The Imperial System: Architect of an Empire

The Imperial Province of Aurelia did not announce itself with grandeur.

That disappointed Kael for almost twenty minutes.

He had expected the territory directly administered by Augustus to feel unmistakably Imperial the moment Blackwood disappeared behind them. Larger patrols, monuments, perhaps great stone markers bearing the Asterion dragon every few miles.

Instead, there were drainage ditches.

Very good drainage ditches.

Kael noticed them immediately.

Darius noticed Kael noticing them.

”No.”

Kael looked toward him. ”I haven’t said anything.”

”You’ve been staring at the roadside for half a mile.”

”The ditch is stone-lined.”

”Yes.”

”Blackwood’s aren’t.”

”Some are.”

”Not along ordinary rural roads.”

Darius continued riding.

Kael looked again.

The road itself was wider than Blackwood’s main routes, built with a raised center and compacted stone shoulders that allowed wagons to move aside without sinking into soft earth. Shallow culverts passed beneath the road at regular intervals. Distance markers stood along the eastern side, each carved with the distance to the nearest Imperial road station and the direction of Aurelia.

The difference was not technological.

Blackwood could build most of this.

The difference was age.

Thousands of workers, officials, taxes, repairs, failures, and replacements had shaped the road over generations.

Kael looked farther ahead.

A grain convoy moved in the opposite direction, six broad wagons covered against weather. Behind it came a courier wearing the black-and-gold colors of the Imperial administration. Farther still, two farmers guided cattle along the roadside while leaving the center open to faster traffic.

Everything moved as though the road had been carrying people this way long before Kael was born and expected to continue long after he died.

That feeling was different from Blackwood.

Blackwood’s roads still felt like decisions.

This one felt like inheritance.

Malrec’s carriage rolled ahead of them.

Kael urged his horse forward until he rode alongside one of the open windows.

Malrec glanced out.

”Do you need something?”

”No.”

”Then why are you here?”

”I have a question.”

”That means you need something.”

Kael ignored that.

”How old is this road?”

Malrec looked outside.

”This section?”

”Yes.”

”I don’t know.”

Kael stared.

The Archdeacon raised an eyebrow. ”Was I expected to?”

”You knew the exact age of Saint Ordan Bridge.”

”That bridge has legal significance.”

”And the road doesn’t?”

”It probably has seventeen different legal significances depending upon which section you’re discussing.”

Kael smiled.

”That sounds promising.”

Malrec leaned back.

”Ask an Imperial road office.”

”I might.”

”I know.”

The carriage window began closing.

Kael frowned. ”You cannot end the conversation because you don’t like where it is going.”

Malrec stopped.

”I am ending it because I was reading.”

”What?”

Malrec held up a book.

Kael could not see the title.

”Something important?”

”No.”

The window closed.

Kael stared at it.

Elias rode up beside him.

”You bothered an Archdeacon while he was reading?”

”Yes.”

”Bold.”

”He was rude.”

”You rode to his carriage.”

”That is not relevant.”

Elias laughed and dropped back.

The party continued northeast.

By midmorning the differences between Blackwood and the Imperial Province became more obvious.

Settlements were closer together.

Not cities.

Mostly villages and small market towns, but the gaps between them were shorter than the distances Kael had grown accustomed to in Blackwood.

Farm boundaries were older too.

Low stone walls crossed fields in patterns that made little sense from the road until Kael realized some probably followed property divisions generations older than the houses currently standing beside them.

He saw mills on streams.

Orchards.

Sheep pastures.

Large grain farms.

Smaller vegetable plots clustered near villages.

Nothing spectacular.

That interested him more.

The Imperial Province did not appear wealthy because every building was beautiful.

It appeared wealthy because ordinary infrastructure existed almost everywhere.

A village of perhaps two hundred people had a stone well with a covered pump structure.

Another had a public grain store raised above the ground against moisture.

A crossroads held a sheltered board displaying Imperial notices, local market information, road warnings, and what appeared to be three separate complaints about livestock taxes.

