tang rui had red lotus convert the route planned by the two big shots into a planning map, then wrote a report and submitted it.

after this report was submitted, it caused a huge uproar. the big shots were astonished.

good heavens!

six oil fields!

the reserves of the oil field alone exceeded 170 billion tons. if the submarine oil layer and other large and small oil fields in the yellow sea were included, the total reserves would exceed a trillion tons.

however, the probe was still incomplete.

the east china sea was still being explored. the oil fields and oil reserves there were definitely no less than those in bohai bay.

if it were just oil reserves, then forget it.

the difficulty of mining was too great. even if they knew there was an oil field at the bottom of the sea, they could only look at it with envy and not exploit it.

but tang rui proposed a plan.

he would connect east china and northeast china through a submarine tunnel and build a large sea drilling platform in the middle of the tunnel to transport the crude oil from six oil fields to the two regions.

actually, the undersea tunnel project had always existed.

in the 1990s, someone had suggested it.

after all, this tunnel wasn’t just about opening up a channel. it was about opening up an economic artery.

there were many reasons for the economic decline in the northeast region.

it was not that the higher-ups had never thought of reviving the old industrial base in northeast china, but the problem was that the market economy could not be shifted by subjective will.

in the economic circle around jiangxi, other than jiangxi’s economy, the economic standards of the surrounding provinces were among the top ten in the country.

why was this happening?

the geographical location.

if this undersea tunnel were opened and crude oil were produced, the economy of the northeast would be stimulated.

this was oil.

it was nothing else.

look at how rich the middle eastern countries were with their oil.

if they could extract all the oil from the seabed, they’d become the bosses of oil in the middle east.

there was only one problem.

it was whether this report submitted by tang rui could be implemented or not.

the current domestic technology reserves made it impossible to exploit such a deep underwater oil field.

this wasn’t a question of whether or not to invest in research and development.

even if they brought in the americans, they wouldn’t be able to handle it.

if it were someone else, the higher-ups would definitely not believe it. they would consider it a swindle. there was no need to discuss it. they could just directly deny knowledge.

even if they knew there was an oil field there, they wouldn’t mine it.

they would leave it to the bidding off future generations.

but the plan submitted by tang rui was still highly valued by the higher-ups.

after all, ever since his debut, all the projects tang rui had submitted had been completed, and they were even overcompleted.

so, should he give it a try and take a gamble?

money would definitely be spent, and it would be an obscene amount.

but what if he succeeded?

that would be a huge profit.

they held a meeting to discuss and voted by a show of hands.

three days later, someone from the national council arrived.

he didn’t come alone. he brought all the oil giants in the country, and they were all in charge.

everyone had a two-hour meeting in the combat conference room of the comprehensive supply ship and decided on the matter.

the major oil companies in the country invested, and tang rui provided the technology to establish the bohai bay oil field development company.

this company was not responsible for refining or selling oil. it was only responsible for exploiting submarine oil fields and building marine drilling platforms and oil pipelines.

tang rui’s crimson corporation occupied 20% of the shares.

the other companies all invested and occupied the remaining 80% of the shares. among them, sichuan oil group occupied 5% of the shares.

then, all the oil companies transferred 400 billion yuan to the account of the bohai bay oil mining company.

the money was used to build undersea tunnels and drilling platforms, of which more than 50 billion had to be paid in the first phase.

this money had to be transferred to crimson’s account as the first phase of technology research and development funds.

in other words, next, as long as tang rui could come up with the seabed drilling technology and the oil drilling platform, he could easily garner 50 billion, if not 100.

in any case, the money from the first phase of investment was for special purposes, other than tang rui being able to use it for research and development.

the rest were left there and were not allowed to be used.

all the construction could only be started after a technological breakthrough.

the meaning was obvious.

if he could get the technology out within 400 billion, the higher-ups would be willing to do so. he did not have to worry about money.

if the time came that the 400 billion didn’t suffice, they would have to evaluate it and see what tang rui had spent the money on.

after the meeting ended, tang rui docked and flew the private plane home.

the life and death of the entire project depended on him.

although he was not worried at all, he couldn’t continue to wander around outside. every day he wandered around outside, his liver would hurt.

as for the two professors, they didn’t leave.

instead, he brought the team over.

they had to conduct in-depth analysis and research on the route of the undersea tunnel, especially the geological structure. they had to ensure that the data was accurate.

when tang rui returned to the company, he saw li shuyao and the company’s employees playing with pandas in the newly built sunroom and lawn.

“is this how you work?”

it seemed it was a saturday.

then it was fine.

“have these pandas adapted to the environment here?” tang rui asked li shuyao.

“the breeder and the researcher said there’s no problem, but the food needs to be transported from sichuan,” li shuyao replied.

“how much does it cost to transport from sichuan?”

“it’s free. it’s all specially approved by sichuan province. they even pay the salaries of these employees..”
