The Imperial System: Architect of an Empire

Tern Vale and Joric Ness did not look like men who had expected to become important to House Kael.

Kael noticed that before either of them spoke.

They waited in the lower administrative hall beneath the supervision of two Black Dragon soldiers, although neither had been disarmed. Edwin had made certain they understood they were guests requested for questioning rather than prisoners ordered into custody. That distinction mattered to Kael, particularly after the legal review had already established that Blackwood possessed no clear law requiring traveling merchants or harvesters to report every death discovered beyond settled roads.

Tern was the older of the two, somewhere near forty, with a square face, short brown hair beginning to gray near the temples, and the weathered hands of someone who had spent more time outside than behind a merchant counter. Joric looked perhaps ten years younger. Leaner. Restless. A narrow scar crossed one side of his chin, and his eyes moved repeatedly between the doors, the guards, and the windows as though he had already mapped three possible ways out of the room despite having no reason to use any of them.

Kael entered with Darius, Iris, Galahad, and Edwin.

Both men stood.

Tern bowed first. ”Your Highness.”

Joric followed half a second later.

Kael took the chair opposite them rather than the elevated seat normally used when receiving petitioners. ”Sit. Neither of you is under arrest.”

Joric looked visibly relieved.

Tern did not.

That interested Kael.

They sat.

Galahad placed the recovered preservation vial on the table between them. Iris remained standing near the wall with her arms folded, while Darius took his usual position far enough away that he could pretend he was merely observing.

Kael looked first toward Tern.

”You worked for Hadran Selk.”

”Still do.”

”For how long?”

”Six years.”

”Before that?”

”Caravan guard. Monster escort. Some hunting.”

Kael turned toward Joric.

”Four years with Hadran,” Joric said before being asked. ”Before that, butcher’s apprentice. Then harvesting.”

That explained something.

”You know how to process monster carcasses.”

Joric nodded. ”Better than Tern.”

Tern glanced toward him. ”That is not difficult.”

Joric almost smiled.

The reaction loosened the room slightly.

Kael did not let it become comfortable.

”You both went to the ashmaw ridge eight days ago.”

”Yes,” Tern said.

”You knew hunters had been there?”

”No.”

Kael watched him.

Tern continued. ”Not before we arrived.”

”Who sent you?”

”Hadran told us Pell Rusk had reported scavenger birds and possible monster remains near the ridge. We were already passing south of Bellhaven. We went to inspect.”

”You expected ashmaws?”

Joric answered. ”We hoped.”

Kael raised an eyebrow.

Joric immediately clarified. ”Dead ones.”

Galahad almost smiled.

Joric continued. ”Fresh ashmaw organs sell well. We did not intend to walk into a living den.”

Kael nodded. ”What did you find first?”

Tern looked briefly toward Iris.

”The fight site.”

That was not what Kael expected.

”Before the carcasses?”

”Yes.”

Tern leaned forward slightly, elbows near his knees. ”Broken brush. Blood. Scorched ground. One shattered spear. It looked wrong immediately.”

Iris asked, ”You recognized human blood?”

”Some of it.”

”Some?”

”There was too much mixed together. Monster blood. Human blood. Burned soil. Tracks everywhere.”

Kael looked at Joric. ”And then?”

Joric swallowed. ”We found the man.”

Berren.

The name was not spoken immediately.

Kael waited.

Tern continued. ”He was against the rocks near one of the dead ashmaws. Face down. Armor burned through along the back.”

”You checked him?”

”Yes.”

Iris’s attention sharpened.

”How?”

Tern looked toward her. ”Turned him. Checked his throat. No pulse. No breath.”

Iris said nothing.

Tern continued. ”His leather coat was stuck against the blood around his stomach. I cut it open.”

The room changed.

Kael looked toward Iris.

She understood immediately.

”The blade marks.”

”Yes.”

Tern frowned. ”You thought someone took something from him?”

”I knew the cut was made after the attack.”

”It was.”

”But nothing was removed?”

”His coat.”

Tern paused.

”Part of it.”

Kael leaned back.

One mystery disappeared almost embarrassingly quickly.

Not because Iris had been careless.

She had correctly identified a deliberate blade cut after death.

She simply had not known why it existed.

