Chapter 493: A Meeting That Determines the Future Landscape

”Lord Amamiya, regarding this provincial governor position, what are your plans?”

Homura asked.

He naturally understood that the most crucial positions in the entire Shinobi World were within the twelve-member council established by Kenichi, but that council was certainly out of reach.

However, the position of provincial governor was still worth considering.

”This position will be filled based on merit, and there are also certain age requirements. If one is too old, it won’t work.”

Kenichi glanced at Homura.

This old man, at his age, still wanted to occupy a position in the Land of Flame?

It would be one thing if Homura had any actual ability.

But Homura and Koharu were merely two scoundrels who had sucked the blood of Konoha.

Allowing them to enjoy their old age was already Kenichi showing leniency, giving these two old leaders who had taken the initiative to surrender some face.

If they still coveted the position of provincial governor, Kenichi would not mind purging the families of these two old men.

Homura opened his mouth, then sighed and said nothing more.

He naturally understood Kenichi’s unspoken meaning.

In short, Kenichi had no intention of letting them serve as governors.

However, this made the heads of the other clans somewhat eager to try.

According to Kenichi’s system, Kenichi, as the monarch, held the highest status.

Next was the twelve-member council, which held decision-making power over policies and similar matters.

Below that were provincial governors, then city governors, and so on, descending level by level.

Moreover, Kenichi had also directly stated that there was a path for officials to be promoted.

With sufficient merit and political achievements, one could climb step by step, and reaching the twelve-member council was not impossible.

It would not be the hereditary system of the past.

This system was more competitive, and it would encourage everyone to focus solely on achieving political accomplishments.

”However, becoming an official also comes with a restriction. Governors at the county level and above will need to have parasites implanted.”

Kenichi spoke calmly.

This statement made the expressions of the ninja present turn unpleasant.

They knew that the ninja of the Land of Flame had all been implanted with parasites.

This intelligence had already been shared.

Those parasites seemed capable of influencing the host’s will and spirit, making them fanatically serve Kenichi, even dying for him without complaint.

”Don’t be so nervous. Parasites aren’t as terrifying as you think. The parasites implanted in governors at the county level and above can help them cultivate ninjutsu, and they can also cultivate Sage Mode, strengthening their power.”

Kenichi calmly picked up his teacup and took a sip, smiling as he looked at the ninja before him.

”At the same time, I won’t let the parasites affect the governors’ personal thoughts and positions. They will only restrict them from engaging in corruption and bribery.”

Parasites were a crucial tool Kenichi used to maintain the long-term stability of the nation.

They could ensure that governors focused on serving the country and prevent them from engaging in corruption and bribery, thereby maximizing the integrity of governance.

At the same time, Kenichi would also improve the welfare of officials, preventing a situation where even dogs would refuse to become officials.

Clean governance had always been a global problem, and Kenichi naturally did not have any particularly good solution.

Unless he researched Izanagi, and an Izanagi that could be used on a group, then every official could be subjected to Izanagi upon taking office.

Otherwise, relying on the integrity of officials would only depend on their personal character.

It was better to use parasites as a restriction.

But at the same time, the welfare of the officials themselves could not be ignored.

Otherwise, no one would be willing to become an official, and that was also unacceptable.

Therefore, a two-pronged approach was the most stable method.

The ninja present looked at one another, but said nothing.

After all, they had already surrendered.

What more could they say?

It was already quite good that Kenichi was willing to introduce these promotion systems.

”Taxation and legal provisions will also change. I will send each of you a copy. Afterward, nationwide reforms and popularization will be carried out simultaneously. In the future, if a ninja kills someone without cause, they will also be sentenced, with the highest penalty being death.”

Kenichi continued, but after the changes to the power system, not many people paid attention to laws and taxation.

”Lord Amamiya, what will the status of ninja be in the Shinobi World in the future?”

Darui asked.

Shinobi World, Shinobi World.