Kael slowed.

Darius kept going.

Kael looked at him.

”You didn’t even see it.”

”I saw it.”

”You’re not stopping.”

”No.”

”There are public notices.”

”Yes.”

”I want to read them.”

”No.”

Kael stared.

Darius looked toward him.

”We are traveling.”

”We have time.”

”You said that before every delay you have ever caused.”

Jessa Cor rode behind them and unsuccessfully hid a smile.

Kael looked toward her.

”You’re supposed to support me.”

”I am escorting you.”

”Same thing.”

”No, Your Highness.”

Perrin laughed from farther back.

Kael decided the Black Dragon had become too comfortable.

They continued.

Around noon, the road widened near a settlement called Larkwell, where two smaller routes joined the northern Imperial road.

Malrec called for a stop.

Kael looked toward Darius triumphantly.

Darius did not react.

They dismounted near a large roadside inn whose yard was designed for far more traffic than Blackwood taverns normally handled.

Three merchant wagons were already parked there.

So was a small military transport.

A group of pilgrims in plain gray clothing ate beneath a covered shelter beside the road, while two Imperial road workers repaired one of the marker posts.

Kael looked at everything.

Darius looked at him.

”Eat first.”

”I am looking.”

”You can look while chewing.”

Malrec stepped from his carriage.

”Your commander is correct.”

Kael frowned.

”This alliance is becoming concerning.”

Malrec walked toward the inn.

Brother Caelen followed.

Elias leaned toward Kael. ”Do you think they plan these moments?”

”Yes.”

Darius continued ahead.

”No.”

Kael watched him.

”That sounded planned.”

Lunch was simple.

Bread.

Cheese.

Roasted chicken.

Pickled vegetables.

A thick bean stew that Merric declared better than military food and Darius declared an unnecessarily low standard.

They were halfway through when an argument began outside.

Nobody paid attention at first.

Road inns were full of arguments.

Then the words became clear.

”You cannot charge us again!”

A second voice answered, ”Then don’t use the yard.”

”We already paid at Eastgate!”

”That was Eastgate.”

Kael stopped eating.

Malrec continued.

Darius looked at him.

Kael sighed.

”I know.”

”What?”

”Do not interfere.”

Darius nodded.

Kael listened anyway.

The dispute involved two merchants and the innkeeper.

Apparently the merchants believed a road-use payment collected earlier that morning included access to stable facilities at Larkwell.

The innkeeper disagreed.

The argument grew louder.

Kael waited for someone official to intervene.

Nobody did.

Finally one of the Imperial road workers outside looked over and shouted, ”Read the receipt!”

Silence.

The merchant shouted back, ”I did!”

”Then read the bottom!”

More silence.

Kael smiled.

A minute later the argument ended.

The merchants paid.

Kael returned to his stew.

Malrec said, ”Disappointed?”

”No.”

”You wanted a jurisdiction dispute.”

”I wanted to understand what happened.”

”The receipt explained it.”

”That is understanding what was written.”

Malrec looked toward him.

Kael smiled faintly.

”I learned that from experience.”

Darius almost smiled.

After lunch, Kael crossed the yard while the horses were watered.

The Imperial road workers had finished resetting the marker.

One of them was an older woman with thick gloves and a weather-darkened face. The other was a younger man carrying a measuring rod.

Kael approached.

The woman recognized him before he spoke.

That was becoming annoying.

”Your Highness.”

Kael stopped.

”You know who I am?”

”You’re traveling with an Archdeacon and Sir Darius Valen.”

Darius was not even standing nearby.

Kael frowned.

”That could describe several princes.”

”Black hair. Red eyes.”

Fair.

Kael glanced toward the marker.

”May I ask about the road?”

The woman looked toward the Church party.

”You’re traveling.”

”We have a few minutes.”

She shrugged.

”Ask.”

”How often is this section inspected?”

”Which inspection?”

Kael smiled immediately.