Kael thought about that longer than he wanted to.

Confirmed. Reported. Suspected. Unknown.

The categories Galahad had begun developing were useful precisely because people could observe something accurately and interpret it incorrectly.

Iris asked, ”Why didn’t you mention that to Hadran?”

Tern frowned.

”I did.”

Kael looked toward Galahad.

Galahad’s expression changed.

”Hadran told us your men found the body. He did not explain that you examined it.”

Tern’s mouth tightened. ”Then Hadran shortened the story.”

Joric muttered, ”He does that.”

Tern gave him a look.

Joric shrugged.

Kael almost laughed despite himself.

Instead, he asked, ”After confirming Berren was dead, what did you do?”

The small amount of ease disappeared again.

Tern looked down at his hands.

”We searched the immediate area.”

Iris interrupted. ”How immediate?”

”Twenty paces. Maybe thirty.”

”Why stop there?”

Tern answered without defensiveness. ”Because we found ashmaw tracks that were fresher than the carcasses.”

Darius moved slightly from the wall.

”Adults?”

”Couldn’t tell.”

”You believed living ashmaws were nearby.”

”Yes.”

”Enough to withdraw?”

Tern hesitated.

”Not immediately.”

Kael already knew why.

”The dead ashmaws.”

Tern nodded.

Joric looked uncomfortable now. ”They were fresh.”

Kael looked toward him.

”How fresh?”

”Hours. Maybe half a day. Heat sacs still viable.”

”And valuable.”

”Yes.”

Joric did not try to pretend otherwise.

”We thought whoever fought them had killed two and been forced away by the rest. We found one body. We assumed the others had either escaped or died somewhere closer to the den.”

Kael folded his hands.

”Did you look for tracks leaving the fight site?”

Joric glanced toward Tern.

Tern answered. ”Not properly.”

Iris’s expression hardened.

Tern accepted it.

”We saw blood east of the rocks.”

Kael’s stomach tightened.

”Meya’s trail.”

”We didn’t know that.”

”But you saw it.”

”Yes.”

”What did you think?”

Tern exhaled.

”That it belonged to one of the ashmaws.”

Iris asked, ”Why?”

”Stride was irregular. Blood low against brush. We had already seen injured monster tracks.”

Iris considered that rather than immediately rejecting it.

”Possible.”

Kael looked toward her.

She nodded once. ”If they did not follow long enough to identify the boot marks.”

They had not.

Kael turned back toward the two men.

”Why didn’t you?”

Joric answered this time.

”Because we wanted the carcasses.”

There it was.

Simple.

Ugly.

Honest.

Tern’s jaw tightened, but he did not contradict him.

Joric continued. ”We had maybe two hours before the organs lost most of their value. If we followed every blood trail first, the heat sacs would have been ruined.”

Galahad looked toward him.

”So you chose the material.”

Joric’s face reddened.

”Yes.”

”Over determining whether someone was alive.”

”We thought the others were gone.”

”That is not the same thing.”

”No.”

Joric’s voice was quieter now.

Kael watched both of them.

The story had changed again.

They had not stepped over Meya.

They had not heard someone calling for help and walked away.

They had found a dead man, seen uncertain evidence of another injured creature or person, known living monsters might still be nearby, and chosen a valuable carcass over investigating something they did not understand.

A bad decision.

But not the cartoon version people in Blackwood had already invented.

Kael asked, ”How long did harvesting take?”

”Forty minutes,” Joric said.

”Then?”

”We left.”

”Same route?”

”No. West.”

”Why?”

”To avoid the den.”

”Did you pass the charcoal road?”

Tern shook his head. ”Not the section where you found the woman.”

Kael believed him.

At least provisionally.

”Once you were safe, why didn’t you report the body?”

Neither answered quickly.

That was the question that mattered most now.

Tern finally spoke. ”I wanted to.”

Joric turned toward him.

Kael noticed.

”You disagreed?”

Joric’s shoulders tightened.

”Yes.”

”Why?”

He stared at the table.

”Because it looked bad.”

Kael waited.

Joric continued. ”We had two harvested ashmaws, no local contract, a dead hunter behind us, and blood everywhere. If we rode into Eastmere saying we found a body but also happened to leave with valuable organs, what did you think people would say?”

