Chapter 382: Chapter 381: The Economics of Empire and a Five-Dollar Tip

[Balance Remaining: $646,286,326.31]

Pennmere Palace - Philadelphia - Pennsylvania - Holy Commonwealth of Pennmere

The private study of William Penn Sr. was a sanctuary built not of stone and iron, but of silence and old paper.

Unlike the cavernous, echoing grandeur of the royal throne room... where every whispered petition and veiled grievance magnified into a cacophony of political demand... this office was an island of profound tranquility. The heavy oak doors effectively severed the King from the endless stream of courtiers, diplomats, and military adjutants vying for his attention, leaving him entirely alone with his thoughts and the gentle, rhythmic ticking of a brass mantle clock.

Sitting behind a broad desk of polished walnut, Penn let out a long, shuddering sigh that seemed to carry the weight of the entire eastern seaboard. He raised a delicate porcelain cup to his lips, closing his eyes as he took a slow, measured sip of steaming Celestial Tea. The rich, minty warmth cascaded down his throat, instantly chasing away the phantom chill of his administrative burdens and settling his frayed nerves with its signature, miraculous calm.

’One day, I will be able to create a bureaucratic system so perfectly balanced that I don’t have to worry about these relentless, little things,’ Penn thought, lowering the cup to the saucer with a soft clink. He stared at the towering stacks of municipal ledgers and trade agreements waiting for his signature. ’A king should guide the nation’s soul, not act as its overworked accountant.’

Knock. Knock.

The crisp, rhythmic rapping against the heavy wood interrupted his quiet reverie.

”Your Majesty,” came the muffled, impeccably polite voice of Sebastian from the other side of the oak. ”Lord Alaric Jonathan Kenway hath come to visit you.”

”Oh!” Penn’s grey brows flew upward in genuine, delighted surprise. The sheer volume of ledgers instantly lost their oppressive weight. He placed his teacup carefully onto the low coffee table adjacent to his desk, stepping away from his workstation. ”Pray, let him in!”

The heavy door glided open on perfectly oiled hinges, revealing the towering, unmistakable silhouette of the Commonwealth’s true architect.

Alaric stepped into the study, the tails of a sleek, dark coat sweeping behind him as he offered a lazy, familiar grin. Penn’s own face broke into a wide, radiant smile as he walked briskly across the room, closing the distance to meet the anomaly halfway.

”’Tis been a while, my friend,” Penn greeted warmly, extending his hand.

”For me, it’s certainly been a long time,” Alaric chuckled, grasping the King’s hand in a firm, calloused grip that spoke of battlefields miles away and realities apart. He gave the monarch a playful, evaluating once-over. ”But I must admit, it’s quite unfortunate to see the King of the Holy Commonwealth of Pennmere actually standing up from his desk just to greet someone. What happened to the royal arrogance?”

Penn raised a regal brow, a rich chuckle vibrating in his chest as he withdrew his hand and gestured toward the comfortable, plush leather armchairs situated near the fireplace.

”I do not do this for every soul that crosses my threshold, Alaric... thou knowest that implicitly,” Penn countered with mild, affectionate chastisement as he returned to his own seat. ”There are kings, and then there are the men who build the kingdoms for them to rule. Please, take a seat.”

As Alaric sank comfortably into the leather upholstery, crossing his long legs at the ankle, Sebastian slipped silently into the room like a well-dressed phantom. The valet moved with an elegant, practiced efficiency, placing a fresh, steaming cup of Celestial Tea onto the table directly in front of the blonde giant before turning to leave.

”Thank you, Sebastian,” Alaric smiled, picking up the saucer and acknowledging the valet he had known since the very foundations of their empire were laid in Bristol. ”For the easy entrance past the guards, as well.”

Sebastian merely offered a polite, close-lipped smile and a crisp nod of his head, retreating gracefully from the office and pulling the heavy doors shut behind him to grant the two titans their absolute privacy.

”So, what is the specific purpose of thy visit today?” Penn asked, his eyes crinkling warmly as he took his own cup from the table, grateful that the enchanted liquid was still perfectly warm. ”Kassandra hath told me during our last briefing that thou art most busy with matters beyond our shores.”

Alaric took a slow, appreciative sip of his tea, letting the silence stretch for a comfortable moment before he carefully set the porcelain down.

”I have been busy, yes,” Alaric began, his electric-blue eyes sharpening as he shifted from casual friend to economic visionary. ”But I came here specifically to tell you that I’ve been thinking deeply about that long-term fiscal plan we mapped out... the anti-inflation protocols we locked into the Celestial Bank.”