The woman noticed.

”Road surface?”

”Yes.”

”Every six weeks normally. More after heavy rain.”

”Bridges?”

”Separate.”

”Drainage?”

”Seasonally and after reports.”

”Who reports?”

”Anyone.”

”Anyone can submit a road report?”

”Yes.”

”How?”

The woman pointed toward the notice board.

”Local magistrate. Road station. Courier office. Some inns keep forms.”

Forms.

Of course.

Kael looked toward the inn.

”What happens after someone reports?”

”Depends.”

Kael laughed.

The woman stared.

”Sorry.”

”You princes are strange.”

”I’ve been told.”

She continued. ”If it’s small, local road crew handles it. If it’s expensive, district office approves. If it’s dangerous, we can close part of the road before approval.”

”Who decides dangerous?”

”Crew supervisor first.”

”That could be you?”

”Yes.”

”And if you’re wrong?”

”Then my supervisor explains why I shouldn’t have a job.”

Kael liked her.

”What if the problem crosses district boundaries?”

She frowned.

”Then everyone becomes miserable.”

That sounded believable.

The younger worker laughed.

She looked toward him.

”You’re new enough to think that’s funny.”

He stopped.

Kael asked, ”Does Aurelia administer all roads in the province this way?”

”No.”

”Why not?”

”Different roads.”

Of course.

”Military roads have military coordination. City roads have municipal offices. Estate roads can be private. Small village roads may be local unless they’re designated.”

Kael nodded.

A system.

But not one system.

Different responsibilities layered together.

”How old is this road?”

The woman looked down.

”This section?”

Kael smiled.

”Yes.”

”No idea.”

He sighed.

She pointed at the younger worker.

”He might.”

The young man looked alarmed.

”No.”

Kael laughed.

”Apparently nobody knows.”

”Probably because the answer is complicated,” the woman said. ”Parts have been rebuilt so many times that asking when the road was built is like asking how old a shovel is after replacing the handle three times.”

Kael became still.

That was better than the answer he had expected.

”What is your name?”

”Dessa Morn.”

”And yours?”

The younger man answered quickly.

”Kell Ard.”

Kael nodded.

”Thank you.”

Dessa looked suspicious.

”For what?”

”Answering.”

”You’re welcome?”

Kael walked away.

Darius stood near the horses.

Of course he had been watching.

Kael approached.

”I did not redesign anything.”

”You learned the names of two road workers.”

”Yes.”

”That is acceptable.”

”Your standards for me are insulting.”

”They are evidence-based.”

Kael mounted.

They left Larkwell shortly afterward.

The road became busier as afternoon passed.

A military column overtook them from the south.

Not combat troops.

Engineers.

Kael identified them from tools strapped along several wagons and the narrow insignia painted on the side.

He looked toward Darius.

”Road engineers?”

”Imperial engineering corps.”

”Going north?”

”Apparently.”

”Why?”

Darius looked toward the wagons.

”I do not know.”

Kael waited.

Darius looked back.

”No.”

”I wasn’t going to ask them.”

”You were.”

Kael sighed.

The military engineers passed.

Several recognized Darius.

Salutes appeared immediately.

Darius returned them.

Kael noticed something else.

Almost none saluted him until they saw the Imperial insignia attached discreetly to his travel coat or recognized his face.

He liked that.

For a few seconds, he had simply been another rider.

Then one young officer looked twice.

His posture changed.

”Your Highness.”

Kael nodded.

The title traveled down the column afterward.

People looked.

Not dramatically.

Enough.

Kael remembered Edwin.

The title existed before the man.

Borrowed trust.

Borrowed expectation.

Sometimes borrowed attention.

They rode on.

Late afternoon brought rain.

Not heavy.

Enough to prove Iris’s road map deserved respect.

She had marked a section near a low valley with the note:

Water collects along western shoulder after rain. Wagons crowd east.

Twenty minutes after the rain began, they reached it.

Kael smiled.