Just hearing the name showed the world’s connection to ninja.

However, Kenichi’s measures seemed to favor ordinary people more.

So what should ninja do?

Kenichi pinched his brow.

This was indeed a problem.

”As for ninja, you can do whatever you want. If you want to live and work as an ordinary person, that’s fine. Or you can naturally take on missions at the mission hall. However, in the future, ninja missions will also be reformed. There will be no more war-related missions. Most will be related to public order and construction.”

Kenichi produced another document.

He had naturally thought about the issue of how to settle ninja, but it had to be said that this problem was very difficult.

So Kenichi’s final decision was to let the ninja decide for themselves what they wanted to do.

Whether they wanted to engage in business, open restaurants, or enlist in the military, all were permissible.

”However, the military currently primarily recruits ninja, so ninja can also gain promotions in the military. As for the promotion methods and ranks, you can see for yourselves.”

Kenichi had Shiori distribute the information.

Ninja were too strong.

Therefore, making them the violent enforcement agency of the Land of Flame was the best method.

The police would be staffed by ninja.

The army would also be staffed by ninja.

Kenichi had also uniformly chosen to copy an existing system.

Ninja military ranks could go all the way up to general.

As for ordinary people, after being equipped with firearms, they would become the most ordinary soldiers.

They could only advance further in military rank by becoming ninja, giving ninja a distinct advantage in this regard.

”These military ranks... The world currently only has one country. Is there a need for an army?”

A looked at the items in his hand, somewhat puzzled.

According to his thoughts, with only one country in the Land of Flame now, even if there was a need for an army, it should not be very large.

Because as long as Kenichi did not die, the Land of Flame would not fall into chaos.

But the military system Kenichi had produced looked very mature.

This made him wonder what Kenichi was planning to fight.

There were no enemies for him to fight now.

The ninja present were also somewhat confused.

Hadn’t the entire Shinobi World already surrendered?

”Have you ever heard a saying? ’In this Chapter, I am invincible. In the next Chapter, enemies descend from the heavens.’”

Kenichi shrugged.

The ninja present became even more bewildered.

Most of them looked up at the ceiling.

Enemies from the heavens?

Were there enemies in the sky?

”Gentlemen, in my opinion, the wars in the Shinobi World are just petty squabbles, fighting over such a broken place. What is there to fight over? Aren’t you curious whether there are other planets suitable for us to live on in the vast sea of stars?”

Kenichi asked, but many of the ninja were utterly confused.

They completely did not understand what Kenichi meant.

Kenichi had no intention of explaining.

At present, expecting the people of the Shinobi World to understand concepts like the universe and planets was too difficult.

Ever since its birth, the Shinobi World had basically been in constant warfare.

This caused its people to think daily about how to survive, how to secure their own interests, and how to ensure the survival of their descendants.

As a result, people often only looked down at the ground, unable to look up at the starry sky.

Ultimately, the exploration of the universe only gradually germinated through curiosity and the desire to explore after prolonged peace, when society tended toward stability and there were no obvious wars.

And the Shinobi World naturally did not have the capacity to think about these things now.

But with the Land of Flame established, and with no other countries in the Shinobi World, the future of the Shinobi World would tend toward stability.

At that time, technology would experience a great explosion, and people would naturally become curious about the universe and the deep sea.

The oceans of the Shinobi World were vast, and there had to be many resources within them.

Kenichi was also full of curiosity about the Shinobi World’s oceans, but he simply had not had the time to explore them before.

”Forget it. The military policy won’t change anyway. This is also a very important position.”

Kenichi did not intend to say anything more.

Were there truly no more wars in the Shinobi World now?

That was not necessarily true.

It was unknown how Madara’s situation had been handled.

If he could eliminate the Otsutsuki Clan, that would naturally be for the best.

If not, the peace of the Land of Flame might be broken, and some local areas might enter a period of war again.

This was undoubtedly a troublesome matter.