”That you killed him?”

”Yes.”

Kael remembered Hadran saying the same thing.

”Was that reasonable?”

Joric laughed once without humor. ”Look at what people are saying now.”

That was also true.

Blackwood’s rumor network had managed to turn an alchemical supplier into a foreign assassin without evidence.

Kael could not pretend fear of accusation was imaginary.

Tern looked toward Joric. ”We should have reported it anyway.”

Joric’s face hardened.

”You say that now.”

”I said it then.”

”No. You said maybe.”

Tern looked back at Kael.

”I argued we should tell Hadran and let him report through a merchant station.”

”And?”

”We told him.”

”Hadran did nothing.”

”Yes.”

Kael felt another piece settle.

The failure had not belonged to a single moment.

Tern and Joric found the body.

They did not report directly.

They passed the information to Hadran.

Hadran decided someone else would eventually find Berren.

Each person moved responsibility one step farther away.

By the time anyone acted, days had passed.

Meya had remained beneath the collapsed charcoal shelter during every one of them.

Kael asked, ”Did you expect Hadran to report it?”

Tern nodded.

Joric hesitated.

Kael looked toward him.

”No?”

”I hoped he would.”

”That is different.”

”Yes.”

”Why didn’t you check?”

Joric looked irritated now, mostly with himself.

”Because once we handed it upward, it stopped feeling like ours.”

No one spoke.

That sentence was more useful than he knew.

Kael leaned back slowly.

There.

That was the problem.

Not merely silence.

Transferred responsibility.

Tell the next person.

Assume the next office handles it.

Assume the broker reports.

Assume the patrol investigates.

Assume the village notices.

Until everyone has technically told somebody and nobody has actually done anything.

Kael thought of Dunmere.

Edrath.

Elena’s fragmented relief administration.

Vester’s regional review.

Different problem.

Same shape.

He looked toward Darius.

Darius had clearly reached the same conclusion.

Kael did not say it yet.

Instead, he asked Tern, ”If Hadran had told you he was not reporting it, what would you have done?”

Tern answered immediately. ”Reported it myself.”

Joric looked toward him.

Tern ignored him.

Kael turned toward Joric. ”You?”

Joric took longer.

”Probably.”

”Probably?”

The younger man sighed. ”I don’t know.”

Honest again.

”I was thinking about losing my work. Losing the harvest. Maybe getting arrested. I had a wife six months pregnant in Southwatch.”

Kael stopped.

Another reason.

Of course.

Joric rubbed his hands together.

”I know how it sounds.”

”No,” Kael said. ”It sounds like you were afraid.”

Joric looked up.

”That does not make the decision good.”

”No.”

”But fear is not the same thing as malice.”

Joric’s shoulders loosened slightly.

Tern watched Kael carefully.

”Then what happens?”

The question had returned.

Punishment.

Everyone eventually wanted to know what the prince would do.

Kael looked toward Edwin.

”Anything new from the legal administrator?”

Edwin opened the thin folder he had brought.

”The preliminary review remains unchanged. No clear legal duty existed requiring immediate reporting of the discovered body. However, Hadran’s commercial permit may have required notification of a dangerous monster concentration if he intended continued harvesting activity within Blackwood-administered territory.”

Galahad frowned. ”That applies to Hadran.”

”Yes.”

”Not these two.”

”Not directly.”

Kael looked toward Tern and Joric.

”You did something I believe was wrong.”

Both men listened.

”That is not the same thing as violating a law that did not exist.”

Joric blinked.

Kael continued. ”I am not going to invent yesterday’s law today and punish you for breaking it eight days ago.”

Darius’s expression shifted slightly.

Approval.

Kael caught it.

This time he did not react.

Tern asked, ”So nothing?”

”No.”

Kael leaned forward.

”Because there is more than punishment.”

Neither man spoke.

”You found Berren.”

”Yes.”

”You confirmed he was dead.”

”Yes.”

”You saw evidence suggesting the fight might not have ended at the body.”

”Yes.”

”You chose not to investigate because you believed living ashmaws might still be nearby and because valuable monster material would spoil.”

”Yes.”

Kael nodded.

”The first reason may have been good judgment.”

Iris gave a small nod.

”The second was profit.”

Neither man argued.

