The Imperial System: Architect of an Empire

Harven Toll did not run.

That disappointed several people in Blackwood who had apparently decided his guilt before breakfast.

Kael learned this when he entered the manor’s smaller administrative room and found Galahad standing beside the window, Edwin seated at the table with three contract ledgers open before him, and Darius reading a written statement from the guard sent to Toll’s lodging the previous evening.

The broker had received Blackwood’s request shortly after sunset, complained about the hour, asked whether he was under arrest, been told he was not, and then remained exactly where he was supposed to be.

Kael took the empty chair.

”So either he has nothing to hide or he understands that running would make him look guilty.”

Galahad glanced over. ”Or he has something to hide and thinks staying makes him look innocent.”

Kael frowned. ”That is annoyingly unhelpful.”

”It is also true.”

Darius lowered the report. ”Which is why you question people before deciding what their behavior means.”

Kael looked toward Edwin. ”Does everyone rehearse these lessons before I arrive?”

”No, Your Highness. You simply provide frequent opportunities.”

Kael ignored that and looked down at the contracts Galahad had gathered. Harven Toll’s name appeared on all three. Different clients. Different specialists. Different secondary buyers. None of the arrangements were identical, but the pattern was difficult to miss once someone placed the pages beside one another.

Toll did not create dangerous work.

He connected people already performing one task with another person willing to pay for something nearby.

Sometimes that was harmless.

A caravan guard might earn extra coin recovering bandit weapons after a fight.

A hunter clearing burrowing pests might sell usable venom sacs.

A ruin-clearing crew might return with stone fragments somebody wanted for study or decoration.

The problem was not automatically the second payment.

The problem was what that payment encouraged people to do after the original job changed.

Kael tapped the Eastmere document. ”Did Toll know the hunters would enter the den?”

Galahad shook his head. ”Not according to anything written.”

”Did the buyer tell him ashmaws were there?”

”No written evidence.”

”Do we know who the buyer is yet?”

”Yes.”

Kael looked up.

Galahad slid another page across the table.

”Master Orris Meln. Licensed alchemical supplier based two towns south of Blackwood’s border. Buys monster glands, venom sacs, heat organs, preserved bone, and several kinds of magical animal material.”

Kael recognized the surname from older regional records, though not the man himself.

”Legal business?”

”As far as we can tell.”

”Any history with Toll?”

”Regular.”

”Any history with ashmaws?”

Galahad nodded. ”He bought ashmaw materials twice during the last three years.”

Kael leaned back.

That sounded suspicious.

Which meant it probably proved much less than it sounded like.

Darius watched him.

Kael sighed. ”I know. No assumptions.”

”Good.”

”You’re enjoying this.”

”No.”

Kael did not believe him.

A knock came at the door.

Edwin looked toward it.

”Enter.”

Harven Toll walked in without escort.

That was Kael’s first surprise.

The second was that he looked nothing like the kind of man stories usually placed between dangerous contracts and dead hunters.

Toll was in his late forties, broad through the middle, carefully shaved, and dressed in a brown traveling coat of good quality without being expensive enough to imitate nobility. His fingers carried ink stains rather than sword calluses, and a leather document case hung from one shoulder.

He bowed appropriately.

”Your Highness.”

Kael gestured toward the chair opposite him.

”Sit.”

Toll sat.

He looked at Darius.

Then Galahad.

Then Edwin.

His expression tightened slightly when he noticed the ledgers.

”I assume this concerns Eastmere.”

”It does,” Kael said.

”I heard you found one of them.”

”Meya Hart is alive.”

Relief appeared quickly enough that Kael believed at least part of it.

”And Berren?”

Kael held his gaze.

”Dead.”

Toll looked down.

For several seconds, no one spoke.

When Toll finally answered, the professional smoothness had gone out of his voice.

”Damn.”

Kael watched him carefully.

”Did you know him?”

”I had arranged work for him for nearly five years.”

”And Meya?”

”Twice.”

”Rellis?”

”Several times.”

Kael nodded.

”Then tell me what happened.”

Toll frowned. ”You already have Rellis.”

”I want your version.”

The broker sat back slightly.

