Pioneer Lord: Starting From Daily Intelligence

Chapter 971: Chapter 132: Magnificent Flash Spear City · Recruiting the Dragon Butcher and the Great 6th Ring Wizard (Part 3)

”Therefore, on the east side of the street, there is a Shining Market, where shops, stalls, and residences have transformed it into a bustling independent district.”

”My Lord, what all this means is self-evident! This is the place that can provide the Dwarf Butcher with the best equipment and intelligence. If he can settle here, Sogard can equip himself with more refined gear and gather intelligence on the Giant Dragon with greater speed. We have already spoken three or four times, and I am certain that if we can provide him with a set of Divine Chosen Level or Rare Level equipment, he would be willing to join our Flash Spear City.”

Upon hearing this news, Su Li’s spirit was lifted, and he laughed heartily, ”Good! Good! Good! If a Divine Chosen Level Dwarf Butcher can serve our territory, our military strength will be greatly enhanced.”

Previously, Su Li never imagined that the Hesse Territory could attract a Dragon Butcher!

This is an existence capable of slaughtering Giant Dragons. With his addition, whether facing Marle Castle or the Night Wanderer Corpses, Su Li’s confidence will be significantly boosted.

Rong’en quickly added, ”My Lord, there is one point I need to mention in advance to avoid any misunderstanding. The Dragon Butcher, Sogard, repeatedly emphasized that he joined Flash Spear City, not Hesse Territory. This means he is a member of the city’s Judicial Court and normally accepts assignments from the court rather than direct orders from you.”

This issue is not significant.

Su Li originally intended to position Flash Spear City as a City of Faith and Culture, intending to reduce direct interference and grant them a certain level of autonomy. He is not one to go back on his word. If it has been agreed that the Judicial Court will govern the city, he will not overly interfere.

However, this does not mean that the city is not under his control. He merely entrusted the city to be managed by a professional manager-like entity. Taxation and governance still lie within his hands. At the very least, the elected speaker needs his appointment to assume office.

This was clearly stipulated before Flash Spear City was established. At that time, he also used the position of speaker of Flash Spear City as a significant tool for rallying various churches.

Therefore, if both the speaker and parliament of Flash Spear City unanimously decide to send troops and fight alongside the Hesse Territory’s forces, then Sogard must comply with Su Li’s orders.

The reason Su Li granted this city a certain degree of autonomy is that a variety of Chaos Armies and Evil Warbands frequently threaten the city’s security from the surrounding areas.

Requesting instructions from the Hesse Territory for everything would make command and battle too rigid and sluggish. This city must have the authority to make decisions and deploy forces independently, enabling them to respond more flexibly to the threat of monster sieges.

Another reason they have a certain level of autonomy is that their army is not recruited and trained by Su Li but is managed by soldiers from a Free Guild.

These soldiers are recruited from the city’s populace to support the existing military corps and act as the city’s police force. Anyone committing crimes in Flash Spear City may be caught by the Free Guild’s police and eventually imprisoned or sent to desolate outposts.

The Free Guild’s soldiers patrol the streets, help guard the city walls, and carry out daily tasks considered trivial for the Lord’s main corps. In theory, Watch City falls under their jurisdiction, but rarely do the Free Guild’s soldiers defy the orders of the Lord of Hesse Territory. The Free Guild is not only the city’s watchmen but is also summoned to protect the city from external threats when needed. There are sentinels on Flash Spear City’s walls, always ready to sound the alarm if attacked.

There are many Free Guild groups within the city, including the Bright Guard who protect the Shining Hall, the Prison Wardens who manage the prison, and the Deep Red Shield commanded by Arbitration Master Kurgan.

Of course, if Sogard joins the city’s Judicial Court, Rong’en also plans to establish a [Blazing Butcher] unit. Butchers who venerate the Dwarven Gumnir would serve as mercenaries for the highest bidder and only accept Dwarf Oath Gold as payment.

These mercenaries would act as the city’s guards during wartime and undertake tasks from employers in peacetime. Flash Spear City would be the perfect place to find mercenary work, whether joining the dangerous exploration teams of the Shining Mountains or helping adventurers explore ancient ruins, castles, and wizard towers, there will always be plentiful Dwarf Oath Gold as compensation.