Penn paused, his cup hovering inches from his mouth. He lowered it slowly, a faint furrow appearing between his brows. He nodded his head, gesturing with his free hand. ”I remember it well. It was designed to protect the purchasing power of the common man. Pray, continue.”

”We should probably erase that entire thought from the ledger,” Alaric stated bluntly, leaning back into his chair.

”Erase it?” Penn echoed, his surprise palpable.

”Yes. In fact, a steady, controlled rate of inflation is absolutely key to expanding the horizons of Pennmere, much like it is for any other rising global nation,” Alaric argued, slipping effortlessly into the persona of a seasoned macroeconomic scholar.

He leaned forward, resting his forearms on his knees as he began to dismantle their previous strategy. ”Right now, the Pennmerian dollar is entirely too overvalued. Now, don’t misunderstand me... that isn’t inherently the worst thing to happen. It proves our economy is an absolute juggernaut. It lowers domestic inflation and makes importing raw materials from Europe and the Caribbean incredibly cheap for us.”

Alaric paused, holding up a finger to highlight the fatal flaw. ”But a hyper-valued currency severely, aggressively hurts our exports. By keeping the dollar so strong, we are making Pennmerian goods prohibitively expensive for foreign buyers. If London, Paris, or Madrid cannot afford to buy our steel, our lumber, or our textiles, it leads directly to a widened trade deficit. We’ll face potential job losses in our domestic manufacturing sectors, and eventually, it will cause overall economic instability due to a massive reduction in our global competitiveness.”

Penn sat in silence, absorbing the dense, flawlessly articulated economic theory. It made perfect, terrifying sense. If their goods became too expensive for the world to buy, their booming factories would eventually go quiet.

However, looking at the earnest, scholarly expression on Alaric’s face, the King was entirely oblivious to the absurd, wildly selfish truth hidden beneath the rhetoric.

Alaric wasn’t genuinely worried about Pennmere’s trade deficit. In reality, he had opened his System Interface a moment ago, only to discover that the cosmic storefront had aggressively inflated its prices, effectively crippling his own purchasing power. Alaric needed the physical economy of the real world to inflate alongside the System’s ridiculous update so he could passively generate exponentially more capital to balance his inter-dimensional ledger. He was literally attempting to alter the economic trajectory of an entire continent just to afford a few more jutsu scrolls and premium ocular transplants.

”I see the logic in thy caution,” Penn murmured thoughtfully, tapping his chin. ”But if we intentionally inflate our currency to protect standard manufacturing, wouldn’t that violently hurt the profits of the Celestial Brand? Your goods are the lifeblood of our treasury.”

Alaric waved a dismissive hand, a quiet, supremely arrogant smirk touching his lips.

”Absolutely not. The Celestial Brand is entirely immune to basic economics,” Alaric clarified confidently. ”Our primary goods... the Tea, the Cigars, the Salves... are luxury monopolies. They possess qualities that cannot be replicated by any other empire on earth. The demand for them is so staggeringly inelastic that foreign nobles will buy them regardless of the price point or the exchange rate.”

He leaned back again, steepling his fingers as he addressed the secondary, much more delicate issue.

”But that immunity is exactly why we need to pivot, Penn. The Celestial Brand doesn’t require massive human manufacturing to produce its inventory.” Alaric smoothly navigated the lie, knowing full well that his products were simply summoned from a cosmic interface rather than built in a factory. ”If we continue to operate a business model where every miracle product we release requires zero manpower from the local populace, it will eventually lead to an economic downfall. A severe shortage of working-class jobs will bite Pennmere in the back.”

Penn’s eyes widened slightly, the profound sociological implications of the argument striking him.

”Yes, there are other, standard businesses out there in Pennmere that will rise and lead to more jobs,” Alaric continued, painting a picture of a balanced utopia. ”But for the Celestial Brand to remain comfortably on top without crippling the working class, we need to introduce products that actually require human hands to be produced, packaged, and shipped. We keep the core miracles... the tea, the salves... exclusive. But the Celestial Brand needs to establish a sister company, or a subsidiary branch, that functions as a normal, wildly successful manufacturing empire.”

William Penn fell completely silent. He stared blankly at the far wall of his study, trying desperately to process the sheer, suffocating volume of economic restructuring Alaric had just casually dumped onto his lap.

Slowly, the King raised a hand, pressing his fingers firmly against his temples. He began to massage the sides of his head in slow, agonizing circles.

”Alaric,” Penn groaned, his voice dropping into a pitch of profound, administrative misery, ”thou art giving me a colossal headache today.”

Alaric merely chuckled, completely unsympathetic to the monarch’s plight as he took another sip of his tea. ”Since it’s all for the ultimate betterment of Pennmere, I can always just walk over there and use a medical jutsu to heal your headache instantly.”