”Eastmere sent me a livestock request eleven days before the hunters left. Two goats gone, one fence broken, rooting near the eastern field. Farmer suspected a ridgeback.”

”Did you visit?”

”No.”

”Why not?”

”Because I would spend my entire life riding between broken fences if I personally inspected every village request.”

Kael could not dismiss that.

Toll continued. ”Eastmere has used me before. Their steward described the tracks. Ridgebacks are common enough. I posted the request.”

”Why those three?”

”They had worked together twice and were available.”

”Experienced?”

”Yes.”

”Experienced enough for ashmaws?”

Toll’s jaw tightened. ”If I had known there were ashmaws, the contract would not have been written that way.”

Kael watched him.

”That wasn’t my question.”

Toll paused.

”Together? Maybe one or two, depending on age and terrain. A den? No.”

Darius’s expression did not change.

Kael asked, ”When did Orris Meln enter the arrangement?”

Toll looked toward Galahad.

Galahad gave him nothing.

”Two days after the contract was posted.”

”Why?”

”He knew hunters were heading south.”

”How?”

”I told him.”

Kael rested both hands on the table.

”Why?”

”Because Orris buys monster materials. He regularly asks what hunters are traveling through regions where useful species might be found.”

”Did he mention ashmaws?”

”Yes.”

The room became still.

Kael felt his attention sharpen.

Toll immediately continued. ”Not because he knew there was a den.”

”Then why?”

”He said ashmaw migration had been reported farther south after the warm season. He asked me to offer a standing bonus if the hunters encountered one.”

Kael stared at him.

”Standing bonus.”

”Yes.”

”Was that written?”

”No.”

”Why?”

Toll hesitated.

That was the first hesitation Kael truly disliked.

Galahad spoke. ”Answer.”

Toll looked toward him.

”You know how independent work operates.”

”I do.”

”Then you know half the small arrangements in these districts never reach formal parchment.”

Galahad’s expression hardened.

”That does not make them good.”

”I didn’t say it did.”

Kael leaned forward.

”Did Rellis, Berren, and Meya know the bonus was optional?”

”Yes.”

”Did they know it was separate from the Eastmere contract?”

”Yes.”

”Did Eastmere know?”

”No.”

”Why not?”

”Because Eastmere wasn’t paying it.”

Kael shook his head. ”That is not an answer.”

Toll frowned.

Kael continued. ”If three people hired to solve one village’s problem decide to extend their work three miles farther into dangerous territory because you introduced another source of payment, the original client has lost control of what they actually hired.”

Toll looked toward the contracts.

”That happens.”

”That is exactly the problem.”

The broker’s expression became more defensive.

”Your Highness, independent hunters are not Imperial soldiers. They take opportunities. They sell hides. They harvest parts. They accept overlapping work when routes match. That is how many of them survive.”

Kael stopped.

That was also true.

Galahad looked toward him, waiting.

Kael resisted the urge to turn the conversation into a debate.

Instead, he asked, ”Did you tell them ashmaws had been reported farther south?”

Toll’s silence answered first.

Kael’s expression changed.

”You didn’t.”

”I told them there was a bonus for ashmaw material.”

”That is not the same thing.”

”No.”

”Why?”

Toll looked uncomfortable now.

”Because the report was vague.”

”How vague?”

”Two traders claimed they saw burned carcasses near the south road. Another hunter reported tracks he thought might be ashmaw. Nobody confirmed anything.”

Kael looked at Galahad.

Galahad’s jaw had tightened.

Kael turned back to Toll.

”So you had unconfirmed information suggesting a dangerous species might have moved into the region.”

”Possibly.”

”And instead of adding that uncertainty to the contract, you turned it into an opportunity for extra payment.”

Toll’s face hardened.

”When you say it like that—”

”How should I say it?”

Toll did not answer.

Kael looked down at the old Eastmere contract.

Probable ridgeback boar.

That phrase looked different now.

There had been another piece of information.

Unconfirmed.

Uncertain.

But relevant.

It had not reached the hunters as danger information.

It had reached them as a bonus.

Kael felt anger rising.

Not because Toll had knowingly sent them to their deaths.