Darius saw him.

”You are pleased because the road is worse?”

”I am pleased Iris was right.”

”She usually is about roads.”

A wagon ahead had already shifted toward the eastern half.

The Church carriage slowed.

The party narrowed.

No one became trapped.

No one overturned.

Within fifteen minutes they were past the problem.

Kael looked back.

”The provincial road office knows about that?”

”Probably.”

”Probably is not—”

Darius raised one hand.

Kael stopped.

”Fine.”

He made a mental note instead.

Then realized what he was doing.

This was not Blackwood.

Not his assignment.

Not his road.

He let the note go.

That was harder than it should have been.

They reached Varenford before sunset.

Kael knew they had arrived before seeing the sign.

Traffic thickened first.

Then buildings.

Varenford was larger than Blackwood Hollow had been when Kael first returned, though smaller than the newer settlement was quickly becoming.

The town sat along both sides of the Imperial road where a shallow river bent west through farmland.

A stone bridge crossed the water near the southern edge.

Warehouses lined one bank.

Inns clustered near the road.

A smithy stood beside a wagon-repair yard large enough to service several caravans simultaneously.

There was an Imperial courier office.

A tax office.

A small military post.

And, near the northern end, a long pale-stone building marked by the seal of the Imperial Church.

Brother Caelen pointed.

”The travelers’ house.”

Kael looked toward it.

”That is Church property?”

”Yes.”

”In the Imperial Province.”

”Yes.”

”How?”

Brother Caelen looked tired already.

”Church institutions own property outside Solmara.”

”I know. I mean what authority applies inside?”

”Imperial provincial law.”

”Church rules?”

”Internally, where applicable.”

”Local magistrate?”

”Yes.”

”Church discipline?”

”For Church members.”

Kael smiled.

Brother Caelen frowned.

”You enjoy jurisdiction.”

”I enjoy understanding who can tell whom no.”

”That may be the most princely definition of law I have heard.”

Malrec’s carriage rolled through the gate.

The Church travelers’ house was less impressive than Kael expected.

Two stories.

A central courtyard.

Stables.

Kitchen.

Dormitory rooms on one side and private rooms on another.

A small chapel occupied the eastern wing.

No golden statues.

No elaborate carvings.

Mostly stone, timber, and the kind of architecture designed to survive constant use.

Several travelers were already staying there.

Some wore religious clothing.

Most did not.

Kael saw merchants.

An elderly couple.

A mother with two children.

Three men who looked like laborers.

A wounded caravan guard with one arm in a sling.

He looked toward Malrec after dismounting.

”This is open to everyone?”

”Travelers.”

”Not only pilgrims?”

”No.”

”Free?”

”No.”

Kael smiled.

Malrec stared.

”What?”

”Nothing. It’s reassuring.”

”That the Church charges money?”

”That buildings have expenses.”

Malrec gave him a long look.

”Blackwood has damaged you.”

Brother Caelen walked past.

”He arrived damaged.”

Kael stared after him.

”I heard that.”

”I expected you to.”

Their rooms had already been reserved.

Kael’s was slightly larger than everyone else’s.

He disliked that until Edwin’s absence reminded him there was nobody here to complain to.

Then he decided to accept it.

Darius’s room was beside his.

Elias and Marcus shared one farther down the hall.

Elias immediately complained.

”I am almost a knight.”

Marcus dropped his travel bag beside one bed.

”So?”

”I expected my own room.”

”Why?”

Elias paused.

”I don’t know.”

Marcus smiled.

”Borrowed expectations.”

Elias threw a glove at him.

Kael continued walking.

Good.

They were learning.

Dinner at the travelers’ house was communal unless guests paid for private dining.

Malrec refused to.

Kael approved.

Mostly.

Then he realized communal dining meant people stared at him.

He reconsidered.

A long room occupied most of the ground floor.

Wooden tables.

Simple benches.

Food served from the kitchen through a wide opening along one wall.

Stew again.

Bread again.

