Reborn in 1914: I Will Build India into a Superpower

15 August, 1947

South Block, Delhi

Only four men remained seated in the quiet room: Jawaharlal Nehru, Sardar Vallabhbhai Patel, V.K. Krishna Menon, who had quietly slipped into a seat near the end of the table during the Cabinet meeting, and Ram Prasad Gupta.

Ram walked to the heavy double doors, turned the iron key in the brass lock, and walked back to the table. He did not sit down immediately; he stood at the head of the table, looking at the three men before him.

”Now,” Ram said softly, his voice dropping into a tone of quiet, strategic intimacy. ”We discuss the real work.”

He pulled three thick, unlabelled grey dossiers from his personal briefcase and placed them on the table.

”Jawaharlal-ji,” Ram began, looking directly at Nehru. ”You will travel to Washington D.C. tomorrow.”

Nehru looked up, clearly caught off guard, his eyebrows lifting in surprise. ”Tomorrow? Ram, the External Affairs Ministry doesn’t even have its permanent administrative secretaries appointed yet! The civil service files are still being sorted in the basement-”

”The administrative secretaries can sort files without you for ten days,” Ram interrupted smoothly. ”You are travelling to Washington to sign an agreement for an immediate liquidity injection of five hundred million US dollars.”

Nehru stared at Ram, stunned by the sheer magnitude of the figure. ”Five hundred million dollars? From Harry Truman’s administration? Ram, on what terms? The Americans do not hand out half a billion dollars to a newly independent Asian state without demanding strategic concessions!”

”The terms have already been negotiated through our covert channels over the last eighteen months,” Ram said, sliding the first grey dossier across the polished wood to Nehru. ”It is a structured package: three hundred million in Ex-Im Bank industrial development credits, one hundred and twenty-five million in IMF drawdown capacity, and seventy-five million under a non-repayable strategic equipment grant. The blended interest rate is two point one per cent, with a five-year grace period before principal repayments begin.”

Krishna Menon leaned forward, his dark eyes gleaming behind his thick spectacles, his fingers tightening over the silver handle of his walking stick.

”And what does Washington expect in return for such generosity, Prime Minister?” Menon asked sharply, his voice dripping with characteristic scepticism. ”Truman is currently constructing a global anti-communist cordon. He does not sign balance-of-payments grants out of affection for Indian democracy.”

”They expect us to remain accessible to American capital equipment procurement, and they expect us not to enter into a military alliance with Moscow,” Ram answered dryly. ”Both of which align completely with our immediate national requirements. Krishna Menon-ji, you will accompany Jawaharlal to Washington.”

Nehru opened the dossier, his eyes scanning the dense financial charts and draft treaty clauses. ”This... this gives us an incredible cushion, Ram. It guarantees our food grain imports and foreign exchange reserves for at least two years.”

”Precisely,” Ram said. ”And it will give you, Jawaharlal-ji, a firsthand look at how the American superpower operates. Study their industrial capacity, study their political establishment, observe their deep, hysterical anxieties regarding the Soviet Union, and see how the world’s oldest democracy conducts its work.”

Ram then turned his gaze to the man sitting to his left.

”Patel-ji.”

Sardar Patel, who had been sitting quietly with his arms folded over his chest, raised his head. His dark eyes were calm, shrewd, and attentive. ”Yes, Ram?”

”Similarly,” Ram said, ”you will travel to Moscow.”

A profound, breathless silence fell over the room. Krishna Menon almost dropped his pen, while Nehru looked at Ram in complete astonishment.

”Moscow?” Patel asked, his deep voice carrying a low, dry rasp. ”Stalin does not trust us, Ram. The Soviet political press routinely describes the Congress as agents of British imperialism, and Soviet intelligence regards me personally as a reactionary right-wing capitalist.”

”Which is precisely why you are the only man who can go,” Ram said, a faint, cold smile appearing on his face. ”Stalin does not trust idealists. If Jawaharlal goes to Moscow, Stalin will assume he is listening to anti-imperialist rhetoric while secretly lining up with London. When he sees Vallabhbhai Patel, the hard-headed, pragmatic administrator of the Indian state, standing in the Kremlin, he will realise that India deals in realpolitik, not political sentiment.”

Ram slid the second grey dossier across the table to Patel.

”Do what you need to do in Moscow, Vallabhbhai. We need their heavy industrial expertise. We need Soviet metallurgical engineers, blast furnace blueprints, heavy machinery designs, cement manufacturing units, and above all, their specialised know-how of industrial construction even in the extreme cold of Siberia.”

”And how do I present this request to Molotov and Stalin without committing our diplomacy?” Patel asked, opening the dossier.

”Don’t sign any agreement that would bind us to them irrevocably,” Ram instructed firmly. ”Frame it as assistance to a newly liberated country struggling to cast off the economic chains of Western imperialism. Use their own ideological vocabulary to suit our economic purpose.

If Stalin or Molotov express concern over Jawaharlal’s visit to Washington, mention the American liquidity injection. Let them realise that if they hesitate to provide industrial machinery, American capital will dominate the Indian market.”

Ram tapped his finger against the edge of Patel’s document.

”And while you are in Moscow, Vallabhbhai... buy captured German equipment.”