That would have been simpler.

This was worse in a quieter way.

Toll had taken uncertainty and packaged it according to what benefited his business.

Darius spoke before Kael could.

”Did you believe the ashmaw report?”

Toll looked toward him.

”No.”

”At all?”

”I believed it was possible.”

”Enough to mention the material buyer.”

Toll looked away.

Darius nodded once.

That was enough.

Kael asked, ”What percentage do you take from Orris?”

”Five.”

”From the hunters?”

”Usually three from arranged work.”

”So if the original assignment expands into a more profitable harvest, you earn more.”

”Yes.”

”Did that affect your judgment?”

Toll’s first response nearly came too quickly.

”No.”

Then he stopped.

Kael waited.

The broker looked at the contracts.

”I don’t know.”

That answer changed the room.

Toll rubbed one hand over his jaw.

”I’ve arranged hundreds of jobs. Most end normally. Farmer pays hunter. Merchant pays guard. Somebody wants claws, hides, glands, or salvage, and I connect them. Nobody thinks much about it when everyone comes back.”

Kael said nothing.

Toll continued. ”You want me to say I knew those three would chase ashmaws because of the bonus. I didn’t.”

”I don’t.”

Toll looked up.

Kael held his gaze. ”I want to know whether your system made it easier for everyone to ignore the danger.”

The broker was quiet.

Then he said, ”Maybe.”

Galahad sat down beside the table.

”That is the first useful answer you’ve given.”

Toll looked toward him sharply.

Galahad continued. ”You are not being accused of murder.”

”Feels close.”

”Then stop defending yourself against an accusation nobody made.”

Kael glanced toward Galahad.

That was why he was here.

Galahad had spent years on the other side of these contracts.

He understood what fear sounded like when a broker realized a bad arrangement might become public responsibility.

Kael asked, ”Where is Orris Meln?”

”Southwatch.”

”Will he speak with us?”

Toll gave a humorless smile.

”If you send the Imperial prince’s name, probably.”

Kael shook his head.

”No.”

Toll looked surprised.

”Galahad will request records of the offer first.”

Kael looked toward Galahad. ”Dates. Amount. What information Orris had. Where he got the migration report. Whether he sent anyone else into the area after the hunters disappeared.”

Iris’s broken preservation vial sat wrapped in the evidence drawer nearby.

Galahad nodded.

”And Toll?”

Kael looked at the broker.

Toll met his gaze uneasily.

”Do you intend to continue arranging contracts?”

Toll blinked.

”If I’m allowed.”

”That isn’t what I asked.”

The broker thought.

”Yes.”

Kael nodded.

”Then you are going to help Galahad.”

Toll stared.

Galahad looked equally surprised.

”With what?”

Kael pointed at the contracts.

”Show him how brokers actually work.”

Toll frowned.

”Why?”

”Because if we write Guild procedures assuming every independent contract looks neat on parchment, we’ll build something useless.”

Galahad’s surprise disappeared.

Kael continued. ”I want the ugly version. Side payments. Verbal arrangements. Clients who understate danger because they’re desperate. Hunters who exaggerate capability. Brokers who make money when work expands. Buyers who influence missions without appearing on the original contract.”

Toll stared at him.

”You want me to explain everything wrong with my profession.”

”No.”

Kael looked at the three old contracts.

”I want you to explain why people keep using it anyway.”

That silenced him.

Because Blackwood could not simply declare the existing system foolish.

It existed for reasons.

Speed.

Flexibility.

Trust.

Local knowledge.

Low administrative cost.

People like Toll survived because villages needed someone who knew who was available and where.

Destroying that network because it contained bad incentives could leave communities with nothing.

Kael remembered Augustus.

What should never be standardized?

Maybe this was part of the answer too.

If the Guild replaced every local broker, it might destroy relationships that worked because a person knew the roads, families, hunters, farmers, and habits of a region.

But if the Guild ignored those relationships, the same hidden dangers would continue.

Kael looked toward Galahad.

”Do not absorb his business.”

Toll blinked.

Galahad understood immediately.

”Use it?”

”Learn from it.”

