The Imperial System: Architect of an Empire

Hadran Selk reached Blackwood before noon the following day, which immediately ruined several theories circulating through the market.

According to Lily, one version claimed the traveling merchant had already crossed the Imperial border. Another insisted he had bribed a provincial patrol and disappeared into the southern forests. A third had somehow transformed him into the secret leader of an alchemical smuggling organization with warehouses beneath Aurelia.

Kael listened to all three while finishing breakfast, then stared at Lily across the table. ”How did people get from monster parts to underground warehouses beneath the capital?”

Lily poured herself tea as though the question did not deserve surprise. ”Someone said alchemists use basements.”

”That is the entire connection?”

”Apparently.”

Victor, seated farther down the table, nodded thoughtfully. ”Convincing.”

Kael looked at him. ”You are not helping.”

”I wasn’t trying to.”

Damien laughed into his cup while Elias and Marcus continued reading through the knightly code they had received from the Imperial Church. The two men had been studying the same sections since the previous evening, occasionally stopping to argue over what counted as legitimate battlefield discretion. Darius had refused to settle most of those disagreements for them, which Kael suspected was deliberate.

Edwin entered before the conversation could become worse. He carried no ledger this time, only a short note sealed with Blackwood’s gate mark. ”Hadran Selk has arrived, Your Highness. Three wagons, six employees, and enough monster material to make the gate guards deeply uncomfortable.”

Kael lowered his fork. ”He brought the wagons?”

”He was already traveling north. Our message reached him near Bellhaven. He turned west this morning.”

Galahad had been expected at the manor within the hour, and Iris was already awake, which meant there was little reason to delay. Kael finished breakfast before leaving anyway. That small decision felt like progress.

Darius noticed.

He said nothing.

Kael noticed that too.

Hadran waited in one of the manor’s ground-floor administrative rooms rather than the formal audience chamber. Kael had chosen the smaller space deliberately. He did not want the atmosphere of a royal interrogation before anyone had established what the man had actually done.

The trader was older than Kael expected.

Perhaps fifty-five.

Broad-shouldered despite beginning to carry weight around the stomach, with weather-darkened skin and gray spreading through a close beard. His clothes were practical rather than elegant: heavy boots, a thick brown coat, and reinforced leather gloves hanging from his belt. A brass merchant token rested at his throat beside two small charms Kael did not recognize.

Hadran stood when Kael entered with Darius, Edwin, Galahad, and Iris.

He bowed correctly, though not gracefully.

”Your Highness.”

Kael took the seat opposite him. ”Master Selk. Thank you for coming.”

Hadran’s eyebrow moved slightly. ”Your message suggested declining would create more questions.”

Darius glanced toward Kael.

Kael sighed. ”Apparently my wording was interpreted as threatening.”

”It was threatening,” Darius said.

Hadran looked between them.

Kael ignored both men. ”You were not ordered here.”

”I know. That’s why I came.”

That answer interested Kael.

Hadran placed a thick leather case on the table. ”My sale records for the last two months. Toll station receipts. Purchase notes. Names of the men who traveled with me through the southern districts. I assumed you would ask.”

Galahad looked at the case. ”Prepared.”

”I’ve been a merchant for thirty years. When a prince sends a message concerning dead hunters, you arrive with paper.”

Kael almost smiled.

”Good habit.”

”Expensive habit.”

Edwin opened the case and began sorting the documents.

Kael looked directly at Hadran. ”Did your people harvest ashmaws near Eastmere?”

The merchant did not hesitate.

”Yes.”

No one moved.

Kael had expected resistance.

That answer removed it.

”How many?”

”Two carcasses.”

”When?”

Hadran looked toward his own records. ”Eight days ago.”

The timeline fit.

”Who harvested them?”

”Two of my employees. Tern Vale and Joric Ness.”

Iris leaned forward slightly. ”Were you with them?”

”No.”

”Where were you?”

”Southwatch. Buying preserved trollhide from a military supplier.”

Galahad asked, ”Who told your men about the ashmaws?”

”A charcoal burner named Pell Rusk.”

