Reborn in 1914: I Will Build India into a Superpower

1937

The dampness of Naini Central Jail had left a persistent chill in Ram Prasad Gupta’s bones, but as his train rattled westward toward Allahabad, the early morning heat of the Indo-Gangetic plain felt like a tangible weight, heavy, real, and full of possibility. Jail had provided a forced quiet, a hiatus in which his mind, sharpened by the dual convergence of his modern historical awareness and his present reality, had mapped out the next decade. But the world outside had not frozen in his absence.

Upon his return to the old city, Ram found his covert network had not merely survived the police scrutiny; it had morphed.

The man responsible for this subtle evolution sat across from Ram in the quiet, dust-moted sanctuary of a private office behind a timber yard in Daraganj. His name was Shaktidas Sharma.

Shakti was a contemporary of Ram, a man of quiet demeanour and intense, unblinking eyes. He came from an ancient lineage of Kashi and Kanyakubja temple priests, a family whose oral history did not merely record scriptures, but also kept meticulous mental ledgers of hidden vaults, walled-up deity idols, and underground passages used to preserve sacred wealth during centuries of iconoclasm and foreign rule. Where others saw religion, Shaktidas’ ancestors had seen logistical defence; where others saw ruins, Shaktidas saw secure storage.

”While you were reading books in Naini, Ram, the police were knocking on trade houses,” Shaktidas said, pushing a small brass cup of spiced tea toward him. ”The Marwari routes you built were solid, but they were merchant routes. Merchants talk when margins drop or when the CID offers tax exemptions. I took the liberty of shifting our primary nodes.”

Ram took a sip, studying the younger man. ”To where?”

”To the spaces the British don’t understand,” Shaktidas replied quietly. ”Temple trusts. Monastic akharas. The networks of wandering ascetics and hereditary caretakers who move across provinces without a single piece of paper. My grandfather spent forty years burying gold under temple foundations so local rulers couldn’t surrender it to tax collectors. That same instinct works remarkably well for modern steel, chemicals, and decentralised blueprints.”

Ram leaned forward, his mind calculating the structural advantage. ”Merchant networks are driven by profit; monastic and hereditary networks are driven by duty. Duty is far harder for Special Branch to compromise.”

”Precisely,” Shaktidas said. ”The British look for political agitation, trade manifests, and university student unions. They do not inspect the basement vaults of a 300-year-old Hanuman temple in Mirzapur, nor do they track the pilgrimage routes of holy men moving between Kashi and Assam.”

Ram set his cup down, his decision made. ”I don’t just want storage, Shaktidas. I need men and women, disciplined, silent, and entirely invisible to political intelligence. I need people who can manage operational logistics without holding a single public ideology. No slogans. No public rallies. Will you build this for me?”

Shaktidas’ expression remained calm, grounded in the quiet certainty of his bloodline. ”My family has preserved things in the dark for four hundred years, Ram. Teaching a new generation to handle modern tools in that same dark is simply an extension of the same work. Give me the criteria.”

”Faith in the long continuity of this land, absolute silence, and complete detachment from public credit,” Ram said softly. ”Start with the temple trusts and rural akharas. Train them to move assets, send messages, and maintain safe houses. When the storm comes, this network must be the silent framework holding the house together.”

Shaktidas nodded slowly. ”Consider it done.”

By mid-1937, the political atmosphere in the United Provinces was electric. Following the provincial elections under the Government of India Act of 1935, the Indian National Congress had formed provincial governments. In Anand Bhavan and the legislative halls of Lucknow, there was a palpable sense of triumph. Leaders believed that power was finally shifting into Indian hands.

Ram knew better. He knew the Act was a masterpiece of colonial containment, giving Indians the burden of administration while keeping the levers of real power, finance, and security firmly in the hands of the Viceroy and provincial Governors.

He decided to demonstrate this reality to the idealists leading the party.

Through his growing influence and long-standing ties with senior leaders, Ram secured a private audience with a committee of provincial Congress leaders, including Jawaharlal Nehru and several senior legislative ministers, in a quiet study at Anand Bhavan.

The room was warm, filled with the scent of old paper, tobacco, and fresh jasmine. Nehru, energetic and charismatic, greeted Ram warmly.

”Ram! It is good to see you fully recovered from Naini,” Nehru said, gesturing to an armchair. ”We are on the precipice of a new order. The provincial ministries are ours. We can finally begin drafting the social reforms this country desperately needs.”