Kael suspected the northern road was trying to teach him humility through repetition.

He sat with Darius, Elias, Marcus, Malrec, Brother Caelen, Sister Meriel, Jessa, and Merric.

Perrin and Tavin joined another table with several Church guards.

Conversation remained quiet at first.

Then an elderly man two tables away stood.

He looked toward Malrec.

”Archdeacon?”

Malrec turned.

”Yes?”

”May I ask for a blessing?”

”Of course.”

The man approached.

Malrec stood.

No ceremony.

No announcement.

The elderly traveler explained that his wife was ill and they were traveling to a healer farther north.

Malrec listened.

Asked her name.

Asked where she was.

Then went to the adjacent room with him.

Kael watched.

Brother Caelen kept eating.

Kael looked toward him.

”Does that happen often?”

”Yes.”

”He stops for everyone?”

”No.”

”What determines—”

Brother Caelen raised his spoon.

Kael stopped.

”Fine.”

Marcus smiled.

Several minutes later Malrec returned.

No one applauded.

No one seemed surprised.

He sat and continued eating.

Kael did not ask what happened.

That seemed like progress.

Then another traveler approached.

This one was a merchant.

Kael prepared for another blessing.

Instead, the man said, ”Archdeacon, the prior here says you cannot review my contract dispute.”

Malrec stared at him.

Kael stared too.

The merchant continued. ”I was told a senior Church official could—”

”No.”

”But—”

”I am Regional Examiner of Knightly Conduct.”

”Yes.”

”That title contains neither merchant nor contract.”

The man frowned.

”But you are an Archdeacon.”

”Yes.”

”Surely—”

Malrec pointed toward Brother Caelen.

”He understands commercial forms better than I do.”

Brother Caelen froze with his spoon halfway to his mouth.

Kael smiled.

The merchant turned.

Brother Caelen looked toward Malrec.

The Archdeacon returned to his stew.

Brother Caelen slowly lowered the spoon.

”I hate you.”

Malrec did not look up.

”Church discipline.”

Kael laughed hard enough that Darius looked disappointed.

After dinner, Kael walked through Varenford.

Not alone.

Darius refused that suggestion before Kael finished making it.

Jessa came too.

Three people.

No formal procession.

Kael wore a plain travel coat with no visible Imperial colors beyond a small clasp.

He still got recognized twice.

That was manageable.

Varenford after sunset remained active.

Travel towns did not sleep early.

Wagons arrived.

Stable hands worked by lantern.

A bakery near the southern bridge was still selling tomorrow’s bread to caravans departing before dawn.

A group of off-duty soldiers drank outside an inn.

Two children carried buckets from a public well.

Kael noticed something else.

Nobody seemed surprised by strangers.

Blackwood still noticed arrivals.

A new family became conversation.

An unfamiliar wagon drew eyes.

Varenford existed because people passed through.

Movement was part of its identity.

Kael stopped near the river.

The stone bridge reflected lantern light from both banks.

Darius stood beside him.

”What are you thinking?”

Kael smiled.

”You finally asked.”

”I am reconsidering.”

”Too late.”

Kael looked across the town.

”Blackwood is starting to attract people because of what we are building.”

”Yes.”

”Varenford exists because people are going somewhere else.”

”Yes.”

”That changes everything.”

”What?”

”Businesses. Housing. Roads. Policing. Storage. Even how people treat strangers.”

Darius nodded.

”A town built around movement develops differently from one built around land.”

Kael looked toward him.

”You knew that.”

”Yes.”

”You could have told me.”

”You would understand less.”

Kael frowned.

Darius continued. ”You have read about trade towns.”

”Yes.”

”Now you are standing in one.”

Fair.

Kael looked toward the warehouses.

He thought of Seabreak, Victor’s territory.

Ports would take this principle further.

Ironreach, Adrian’s domain, would shape towns around military supply and frontier movement.

Greenhaven around agriculture.

Frostmarch around winter storage and defense.