The Otsutsuki Clan was also very strong, and they could come to the Shinobi World from distant outer space, so their technological level was probably also high.

Such a force that had developed both technology and supernatural power was the most troublesome.

And who knew how many Otsutsuki Clan members there were?

What if a stronger one came later?

So Kenichi naturally could not avoid forming an army.

His ultimate goal was to lead the ninja army to conquer the Otsutsuki Clan’s planet in the future.

Otherwise, the Otsutsuki Clan would come knocking on his door sooner or later.

”Lord Amamiya, what about the future missions at the mission hall?”

The discussion in the conference room continued.

Kenichi had lunch and dinner, then slept, only to return to the conference room for discussion the next day.

There were too many matters for a newly established country, enough to make one’s scalp tingle.

Fortunately, Kenichi was, after all, the founding monarch, so he had the power of one-man rule over many things.

Otherwise, the mere wrangling over those systems would have been enough to make one’s scalp tingle.

And this conference discussion lasted for three full days.

Three days later, Kenichi looked at the finally completed documents in his hand and could not help taking a deep breath.

It was finally done.

”So, the matters are settled. Remember to nominate members for the administrative officer assessment afterward, and each of your clans must complete your household statistics as soon as possible. Then quickly send your personnel to different regions. The army will be responsible for maintaining public order, and any acts of retaliation are not permitted.”

Kenichi pinched his brow.

Although the meeting was over, the trivial matters were not completely finished.

The most crucial part was population allocation.

The ninja clans of the Five Great Nations would be dispersed and settled, while ordinary people would fare slightly better.

They would also be allocated, but they would have more freedom of choice.

However, they would also be irreversibly sent to other provinces.

This was a troublesome matter.

It had to be remembered that the Five Great Nations had been in continuous warfare for so long.

It was hard to say that there would not be people who harbored grudges against one another.

Therefore, the army’s violent deterrence was very important.

However, when allocating personnel, Kenichi also tried his best to have staff place ninja clans with deep-seated hatred in different cities as much as possible.

This would minimize the possibility of conflict breaking out.

”What a hassle.”

Kenichi leaned back in his chair, closed his eyes, and sighed wearily.

This matter was finally dealt with.

Or rather, half dealt with?

At least the meeting was over, and the country’s political system and administrative divisions had been planned.

If it was consistently implemented in the future, peace was also an achievable outcome.

However, there would certainly be various troubles later, so Kenichi would need to consider how to counterbalance them.

Kenichi could not help recalling a past conversation with Orochimaru about the Hokage position.

At that time, Kenichi had said that no one would want to be Hokage.

But he had never expected to end up in a position even more exhausting than Hokage.

And it was foreseeable that there would be more such matters in the future.

”Kenichi, your systems are truly unique.”

A hearty laugh sounded.

Minato walked out, looking at Kenichi with a smile.

Minato had not participated in this meeting.

This was at Kenichi’s request, because he temporarily did not want to publicize the resurrection ninjutsu.

That would mean immense trouble, and many people might come seeking him.

So Minato and Fugaku had to use Transformation Jutsu to change their appearance and physique whenever they went out.

This was also a requirement Kenichi had made after resurrecting them.

”Brother Minato, it wasn’t easy for you to be Hokage either.”

Kenichi looked at Minato and could not help sighing.

He had come with the prestige of a founding nation to suppress these people.

Minato had taken office hastily, without much foundation, and likely had a difficult time in Konoha.

After all, Minato was not a founding Kage, so he naturally could not suppress those old conservatives, especially Homura and Koharu.

”Me... those two elders indeed caused me quite a bit of trouble, and Lord Hiruzen Sarutobi...”

Minato narrowed his eyes.

Hiruzen was actually not bad.

But after his retirement, he had stood on the side of the Sarutobi Clan’s interests, which made things very difficult for Minato.

Kenichi, on the other hand, was much more relaxed now.