Krishna Menon sat up straight, leaning across the table. ”German equipment?”

”As much as you can secure in exchange for raw lumber, leather, jute, and agricultural commodities,” Ram explained. ”The Soviet Army is holding vast reserves of captured German industrial machinery: precision lathes, optical tooling, diesel engines, heavy forging presses, and military hardware. If you can, buy the Rolls-Royce Nene jet engines from them, if the British go through with their proposed sale of those engines to Moscow. But regardless, purchase Soviet arms, both small arms and heavy artillery. We need to dismantle and compare the leading military technologies of Germany, the USSR, the United States, Britain, and Japan. We need to see what works under our operational conditions.”

Ram leaned closer to Patel, his tone growing exceedingly firm.

”And negotiate Rupee-Ruble barter trades, Patel-ji. That is paramount. While we have formally joined the Bretton Woods institutions, we cannot afford to hand the entire international trade architecture to the Americans on a silver platter. Stalin will see the strategic necessity of an alternative trade mechanism outside the dollar system; that shared necessity will make your negotiation much easier.”

Nehru looked between Ram and Patel, shaking his head in a mix of wonder and lingering diplomatic anxiety. ”And if Truman hears of Vallabhbhai’s trip to Moscow while I am sitting in the White House?”

”Reiterate our total commitment to non-alignment,” Ram said smoothly. ”In fact, Jawaharlal... it is far better for us if the world believes there is a subtle, strategic division within our leadership.”

Patel let out a dry, quiet laugh, adjusting the heavy khadi shawl over his shoulder. ”Let the foreign correspondents write that Nehru is looking toward Washington, Patel is probing Moscow, and Ram Prasad Gupta is holding the nation steady in the centre.”

”Exactly,” Ram said. He turned his attention to Krishna Menon. ”Krishna Menon-ji, your mission in Washington will require ruthless economic bargaining.”

”I am ready, Prime Minister,” Menon said, adjusting his glasses.

”You will buy as much American Surplus Military Equipment as you can lay your hands on,” Ram ordered. ”Focus specifically on cold-weather infantry gear, heavy troop transports, naval vessels, surplus transport aircraft, amphibious landing crafts, and American small arms.”

”The US War Assets Administration is dumping military hardware at scrap prices,” Menon noted sharply, ”but they will attempt to overcharge an Asian buyer.”

”Negotiate fiercely, leverage the entirety of our influence on Truman’s inner circle,” Ram instructed. ”Buy at lower prices than what they offered the Greeks or the Italians. Secure deferred payment schedules stretching over fifteen years wherever possible.”

Nehru suddenly slammed his palm down onto the table, his face displaying deep, passionate distress.

”Ram, why are we buying so much defence equipment?” Nehru protested, his voice rising in emotional appeal. ”We are a nation emerging from two centuries of colonial impoverishment! Our people need food, housing, basic healthcare, and schools! Are we turning this young republic into an armed fortress on its very first day?”

Ram did not react to the emotional outburst. He remained completely calm, his gaze holding Nehru’s with steady, unyielding clarity.

”We need the know-how, Jawaharlal-ji,” Ram said quietly. ”We do not buy this equipment merely to parade it on Rajpath. We buy it so that our engineers can dismantle every bolt, every engine block, every transmission, and learn how to manufacture them in our own factories. We must give a massive, violent jolt to our domestic manufacturing base.”

Ram stood up from the table and walked slowly toward the wide window overlooking the Secretariat courtyard below, where army trucks were idling in the hot afternoon air.

”The two World Wars accelerated technological progress in the West by decades,” Ram said, his voice echoing softly against the glass pane. ”Military technology inevitably trickles down into civilian production. A foundry that learns how to cast high-stress engine blocks for heavy tanks today can manufacture diesel engines for agricultural tractors tomorrow. An industry that masters radar technology for defence can build telecommunications networks for our villages. And this window of opportunity will not stay open forever.”

He turned back to face the three men in the room.

”This is the last moment in modern history when we can purchase state-of-the-art military and industrial technology for pennies on the dollar without long-term political commitments. As the geopolitical lines between East and West harden over the coming years, every screw and blueprint sold by the major powers will come with heavy diplomatic strings attached.”

Ram walked back to the table. He leaned forward, placing both hands flat on the polished teak surface, looking directly into Nehru’s eyes. His voice dropped into a quiet, monumental register that seemed to fill the room with an undeniable weight.

”If the world is a family, Jawaharlal... then the United States and the Soviet Union are the parents. The parents are set for a bitter, irreversible divorce. You know this, I know this, and every foreign ministry in Europe knows this.”

He paused, letting the silence linger in the locked chamber.

”When the parents quarrel, it is the child who gets double the gifts... and double the punishment.”

Ram looked at Nehru, then at Patel, and finally at Krishna Menon, his eyes burning with absolute, uncompromising strategic clarity.

”We must ensure that we collect double the gifts today, their industrial capital, their machine tools, their surplus technology, their engineering expertise, and we must ensure that punishing us does not even occur as an idea in their minds.”

He straightened up, brushing a microscopic speck of dust from his sleeve, his tone instantly returning to a crisp, executive register.

”Gentlemen, our national existence has begun. We need to secure its formative years; steel yourselves for hard days ahead. Good night!”
