The Imperial System: Architect of an Empire

Three days before the Adventurer’s Guild opened, Blackwood finally became large enough on paper for Kael to discover how little a single number could tell him.

The final field-verification team returned shortly after sunrise. They were tired, muddy, and carrying two satchels of village records that looked as though they had survived several generations of poor storage before being handed to House clerks. One settlement had confirmed its own identity problem as well. The smaller community that appeared separately in several old ledgers had not considered itself an independent village for years, even though older House records continued counting it as one. Its families still used the old settlement name locally, but administration, grain storage, and village leadership had gradually merged with the neighboring community.

That answered one argument without requiring Kael to invent a new boundary simply because two sets of parchment disagreed.

Blackwood had eleven recognized villages under current administration, with several smaller hamlets and scattered farm clusters attached to them.

Lily wrote the conclusion onto the census wall while Kael stood beside Edwin, watching the final gaps disappear from the settlement records. ”Eleven villages,” Kael said. ”Good. At least now I can stop saying eleven or twelve depending on which ledger Edwin hands me.”

Edwin glanced toward him. ”The ledgers were not responsible for your uncertainty.”

”The ledgers disagreed.”

”The people stopped treating the settlement independently before the House records caught up.”

”That sounds like the ledgers disagreeing more slowly.”

Lily turned from the wall. ”Can we finish the census before you both declare war on parchment?”

Kael smiled and sat.

The census had reached the stage where nearly every household had some verified representation. There were still uncertainties. Seasonal workers traveled. A few families had relatives whose residence shifted between villages. Several merchants spent part of the year outside Blackwood. Children fostered with relatives occasionally appeared in one household record and disappeared from another. None of that prevented a useful baseline, but it did prevent the kind of perfect precision Kael once might have expected from the System.

He opened the House Management Interface.

The population category changed almost immediately.

[Know Your People — Territorial Census]

Household coverage: 96% verified

Remaining uncertainty: Seasonal labor, temporary residents, recent movement

Population baseline available

Kael became still.

Lily noticed. ”You have something?”

”Yes.”

He selected the baseline.

[Blackwood Territorial Population Baseline]

Verified permanent residents: 8,214

Estimated temporary / seasonal residents currently present: 241–327

Confidence: High for permanent residents / Moderate for temporary population

Kael read it once.

Then again.

Eight thousand two hundred fourteen.

Not three thousand.

Not twenty thousand.

Not a number pulled from an old tax estimate that counted households as if each household contained one person.

Actual people.

Children.

Farmers.

Craftsmen.

Widows.

Laborers.

Hunters.

Village heads.

Merchants.

Apprentices.

Retired soldiers.

People living close to the manor because new work existed there, and people living farther west who might go weeks without seeing anyone from House Kael.

Kael looked toward Edwin. ”We have the baseline.”

”How confident?”

”High for permanent residents. Temporary population is still an estimate.”

Edwin nodded. ”Reasonable.”

Lily pulled a fresh page closer. ”How many?”

Kael told them.

Neither reacted dramatically.

That surprised him.

”You both look as though I told you the weather.”

Edwin answered first. ”Because the total confirms what the household records were already suggesting.”

Lily nodded. ”Large enough that Blackwood is more than a cluster of failing villages. Small enough that everything you want to build can outrun the people needed to operate it.”

That was exactly it.

Kael looked back at the System.

The total expanded into settlement distribution, age bands, occupations, and household composition. He did not open everything at once. The warning from the census objective remained in his mind: people were not useful merely because they could be divided into categories.

Still, the categories mattered.

[Working-age population: 4,718 verified]

[Children and dependent youths: 2,311]

[Elderly / reduced-labor residents: 807]

[Other dependent or unclear labor status: 378]

The occupational distribution appeared next.

Agriculture dominated.

That was expected.

But the percentage surprised him.

[Primary agriculture / livestock: 51% of verified working-age population]

The rest scattered across quarrying, transport, construction, craft work, trade, domestic work, administration, hunting, medical support, military service, temporary labor, and occupations too irregular to classify confidently.

Kael frowned.

Edwin noticed. ”What?”

”More than half our working adults are tied primarily to food production.”

”That is not unusual.”

”I know. But if we keep pulling workers toward Stonebrook, roads, the Guild, construction, workshops, and the manor settlement, we are pulling from the same half that keeps everyone fed.”

Lily looked toward the census wall. ”Unless newcomers fill the new work.”

”Exactly.”

The System updated.

[Population & Labor Analysis — Preliminary]

Blackwood is capable of moderate population growth under current food production and housing conditions.

Major rapid expansion is not recommended.

Primary constraints:

Skilled labor

Housing distribution

Local water capacity

Food surplus reliability

Road access between settlements

Medical capacity

Another line appeared beneath them.

[Current population growth strategy: Undefined]

Kael smiled faintly. ”At least it is honest.”

Edwin raised an eyebrow.

”We do not have a real settlement policy yet.”

”No.”

”We have people arriving because there is work.”

”Yes.”

”We have families moving internally.”

”Yes.”

