The Imperial System: Architect of an Empire

Kael discovered the next morning that Blackwood had learned how to function without waiting for him.

He was not certain whether to be pleased or offended.

By the time he entered the smaller dining room, Edwin had already distributed three sets of documents. Iris Hollow sat near the far end of the table with a regional map spread beneath one hand, Galahad Charney occupied the chair opposite her, and Darius stood beside the window drinking tea as though he had been there long enough to watch the entire meeting assemble itself. Elias and Marcus had taken seats closer to the door, while Damien was eating breakfast with the careful concentration of a man who knew someone would eventually interrupt him.

Victor entered last.

He looked around the room.

”Why is everyone here?”

Kael glanced at him. ”Good morning.”

”That does not answer the question.”

”You could sit down and find out.”

Victor looked toward Darius.

Darius said, ”Sit.”

Victor sat.

Kael smiled.

Victor pointed at him. ”Do not enjoy that.”

”I said nothing.”

”You didn’t need to.”

Edwin placed another cup beside Kael before opening the first folder. ”Mistress Iris reviewed the southern forest maps before sunrise. Master Charney arrived shortly afterward. He was already aware of the missing hunters because Harven Toll’s contract passed through one of the local brokers Galahad has been interviewing for the Guild review.”

Kael looked toward Galahad.

”You already knew?”

”About the disappearance, yes. Not everything Rellis told you last night.”

Galahad Charney did not look like the administrator of anything.

That remained one of the reasons Kael liked him.

At thirty-six, the former mercenary carried himself like someone who expected a chair to become unnecessary at any moment. His dark hair had been cut short enough to remain out of his eyes, an old scar crossed the edge of his jaw, and even while seated he kept his weight balanced rather than settling fully against the backrest. He had spent years surviving contracts whose paperwork was often less reliable than the monsters described inside them.

That was exactly why Kael wanted him involved before the Guild opened.

Kael sat beside the map. ”Tell me what you know.”

Galahad tapped the lower road with one finger. ”Eastmere uses Harven Toll because he can find hunters quickly. That matters when livestock starts disappearing. The village does not have enough coin to maintain its own professional hunting group, and the nearest provincial patrol is responsible for too much territory to investigate every broken fence.”

”So Toll connects problems to people.”

”Yes.”

”Poorly?”

”Sometimes.”

Kael raised an eyebrow.

Galahad shrugged. ”He is not incompetent. That would be easier. Toll knows people, understands the roads, and usually gets work filled. He also gets paid when a contract is accepted. That gives him a reason to make difficult work sound manageable.”

Darius looked toward Kael. ”Incentive.”

Kael nodded. ”I noticed.”

Galahad continued. ”The private buyer complicates it. If Rellis is remembering correctly, that offer was never attached to the village contract. Someone wanted ashmaw material and used Toll to reach hunters already heading into the area.”

”Do you know who?”

”No.”

”Can we find out?”

”Probably.”

Kael caught himself before saying good too enthusiastically.

Cassian’s warning remained irritatingly present.

People were not components.

Problems were not excuses to build structures.

He looked toward Iris instead.

”What did you find?”

Iris rotated the map.

”Rellis’s route makes sense until here.”

Her finger stopped near a wooded ridge south of Eastmere. Blackwood’s regional maps showed the forest thinning near several rocky elevations before rising again toward older hills farther south.

”The settlement is here. Livestock pens are along the eastern edge. The hunters followed tracks south, then southeast. If they reached the ashmaw den where Rellis described it, they went farther than the original livestock problem required.”

Kael frowned. ”How much farther?”

”Almost three miles.”

Galahad nodded. ”That matters.”

Kael looked toward him.

”If a client hires someone to clear a predator threatening livestock, the contract should define whether they are protecting the settlement, tracking the animal, destroying the den, or gathering materials afterward.”

Kael looked down at the map.

Those sounded like small distinctions.

They were not.

One required defending a farm.

Another required entering unknown terrain.

The third could require attacking multiple monsters at their home.

The fourth created an entirely different incentive.

The words monster-clearing contract could hide all four.

Galahad leaned back. ”Hunters have always known that. The problem is that everyone writes requests differently. One village says kill whatever is taking sheep. Another says remove dangerous beasts from surrounding territory. A merchant says make the road safe. Those can mean almost anything once people start interpreting them.”

Kael thought about Vester’s question from the previous afternoon.

What must be common across regions?

”Danger information,” he said.

Galahad nodded. ”And scope.”

Iris added, ”Location.”