Iris’s expression sharpened.

”You know him?”

”No,” Hadran said. ”Tern does. The man occasionally sells information about carcasses, abandoned kills, and monster movement.”

Kael looked toward Galahad. ”Information has a market.”

”It always has.”

Hadran nodded. ”A dead monster can be worth more than a living man’s monthly wages. Someone finds a carcass, he sells the location. That is ordinary.”

Kael remembered Augustus’s question again.

Ordinary did not mean harmless.

”Did Pell Rusk know hunters had been attacked there?”

Hadran shook his head. ”According to Tern, he reported smoke damage, dead livestock farther north, and scavenger birds near the ridge. He thought somebody had killed something large.”

Iris asked, ”Your men entered the ridge?”

”Yes.”

”They found Berren Coil.”

For the first time, Hadran’s expression changed.

Not surprise.

Recognition.

”Yes.”

The word sat heavily between them.

Kael folded his hands.

”And they left him there.”

Hadran looked toward the table.

”Yes.”

”Why?”

The merchant took longer with that answer.

”They thought he was dead.”

Galahad’s expression hardened. ”He was.”

”I know.”

”That did not answer the question.”

Hadran looked toward him. ”They found a dead man beside two dead ashmaws and signs of a larger fight. They believed whoever survived had already fled.”

Kael watched him carefully.

”And so they harvested the monsters.”

”Yes.”

”And told no one about the body.”

”No.”

”Why?”

Hadran’s jaw tightened.

”They were afraid.”

Kael frowned. ”Of what?”

”Being accused of killing him.”

That was not the answer Kael had expected.

Hadran continued before anyone interrupted. ”They had harvesting tools. They had no contract for Eastmere. They were inside territory where they did not have an explicit salvage agreement. They found a dead hunter beside valuable carcasses. Tern said if they carried the body into the nearest village, half the settlement would assume they had stripped his companions and killed him for the materials.”

Iris’s expression remained cold. ”So they left.”

”Yes.”

”Did they search for survivors?”

”No.”

”Did they look around the fight site?”

”Only enough to confirm the ashmaws were dead and no others were immediately nearby.”

Kael felt anger building again, but the shape of it had changed.

Fear.

Profit.

Convenience.

His workers had encountered a situation that looked dangerous politically and physically, and they had chosen the option that protected themselves.

They took the valuable material.

They abandoned the responsibility.

Kael looked toward Hadran. ”When did you learn about Berren?”

The trader exhaled slowly. ”That evening.”

”You were told there was a dead man?”

”Yes.”

”And what did you do?”

Silence.

Kael already knew he was not going to like the answer.

Hadran looked directly at him.

”Nothing.”

Galahad leaned back.

Darius remained still.

Kael asked, ”Why?”

”Because by the time they returned, we were already northbound. I told myself the village would know. Hunters had gone missing. Someone would search. The body would be found.”

”But you knew someone had died.”

”Yes.”

”You knew where.”

”Yes.”

”You knew nobody had reported finding him.”

Hadran closed his eyes briefly.

”Yes.”

Kael felt something inside him settle.

This was different from Toll.

Harven Toll had withheld uncertain information because the contract was easier to fill without it.

Hadran’s people had found certainty.

A body.

A battlefield.

Evidence something had gone seriously wrong.

And Hadran had made a conscious decision not to report it because reporting it might create trouble for his business.

There was no monster hiding inside that decision.

No secret cult.

No ancient enemy.

Just a man deciding that someone else’s dead companion was inconvenient.

Kael spoke carefully. ”Did you know Meya and Rellis were missing?”

”Not by name.”

”But you knew there could be survivors.”

”I knew it was possible.”

”Did you ask your men to search?”

”No.”

”Did you send a rider to Eastmere?”

”No.”

”Did you notify the nearest patrol?”

”No.”

Hadran’s mouth tightened.

Kael looked toward Iris.

”If his people had reported Berren that day, how much sooner could a search have begun?”

Iris considered the travel distances. ”Possibly four or five days.”

The room became quieter.

Kael thought of Meya beneath the collapsed charcoal shed.