”It is not a physical ailment, my friend,” Penn sighed heavily, dropping his hand and leveling a deeply exhausted glare at the blonde anomaly. ”It is an emotional one. Do you have any earthly idea what you are asking? I have complex financial laws to reform, trade tariffs to meticulously revoke, and an entire banking council to convince that inflation is suddenly our ally. It is a tad bit inconvenient for me to rewrite our foundation by nightfall.”

A mischievous, wicked glint danced in Alaric’s electric-blue eyes.

”Well, William,” Alaric shot back effortlessly, flashing a devastatingly charming grin, ”since it is for the absolute, unquestionable betterment of Pennmere, a ’tad bit of inconvenience’ should be perfectly acceptable for the King.”

Penn stared at him for a long, quiet moment, his irritation warring violently with his affection for the brazen demigod. Finally, the sheer absurdity of the banter won out, and the King let out a rich, booming laugh that echoed off the vaulted ceiling.

”Thou art a relentless taskmaster!” Penn laughed, shaking his head as he leaned forward, adopting a sudden, incredibly sharp, negotiating gleam in his eye. ”Very well. But if you want me to endure this monumental headache and upend the treasury’s laws... I am willing to do it immediately, provided you pay a processing fee of five million dollars.”

Alaric’s eyes widened to comical proportions. He practically choked on his tea, hastily swallowing the liquid as he slammed the porcelain cup back onto the saucer.

”What!?” Alaric gritted his teeth, genuinely offended by the astronomical sum. ”Are you seriously trying to extort money from me right now?! I am sitting here, out of the goodness of my heart, trying to help stabilize the long-term future of Pennmere, and you’re shaking me down like a common alley footpad!?”

Penn threw his head back, laughing even harder at the visceral, highly defensive reaction.

”For a man who possesses the power to level mountains, walk through time, and maintain an infinitely laid-back attitude toward the universe,” Penn chuckled, wiping a tear of mirth from his eye, ”thou art hilariously, fiercely protective of thy purse strings, Alaric!”

”It’s my necessity!” Alaric scoffed, crossing his arms tightly over his chest and looking away like a petulant child whose allowance had just been threatened. ”You don’t understand the operating costs of being me!”

Penn merely shook his head in fond amusement, the tension of the crown completely lifted by the ridiculousness of the exchange.

”Thou already hast more wealth than the King of England and the King of France combined,” Penn advised gently, his tone softening into one of genuine brotherhood. ”Thou shouldst not think so aggressively about money, my friend. Focus more of thy vast energy on thy beautiful family and thy people.”

Alaric raised a skeptical brow, turning his gaze back to the monarch. He picked his teacup back up, taking a slow, calculating sip as the gears of his merchant soul began to turn.

”I’ll bite,” Alaric compromised, lowering the cup and leveling a shrewd look at the King. ”I will give you five hundred thousand dollars for the administrative trouble. And... because I’m feeling incredibly generous today... I will even throw in a five-dollar tip. As long as you absolutely stop nagging me about the paperwork.”

Penn burst into a fresh fit of laughter, thoroughly entertained by the sheer absurdity of haggling a multimillion-dollar state transaction down to a five-dollar gratuity. He nodded his head, conceding the victory to the master merchant.

”A generous bargain indeed,” Penn smiled warmly, leaning back in his chair. ”And since thou art the literal owner of the Celestial Bank, I assume the transaction shouldn’t take more than a single day to process, correct?”

Alaric let out a heavy, incredibly dramatic sigh of defeat, knowing his wallet had just taken a purely superficial, yet spiritually agonizing, hit. He nodded his head. ”Yeah, yeah. It’ll be in the royal accounts by morning.”

He paused, a look of mild curiosity crossing his face. ”Out of curiosity, what exactly are you going to do with a half-million dollars of liquid cash?”

Penn’s regal expression shifted, a profoundly cheeky, almost boyish glint entering his tired eyes.

”Of course, I shall use the vast majority of it for the direct betterment of Pennmere,” the King replied smoothly, keeping a perfectly straight face. ”Perhaps a small, reasonable fraction will be set aside for myself and my family’s future security... and, naturally, a little bit more will be dedicated to the ’betterment’ of the interiors of this palace. Some of these tapestries are looking frightfully drab, don’t you think?”

Staring at the King of Pennmere, who had just openly admitted to utilizing a massive economic bribe for minor interior decorating, Alaric could only shake his head.

A low, rich chuckle rumbled in Alaric’s chest, echoing warmly through the quiet study as the two architects of the New World enjoyed a rare, fleeting moment of absolute peace.