Blackwood around whatever it eventually became.

The fifteen territories could not simply be administrative colors on a map.

People lived inside geography until geography became habit.

Kael looked north.

Tomorrow the road would carry them toward Rellin Cross.

Beyond that the Arven.

Beyond the river, Solmara.

Jessa stood several steps away watching the street.

Kael looked toward her.

”What feels different to you?”

She glanced over.

”Here?”

”Yes.”

She thought.

”Too many exits.”

Kael raised an eyebrow.

Jessa pointed toward the streets.

”Three major roads. River access. Smaller farm routes. If trouble starts, people can scatter in six directions.”

Kael smiled.

Of course.

He had seen commerce.

She saw security.

Darius asked, ”Good or bad?”

”Both.”

Jessa continued. ”Harder to trap the town. Harder to control movement. Easier for smugglers. Easier for civilians to flee fire.”

Kael nodded.

Different people noticed different things.

Cassian’s words again.

Perhaps that was another reason governing alone was dangerous.

Kael could stand on the same bridge with Jessa and see an entirely different town.

They returned to the travelers’ house before the gates were closed for the night.

Malrec was sitting in the courtyard beneath a covered walkway, reading the same book Kael had interrupted earlier.

Kael approached.

The Archdeacon looked up.

”You walked.”

”Yes.”

”Improved Varenford?”

”No.”

Malrec appeared pleasantly surprised.

Kael sat across from him.

”I learned something.”

”That is safer.”

”Blackwood feels young.”

Malrec closed the book around one finger.

”Compared with Varenford?”

”Yes.”

”Varenford is not particularly old.”

”That isn’t what I mean.”

Malrec waited.

Kael searched for the right words.

”In Blackwood, people still notice change as change.”

Malrec listened.

”A repaired road is new. The Guild is new. The clinic is new. New families are new. People remember what existed before.”

”Yes.”

”Here, most systems feel normal because they were already present before the people using them.”

Malrec nodded slowly.

”And?”

Kael looked toward the courtyard.

”That probably changes what people tolerate.”

”How?”

”If something has always been broken, people may stop describing it as broken.”

Malrec’s expression sharpened.

Kael continued. ”But the opposite too. If something has always worked, people might not understand how much effort keeps it working.”

For several seconds Malrec said nothing.

Then he reopened his book.

”Good.”

Kael sighed.

”You could use more words.”

”I could.”

”You choose not to.”

”Yes.”

Kael stood.

Malrec returned to reading.

Kael took two steps.

”Tomorrow, Rellin Cross?”

”Yes.”

”Anything I should know?”

Malrec did not look up.

”It is a market town.”

”That is all?”

”No.”

Kael waited.

Malrec turned a page.

”Go to sleep.”

Kael frowned.

He walked inside.

Upstairs, most of the travelers’ house had become quiet.

He passed Elias and Marcus’s door.

Voices came from inside.

Marcus was apparently trying to sleep.

Elias was apparently asking what happened if he forgot one line of the oath.

Marcus told him the Church would probably execute him.

Elias told him that was not funny.

Marcus disagreed.

Kael smiled and kept walking.

His own room overlooked the northern road.

He stood at the window before sleeping.

Varenford’s last wagons moved beneath lanterns.

Some traveled south toward Aurelia.

Some west.

Some east.

A few north.

Tomorrow Kael would follow them.

For most of his life, the Empire had existed around Aurelia.

The capital.

The palace.

The Council.

The Legions.

The Imperial family.

Blackwood had started teaching him that an Empire was not its capital.

The road was teaching him something else.

An Empire was also the thousands of ordinary places between important ones.

Places princes rarely remembered.

Bridges.

Road stations.

Travel towns.

Warehouses.

Farms.

Inns.

Notice boards.

Drainage ditches.

People whose names never entered history but whose work allowed everyone who did enter history to reach where they were going.

Kael looked north.

Solmara still waited several days away.

For once, he was glad the road was taking its time getting there.