Roots.

Insects.

A stream.

A damaged leg.

Another two days might have changed whether she survived.

Four or five days certainly might have.

Hadran seemed to understand the calculation at the same time.

His face changed.

”I didn’t know there was a woman alive out there.”

Kael’s anger sharpened.

”That is exactly why you report what you do know.”

Hadran flinched slightly.

Kael did not raise his voice.

”You did not need to know Meya was alive. You found evidence of people in danger. You knew a hunter was dead. You knew there had been a fight. Reporting that information was the only way anyone else could determine the rest.”

Hadran looked down.

No one spoke for several seconds.

Then he said, ”You’re right.”

The admission did not satisfy Kael as much as he expected.

Perhaps because being right did not return four lost days.

Galahad tapped one finger against the table. ”Did your men take anything from Berren?”

Hadran looked up sharply. ”No.”

”Coin?”

”No.”

”Weapons?”

”No.”

”Equipment?”

”No.”

”Did you?”

”I never saw the body.”

Iris asked, ”One gland had been cut near him.”

Hadran frowned.

”From the ashmaw?”

”No. Berren.”

The merchant stared.

Kael looked toward Iris.

She clarified. ”A narrow cut near the abdomen. Something removed.”

Hadran’s confusion appeared genuine.

”My men didn’t mention that.”

Galahad watched him closely.

”Could they be lying?”

”Yes.”

That answer came immediately.

Kael appreciated it despite the implications.

Hadran continued. ”Tern and Joric have worked for me six years and four years. I trust them with money. I trust them with wagons. That does not mean I would swear before the Emperor that they have never hidden anything from me.”

Darius finally spoke. ”Where are they?”

”Outside Blackwood.”

Kael looked up. ”You didn’t bring them?”

”No.”

”Why?”

”Because your message requested me.”

Hadran paused.

”And because after I learned exactly what this concerned, I thought bringing two men accused of abandoning a dead hunter into your territory without knowing whether you intended arrest would be unwise.”

Reasonable.

Also inconvenient.

Kael looked toward Edwin. ”Do we have authority to detain them?”

Edwin answered carefully. ”Not based solely on what we currently know. Blackwood can question conduct that occurred within territory under House Kael’s jurisdiction, but criminal liability depends on what specifically happened.”

Kael nodded.

”Then we do not pretend otherwise.”

Hadran looked toward him.

Kael continued. ”Ask them to come.”

The trader frowned. ”Ask?”

”Yes.”

”And if they refuse?”

”Then I learn something about how willing they are to explain themselves.”

Darius gave Kael a look.

Kael sighed. ”That was not a threat.”

”It was closer.”

”I am improving.”

”Marginally.”

Hadran almost smiled despite the situation.

Kael did not.

There was still the larger question.

”What happened to the ashmaw materials?”

”I sold them.”

”To the Westbridge apothecary?”

”Yes.”

”Did you know Orris Meln was also looking for ashmaw material?”

”Yes.”

”Why not sell to him?”

”He pays poorly.”

Galahad blinked.

Kael looked toward him.

Galahad shrugged. ”Sometimes the answer really is that simple.”

Hadran continued. ”Orris prefers predictable supply and buys in volume. Westbridge pays better for fresh heat organs.”

”So Orris’s bonus and your harvest were separate?”

”As far as I know.”

The conspiracy collapsed slightly.

Kael found that reassuring.

Not because Hadran had behaved well.

Because the world did not need every mistake to connect to one hidden mastermind.

There were enough ordinary failures already.

Edwin finished reviewing the first section of Hadran’s records. ”The sale appears here. Quantity matches what Master Charney found.”

Galahad nodded.

Kael looked at Hadran. ”And the migration report?”

”I sold information to Orris.”

”You also gave it to Toll.”

”Yes.”

”Where did you get it?”

”Three sources.”

Hadran counted them on his fingers. ”A logging camp south of Bellhaven reported burned deer. One trader found ash-like residue on a livestock carcass. Pell Rusk reported tracks he believed were ashmaw.”

”Did you confirm any of it?”