Kael nodded toward Toll. ”If the Guild opens and every broker becomes an enemy, they will hide information from us.”

Toll slowly leaned back.

”And if we cooperate?”

”Then perhaps you become part of the information network.”

Galahad folded his arms.

”Under rules.”

Kael looked toward him.

”Principles.”

Galahad smiled.

”You’re getting annoying.”

”Good.”

Darius’s expression suggested he approved despite himself.

Toll looked between them.

”What exactly are you building?”

Kael considered the question.

Months ago, he would have had an answer ready.

Ranks.

Contracts.

Parties.

Registration.

A headquarters.

Now the answer felt less tidy.

”I don’t know yet.”

Toll laughed once.

Then realized Kael was serious.

”That is not reassuring.”

”It shouldn’t be.”

Kael pushed the Eastmere contract toward him.

”Something that would have made this page more honest.”

Harven Toll left the manor an hour later with no chains, no formal accusation, and an appointment to return the following morning with five years of contract records.

Blackwood’s rumor network found this deeply unsatisfying.

Kael discovered that during lunch.

Lily entered the dining room carrying a tray, placed it on the table, and said, ”Half the market believes you arrested him.”

”I didn’t.”

”The other half believes you secretly released him because he works for a noble.”

”He doesn’t.”

”Someone has already decided Orris Meln is a foreign assassin.”

Kael stared.

”He’s an alchemical supplier.”

”I know.”

”How did we get to assassin?”

Lily shrugged. ”People are creative when they have incomplete information.”

Darius, seated farther down the table, looked toward Kael.

Kael sighed.

”Imperfect information.”

”Yes.”

”Everything is becoming one of Father’s lessons.”

Darius returned to his meal.

”That is because most political problems existed before your father explained them.”

Victor entered halfway through lunch wearing training clothes and carrying a wooden practice sword.

He looked toward the food.

Then Kael.

”Why is everyone talking about a dead hunter?”

Kael’s expression tightened.

”Because people talk.”

Victor sat.

”What actually happened?”

Kael gave him the shortened version.

Rellis survived.

Berren died.

Meya had been found alive.

There were ashmaws.

A private bonus had encouraged the hunters to continue beyond the original work.

Someone carrying preservation equipment had been near the den after the attack.

Toll had known unconfirmed ashmaw reports existed but had not communicated them properly.

Victor listened more seriously than Kael expected.

When Kael finished, he asked, ”So Toll caused it?”

”No.”

Victor frowned. ”But he hid the ashmaw report.”

”He failed to communicate it.”

”That sounds like causing it.”

Kael shook his head.

”The hunters also decided to continue after seeing the burned boar. Berren wanted to draw one out. Meya wanted to leave. Rellis agreed to continue. Orris offered the money. Eastmere described what it thought was a ridgeback. Nobody knew the full picture.”

Victor considered that.

”So everyone was partly responsible.”

”Maybe.”

”That’s worse.”

Kael looked toward him.

Victor leaned back.

”If one person caused it, you punish him.”

”Yes.”

”But if everyone made one bad decision?”

Kael nodded.

”Then you have to fix more than a person.”

Darius looked toward both of them.

Victor caught it.

”What?”

”Nothing,” Darius said.

Victor narrowed his eyes.

Kael smiled.

”You are becoming reasonable.”

Victor immediately looked offended.

”Stop saying that.”

The clinic sent word shortly after midday.

Meya Hart was awake.

Kael did not go immediately.

That was harder than he expected.

Instead, he waited until Liora sent a second message confirming Meya had eaten, rested, and specifically asked to speak with the people investigating what happened.

Then Kael went with Galahad.

Darius remained at the manor.

That was deliberate.

Meya had just survived more than a week injured and alone.

She did not need the Empire’s Shield standing over her bed while she tried to remember the worst day of her life.

The clinic was quieter than the previous night.

Rellis remained in another room and had already been told about Berren.

Kael had not visited him yet.

One difficult conversation at a time.

Liora met them upstairs.

”Ten minutes.”

Kael looked at her.

”Fifteen.”

”Ten.”

Galahad smiled.

Kael sighed.

”Ten.”

Liora opened the door.

