Reborn in 1914: I Will Build India into a Superpower

1943

Three days later, inside the heavily guarded headquarters of the Imperial Secretariat in Calcutta, Reginald sat behind a massive teak desk covered in file folders. Opposite him stood Captain Henderson, his ears still ringing slightly, presenting the official report on the Hooghly incident.

Reginald read the document twice, his expression growing colder with every line. He laid his fountain pen down with precise care.

”A mutiny of an armed police detachment,” Reginald said softly, his voice dangerously level. ”Accompanied by the deployment of specialised shock-ordnance and silenced small arms. In the middle of a rural district in the throes of a famine.”

”It was an ambush, sir,” Henderson stammered. ”The insurgents were trained. Their tactical movement, their weapons, they weren’t peasants with pitchforks, or Congress volunteers with pamphlets. They operated like a disciplined commando unit.”

Reginald leaned back, lighting a cigarette and watching the blue smoke drift toward the ceiling.

”This is the first true glimpse of what we are fighting, Henderson,” Reginald murmured. ”Whoever is running this grain network is not merely feeding starving villagers out of charity. They are testing their logistics. They are testing our authority over the local police. And most critically, they possess arms and tactical discipline that rival our own frontline units.”

”Do we have a name, sir? A chief suspect?”

”None,” Reginald replied, staring at a map of India pinned to his wall, where red pins marked grain disappearances. ”The network is invisible. It operates through trusted mercantile channels, dead-letter drops, and isolated cells. We catch a cart driver; he knows only the man who paid him five rupees at the bazaar. We interrogate a merchant; he knows only a front company in Delhi.”

Reginald leaned forward, his eyes narrowing. ”Increase Special Branch overwatch on every trading guild from Calcutta to Ahmedabad. Tap their telegraph lines. Watch their banking transactions. Someone is financing a shadow state right under our noses, Henderson. And I want to know who is holding the pen.”

Yet, despite months of intensified wiretaps, sudden warehouse raids, and sweeping arrests, Ram remained entirely hidden. Foreseeing the intelligence pressure, he had already ordered his operational commanders to adopt strict counter-intelligence protocols: cyphers were rotated weekly, physical meetings were replaced by blind drops, and every cell was insulated so that the compromise of one node revealed nothing about the rest.

In October 1943, Victor Hope, the 2nd Marquess of Linlithgow, prepared to conclude his long, gruelling seven-year tenure as Governor-General and Viceroy of India. His term had been defined by political gridlock, the suppression of the Quit India movement, and the escalating strain of World War II.

Before he departed for London, Ram managed to secure a brief, formal audience at Viceregal Lodge in New Delhi, acting in his capacity as a prominent industrial consultant representing Northern manufacturing interests.

The Viceroy looked visibly aged, his tall frame somewhat stooped under the immense weight of wartime administration. He received Ram in his private study, where wooden packing crates stood stacked near the door.

”Mr Gupta,” Lord Linlithgow said, offering a curt handshake before gesturing toward a leather armchair. ”I balance my books before I leave. Your factories have delivered their steel and rail components on schedule. For that, the Administration is appreciative.”

”We do our duty to keep the economic machinery functioning, Your Excellency,” Ram replied, taking a seat.

Linlithgow looked at him with tired, shrewd eyes. ”The economic machinery is the easy part, sir. It is the political temper that defies order. India is a cauldron. I leave it under martial discipline, but I am not blind. The embers are hot.”

”Perhaps, Lord Linlithgow, the embers burn because the administrative damper has been kept closed for too long,” Ram said, keeping his tone measured and polite. ”Order maintained purely by executive decree and emergency powers is a brittle thing. When the war ends, the country will demand more than administrative efficiency. It will demand its destiny.”

Linlithgow smiled thinly, leaning back in his chair. ”Destiny is a favourite word of political agitators, Mr Gupta. But governance requires stability. My successor, Field Marshal Wavell, understands war and administration. He will keep the peace. But I tell you this as a man departing the stage: if India is ever to govern herself, men of capital and industry like yourself must prevent the idealists from pulling down the house before the roof is finished.”

”A house cannot stand if its foundations are built on foreign reliance, Your Excellency,” Ram replied smoothly, rising as the private secretary stepped into the room to signal the end of the appointment. ”We intend to build foundations that will outlast the storm.”

Linlithgow watched Ram walk out, a brief flicker of curiosity crossing his face before he turned back to his papers.

Days later, Field Marshal Earl Archibald Wavell officially arrived to assume the Viceroyalty. A rugged, pragmatic soldier who had commanded British forces in the Middle East and East Asia, Wavell brought a starkly different demeanour to the office. Unlike the bureaucratic Linlithgow, Wavell recognised instantly that the British military presence in India was stretched to its absolute limit, and that the imperial grip on the subcontinent was eroding from within.

As the war in Europe dragged into 1944, the intense aerial bombardments, destruction of research laboratories, and pervasive insecurity across Western Europe prompted a historic return. Dozens of brilliant Indian scientists, scholars, and researchers who had spent years in European universities and research institutes began returning to India on wartime transport ships.