”No.”

”Did you describe it as confirmed?”

”No.”

Kael thought about the four words he and Galahad had written yesterday.

Confirmed. Reported. Suspected. Unknown.

Hadran had already operated that way informally.

The failure happened afterward.

Information moved from Hadran to Toll.

Toll turned a suspected danger into a possible profit opportunity.

The content changed as it moved.

Not because anyone deliberately fabricated it.

Because each person used the information for a different purpose.

Kael looked toward Darius.

”Information changes before it reaches command.”

Darius recognized Adrian’s question.

”Yes.”

Kael turned back toward Hadran. ”When you sold the report to Orris, how did you describe confidence?”

”Low.”

”And to Toll?”

”Low.”

”Did Toll write that down?”

”No idea.”

They already knew the answer.

He had not.

Galahad leaned forward.

”This is useful.”

Hadran looked offended. ”I am glad my poor judgment has become educational.”

Galahad did not soften. ”It should.”

Kael glanced toward him.

Galahad continued. ”People died. Another nearly did. If nobody learns anything because everyone is too embarrassed by responsibility, then the same thing happens again.”

Hadran looked toward Kael.

”What happens now?”

Kael had been expecting the question.

This time, he did not answer immediately.

A prince could make punishment feel simple.

Ban Hadran from Blackwood.

Seize the harvested profit.

Issue some dramatic order about reporting bodies.

The first might punish more people than Hadran.

The second might be justified, or might simply make Kael feel active.

The third could become a rule that sounded obvious until someone found a corpse in a place where reporting meant traveling two days through danger.

Kael looked toward Edwin. ”What commercial obligations did Hadran violate?”

Edwin checked the registry. ”Blackwood’s current rules require merchants to report crimes they witness inside House-administered markets and certain road districts. They do not clearly establish a general duty to report a death discovered outside a settlement.”

Galahad frowned.

”That is a gap.”

”Maybe,” Kael said.

He looked toward Iris. ”If a hunter finds a body three days into dangerous territory, should we require him to abandon his task and return immediately?”

”No.”

”Should he carry the body?”

”Not necessarily.”

”Should he mark the location?”

”Yes, if possible.”

”Report it at the first reasonable opportunity?”

”Yes.”

Kael looked toward Galahad.

”Principle.”

Galahad nodded.

”Not one mandatory method.”

”Exactly.”

Kael turned to Hadran. ”Your men did not have to recover Berren. They did not have to search an ashmaw territory for survivors without the ability to do so safely.”

Hadran listened.

”But they could have marked the location and reported what they found when they reached safety.”

”Yes.”

”You could have sent that information once they reached you.”

”Yes.”

”You chose not to.”

”Yes.”

There was no need to keep repeating it.

Kael looked toward Edwin. ”Refer the matter to Blackwood’s legal administrator. I want a formal review of whether Hadran violated existing commercial or territorial obligations. Not a result written before the review.”

Edwin nodded.

Hadran seemed surprised.

”You aren’t deciding?”

Kael looked toward him. ”I am the territorial lord. That does not mean every dispute should become my personal judgment.”

Darius said nothing.

Kael felt absurdly pleased.

He ignored that feeling.

Hadran rubbed one hand over his beard. ”And my trade access?”

”Remains unless the legal review finds reason to restrict it.”

Galahad looked toward Kael.

This time there was no correction.

Kael continued. ”However, while you operate in Blackwood, discovered deaths, destroyed parties, abandoned camps showing evidence of severe violence, and similar incidents are to be reported at the first safe opportunity.”

Hadran nodded.

”Understood.”

”That applies temporarily to your commercial permission while we review the broader rule.”

Galahad smiled.

Kael saw it.

”Do not.”

”I said nothing.”

”You were proud.”

”I was relieved.”

”That is worse.”

Hadran looked between them again.

”Is every meeting in Blackwood like this?”

Edwin answered before Kael could.

”No. Some are longer.”

Hadran stared.

For the first time, Iris smiled.

The meeting continued for nearly another hour, but its tone changed.