Darius said, ”Escalation.”

Kael looked toward him.

Darius set his cup aside. ”If the assignment changes enough that the original plan no longer matches the danger, someone must know when the correct decision is to stop.”

Rellis had known something was wrong.

Meya had wanted to leave.

Then the possibility of valuable monster parts changed the decision.

Kael looked toward Galahad. ”Would a Guild rule have saved them?”

Galahad did not answer immediately.

That pleased Kael more than an immediate yes would have.

”Maybe,” Galahad said eventually. ”A proper contract might have warned them sooner. A reporting requirement might have stopped the private buyer from changing the job halfway through. A rank requirement might have kept a weaker party away. But rules do not stop people from making bad decisions.”

Darius glanced toward Kael.

Kael ignored him.

Galahad continued. ”If you build the Guild believing paperwork prevents stupidity, the first stupid person with a badge will disappoint you.”

Victor leaned toward Damien. ”That feels aimed at someone.”

Damien looked at him. ”You.”

”I meant generally.”

”No, you didn’t.”

Kael rested both forearms against the table. ”Then what does the Guild owe them?”

Galahad’s expression sharpened.

”The truth before they leave.”

Kael waited.

”A client should disclose what they know. The Guild should disclose what it knows. The adventurer should know the expected danger, payment, objective, route, and what information is uncertain.”

”And after they leave?”

”A way to know when they should have returned.”

Kael looked toward Edwin.

The steward had already begun writing.

Galahad continued. ”Right now independent hunters disappear and sometimes nobody realizes for days. If they live alone, maybe longer. A broker assumes they finished somewhere else. A village assumes they went home. Their family assumes they’re working.”

Kael felt the problem settle into place.

Not a grand revelation.

An absence.

Nobody owned the responsibility of noticing.

”So every Guild contract gets an expected return window.”

”Or check-in point,” Galahad said. ”Depends on the work.”

Iris nodded. ”Long expeditions cannot promise a date accurately.”

”Then a route marker. Scheduled courier. Waystation. Something.”

Kael looked toward Darius. ”Common standard?”

”Principle,” Darius corrected. ”Not necessarily method.”

Kael smiled faintly.

There it was again.

Common responsibility.

Different local solution.

Augustus’s question remained unanswered, but its edges were becoming easier to see.

Victor finally reached for bread. ”Are we actually searching today?”

The room became more serious.

Iris answered. ”Yes.”

Kael looked toward her. ”Who?”

”Myself, Merric Hale, Jessa Cor, and two local hunters who know the southern trails.”

Darius nodded once.

Kael did not.

”Why not Galahad?”

Galahad answered for himself. ”Because I do not know that ground as well as they do.”

Kael looked toward him.

That answer mattered.

Galahad had years of experience, but he was not pretending experience in one place automatically made him the best person everywhere.

”And you?” Kael asked Darius.

”I am not required for reconnaissance against a possible ashmaw den.”

Victor looked offended on behalf of excitement itself. ”You make everything sound boring.”

”That is often how people remain alive.”

Kael looked back at Iris. ”Objective?”

”Confirm the den location. Determine approximate numbers. Find signs of Berren and Meya. Identify whether the ashmaws have moved toward Eastmere or remain concentrated around the ridge.”

”No engagement?”

”Unless necessary to withdraw.”

Kael nodded.

”Good.”

Iris looked toward him.

There was a pause.

Kael realized everyone was waiting.

”What?”

Darius said, ”Nothing.”

Kael narrowed his eyes. ”You expected me to add something.”

”No.”

”You did.”

Galahad smiled.

Kael looked around the table.

”I hate all of you.”

Edwin turned a page. ”The feeling does not appear mutual, Your Highness.”

The meeting ended without Kael joining the reconnaissance.

That was progress.

He told himself so repeatedly while watching Iris leave Blackwood less than an hour later.

Merric and Jessa rode with her, both carrying Black Dragon field gear rather than heavy military equipment. The two local hunters traveled lighter still, bows across their backs and axes secured beside their saddles. No banners followed them. No dramatic formation crossed the gate.

Five people rode south to answer a question.

Nothing more.

Kael stood near the manor steps after they disappeared.

Galahad remained beside him.

”You wanted to go.”

”Yes.”

”Why didn’t you?”

”Because Iris is better at this.”

Galahad nodded.

Kael looked toward him. ”You sound surprised.”

”A little.”

”That is insulting.”

”You are a prince who returned from ten years missing, built a military household, started reorganizing a territory, fought monsters personally, and apparently dislikes staying behind.”