Meya Hart looked worse while fully awake.

Not physically.

There was more awareness in her face now.

More understanding.

Her dark hair had been washed, revealing a cut above one eyebrow. The injured leg remained elevated beneath blankets, and her left arm was strapped close to her body. She watched Kael and Galahad enter with the alertness of someone whose body could not move quickly enough to match her mind.

Kael sat near the bed.

”How are you feeling?”

”Like I fought a hill.”

Galahad glanced toward her leg.

”Who won?”

”The hill.”

That was probably a good sign.

Kael smiled faintly.

”We don’t need everything today.”

”I know.”

”You can stop whenever you want.”

”I know.”

Kael looked toward Galahad.

Galahad remained standing near the wall.

Meya noticed.

”You’re Charney.”

Galahad raised an eyebrow.

”You know me?”

”I know the name.”

”Good or bad?”

”Depends who is telling the story.”

”Fair.”

Meya looked toward Kael.

”What do you want to know?”

Kael thought about the first question.

Then decided it mattered.

”What did you think the job was when you accepted it?”

Meya’s expression changed slightly.

”A livestock clearing.”

”Meaning?”

”Find whatever was taking animals. Kill it if necessary. Drive it away if possible.”

”Destroy the den?”

”No.”

”Harvest ashmaw parts?”

”No.”

”When did that become part of it?”

”After Toll mentioned the buyer.”

Kael nodded.

”Before you left Eastmere?”

”Yes.”

”Did you know there had been possible ashmaw reports?”

Meya stared at him.

”No.”

There it was.

Cleanly.

Kael did not react.

Galahad asked, ”Would it have changed whether you accepted the contract?”

”The village contract? Maybe not.”

Kael looked toward her.

Meya continued. ”Three experienced hunters can investigate possible ashmaw signs. But I would have packed differently. More burn salve. Different arrows. And I would have wanted another person.”

”What about pursuing the den?”

”No.”

”Even with the bonus?”

Meya’s mouth tightened.

”Before seeing the signs? Probably not.”

”And afterward?”

She looked toward the window.

”After we found the boar, I wanted to leave.”

Kael remembered Rellis saying the same thing.

”Berren didn’t.”

”No.”

”Why?”

”He thought we could take one.”

”Because of the money?”

Meya hesitated.

”Partly.”

Kael waited.

She looked back at him.

”Berren needed money.”

That was new.

”For what?”

”His daughter’s marriage settlement.”

Kael felt something shift.

Not greed.

Not simply.

Meya continued. ”He’d been taking more work for months.”

Galahad asked quietly, ”Did Toll know?”

”Probably.”

”Did you?”

”Yes.”

Kael looked down.

There it was again.

People were not components.

Berren had not been a reckless hunter who saw a larger payment and made a stupid decision.

He had been a father trying to gather money.

That did not make the choice safer.

It did change what the choice meant.

Meya’s fingers moved slightly against the blanket.

”I still told him no.”

Kael looked toward her.

”He said we had already tracked them that far. One ashmaw would have paid more than the whole Eastmere contract.”

”And Rellis?”

”He wasn’t sure.”

”But agreed.”

”Yes.”

”What about you?”

Meya’s jaw tightened.

”I stayed.”

Kael did not ask why immediately.

Meya answered anyway.

”Because they were my party.”

Galahad’s expression changed.

Kael understood.

Another responsibility no contract had written.

People followed each other into bad decisions because leaving someone alone could feel worse than staying.

That could not be fixed with a danger classification.

Kael asked, ”Did you enter the den?”

”No. We tried to draw one out.”

”Then the others came.”

”Yes.”

Meya closed her eyes briefly.

Kael waited.

When she continued, her voice was quieter.

”Berren went down first. Rellis got hit and fell. I went back for Berren.”

”You knew he was alive?”

”I thought he was.”

”Was he?”

Meya looked at him.

”For a little while.”

Kael did not ask for more.

She had already given enough.

After a moment, Galahad spoke.

”How did you escape?”

”One followed me. I got through the rocks where it couldn’t turn easily. Hurt my leg going down the slope. Lost my pack later. Followed water.”

”Did you see anyone else?”

