System Came When the Doctor was Thirty

Personnel Department, Director’s Office.

The spring sunshine is dazzling and gentle, suggesting very good weather.

But Xu Shenghua was in a terrible mood at the moment, so he simply threw his teacup aside: ”Du Yanke, why are you fixated on Lu Cheng in the emergency department?”

”I’ve already told you over the phone, his application for promotion to associate senior title follows proper procedures and processes.”

Job title promotion is managed by the hospital personnel department!

Promotion to associate senior title requires an examination, and the number of vacancies varies depending on the size of the unit, industry regulations, and local policies, without a unified national standard.

Relatively speaking, Xiangzhou People’s Hospital has more associate senior vacancies than Long County People’s Hospital, but the hospital must also uniformly apply for vacancies each year.

Du Yanke’s appearance is ordinary, his expression conflicted: ”Director Xu, what procedures does he follow? What processes?”

”Special procedures and processes?”

”He’s thirty years old, was promoted to attending physician at twenty-seven, and this is only his fourth year as an attending physician.”

”According to the regulations, one must work as an attending physician for at least five years after graduating from medical university; those with a master’s degree in clinical medicine must work as an attending physician for at least four years.”

”It’s in the official document, in black and white!” Du Yanke held up the basic requirements document for applying for associate senior title from the hospitals of Xiang Province, showing it to Xu Shenghua.

”Director Xu, I’m thirty-four years old, this is my eighth year as an attending physician, and I’ve been working longer than him...”

Xu Shenghua took out the ’Evaluation Form for Senior Professional Title Application Review Personnel from Units Affiliated with Hunan Provincial Health’: ”Professional Ethics (15 points), Academic Level (17 points), Work Ability (20 points), Work Performance (40 points), Foreign Language Proficiency (5 points), Computer Proficiency (3 points).”

”Come on, Lu Cheng’s form is here, show me where you can deduct points!”

”Come, do the deductions yourself!” Xu Shenghua pushed the evaluation form directly toward Du Yanke.

This form, Du Yanke had also submitted.

For professional ethics, everyone’s scores are about the same, no one dares to use this as a point of contention, basically around 18-19 points, Lu Cheng got 18 points, and he got 19 points.

One point more.

In academic level out of 17 points, education degree accounts for 5 points, bachelor’s degree 2 points, he has a master’s, which is 3 points!

So there’s another point more.

For academic papers 5 points, Lu Cheng got full score. Very detailed explanation: Meeting review conditions, publicly published papers each get 1 point (Recognized journal directory see Xiang Province Human Development [2015] No. 24 document), SCI papers each get 2 points, up to 5 points.

He only got 3 points. Even.

For research projects, scientific and technological innovation (7 points), Lu Cheng got a whole 6 points!

He only got 2 points, a difference of 4 points.

Seeing Du Yanke closely examining the fine print, Xu Shenghua said: ”No need to look further, Lu Cheng leads a provincial project, ranking first, and participated in setting up three provincial projects, ranking second.”

”Look at the fine print below, project establishment and closing ranked top three can score (according to the corresponding level base multiplied by the coefficient, rank one*1, rank two*0.6, rank three*0.3.”

”Established projects (department-level, city-state level) each have a base of 1 point, provincial base of 3 points, national base of 5 points.”

”3+5.4, a total of eight points, yet we thought it too outrageous and deducted a point.”

Xu Shenghua continued: ”Work ability, given him 19 points, you 17 points, considering your concerns, do you have any objections?”

The small print notes: Adopting a personal performance report format, the employing unit establishes a scoring group to evaluate the master of knowledge and skills based on professional characteristics.

Especially the mastery of new theories, new knowledge, new technologies, and the handling of patient management, medical core systems, and the ability to analyze and judge difficult and critical conditions!

There have long been official documents emphasizing the importance of new theories, new knowledge, new technologies.

”We’ve looked into it, Lu Cheng’s new technology is not just new in Xiangzhou, but in the whole province, even more broadly speaking, it’s new in the whole nation, it’s globally new technology.”

”Such talent, if went to the province, would definitely be given preferential treatment, I wonder why you guys don’t understand?”

Du Yanke raised his head: ”Director Xu, but, he hasn’t met the requirement for applying for associate senior years!”

Xu Shenghua cursed: ”His exceptional application form is signed by a leader in the Provincial Health and Health Commission, go find him!~”

”Let him withdraw Lu Cheng’s application form!”

”I told you, don’t be obsessed with whether one is qualified to apply, can you understand human language?”

Du Yanke kept his head down looking meticulously at the clauses, admitting defeat.

Actually, others’ score sheets shouldn’t have been shown to him, but Du Yanke was so bothersome that he made Xu Shenghua’s head numb and emotions ferment.

Only then did he want him to give up.

”Isn’t it all about connections?” Du murmured.

”You?” Xu Shenghua was angry inside, feeling Du Yanke was hopelessly foolish, but he wasn’t his own subordinate, he shouldn’t need to teach him these things.

Years in professional posts (10 points), application for associate senior title requires 5 years in professional posts for 1 point, each additional year is an additional 1 point, up to 10 points.

Lu Cheng scored 1 point, Xu Shenghua worked for 9 years, scoring 5 points. The score evens.

Years in current position (10 points), appointment qualifies for 5 points at the start of the current position (each year added to current position is an additional 1 point, up to 10 points.)

Lu Cheng scored 5 points, Du Yanke 7 years 7 points. Two more points.

Professional workload (5 points); they tied.

Xu Shenghua also scored two more points.

Work quality (15 points), Lu Cheng scored 14 points, Xu Shenghua 11 points, both excellent level. Lu Cheng gets one more point.