Kael considered that.

”Fair.”

Galahad looked toward the road.

”The hardest part of running the Guild will not be finding strong people.”

”What will it be?”

”Convincing strong people that someone else is better for a particular job.”

Kael thought immediately of Victor.

Then himself.

He decided not to say either name.

They returned toward the Guild construction site.

For the first time since coming home, Kael allowed himself to walk through the building properly.

The main entrance opened into a vast hall with a high timber ceiling supported by reinforced stone columns. Workers had not yet fitted the counters, but chalk markings along the floor showed where registration desks, contract intake, payment handling, and dispute review were intended to stand. One wall had been built broad and flat enough for future notices. Another led toward meeting rooms where parties could review contracts privately before accepting them.

Kael stopped in the center.

It was real now.

Not finished.

But real.

Months ago, the idea had existed as parchment covering his desk.

Now sunlight entered through fitted windows and fell across stone floors that hundreds, perhaps thousands, of people might eventually cross.

Kael felt the old excitement returning.

Then Cassian’s voice arrived in his memory.

The face.

Kael sighed.

Galahad looked over. ”Something wrong?”

”No.”

”You look disappointed.”

”I am being psychologically harassed by my family from several miles away.”

Galahad stared.

Kael waved it aside.

”Show me what you’ve planned.”

They spent the next two hours walking.

Galahad had deliberately resisted filling the building with rules before people used it.

That was the first thing Kael noticed.

The ground floor would handle public requests, registration, basic records, and payments. The second would contain meeting rooms, training classrooms, map storage, administrative offices, and a modest library. One wing would eventually hold equipment inspection and temporary storage. The other connected to the training yard and a small treatment station intended for minor injuries before anyone required the larger clinic.

Kael stopped near the planned contract wall.

”No rank sections?”

”Not yet.”

Kael looked toward him.

”I thought you wanted ranks.”

”I want a way to communicate expected capability.”

”That sounds like ranks.”

”It may become ranks.”

Galahad folded his arms.

”But if I build five colored boards before I understand how people actually use them, we’ll spend the next year forcing every problem into the colors.”

Kael stared.

Galahad raised an eyebrow.

”What?”

”Nothing.”

”You looked offended.”

”Everyone has apparently joined a conspiracy.”

”Against what?”

”Me.”

Galahad laughed.

Kael continued toward the rear hall.

”How would you test people?”

”Depends what they’re claiming.”

Kael stopped.

There it was.

Not one examination.

A swordsman required different proof than a healer.

A tracker required something different from a ruin specialist.

A caravan guard might need judgment around civilians more than exceptional monster-killing ability.

The Guild Kael had imagined months earlier had become less simple.

That was a good thing.

He thought.

Probably.

A worker approached from the far side of the hall carrying a rolled plan. ”Master Charney, the western staircase supports are ready for inspection.”

Galahad took the plan.

”I’ll be there.”

The worker nodded toward Kael and bowed.

”Your Highness.”

Kael acknowledged him.

Then the man returned to work.

No ceremony.

No gathering.

Blackwood had changed.

People saw Kael now and continued doing their jobs.

He liked that more than he expected.

Galahad looked at the plan. ”I need half an hour.”

”Go.”

”You’re not going to inspect the staircase?”

Kael stared.

Galahad smiled and left.

Kael stood alone in the unfinished Guild hall.

”Everyone is terrible.”

The System appeared.

[Statement unsupported.]

Kael looked upward.

”You too.”

The System disappeared.

By midday, another set of documents had arrived at the manor.

These carried the seal of the regional Imperial Church office.

Elias found Kael in the study before Edwin could send for him.

Marcus followed behind, holding the second copy.

Kael looked at both men.

”You received the oath?”

Elias placed the parchment down.

”Yes.”

”And?”

”I have questions.”

Marcus said, ”So do I.”

Kael smiled.

”Good.”

Elias frowned. ”You keep saying that when it creates more work.”

”Questions are useful.”

”Until there are fifty of them.”

”Then they’re very useful.”

Marcus sat before this became an argument.

The document contained more than a ceremonial oath.

The first page explained the legal relationship between Imperial knighthood and the Church’s consecration rite. The Crown recognized the knight’s standing after examination and approval. The Church did not create Imperial military authority and could not revoke a lawful commission on its own.

The ceremony did something different.

It bound the title to an oath.

Kael read carefully.