Meya frowned.

That caught Kael’s attention.

”When?”

”Second night. Maybe third.”

She looked uncertain.

”I had a fever.”

”Take your time.”

”I saw lanterns.”

Kael and Galahad exchanged a glance.

”Where?”

”Farther west along the charcoal road.”

”How many?”

”Two. Maybe three.”

”Did they come near you?”

Meya shook her head.

”I hid.”

”Why?”

”I didn’t know who they were.”

”Did you hear them?”

”Not much. One said something about sacs.”

Galahad’s expression hardened.

”Heat sacs?”

”Maybe.”

”Did they mention Toll?”

”No.”

”Orris?”

”No.”

”Any names?”

Meya thought.

”No.”

Kael asked, ”Could they have known you were there?”

”I don’t think so.”

”Could they have been looking for survivors?”

She looked at him.

”No.”

The certainty surprised him.

”Why?”

”Because they were carrying harvest hooks.”

Galahad went very still.

Meya continued. ”People searching for survivors don’t bring that many jars.”

Kael remembered Iris’s broken vial.

Someone had gone to the area after the attack.

Likely to harvest ashmaws.

Maybe knowing the creatures were there.

Maybe after hearing about the missing hunters.

Those were different possibilities.

He would not combine them yet.

”Did you recognize their clothing?”

”One had a gray travel cloak. Another wore leather.”

”Symbols?”

”No.”

”Voices?”

”No.”

Kael nodded.

Enough.

He was about to stand when Meya looked toward Galahad.

”You’re opening the Guild.”

”Eventually.”

”Will this happen there too?”

Galahad did not pretend otherwise.

”Yes.”

Kael looked at him.

Meya did too.

Galahad continued. ”People will accept work they shouldn’t. Clients will lie. Adventurers will overestimate themselves. Information will be wrong. Parties will make bad choices.”

Meya’s expression remained unreadable.

”Then what’s the point?”

Galahad pulled the second chair closer and sat.

”That is what we’re trying to learn.”

Meya looked toward Kael.

Kael answered carefully.

”We cannot promise nobody gets hurt.”

”Obviously.”

”We cannot promise every contract will be accurate.”

”Then what can you promise?”

Kael thought about the answer he had almost written into policy yesterday.

Then he remembered why they had waited.

”We can make it harder for important information to disappear between people.”

Meya said nothing.

Kael continued. ”We can require someone to separate what is known from what is guessed. We can record when a second payment changes the job. We can make sure someone knows when a party is expected back.”

”That would’ve stopped us?”

”No.”

Kael answered immediately.

Meya studied him.

”No?”

”No. You might still have gone.”

”Berren definitely would have.”

Kael nodded.

”Then the Guild cannot save people from every decision they make.”

Meya looked toward her injured leg.

”So again. What’s the point?”

Galahad answered this time.

”Maybe Berren still goes.”

Meya’s face tightened.

”Maybe you still follow him.”

She looked at Galahad.

”But if the contract says there are unconfirmed ashmaw reports instead of making the first time you hear the word ashmaw part of a bonus offer, you prepare differently.”

Meya did not speak.

”If the second job has to be recorded separately, maybe someone asks whether three hunters are enough.”

Silence.

”If the Guild knows your expected return, the search starts earlier.”

Meya looked away.

That one landed.

Galahad continued more quietly.

”Maybe none of that changes Berren.”

He stopped.

”But maybe it changes the next three.”

Meya’s eyes closed.

Kael looked toward Galahad.

There was no triumph in his expression.

Good.

There should not be.

Liora appeared in the doorway.

”Time.”

Kael stood.

Meya opened her eyes again.

”Prince.”

Kael looked back.

”Yes?”

”Berren’s family.”

”We’re locating them.”

”They live near Bellhaven.”

Kael nodded.

”Thank you.”

Meya looked toward the blanket.

”Don’t tell them he died chasing monster money.”

Kael stopped.

She swallowed.

”Tell them he went back when the creatures surrounded us.”

Kael understood.

Both things could be true.

Berren had made a poor decision.

Berren had also held dangerous creatures back long enough for his companions to escape.