For some truly pure to the core Dwarf Butchers, seeking battle alone is enough to honor Grumnir, and fighting under the city walls to protect the city from Chaos Demon invasions is enough to excite and serve them.

Currently, Flash Spear City has over 400 soldiers from the Free Guild, and undoubtedly, they will all participate in the upcoming war between Hesse Territory and Blue Mirror Territory. After all, Su Li’s influence over Flash Spear City now is unparalleled!

Su Li is very assured of the heavy industry in Flash Spear City, and then he asked, ”What’s going on with the 6th Ring Wizard, Sal?”

Rong’en snapped out of his awe-inspiring description of Sogard, his tone becoming more pragmatic, even with a hint of admiration, ”Ah, Sir Sal Acosta? He is a completely different kind of existence from Lord Sogard, Lord Su Li. If Sogard is destructive power like a landslide, then Sir Acosta is more like... Hmm... the combination of a life-nourishing river and a forge crafting all things. His strength lies not only in his power itself but also in his extraordinary ability to transform profound witchcraft into practical products, which is exactly what our city’s development urgently needs.”

”His past achievements, particularly in the field of production, are enough to make any Lord or Guild Leader scramble to get him: Sir Sal did not come from those ancient wizard towers that only pursue pure knowledge or destructive power. In his early years, he traveled extensively and deeply felt that witchcraft or magic, if it cannot practically improve life, enhance defense, or promote production, is a huge waste. About thirty years ago, he established a [Weaving Workshop] near the famous city of Middenheim in the Old Continent’s north. It’s not just a lab, but more like a combination of a laboratory and a workshop.”

”There, he recruited and trained talented apprentices and artisans, breaking down complex enchantment processes into repeatable, collaboratively completed procedures. To traditional wizards, this seems almost blasphemous, but the effects are astounding.”

”There, he created his most recognized and demanded product line, the Acosta’s Fortitude Barrier Talisman.”

”These talismans are not one-time consumables but can be recharged by continuously consuming Spiritual Gemstones. Even the Fine Level talismans can provide sturdy defense, and they are particularly effective against arrows and blows from swords.”

”By replacing or stacking different Core Rune Stones, they can enhance specific immunity against high amounts of fire, ice, lightning, or even specific types of magical energy (such as necromancy spells, chaos corruption).”

”The key is cost control and reliability. Lord Sal has used his deep knowledge of runes and elemental shaping techniques to greatly reduce the cost of the talismans. This allows them to be equipped by City Guards, important artisans, Trade Team Guards, and even wealthy civilians, significantly improving the city’s overall defense level and the inhabitants’ sense of security.”

”He came to the Border Prince’s Territory specifically to provide more protection to the civilians and Knights pioneering at the border. It is rumored that he is currently seeking inspiration to create a Rare Level Wall of Fortitude Talisman, which, when activated by Champion Knights or Divine Chosen Knights, can provide protection to an entire squadron of soldiers around them—this is definitely a divine artifact on the battlefield.”

No wonder when talking about the Wizard Sal, even Councilor Rong’en, once a Divine Chosen Knight, wore an expression of admiration. Su Li too felt great respect for this powerful wizard!

This is a truly idealistic and ambitious wizard, one who is free from lesser interests and has a grand aspiration!

It can be said that he is setting the foundation of existence for the living people. Actively leaving behind a life of comfort, wealth, and splendor, he came to the dangerous and war-torn Border Prince’s Territory.

Su Li decisively stated, ”Flash Spear City contacting him was very correct. Please convey my respect to Lord Sal, and tell him that Flash Spear City needs noble people like him to govern. There will always be a place for him in Flash Spear City’s Judicial Court. We are willing to provide him with a platform to benefit the citizens of the Empire and will never force him to do anything.”

Rong’en, invigorated, nodded firmly and said, ”I believe that Lord Sal will surely feel your sincerity, my Lord. Flash Spear City indeed is suitable for a pure and noble wizard like him to fulfill his grand aspirations.”

As they were speaking, a Knight hurriedly approached among the guards and relayed a few words to Hilude.

Hilude’s expression immediately changed, then walked towards Su Li, clearly indicating something urgent had happened!