The candidate promised to bear arms under Imperial law, defend the people of the Empire when duty required, obey lawful command, refuse orders that directly violated Imperial law, protect those placed under their authority, refrain from using knightly status for unlawful seizure or coercion, and submit serious accusations of knightly misconduct to formal review.

Kael paused.

”Refuse unlawful orders.”

Darius, standing near the shelves, nodded.

”Yes.”

”That has been in the oath long?”

”In some form.”

Marcus looked toward him. ”Who decides whether the order was unlawful?”

”There is the problem.”

Elias looked less comfortable.

Darius continued. ”A knight is not permitted to ignore commands merely because he dislikes them. But obedience has never been intended as an excuse for crimes.”

Kael looked at the page.

That sounded clear until reality appeared.

War.

Unclear orders.

Bad information.

Conflicting authorities.

A knight might have minutes to decide something Imperial jurists later argued about for months.

Elias tapped another section.

”This says we are accountable for people under our command.”

”Yes.”

”How far?”

Darius looked toward him. ”That depends.”

Elias sighed. ”I was afraid you’d say that.”

Kael continued reading.

The second document summarized the Church’s role in maintaining knightly records, witnessing oaths, preserving disciplinary findings, and providing moral review in cases where a knight’s conduct brought the title itself into question.

That was where Archdeacon Malrec Veyne entered.

His office could examine whether someone seeking consecration had unresolved accusations serious enough to delay the ceremony.

Marcus frowned.

”So he is coming to investigate us.”

”Not necessarily,” Kael said.

Darius agreed. ”Regional examiners frequently attend large consecrations.”

”This is two people,” Elias said.

”Two newly recognized knights attached to House Kael.”

That changed the meaning.

Kael understood immediately.

Blackwood was attracting attention.

Not because Elias or Marcus had done anything wrong.

Because House Kael was becoming important enough that institutions wanted to understand who operated beneath its banner.

Kael looked back at the oath.

Another center of power.

Not hostile.

Not obedient.

An institution with its own records, procedures, traditions, and priorities.

Exactly the kind of Empire he had been learning to see.

Marcus asked, ”Can the Archdeacon refuse to enter our names?”

Darius answered. ”He can recommend delay if there is cause. Final recognition involves both Imperial and ecclesiastical procedure.”

Kael frowned.

”What qualifies as cause?”

”Unresolved criminal accusation. Fraud during the examination. Serious misconduct. Questions regarding identity. In rare cases, conflict over whether the candidate can sincerely make the oath.”

Elias looked at the document again.

”So if I disagree with part of the oath?”

”You ask.”

”And if the answer doesn’t satisfy me?”

Darius’s expression remained calm.

”Then you decide whether you can swear it.”

Kael looked toward him.

”And if he cannot?”

”Then he should not.”

That quieted the room.

The title mattered.

But the oath mattered more.

Kael liked that answer.

Perhaps because it was inconvenient.

Titles that cost nothing meant nothing.

Elias looked toward Kael. ”Would you be angry?”

”If you refused?”

”Yes.”

Kael thought about it.

”I would want to know why.”

”That isn’t what I asked.”

”No.”

Kael leaned back.

”I’d probably be disappointed.”

Elias nodded slowly.

”But,” Kael continued, ”I’d rather be disappointed because you refused an oath you did not believe than proud because you lied in a church.”

Marcus looked toward him.

Darius said nothing.

Kael suspected that meant approval.

He was learning how to recognize it.

The Church documents remained open across the table while they worked through the wording. Some clauses were straightforward. Others depended on Imperial law Elias and Marcus had not studied deeply enough yet. Kael ordered copies of the relevant knightly code and asked Edwin to arrange a meeting with a legal scholar before the consecration.

Not because Kael intended to challenge the Church.

Because two men were being asked to place their names beneath promises that could shape the rest of their lives.

They should understand them.

The afternoon passed without news from Iris.

Kael tried not to notice.

He reviewed agricultural reports.

He failed to notice.

He checked Guild construction expenses.

Failed again.

He met briefly with Lily about housing for newly arrived families.

Still failed.

By the fourth time he looked toward the southern road from the manor window, Edwin finally placed his pen down.

”They have been gone six hours.”

”I know.”

”The ride alone requires nearly two.”

”I know.”

”Mistress Iris was instructed not to rush.”

”I know.”

Edwin looked at him.

Kael frowned.

”I hate waiting.”

”I know.”

That was becoming everyone’s favorite phrase.

Near sunset, a Black Dragon rider appeared at the southern gate.

Kael saw him from the study window before the guard reached the manor.