One did not erase the other.

”We’ll tell them what happened.”

Meya nodded.

Kael and Galahad left.

Neither spoke until they were outside the clinic.

Then Kael said, ”That needs to be in the Guild.”

Galahad looked at him.

”What?”

”Not Berren.”

Kael searched for the right words.

”The difference between recording a mistake and turning a person into the mistake.”

Galahad was silent for a moment.

”That’s not a rule.”

”I know.”

”Good.”

Kael looked at him.

”You sound surprised.”

”I am learning too.”

They walked back toward the manor.

Workers moved along the Guild roof in the distance, laying another line of tiles. The structure was close enough to completion now that Kael could imagine the front doors opening.

For the first time, he did not feel impatient.

There were too many things the building still did not understand.

At the manor, Edwin had another message waiting.

Kael saw the seal and immediately frowned.

Not the Church.

Not the Crown.

A commercial mark.

Galahad recognized it first.

”Orris Meln.”

Kael opened the letter.

The alchemical supplier had answered quickly.

He denied sending anyone to the ashmaw ridge after the hunters disappeared.

He also denied knowing there was a confirmed den before Rellis, Berren, and Meya accepted Eastmere’s work.

Then came the useful part.

Orris had not created the ashmaw migration report himself.

He had purchased it.

Kael read the next line twice.

”From who?”

Galahad leaned closer.

The letter named a traveling monster-material trader operating through the western and southern districts.

Kael did not recognize him.

Neither did Galahad.

Edwin did.

His expression changed slightly.

Kael noticed.

”You know the name.”

”Not personally.”

”Then?”

Edwin took the letter.

”His caravans have passed through Blackwood before.”

”Recently?”

”Twice during the last year.”

Kael waited.

Edwin looked up.

”He requested permission to buy monster materials directly from local hunters three months ago.”

”What happened?”

”I refused exclusive access.”

Kael’s expression sharpened.

”Exclusive?”

”He offered Blackwood a fixed annual payment in exchange for first purchasing rights on certain monster products collected within the territory.”

Galahad frowned.

”That is unusual.”

”Not unheard of,” Edwin said. ”Particularly in territories where local rulers prefer predictable revenue.”

Kael looked at the name again.

”Did he get access another way?”

Edwin’s expression tightened.

”I don’t know.”

That was enough to justify another question.

Not an accusation.

A question.

Kael handed the letter back to Galahad.

”Find out when his caravan last passed through the southern road.”

Galahad nodded.

”And if it matches the attack?”

”We ask why.”

Kael looked toward him.

”Only ask.”

”Yes.”

Darius entered from the corridor as if summoned by the existence of possible overreach.

Kael sighed.

”I already said we’re only asking.”

Darius stopped.

”I said nothing.”

”You didn’t need to.”

Galahad laughed.

Kael returned his attention to Orris’s letter.

The investigation was widening.

That could become dangerous in another way.

One broker.

One buyer.

One traveling trader.

One missing piece of information leading to another.

It would be easy to decide they had uncovered a hidden network before they actually had.

Kael refused to do that.

Maybe the trader had simply sold information.

Maybe Orris had offered a legal bonus.

Maybe Toll had communicated it badly.

Maybe three hunters had made one bad decision after another.

Sometimes tragedy did not require a mastermind.

Sometimes ordinary incentives were enough.

Kael looked toward the unfinished Guild through the window.

That might be the more important lesson.

If an institution was designed only to defend against evil men, it would fail against ordinary people behaving predictably.

People wanted money.

People took risks.

People protected friends.

People hid embarrassing mistakes.

People trusted familiar brokers.

People believed uncertain information when it benefited them and doubted it when it did not.

No ranking system could remove that.

No contract could eliminate judgment.

No badge could make human beings simple.

Augustus’s question returned.

What should never be standardized?

Kael stared at the papers covering the table.

Perhaps people.

Not because rules should never apply to them.

Because any system that forgot the difference between creating standards for behavior and assuming people themselves were standard would eventually stop seeing the individuals underneath its categories.

He did not know whether that was his answer yet.

But for the first time since Augustus asked the question, Kael felt he might be getting close.