Hadran explained the monster-material trade in more detail than Kael had previously understood. Valuable carcasses did not simply become money because someone killed a monster. Different parts spoiled at different rates. Some needed salt. Others required alchemical preservative. Heat organs had to be removed within hours. Venom could become unstable when improperly stored. Certain hides lost half their value if cut incorrectly.

That meant professional harvesters existed for a reason.

Hunters often lacked the knowledge or equipment to preserve everything themselves.

Traders like Hadran sometimes followed monster reports because fresh material could be worth significantly more than processed stock purchased later.

That also created incentives Kael had not considered.

A trader might reach a dangerous area faster than a patrol.

A harvester might know a monster had been killed before local authorities did.

A buyer might hear rumors of unusual species before military reports reached a governor.

Commercial networks sometimes moved information faster than government.

The problem was that they moved it according to value.

Kael leaned back as Hadran explained how a rare monster sighting could travel from a shepherd to a butcher, from the butcher to a traveling buyer, from the buyer to an alchemist, and from the alchemist to a merchant broker before any formal report existed.

”Could the Guild use that?”

Hadran stopped.

Galahad looked toward Kael.

Kael caught himself.

”Not absorb it.”

Darius almost smiled.

Kael continued. ”Could the Guild receive voluntary danger reports from traders?”

Hadran considered. ”If there were a reason to send them.”

”Payment?”

”Sometimes.”

Galahad shook his head. ”Pay for every rumor and we’ll create an industry of imaginary monsters.”

”True.”

Hadran nodded. ”Trade access might work better.”

Kael looked toward him.

”Explain.”

”If reliable information improves reputation with the Guild, merchants may report because it makes future business easier. Faster permits. Trusted-buyer status. Access to contract notices.”

Galahad became interested.

”Reputation.”

”Merchants understand reputation.”

Kael immediately thought of rankings.

Then stopped.

Not everything needed a number.

”What about bad reports?”

Hadran shrugged. ”Track who sends them.”

Galahad smiled faintly.

Kael pointed toward him. ”No scoring system today.”

”I said nothing.”

”You were thinking loudly.”

Hadran looked toward Darius.

Darius said, ”You become accustomed to it.”

By the time Hadran left the manor, Kael had learned enough about monster-material commerce to understand why Blackwood’s future Guild would need traders almost as much as adventurers.

He had also learned enough to understand that he was nowhere near ready to write the entire system.

That no longer bothered him.

Much.

The legal review would handle Hadran’s conduct.

Tern Vale and Joric Ness would be requested for separate statements.

Orris Meln’s role appeared increasingly limited to buying information and offering a poorly structured bonus.

Harven Toll remained responsible for failing to communicate the ashmaw report properly.

There was no grand conspiracy.

Only a chain of people making decisions according to incentives, habits, fear, and incomplete information.

Berren was still dead.

Meya was still injured.

Rellis still carried guilt.

Ordinary causes did not create ordinary consequences.

That thought stayed with Kael through lunch.

The afternoon brought a different problem.

Victor had packed.

Kael discovered this when he walked through the manor’s eastern corridor and nearly collided with two servants carrying a travel chest.

He stopped.

The servants stopped.

The chest stopped between them.

Kael looked at it.

Then toward Victor’s open room.

”No.”

Victor appeared in the doorway.

”Yes.”

Kael pointed at the chest. ”You were supposed to begin the administrative rotation later.”

”I am.”

”When?”

”Three days.”

Kael stared.

Victor smiled faintly. ”Adrian’s letter arrived this morning.”

Kael entered the room without being invited.

Victor had already laid out traveling clothes, training equipment, three books, and considerably more weapons than any administrative rotation should have required.

Kael looked around.

”Why do you need four swords?”

Victor followed his gaze. ”I don’t.”

”Then why are they packed?”

”I like options.”

”You are going to a Third Legion administrative post.”

”Administrators can be attacked.”

Kael picked up one of the books.

Military Supply Ledger Standards, Third Edition.

He looked at Victor.

Victor looked miserable.

Kael smiled.

”Do not.”

Kael opened the book.

