becoming a point of failure everyone worshiped.

Kael suspected Augustus had understood that long before any of them.

Victor said quietly, ”That sounded annoyingly wise.”

”Thank you.”

”I didn’t mean it as praise.”

”I accepted it anyway.”

Victor smiled.

The next morning came too quickly.

Grey light spread over Blackwood before sunrise as the military carriage waited outside the manor gates. Two Black Dragon riders would accompany Victor as far as Westmere Station, after which Third Legion personnel would take responsibility for the remainder of the route east.

Victor stood beside the carriage wearing traveling clothes rather than tournament armor.

Only two swords.

Kael noticed.

”Progress.”

Victor looked down.

”I was forced.”

”Still counts.”

Damien stood nearby with his arms folded.

”Remember us when you’re important.”

Victor stared. ”I am already more important than you.”

”Good. He’s ready.”

Elias offered his hand.

Victor took it.

Marcus did the same.

Iris gave him a short nod.

Hugo handed him a wrapped package.

Victor looked suspicious.

”What is it?”

”Food.”

Victor relaxed.

”For the road?”

”No. For when military food disappoints you.”

Victor smiled. ”Finally, someone understands.”

Milo had not appeared.

Victor looked toward the barracks once.

Then again.

Kael noticed but said nothing.

Darius approached last.

Victor straightened automatically.

The habit remained.

Darius looked him over once.

No dramatic speech.

No grand blessing.

”Listen before you decide something is stupid.”

Victor stared.

Kael almost laughed.

Darius continued. ”If it remains stupid after you understand why it exists, then ask why nobody changed it.”

Victor smiled faintly.

”That sounds like something Kael would do.”

”No. Kael usually redesigns it first.”

Kael frowned.

Several people laughed.

Victor looked toward Darius.

”And if I hate it?”

”Learn anyway.”

The humor disappeared.

Darius continued. ”A commander who understands only battle is useful during battle. An officer who understands what allows battle to happen is useful before, during, and after.”

Victor nodded slowly.

”Yes, Commander.”

Darius stepped back.

Victor looked toward Kael.

Kael had thought about what to say.

Several versions.

Most sounded terrible.

So he abandoned them.

”Come back different.”

Victor raised an eyebrow.

”That is your farewell?”

”Yes.”

”What if I like who I am?”

”Keep the good parts.”

Victor smiled.

”And the bad?”

Kael looked at him.

”You already know.”

Victor’s smile faded into something more genuine.

”Two months until Rellan.”

”Yes.”

”Less than that until I’m back here.”

”Probably.”

Victor nodded.

Then entered the carriage.

The wheels began moving.

People raised hands.

Victor leaned out one side.

”Tell Milo he is terrible!”

A voice came from the manor roof.

”I heard you!”

Everyone looked up.

Milo Renwick lay across the sloped edge of a lower roof with both hands behind his head.

Nobody had seen him climb there.

Victor stared upward.

”How did you even get up there?”

Milo closed his eyes.

”Magic.”

”Come down and say goodbye properly!”

”Too far.”

Victor laughed.

The carriage rolled through the gates.

Kael watched until it disappeared down the eastern road.

For several moments, nobody moved.

Then Blackwood resumed.

Soldiers returned to training.

Workers crossed toward the Guild.

Hugo went back to the forge.

Iris disappeared toward the scout quarters.

Milo remained on the roof until Darius looked up.

Milo immediately sat.

Kael smiled.

Then Edwin approached carrying a message from the southern gate.

Kael looked toward him.

”Already?”

”Two visitors.”

”Who?”

”Tern Vale and Joric Ness.”

The names ended the quiet morning.

Victor had barely left.

The ashmaw investigation had returned.

Kael looked once toward the empty eastern road before turning toward the manor.

People were moving.

Leaving.

Returning.

Changing.

Blackwood could not freeze simply because Kael wanted time to understand each change before the next arrived.

Perhaps that was another lesson leadership offered without asking permission.

He looked toward Edwin.

”Where are they?”

”Waiting at the lower administrative hall.”

Kael started walking.

Darius fell into step beside him.

Behind them, Milo called from the roof.

”Do I have to train now?”

Darius did not turn around.

”Yes.”

A long sigh followed them across the courtyard.

Kael smiled.

Then kept walking.