”After reaching safety, you passed responsibility to Hadran and never confirmed whether anyone had acted.”

Tern lowered his eyes.

Kael continued. ”That is the part I care about most.”

Joric frowned. ”Not taking the ashmaws?”

”No.”

That surprised him.

”If harvesting them was legal, the fact that I dislike the timing does not automatically make it illegal.”

Galahad looked toward Kael.

Kael glanced back.

”Temporary opinion.”

Galahad smiled faintly.

Kael returned his attention to the two men.

”What I want from you is information.”

Tern raised an eyebrow.

”You have it.”

”Not about the ridge.”

Kael nodded toward Galahad.

”About your work.”

Joric looked suspicious.

”What about it?”

”How often do harvesters find bodies?”

The question surprised everyone except Galahad.

Tern thought.

”Not often.”

”How often do you find abandoned camps?”

”More.”

”Evidence of attacks?”

”Sometimes.”

”Wounded people?”

”Occasionally.”

”Who are you required to tell?”

Tern frowned.

”Depends where.”

”Exactly.”

Kael looked toward Galahad.

”The Guild cannot only think about adventurers reporting danger.”

Galahad nodded slowly.

”Traders.”

”Harvesters.”

”Irregular scouts.”

”Caravan crews.”

”Anyone moving through places formal patrols rarely reach.”

Darius spoke from the wall. ”Do not create a universal reporting obligation for every traveler.”

Kael looked toward him.

”I wasn’t.”

Darius raised an eyebrow.

Kael sighed.

”I was thinking about it.”

Tern looked increasingly confused.

Joric almost smiled.

Kael continued. ”A merchant moving through dangerous territory may discover information before the local government does. That does not mean we turn every merchant into an unpaid Imperial scout.”

Galahad nodded. ”But commercial access can carry limited obligations.”

Edwin added, ”Especially where Blackwood grants market privileges.”

Kael looked toward him.

”Could we require licensed commercial operators to report clear evidence of major violence or dangerous monster concentrations at the first safe opportunity?”

Edwin considered.

”Within Blackwood, yes, provided the obligation is defined narrowly.”

”Not every corpse.”

”No.”

Iris spoke. ”And no requirement to investigate.”

Kael nodded.

”That matters.”

A person should not die trying to satisfy a reporting rule.

”Discover. Mark if safely possible. Report at the first reasonable opportunity.”

Galahad leaned forward. ”To whom?”

That was the important part.

If the answer was vague, they would simply create another Hadran.

Kael looked around the room.

”Good question.”

Joric stared.

”You don’t know?”

”No.”

The younger man looked almost offended.

”You’re making the rule.”

”Which is why I’d prefer not to make a bad one quickly.”

Tern laughed for the first time.

Darius’s expression almost changed.

Kael ignored him.

They spent the next hour discovering why even a simple reporting principle became complicated once actual travel entered the discussion.

Some territories had guard stations every few miles.

Others had none.

A trader might find a body two days from the nearest village.

A hunter might discover evidence of violence while pursuing something more dangerous.

A caravan could be too large to divert.

A lone merchant might avoid a settlement because bandits controlled the road.

Church houses sometimes accepted messages.

Toll stations did.

Military posts did.

Large inns occasionally maintained courier boards.

Nobody used the same network everywhere.

Kael thought again about the Imperial response review.

Common principle.

Different local methods.

He smiled faintly.

Darius noticed.

”Do not become excited.”

”I am not.”

”You are.”

Kael ignored him.

Galahad wrote one sentence at the top of a blank page.

A person granted Guild or commercial standing through Blackwood who discovers clear evidence of serious danger to others must make reasonable effort to ensure that information reaches an appropriate authority once doing so can be done safely.

Kael read it twice.

”Too broad.”

Galahad looked offended.

”You just told me not to make it broad.”

”I listened.”

Tern leaned over slightly.

”What’s an appropriate authority?”

Kael pointed at him.

”Exactly.”

Galahad crossed out the sentence.

Joric smiled openly now.

”This is how laws get written?”

Edwin answered calmly, ”The better ones.”

Joric looked horrified.

Kael laughed.

They did not finish the rule.

That was becoming a pattern Kael had learned to respect.