”We have unused houses in some villages and shortages in others.”

”Yes.”

Kael leaned back. ”Then we have growth without a plan.”

Edwin considered the wording. ”Early growth.”

”That sounds kinder.”

”It is more accurate.”

Kael looked toward Lily. ”Do we know how many permanent newcomers arrived during the last year?”

”Not reliably for the full year. The last several months are better.”

”How many?”

”Enough to show movement, not enough to explain the entire increase in activity around the manor.”

Kael nodded.

That was what he expected.

Most visible growth had come from internal movement and work concentration.

The territory itself needed more people if Kael wanted the villages to strengthen while the central settlement expanded.

But that did not mean issuing a proclamation inviting ten thousand settlers tomorrow.

He opened the settlement comparison.

Stonebrook immediately stood out.

High employment.

Low housing availability.

Strong road dependence.

Growing food imports.

Bellhaven showed nearly the opposite pattern.

Available housing.

Stable food.

Moderate outward movement.

Weak specialized employment.

The manor-side settlement showed the broadest occupational variety and the strongest pull on workers from elsewhere in Blackwood.

Kael stared at the map.

”We need different population goals for different places.”

Lily nodded. ”Stonebrook needs more residents who actually intend to stay.”

”Bellhaven could take families sooner.”

”If employment improves.”

”Yes.”

Edwin added, ”And some villages should probably receive very few newcomers until water or road capacity improves.”

Kael looked toward him. ”Which means there is no Blackwood-wide number saying ’we can accept this many settlers.’”

”There can be eventually. It simply should not be the only number.”

The System shifted again.

[Settlement Capacity Analysis Unlocked — Limited]

Available due to census completion.

Kael selected Bellhaven first.

[Bellhaven — Preliminary Sustainable Intake]

Current available housing: Moderate

Food capacity: Stable

Water capacity: Seasonal concern

Employment capacity: Low to Moderate

Recommended immediate settlement intake: Small

Reason: Housing exists, but employment and dry-season water reliability remain limiting factors.

Stonebrook appeared next.

[Stonebrook — Preliminary Sustainable Intake]

Employment capacity: High

Housing capacity: Low

Water capacity: Moderate

Food self-sufficiency: Declining as specialization increases

Recommended immediate settlement intake: Very limited until housing expands

Kael smiled.

Not because the answers were impressive.

Because they were different.

He looked toward Lily. ”This is what I wanted.”

”What?”

”Bellhaven has houses but not enough work. Stonebrook has work but not enough houses. If we had simply announced free settlement across Blackwood, we could have sent people directly into the wrong problems.”

Edwin nodded. ”Which is why settlement is administration before it becomes expansion.”

Kael looked offended. ”You always make everything sound less exciting.”

”It helps.”

A knock interrupted them.

The runner who entered carried a familiar expression.

”My lord, Master Garrick requests you at the forge.”

Kael looked toward Lily. ”Did he say why?”

”No.”

”That is worse.”

Edwin returned to the census. ”Go.”

”You keep dismissing me from my own administration.”

”Because other people are capable of continuing when you leave.”

Kael stood.

”I am beginning to regret teaching everyone that.”

The forge was already hot when Kael arrived.

Garrick Ironhand stood near the main workbench with his arms folded while Hugo Stone watched from beside an anvil. A young woman stood several feet away wearing borrowed leather protection and trying very hard not to look nervous.

Kael recognized her.

”Mira Pell.”

The Bellhaven wagon repairman’s daughter straightened. ”My lord.”

Kael looked toward Garrick. ”You summoned me because of the apprenticeship?”

”I summoned you because apparently everyone thinks I need permission to reject people.”

Kael blinked.

Mira looked worried.

Garrick continued before Kael could respond. ”I do not.”

”I know.”

”Good.”

”Did you reject her?”

”No.”

Mira exhaled.

Garrick looked toward her. ”Do not relax yet.”

Kael smiled.

Hugo shook his head.

Garrick picked up a small iron fitting from the bench. ”She knows enough to avoid holding hot metal with bare hands, which already places her above some people who have asked to work here.”

Mira looked uncertain whether that was praise.

Garrick continued. ”Her father taught her repair work. She understands tools. She watches before striking. She does not pretend she knows what she does not know.”

Kael glanced toward her. ”That sounds promising.”

”It sounds trainable.”

Better.

”Then?”

”I will take her for a trial apprenticeship.”

Mira’s face changed immediately.

Garrick lifted one finger.

”Trial.”

She nodded rapidly. ”Yes.”

”Six weeks. If you hate the work, you leave. If I decide you refuse instruction, you leave. If your family suddenly decides the prince has stolen their daughter into a forge, you explain that you chose to be here.”

”Yes.”

Kael almost laughed.

Garrick looked toward him. ”And she does not become a manor worker merely because she trains here.”

Kael understood.

”Bellhaven?”

”If she finishes training eventually, she can decide where she works.”

Mira nodded.

That mattered.

Kael looked toward the System.