”That is precisely why I am here, Pandit-ji,” Ram said calmly, placing two neatly typed leather-bound portfolios on the heavy mahogany table. ”If we are to govern, we must test the absolute limits of our current authority. I have drafted two legislative proposals for introduction in the United Provinces Legislative Assembly.”

Nehru picked up the first folder, adjusting his round spectacles. ”What are these?”

”The first,” Ram explained, ”is the Caste Equality and Social Disabilities Abolition Bill. It goes beyond gentle social reform. It explicitly criminalises caste-based discrimination in all public spheres, wells, schools, places of worship, and trade. It outlines severe penalties: heavy fines, mandatory imprisonment for repeat offenders, and legal banishment from municipal districts for extreme violence. Crucially, to prevent weaponisation, it incorporates strict, expedited judicial penalties for filing false, malicious accusations.”

Nehru’s eyes brightened as he skimmed the pages. ”This is sweeping, Ram! It aligns entirely with Gandhiji’s vision for the eradication of untouchability. It turns moral persuasion into state law.”

”And the second?” asked a senior minister sitting nearby, leaning in to read over Nehru’s shoulder.

”The Public Integrity and Administrative Purity Bill,” Ram said. ”It institutes an absolute, permanent bar preventing any individual convicted of a crime involving moral turpitude, financial fraud, or communal incitement from holding any municipal, provincial, or civil service position.”

Nehru laughed softly, tapping the document. ”Brilliant in its simplicity. It ensures that as our state expands, it remains in the hands of men of character. This is progressive, modern statecraft. I see no reason why these cannot be introduced in the upcoming session. They embody the very spirit of our movement.”

”Introduce them, by all means,” Ram said, his tone measured, showing no trace of Nehru’s enthusiasm. ”Push them hard. Make the debates public. Demand their passage.”

Nehru paused, sensing the underlying reserve in Ram’s voice. ”You sound sceptical of your own bills, Ram.”

”I am not sceptical of the bills, Pandit-ji,” Ram replied softly. ”I am realistic about who holds the real power in this country. Introduce them, and watch what happens.”

Three months later, the legislative reality unfolded exactly as Ram had anticipated.

The bills had passed the provincial assembly after fiery, historic debates that energised the public. But the victory was short-lived.

In a private meeting in Lucknow, Nehru sat behind his desk, looking genuinely exhausted and quietly furious. The two portfolios lay between them, stamped with official colonial administrative seals.

”The Governor has withheld assent,” Nehru said, his voice clipped with frustration. ”They didn’t even allow a proper constitutional reference.”

Ram sat across from him, entirely composed. ”What were their stated reasons?”

Nehru picked up an official memorandum and read from it, his tone dripping with sarcasm. ”The proposed legislation regarding caste discrimination touches upon deep-seated religious customs and personal laws of the native population, falling outside the mandate of provincial administrative governance. Furthermore, the provincial judicial infrastructure lacks the capacity to process the anticipated deluge of litigation, which risks destabilising public order.”

He tossed the paper aside. ”And for the Integrity Bill, they claim it encroaches upon the prerogative of the Crown’s civil service commissions.”

”Excuses,” Ram said quietly. ”Inadequate courts, fear of religious unrest, administrative overreach. They will offer a hundred technical justifications, Pandit-ji, but the truth is far simpler.”

Nehru looked at Ram, his brow furrowed. ”And what is the truth, in your eyes?”

”The British Empire does not care about Hindu social reform or administrative purity,” Ram stated directly, leaning forward. ”Their entire control of this subcontinent relies on social divisions. An anti-caste bill that unifies the lower and upper strata of Indian society strikes a fatal blow at their policy of divide and rule. And a civil service barred to corrupt opportunists deprives them of the very collaborators who keep their machinery running. The 1935 Act was built to give us the appearance of authority while retaining the veto over anything that matters.”

Nehru sighed, leaning back and running a hand over his face. ”So, what do you suggest? We resign? We walk out of the ministries?”

”No,” Ram said firmly. ”You use this. You let the public see that even when we win elections, the colonial governor’s pen can erase the will of millions. Show the people that true reform cannot happen under a borrowed constitution. Power sharing is an illusion; sovereignty is the only currency that matters.”

Nehru looked at Ram for a long moment, a subtle shift in his eyes. For all his idealism, the pragmatic sting of the Governor’s veto had registered deeply.