Instead, Galahad created a working question for Guild design, while Edwin sent the reporting issue to Blackwood’s legal administrator for language that could be tested against existing commercial law.

No Imperial declaration.

No dramatic reform.

Just another problem becoming slightly clearer.

Before the meeting ended, Tern reached into his coat.

Darius’s hand moved.

Not dramatically.

Enough.

Tern froze.

”Paper.”

Darius relaxed.

Tern slowly removed a folded receipt and placed it on the table.

Kael opened it.

A sale record from Westbridge.

The ashmaw materials.

Tern pointed at the total.

”Joric and I received a share.”

Kael looked toward him.

”Yes?”

”I want mine given to Berren’s family.”

Joric turned.

”What?”

Tern did not look at him.

”My share.”

Kael studied his face.

”You are not legally required.”

”I know.”

”Then why?”

Tern’s jaw tightened.

”Because I keep thinking about the blood trail.”

The room quieted.

”If we’d followed it twenty more paces, maybe we would have seen the boot marks.”

Kael did not say maybe.

Tern already knew.

”I cannot change that.”

”No.”

”So give them the money.”

Kael shook his head.

”No.”

Tern looked up sharply.

”Why?”

”Because it is not mine to take from you and hand them as if House Kael ordered restitution.”

Tern frowned.

Kael continued. ”You can offer it.”

”To the family?”

”Yes.”

”And if they refuse?”

”You keep it.”

Tern stared.

”That feels wrong.”

”Maybe.”

Kael looked toward him.

”But Berren’s family does not owe you forgiveness merely because you feel guilty.”

That landed.

Tern slowly nodded.

Joric had become very quiet.

Kael turned toward him.

”And you?”

Joric looked at the sale receipt.

”I don’t know.”

Tern’s expression tightened, but Kael raised one hand before he could speak.

”Then don’t decide because he did.”

Joric looked toward Kael.

”Think about it.”

The younger man nodded.

”Thank you.”

Kael almost smiled.

Not because the situation was good.

Because for once, he had resisted turning remorse into another rule.

The two men left the administrative hall shortly before noon.

Neither was arrested.

Neither was cleared of every moral responsibility.

The legal review would continue separately.

Hadran would answer for his own decisions.

Toll for his.

Tern and Joric for theirs.

No single villain.

No single punishment.

That would have made everything easier.

Blackwood received the truth instead.

Kael was beginning to understand that truth was often less satisfying than justice imagined from a distance.

He remained in the administrative hall after everyone else began leaving.

Iris stopped near the door.

”You look disappointed.”

Kael looked toward her.

”I think I wanted them to be worse.”

”That would make the decision easier.”

”Yes.”

She nodded.

”Most people are inconveniently complicated.”

Kael smiled faintly.

”Did you know the cut on Berren could have come from someone checking him?”

”No.”

”You sounded certain.”

”I was certain it was made after death.”

Kael looked toward her.

Iris understood the question beneath that.

”I gave you what I knew.”

”And we decided what it might mean.”

”Yes.”

Kael looked at the wrapped preservation vial.

”That needs to stay in the Guild training.”

Iris raised an eyebrow.

”The cut?”

”The difference between observation and explanation.”

She thought about it.

”Good.”

Kael smiled.

She noticed.

”Do not make a ranking system for certainty.”

Kael stared.

”I hate all of you.”

Iris left.

Darius had remained near the window.

Of course.

Kael turned toward him.

”What?”

”You are improving.”

Kael waited.

”That sounded dangerously close to praise.”

”It was an observation.”

”Of course.”

Darius walked toward the door.

Kael followed.

Outside, Blackwood felt different without Victor.

Not empty.

That was the problem.

The training grounds still sounded the same.

Workers still crossed toward the Guild headquarters.

The forge still rang.

Wagons still entered through the gates.

Blackwood had lost one loud person for a few weeks and somehow continued functioning.

Kael found himself smiling.

Victor would hate that.

They reached the manor courtyard.

Milo Renwick was awake.

That alone was noteworthy.

The mage sat on a low stone wall near the training yard with his wooden staff balanced across his knees while three younger Black Dragon soldiers practiced basic formation movement nearby.

Kael slowed.

Darius did not.

”Do not.”

Kael looked at him.

”I said nothing.”