He was downstairs by the time Merric Hale entered.

Darius arrived from the training yard moments later.

Galahad came from the Guild site.

Edwin brought Iris’s map.

Merric remained standing until Kael gestured toward a chair.

”Report.”

Merric sat but did not relax.

”We found the den.”

Kael waited.

”Five ashmaws confirmed. Three adults. Two younger.”

Darius asked, ”Nest?”

”Likely.”

”Signs of more?”

”Possibly deeper tracks, but Iris would not enter.”

Kael nodded once.

”Good.”

Merric continued. ”We found Rellis’s fall path. Blood on the lower rocks matched the direction he described. We also found the first fight site.”

Kael’s expression tightened.

”Berren and Meya?”

Merric looked toward him.

”One body.”

The room became still.

”Which?”

”Berren Coil.”

Kael lowered his eyes briefly.

Not because he had known the man.

Because Rellis had.

Because someone would have to tell his family.

”And Meya?”

”No body.”

”Tracks?”

”That is why Iris stayed behind.”

Kael looked up.

Merric leaned toward the map and pointed.

”Someone left the fight site heading east.”

”Human?”

”Iris believes so.”

”Could be Meya?”

”Could.”

Kael felt hope arrive.

He immediately distrusted it.

”Anything else?”

”Yes.”

Merric’s finger moved farther along the ridge.

”Blood.”

”How much?”

”Enough to indicate injury. Not enough to prove fatal.”

Galahad asked, ”How old?”

”Iris estimated less than ten days. Fits the incident.”

Kael looked toward Darius.

Darius’s face remained controlled.

”Where does the trail go?”

”Toward an old charcoal road.”

Edwin frowned. ”That route hasn’t been maintained in years.”

Merric nodded. ”Iris knows. She sent me back because the trail leaves the ashmaw territory. She wants permission to continue tomorrow with supplies.”

Kael stared at the map.

One dead.

One possibly alive.

The problem had changed.

Not a den-clearing mission.

A search.

Different objective.

Different risk.

Kael almost smiled at the thought.

Then stopped himself.

Not a system.

A woman.

Meya Hart.

Twenty-seven.

Best tracker between Blackwood and the southern marshes, according to the man lying injured in the clinic.

Kael looked toward Merric.

”Did Iris find any sign Meya returned toward Eastmere?”

”No.”

”Shelters?”

”Several possible along the charcoal road.”

Darius studied the terrain.

”If she survived the initial injury, she may have chosen distance over returning through ashmaw ground.”

Galahad nodded. ”A tracker would.”

Kael looked toward both men.

”Tomorrow?”

Darius pointed toward the eastern route.

”Search team continues from outside the den area. No reason to engage the ashmaws unless they threaten Eastmere or block recovery of Berren.”

Kael nodded.

”And Berren?”

Merric’s expression hardened slightly.

”Iris marked the location.”

Kael understood.

They had not risked four living people to recover one dead man while Meya might still be alive.

That was the correct decision.

It was still ugly.

”Tomorrow we bring him home if the approach is safe.”

Merric nodded.

Kael looked toward Galahad.

The Guildmaster-to-be had become very quiet.

”What?”

Galahad looked at the map.

”This is the first rule.”

Kael waited.

”If people wear our badge one day, the Guild cannot promise they come home alive.”

Nobody spoke.

Galahad continued.

”But it can promise we notice when they don’t.”

Kael looked toward the unfinished headquarters through the window.

That was not enough to save everyone.

No rule would be.

Maybe that was the point.

Institutions could not eliminate danger.

They could decide who carried responsibility when danger became loss.

Kael nodded slowly.

”Write that down.”

Galahad looked toward him.

”Exactly?”

Kael thought.

Then shook his head.

”No.”

He remembered Cassian.

People were not components.

He remembered Augustus.

What should never be standardized?

He remembered Rellis asking whether someone would go back.

”Write the principle,” Kael said. ”We’ll figure out the rule after we know what it has to protect.”

Galahad smiled faintly.

”Better.”

Kael looked toward the darkening southern road.

Tomorrow, they would search for Meya Hart.

They would recover Berren Coil if they could.

They would investigate the private buyer afterward.

And the Guild would remain closed.

No rushed opening.

No badges issued because Kael wanted progress.

No grand announcement built on the disappearance of three hunters who had never asked to become symbols of anything.

Blackwood had waited months for the Guild.

It could wait a little longer.

Kael was beginning to understand that building an institution did not begin when the doors opened.

It began when someone decided what those doors were supposed to protect.
