Reborn in 1914: I Will Build India into a Superpower

1939

In the days that followed, Ram did not attempt to force continuation. He understood the nature of administrative power; it did not respond to urgency unless that urgency aligned with its own priorities. Instead, he adjusted his approach, allowing his presence to persist without appearing insistent.

He attended gatherings where British officials were present, not as a petitioner, but as a participant in broader discussions. His speeches on developments in Europe continued, but they grew more precise, less rhetorical.

At one such gathering, held in a modest hall attached to an administrative residence, a small audience of civil servants and invited speakers listened as Ram outlined his assessment.

”The conflict in Europe will not remain contained,” he said, standing without notes. ”It will demand resources, men, material, attention. The empire will respond accordingly. In doing so, it will once again demand a sacrifice of India.”

A British officer seated near the front leaned forward slightly. ”And you believe India falls into which category, a supplier or a forgotten colony?”

”Both,” Ram replied. ”It will supply, and it will be left to manage.”

There was a murmur, not disagreement, but recognition.

After the session, the same officer approached him.

”You speak with confidence,” he said. ”On matters that are, at present, uncertain.”

Ram met his gaze. ”Uncertainty, sir,” he replied, ”does not, should not prevent preparation.”

The officer studied him briefly, then nodded once. ”You may be called upon to elaborate,” he said, before moving away.

Ram did not pursue the implication.

He did not need to.

By mid-1939, the signs were no longer subtle. Newspapers carried increasingly urgent reports. Speeches from Europe, statements from Britain, troop movements, each added weight to what had long been anticipated.

War was coming, as certain as the Sun rising in the East.

Ram moved quickly, though not visibly. Within his network, instructions changed in tone. Recruitment intensified, not broadly, but with sharper selection. He called small groups together, speaking to them not as a collective, but as individuals.

”You will enlist,” he said again, repeating what he had begun months earlier.

This time, there was less hesitation. News had reached them. The scale of what was coming had begun to register.

”And when we return?” one man asked.

Ram looked at him steadily. ”You return with knowledge of modern weaponry and systems warfare, and more comrades to a changed landscape. That is what matters. The British will be a weakened power; one we can realistically throw out of our nation.”

Training within the existing structure adapted accordingly.

Those who remained were pushed further, not in number, but in depth. Maintenance drills extended into repetition. Coordination exercises became more precise. Each man was expected not only to act, but to instruct others if required.

”You are not a group,” Ram told them during one session. ”You are a structure. If one part is removed, the rest must continue.”

At the same time, Ram carefully expanded his public position. His speeches shifted from analysis to alignment, not ideological, but practical.

”If there is a war to be fought, Indian soldiers will once again march to deliver Europe from tyranny,” he said during one address attended by both local leaders and British observers. ”They must be supported fully, not as expendable manpower, but as essential participants. Their training, their equipment, their organisation, these must reflect that.”

The phrasing was deliberate. It positioned support as conditional upon capacity, a capacity that required development. This line of argument found traction within the Hindu Mahasabha and the British.

By the time war was formally declared in late 1939, the machinery of empire had already begun to move.

Recruitment offices expanded. Orders were issued. Factories increased output. Administrative systems shifted from routine to urgency.

Ram was ready.

The approval for a lubricants manufacturing unit came not as a concession, but as a necessity framed within policy. The demand for equipment had outpaced existing capacity. Local production, under supervision, became acceptable.

Ram’s prior engagement, his consistent positioning, his demonstrated understanding of need, all of these contributed.

The authorisation was granted. The facility itself was modest in scale, at least initially. Machines installed. Materials allocated. Processes defined. All within the framework of legitimacy.

When Ram entered it for the first time, he did not speak. He walked through the space slowly, observing. The alignment of tools. The arrangement of workstations. The presence of oversight, subtle, but there.

A British supervisor approached him.

”You understand,” the man said, ”that this operation is to meet wartime requirements.”

”Yes,” Ram replied.

”And that it will be monitored.”

”I would expect it to be.”

The man studied him briefly, then nodded. ”Efficiency will be valued.”

”It always is,” Ram said.

What the man saw was a cooperative participant.

What Ram saw was convergence. His existing network did not cease. It did not merge. It adapted. Knowledge flowed between the two, carefully, indirectly. Techniques refined in one space informed processes in the other. Materials moved within permissible limits, never exceeding thresholds that would invite scrutiny. The system expanded. Not in appearance. But in capability.

Ram’s students became his factory workers, speaking in a tongue that the observer did not understand, but producing quality on par with any British factory.

Evenings grew quieter.

Congress meetings continued, but their impact diminished in Ram’s calculations. The divisions remained unresolved. Discussions persisted without resolution. Bose opposed sending soldiers to war; Gandhi opposed Bose.

Bose demanded more concessions for sending the troops... in actuality, Ram agreed with many of Bose’s proposals, but the hold of Gandhi on the party structure meant that without taking him along, Bose could only achieve so much.

Ram attended less frequently. Spoke less often. Observed more.

One night, after a particularly stagnant session, he stepped out into the open air, the sounds of the city muted by distance.

A young man who had attended the meeting followed him.

”Do you think anything will come of this?” he asked.

Ram looked at him briefly. ”Of what?”

”The meetings. The discussions.”

Ram considered the question.

”Something always comes,” he said. ”The question is whether it comes from what is said, or from what is done elsewhere.”

The young man frowned slightly. ”And where is that?”

Ram did not answer.

By the end of 1939, the lines had been drawn, not publicly, not formally, but in structure.

War had begun. Systems had shifted. Opportunities had opened, and Ram stood at the intersection of them, not waiting, not reacting, but advancing, quietly, deliberately and without illusion.