In May 1944, inside the quiet, oak-panelled library of a private estate on Malabar Hill in Bombay, a momentous, clandestine meeting took place. Sitting around a large circular conference table was Jawaharlal Nehru, flanked by the brilliant young physicist Homi J. Bhabha, the visionary scientist and industrialist Vikram Sarabhai, and the Nobel laureate Sir C.V. Raman.

Nehru opened the meeting with his characteristic eloquence, speaking of the tragic destruction of European civilisation and the moral duty of India to rise from the ashes of the colonial era.

When Nehru concluded, Ram leaned forward, placing a thick leather-bound folder onto the centre of the table.

”Gentlemen,” Ram began, his voice calm, arresting the attention of everyone in the room. ”Jawaharlal speaks of our political future. But I want to speak to you about the physical reality of sovereign power. When the British flag is lowered over the Red Fort, and I assure you, that day is less than five years away, we will inherit a nation of four hundred million people with virtually no indigenous capability to produce advanced alloy steel, high-altitude aircraft engines, synthetic pharmaceuticals, or precision electronic components.”

Homi Bhabha, his sharp eyes gleaming behind his spectacles, tapped his fingers on the arm of his chair. ”And whose fault is that, Ram? The colonial state has deliberately treated this subcontinent as an agrarian supplier and a captive market for Manchester goods.”

”Precisely,” Ram replied. ”Which is why we cannot wait for a formal declaration of independence to begin building our technological base. We must do it today, under the very eyes of the wartime administration. We must do it ourselves and not delude ourselves into thinking that the world will provide us with state-of-the-art technology just because we asked for it like good little boys and girls.”

Sir C.V. Raman stroked his chin, looking at Ram with keen interest. ”Building advanced fundamental research institutes requires three things, my young friend: world-class minds, state-of-the-art laboratory apparatus, and astronomical amounts of capital. Where do you propose we find these in the middle of a global war?”

”The minds are in this room, and returning on every ship from London and Zurich as Europe burns,” Ram answered directly. ”The capital will come from a private-public partnership model that Jawaharlal and I have spent the last three months structuring.”

Nehru nodded in agreement. ”Ram and I have held private discussions with the heads of the major industrial houses-Tata, Birla, Singhania, and Walchand. They have agreed, in principle, to pool private corporate capital to fund the initial land acquisitions, structural construction, and equipment imports for fundamental scientific institutes.”

”And what does the future state offer them in return?” Vikram Sarabhai asked shrewdly. ”Industrialists do not give away millions without assurances.”

”The independent government will guarantee those institutes absolute administrative autonomy and direct national research grants,” Ram explained. ”Furthermore, to prevent any single industrial conglomerate from monopolising the fruit of this research, all foundational patents developed within these institutes will be placed under a National Technology Licensing Board. Any Indian enterprise will be allowed to license the technology for production, while the inventors and funding houses receive fixed, guaranteed royalties.”

Bhabha smiled broadly, looking over at Sarabhai. ”A balanced ecosystem. Capital funds the science, science builds the industry, and the state protects the public interest.”

Ram leaned across the table, his tone becoming intensely focused. ”There is a second, equally critical task, gentlemen. Europe and East Asia are burning. Within twelve to eighteen months, Germany and Japan will collapse. When they do, thousands of the finest scientific minds, senior engineers, metallurgists, aeronautical designers, and chemical synthesists in the world will be left destitute, displaced, or facing political persecution in their ruined homelands. The winners will have their share of this constellation of bright minds, but we must not lag.”

The room went completely silent.

”You want us to recruit foreign scientists?” Raman asked, eyebrows raised.

”I want you to use your academic contacts in Switzerland, Sweden, and Britain right now,” Ram said with absolute conviction. ”Establish confidential channels to European and Japanese researchers in critical subjects: aircraft airframe design, metallurgy, high-power diesel engines, industrial electrochemistry, magnetism, and advanced agricultural genetics.

”If not the absolute top names, then ones two or three rungs below them. Promise them sanctuary in neutral lands until independence, full academic freedom, generous stipends, and state-of-the-art facilities in India. While the Western powers are fighting over political boundaries, we must harvest the scientific brainpower of the dying empires.”

Nehru looked at Ram, visibly struck by the audacious breadth of the vision. ”It is an extraordinarily bold proposition, Ram. But it is right. We shall give refuge to knowledge, and that knowledge will build our freedom.”

”We will begin forming the preliminary secret recruitment committees immediately,” Bhabha declared, rising to shake Ram’s hand. ”Give us the financial backing, Ram, and we will build you the scientific engine of a modern nation.”

Weeks later, a second, larger summit was convened at a private resort in Pune, bringing together the scientists alongside major industrial titans including J.R.D. Tata and Ghanshyam Das Birla. The agreement was formalised: millions of rupees were quietly pledged to establish cutting-edge institutes for fundamental research in physics, chemistry, and metallurgy, laying the silent groundwork for India’s post-war scientific renaissance.
