Reborn in 1914: I Will Build India into a Superpower

1946

The horrors of Calcutta shocked the Viceregal Lodge into desperate action. Viceroy Lord Wavell recognised that the British Raj could no longer maintain public order. On August 24, 1946, Wavell officially broadcast the formation of an Interim Government, inviting Jawaharlal Nehru and the Indian National Congress to form the executive council.

However, a fierce, confidential struggle erupted within the highest levels of the Congress leadership regarding who would assume the crucial post of Vice President of the Viceroy’s Executive Council: a position that functioned as the de facto Prime Minister of India.

While Mahatma Gandhi strongly favoured Jawaharlal Nehru, pointing to his international stature and ideological popularity among urban intellectuals, a powerful, determined coalition within the Congress Working Committee, the Provincial Congress Committees, and the legislative assembly demanded that Ram Prasad Gupta take the helm.

On a rainy evening in early September, a historic, closed-door session of the Congress executive leadership and provincial delegates convened in a grand committee hall in New Delhi.

The atmosphere inside the room was thick with tension. Fans whirred uselessly overhead against the humid heat. Jawaharlal Nehru sat near the front, his face pale and drawn, his hands folded tightly in his lap. Sardar Patel sat beside him, his expression inscrutable, his sharp eyes moving quietly across the room. Ram Prasad Gupta sat in the middle row, dressed in a plain, perfectly ironed white khadi kurta, his countenance entirely composed.

A formal paper ballot was called to determine who would head the Interim Government.

For over an hour, senior party secretaries collected and counted the paper slips from provincial representatives. When the head teller finally walked up to the podium, the room fell into absolute silence.

”Total ballots cast: one hundred and fifty-four,” the teller announced, his voice echoing in the high-ceilinged room. ”For Jawaharlal Nehru: seventy-three votes. For Ram Prasad Gupta: eighty-one votes.”

A muted gasp went through the assembly. Ram Prasad Gupta had won the leadership by a slim, eight-vote margin.

The decisive support had not come from the westernised elites of Bombay or Madras, but from the deep agrarian heartlands of the United Provinces, Bihar, the Central Provinces, and Punjab. For five years, through war, inflation, and devastating famine, Ram’s vast grain distribution network had fed millions of rural families, while his local cooperatives had provided security and employment to returning soldiers. The provincial delegates remembered who had held the country together when the state had collapsed.

Nehru looked visibly shaken, but he maintained his dignified composure. Sardar Patel leaned over and tapped Nehru gently on the arm, then turned his gaze toward Ram, offering a single, firm nod of pragmatic respect.

Immediately after the meeting adjourned, Ram walked into the private side-room where Nehru, Gandhi, and Patel had gathered. Ram approached Nehru directly, extending his hand with deep, sincere respect.

”Jawaharlal-ji,” Ram said, his voice quiet, steady, and warm. ”This vote was not a rejection of your brilliance or your sacrifices for this nation. I did not seek this office out of personal vanity. But the burden has fallen upon us, and we cannot afford a single inch of internal division or personal friction.

”The British are in a hurry to leave. They are looking for any excuse to abandon this continent to administrative chaos. We cannot waste time mending bruised pride when the nation is on the verge of fire.”

Nehru looked into Ram’s steady, unblinking eyes and saw no trace of arrogance-only a vast, terrifying commitment to the state.

”What do you propose, Ram Prasad?” Nehru asked softly.

”An absolute, unbroken alliance,” Ram replied firmly. ”I need your diplomatic mastery to lead External Affairs and project our sovereignty to the United States and the Soviet Union. I need Sardar Patel’s iron administrative grip in the Home Department to integrate the five hundred princely states. And we need Bapu’s moral voice to keep the soul of the people alive. We must govern as a single, undivided fist.”

Patel stepped forward, setting his heavy hand on Nehru’s shoulder. ”Ram Prasad is right, Jawaharlal. The British are watching us. We stand together.”

Nehru took a deep breath, extended his hand, and grasped Ram’s firmly. ”For India, Ram Prasad,” Nehru said. ”We stand together.”

On September 2, 1946, Ram Prasad Gupta officially took the oath of office as Vice President of the Executive Council, assuming effective leadership of the Interim Government of India.

Yet, the flames of communal violence continued to spread. In October 1946, severe anti-Hindu pogroms erupted in the remote, riverine district of Noakhali in East Bengal. Local League politicians and fanatical preachers urged armed mobs to attack minority Hindu villages across the delta.

However, just as in Calcutta, the instigators in Noakhali encountered unexpected, lethal resistance.

Under Ram’s standing operational orders, Samvardhan border cells and veteran enlistees had already infiltrated East Bengal, distributing thousands of concealed firearms and defensive hand grenades to rural village cooperatives. When armed mobs marched on Hindu hamlets expecting helpless victims, they were met with organised, accurate rifle fire from behind mud walls and elevated farmsteads. Ex-servicemen led tactical counter-charges that dispersed attacker mobs and inflicted heavy casualties on the aggressors.

While the total loss of life among the minority was drastically reduced compared to historical reality, the psychological fracture was complete. Trust between communities was irrevocably destroyed.

Late in October, under intense pressure from Viceroy Wavell, the Muslim League agreed to join the Interim Government, not to collaborate, but to wreck the state from within. Liaquat Ali Khan was assigned the Finance portfolio. He immediately utilised his executive authority to delay, veto, and paralyse every financial appropriation proposed by Ram’s cabinet ministers.

Cabinet meetings in the Secretariat descended into bitter, dysfunctional shouting matches. Trust evaporated entirely. Ram navigated the deadlock with cold, pragmatic ingenuity, bypassing Liaquat’s financial blockades by utilising informal merchant credit networks, private Marwari industrial funds, and provincial government reserves to keep state development projects and defence preparations fully funded.

In November 1946, sickened by the bloodshed in Bengal and Bihar, Mahatma Gandhi announced his intention to undertake a barefoot peace pilgrimage through the remote, marshy villages of Noakhali. He declared he would live among the villagers, preaching non-violence and communal harmony until trust was restored.

On the evening before Gandhi’s departure, Ram visited the Mahatma at his quarters in Delhi’s Harijan Colony.

Gandhi sat on a woven mat, spinning cotton on his wooden charkha by the dim light of an oil lamp. He looked small, frail, and immensely weathered.

”Bapu,” Ram said, sitting quietly on the floor opposite him. ”You are walking into a swamp filled with armed fanatics who do not respect your moral authority or your age. You are going without a guard.”

Gandhi stopped his wheel and looked up, his gentle, tired eyes meeting Ram’s. ”If my non-violence cannot stand the test in the darkness of Noakhali, Ram Prasad, then my entire life has been a delusion. I cannot take armed soldiers with me. God is my only shield.”

Ram looked at the old man for a long, silent moment. He respected Gandhi’s profound moral conviction, but he operated in a world governed by iron and powder.

”Go with God, Bapu,” Ram said softly, leaning forward to touch Gandhi’s feet in respect. ”I will not interfere with your faith. But five hundred of my plainclothes veterans will walk the fields half a mile behind your procession. They will wear peasant clothes, but beneath their shawls, they will carry loaded Lee-Enfield rifles. You may carry God’s peace to the villages, Bapu, but my men will make sure no fanatic lays a hand upon your life.”

Gandhi offered a faint, sad smile, shaking his head gently. ”Ah, Ram Prasad... you trust in steel more than in the human heart.”

”I trust in the human heart’s capacity for evil, Bapu,” Ram replied quietly. ”Steel is merely the insurance policy.”