Victor took it from him.

”I already hate this.”

”You haven’t gone.”

”I read twelve pages.”

”Brave.”

Victor sat on the edge of the bed.

The humor faded slightly.

Kael noticed.

”You don’t want to go.”

Victor looked toward the window.

”I agreed.”

”That isn’t what I said.”

Victor was quiet for a moment.

”I want to see Rellan.”

”In two months.”

”Yes.”

”You think this delays the part that matters.”

Victor nodded.

Kael sat across from him.

”Maybe it does.”

Victor looked over.

Kael continued. ”Or maybe Rellan is the reward you’re focusing on because you understand swords better than supply reports.”

”That is obviously true.”

”At least you’re honest.”

Victor leaned back on his hands.

”What am I supposed to learn counting grain?”

”I don’t know.”

Victor frowned. ”Very encouraging.”

Kael thought of Adrian’s question.

Where does information change before it reaches command?

He thought of Toll.

Hadran.

Eastmere.

A probable ridgeback.

An uncertain ashmaw report.

One piece of information becoming something different each time it passed through another person’s incentives.

”Maybe counting grain isn’t the point.”

Victor stared.

Kael continued. ”Maybe you learn what happens when someone reports two hundred sacks and only one hundred eighty arrive.”

”That sounds like theft.”

”Maybe.”

”Or?”

”Bad counting. Spoilage. A damaged wagon. Someone recording the wrong warehouse. A clerk correcting one number and not another. A captain taking emergency supplies without updating the ledger.”

Victor’s expression shifted.

Kael smiled faintly.

”Or theft.”

Victor thought.

Kael continued. ”You spent the examination learning that what looks obvious in a fight isn’t always the actual opening.”

”Yes.”

”Administration might be the same.”

Victor looked offended again.

”You are comparing paperwork to swordsmanship.”

”I knew that would get you.”

”It is insulting.”

”Which part?”

”Both.”

Kael laughed.

Victor eventually did too.

Then he looked toward the packed chest.

”Three days.”

Kael nodded.

”And Damien leaves in less than four weeks.”

”Yes.”

”Everyone is leaving.”

Kael raised an eyebrow. ”You are leaving for a temporary rotation.”

”That still counts.”

”You called Damien’s six-month evaluation abandonment with a schedule.”

Victor smiled slightly.

”I was correct.”

Kael shook his head.

The Blackwood household was changing again.

Not permanently.

But movement had begun.

Victor to the Third Legion.

Damien to Duchess Morcant’s frontier evaluation.

Elias and Marcus approaching consecration.

Galahad preparing the Guild.

People who had once gathered around Kael because Blackwood had almost nothing were beginning to develop paths that did not always keep them beside him.

Cassian’s warning returned.

People are not only what they are useful for.

Elena’s followed.

Especially with people who want something different from what they are best at.

Kael looked toward Victor.

”What if you like administration?”

Victor’s expression became horrified.

”Take that back.”

Kael laughed.

”I am serious.”

”I am not.”

”What if you’re good at it?”

”I will conceal the evidence.”

”That seems administratively irresponsible.”

Victor threw a pillow at him.

Kael caught it.

For several minutes, neither talked about championships, political networks, Rellan, or the future.

They simply argued over whether Victor was physically capable of surviving two months surrounded by ledgers.

It felt good.

Later that evening, another message arrived.

This one bore the Imperial Church’s seal.

Kael found Elias and Marcus already waiting in the study when Edwin brought it in. Darius arrived shortly afterward, and even Victor abandoned packing long enough to see what the Church wanted.

Edwin handed the letter to Kael.

”You are becoming the official reader of everyone else’s mail,” Victor observed.

”They keep sending it to House Kael.”

”That sounds like an excuse.”

Kael broke the seal.

The message confirmed that Archdeacon Malrec Veyne would reach Blackwood in six days.

The consecration itself remained scheduled for eleven days from now.

Before the ceremony, Malrec would conduct individual interviews with Elias and Marcus, review their Imperial examination records, inspect any unresolved disciplinary matters, and meet with the House under whose banner they currently served.