”You were going to speak to him.”

”Yes.”

”Why?”

”Because yesterday reminded me I barely know some of the original fifty.”

”That is a valid reason.”

Kael stopped.

He had expected resistance.

Darius continued. ”It does not mean you need to turn the conversation into an assessment.”

Kael sighed.

”I can speak normally.”

Darius looked at him.

Kael frowned.

”I can.”

”Prove it.”

Then Darius walked away.

Kael stared after him.

Milo called from the wall.

”Did you lose an argument?”

Kael turned.

The mage had not looked up.

”No.”

”That sounded like losing.”

Kael walked over.

Milo finally raised his eyes.

Up close, he looked younger than Kael had expected. Late twenties, perhaps. Dark hair fell carelessly across his forehead, and his Black Dragon uniform had been altered just enough to look comfortable without technically violating regulations.

Kael looked toward the staff.

Milo noticed.

”If you’re about to ask what kind of mage I am, Commander Darius wins.”

Kael stopped.

”You heard that?”

”Wind carries sound.”

Kael looked around.

There was almost no breeze.

Milo smiled.

”Sometimes.”

Kael sat on the wall beside him.

For several seconds, neither spoke.

Milo became suspicious.

”You’re really trying.”

”Yes.”

”That is uncomfortable.”

”For both of us.”

Milo nodded.

They watched the soldiers train.

Kael eventually asked, ”Why did you join the Black Dragon?”

Milo looked toward him.

Not the question he expected.

He thought for a while.

”The food.”

Kael stared.

Milo kept a perfectly serious expression.

Kael waited.

Milo sighed.

”Fine. The food was second.”

”What was first?”

”You were hiring people nobody else cared about.”

Kael’s amusement faded.

Milo looked toward the training yard again.

”My old academy instructor said I had talent and no ambition. Most noble units want mages who enjoy proving they are mages. I don’t.”

”Why?”

”Sounds exhausting.”

Kael smiled.

Milo continued. ”Blackwood needed people more than it needed impressive family names.”

That sounded familiar.

Kael looked at him.

”You went to a mage academy?”

”Yes.”

”Which—”

Milo raised one finger.

Kael stopped.

”Assessment.”

Kael sighed.

”You’re enjoying this.”

”Very much.”

Kael laughed.

Then left the question alone.

For now.

That felt stranger than asking it.

Before dinner, Edwin found Kael in the study.

The steward carried a white envelope.

Kael saw the seal.

Imperial Church.

”Malrec?”

”Not exactly.”

Kael opened it.

The message confirmed that Archdeacon Malrec Veyne remained on schedule to arrive in Blackwood in three days.

That part was expected.

The next paragraph was not.

Kael read it again.

Elias and Marcus would undergo their preliminary interviews in Blackwood.

Their examination records would be reviewed.

Their disciplinary histories would be considered.

House Kael’s statement would be discussed.

But the final consecration and central inscription would not occur here.

Kael looked up.

”Edwin.”

”Yes?”

”Did we misunderstand the ceremony?”

”The regional office originally indicated it could be completed locally.”

Kael returned to the letter.

”Apparently not this one.”

The Church had reviewed the examination results and the House under which both candidates served.

Because two newly recognized Imperial knights from the same developing House were being entered simultaneously, the regional office had referred the ceremony upward.

The final line named the destination.

Solmara.

Kael stared at the word.

North of the Imperial Province of Aurelia.

Territory of the Imperial Church.

A place he had heard about his entire life and never seen.

Edwin read over his shoulder.

”When?”

Kael continued.

If Malrec approved both men after his visit, House Kael would receive formal travel authorization to attend the next consecration session in Solmara.

Eleven days.

Kael slowly lowered the letter.

”So he comes here first.”

”Yes.”

”Then we go north.”

”Apparently.”

Kael looked toward the window.

Blackwood lay beyond it.

The unfinished Guild.

The roads.

The farms.

The people who had spent the last several days teaching him what a knight’s title should mean before Elias or Marcus had even received the right to use it.

Now the question would leave Blackwood with them.

Kael had spent most of his recent travels going east toward Aurelia.

Soon, for the first time, he would turn north.

Toward Solmara.

Toward the territory where the Empire kept the names of its knights.