Kael stopped reading.

Victor leaned forward.

”What?”

Kael looked toward Darius.

”He wants to meet House Kael.”

Darius nodded. ”Expected.”

”Why?”

”Because they serve under your authority.”

Kael looked back at the letter.

The Church was not merely evaluating whether Elias and Marcus could recite an oath.

It wanted context.

What kind of House were they joining?

What authority would they carry?

What expectations did Kael place upon knights beneath his banner?

That last question bothered him more than he expected.

Marcus noticed.

”You look worried.”

”I am thinking.”

”That usually means we’re about to receive homework.”

Kael ignored him.

Elias looked toward the letter. ”Do you think my incident will matter?”

”The broken nose?”

Victor looked over immediately.

”What broken nose?”

Elias closed his eyes.

Marcus smiled.

Kael pointed at Victor. ”Later.”

”No. Now.”

Darius ended that discussion with one look.

Kael continued reading.

The final section contained a request.

Archdeacon Malrec wanted House Kael to prepare a written statement answering one question before his arrival:

What does House Kael believe a knight owes to those who cannot compel his service?

Kael read it twice.

Then a third time.

The room had gone quiet.

Victor was the first to speak. ”That sounds like one of Father’s questions.”

Kael looked at him.

”It does.”

Elias leaned forward. ”What does it mean?”

Marcus answered more slowly. ”People who cannot order you.”

Darius nodded.

A knight owed things to commanders.

To Imperial law.

To the Crown.

Those obligations were easy to describe because authority could compel them.

The Church was asking about something else.

What did a knight owe to someone powerless?

A farmer.

A stable boy.

Children trapped in floodwater.

A stranger found dead beside a road.

A hunter nobody expected home.

Kael looked toward Elias.

Three years ago, Elias had struck a nobleman’s son because the man was beating a stable boy.

Then Marcus.

Marcus had abandoned his assigned position for eleven minutes because two children were drowning.

Then his thoughts moved to Hadran.

A merchant had found evidence of a dead hunter and decided that reporting it was not his responsibility because nobody could force him to care.

Different circumstances.

Same uncomfortable question.

What did power owe when nobody could demand repayment?

Kael placed the Church letter on the table.

Elias asked, ”What are we going to write?”

Kael looked at him.

”We?”

Elias frowned. ”It says House Kael.”

”Yes.”

”You are House Kael.”

Kael slowly looked around the room.

Darius.

Victor.

Marcus.

Elias.

Edwin.

People elsewhere in the manor.

Lily.

Bram.

Iris.

Galahad.

Damien.

Hugo.

The Black Dragon.

Blackwood itself.

”No,” Kael said.

Elias raised an eyebrow.

Kael looked down at the question again.

”Apparently I’m not.”

Nobody mocked him this time.

Kael picked up a blank sheet.

For several seconds, the old instinct returned.

Write an answer.

Define the principle.

Turn it into something clean.

He stopped.

Then placed the pen back down.

”Tomorrow,” Kael said, ”we ask them.”

Victor frowned. ”Who?”

”Blackwood.”

Darius looked toward him.

Kael continued. ”Not everyone. Soldiers. Farmers. Edwin. Lily. Bram. Galahad. Iris. The clinic. People who have actually needed knights and people who might become them.”

Marcus looked toward the Church letter.

”You want them to answer the Archdeacon’s question.”

”I want to know what answer House Kael already lives by before I invent one for it.”

Darius nodded once.

Kael noticed.

This time, he allowed himself to enjoy it.

Outside the study windows, Blackwood settled into night.

The Guild remained unfinished.

The Church examiner was six days away.

Victor would leave in three.

Damien in less than four weeks.

A legal review had begun over Hadran’s silence.

Tern Vale and Joric Ness still needed to explain what they had done at the ashmaw ridge.

The Guild’s first principles were beginning to take shape before its first badge had ever been issued.

Kael had spent much of his life thinking leadership meant knowing what came next.

Blackwood kept teaching him something more difficult.

Sometimes leadership meant knowing when the answer should not begin with you.