[Apprenticeship Match Confirmed]

Mira Pell — Smithing Trial Apprenticeship

Interest: Voluntary

Instructor acceptance: Confirmed

Labor availability change: Potential future skilled labor

Immediate effect: None

Kael smiled at the last line.

Of course.

Training an apprentice did not magically create a blacksmith today.

Garrick noticed his expression. ”What?”

”Nothing.”

”You do that too often.”

”So I have been told.”

Hugo stepped forward. ”There is another problem.”

Kael looked toward him.

”Apprentices.”

”You want more?”

”Eventually. But not ten at once.”

Garrick nodded. ”Training takes time away from production.”

Kael stopped.

Another hidden cost.

If Blackwood tried to solve the skill shortage by flooding every craftsperson with apprentices, current output could actually fall while they trained them.

The System responded.

[Labor Development Advisory]

Apprenticeship expansion increases future skilled capacity but may reduce short-term expert productivity.

Recommended consideration: Training load per master craftsperson.

Kael looked toward Garrick. ”How many can you actually train properly?”

”Not counting Hugo’s work?”

Hugo raised an eyebrow.

Garrick continued. ”Two beginners comfortably. Three if one already has basic experience. More than that and I become a teacher instead of a smith.”

Kael nodded. ”Then two.”

Garrick looked surprised.

”You expected me to say five?”

”Yes.”

”That hurts.”

”Experience.”

Kael sighed.

Still, he understood.

Blackwood’s labor shortage could not be solved in one season.

Some shortages required immigration.

Some required training.

Some required better use of people already present.

Some required accepting that growth had a speed limit.

The System updated quietly.

[Know Your People — Labor Strategy Emerging]

Internal skill discovery

Voluntary apprenticeships

Targeted occupational transfer

Future external recruitment

Settlement-specific intake

Kael stared at the last two.

Future external recruitment.

That would come.

Not today.

But soon.

Before leaving the forge, Kael watched Mira attempt her first proper exercise under Garrick’s supervision. It was not sword making or anything remotely impressive. Garrick handed her several pieces of scrap and told her to sort them according to whether they could be reused, reforged, or discarded.

Mira looked disappointed.

Garrick noticed.

”You wanted fire?”

”Yes.”

”You get fire after you prove you understand what goes into it.”

Kael smiled faintly.

That sounded familiar.

The Guild preparations occupied the middle of the day.

Two days earlier, Galahad had estimated opening readiness at seventy-eight percent. By the time Kael entered the headquarters now, the System immediately updated.

[Adventurer’s Guild Opening Readiness: 89%]

Construction: 98%

Staffing: 82%

Procedures: 88%

Security integration: 90%

Contract volume: 78%

Financial custody: 74%

Kael barely had time to appreciate the improvement before Galahad placed a stack of applications in his hands.

”What are these?”

”People who want to register.”

”The Guild is not open.”

”They know.”

Kael looked through the forms.

Hunters.

Mercenaries.

Former caravan guards.

Two people identifying themselves as independent monster hunters.

A mage with limited professional experience.

Several younger applicants whose combat history appeared to consist mainly of enthusiasm.

Kael looked up. ”How many?”

”Thirty-one individuals have now expressed serious intent to register.”

”That grew quickly.”

”Because the opening date became public.”

Kael looked around the hall. ”Can the staff process thirty-one?”

”Not simultaneously.”

”Then?”

”Numbered intake.”

Of course Galahad had already solved the obvious part.

He pointed toward the entrance. ”People receive a place in the registration sequence. We process them in manageable groups. Nobody spends four hours blocking the counter because he thinks shouting makes him more important.”

Kael smiled. ”You have someone specific in mind.”

”Several.”

At the far end of the main hall, Sir Marcus Wintermere sat with two clerks reviewing the last revision of the party registration form. Sir Elias Thorn stood near the mission board talking with Jessa about the difference between an escort contract and a security operation.

Neither had disappeared into ceremonial knight duties.

Good.

Elias noticed Kael. ”The dog contract is gone.”

Kael stopped.

”What?”

Galahad looked annoyed.

Elias smiled. ”Someone found the dog.”

”Already?”

”The Guild has not opened.”

”Apparently the child did not respect institutional timing.”

Kael looked toward Galahad.

”The three copper?”

”Never deposited.”

Kael laughed.

”Then our first great quest ended before opening.”

Galahad pointed toward the door.

Kael stayed.

A different contract occupied the low-risk section now: gathering a specific medicinal plant from a hillside several miles east.

That was probably healthier for the Guild’s reputation.

Kael moved toward Marcus.

”How many revisions?”

Marcus looked exhausted. ”Do not ask.”

Galahad answered anyway. ”Seven.”

”The form is better.”

”It should be divine by now.”

Marcus ignored him.

Kael looked over the final version.

Party name if one existed.

Registered members.

Contract representative.

Emergency authority arrangement.

Temporary members.

Relevant specialties.

No attempt to force every party into one rigid hierarchy.

Good.

Kael looked toward Galahad. ”Opening in three days still?”

”Yes.”

”No concerns?”

”Many.”

”Any that stop us?”

Galahad considered.

”No.”

That was the answer Kael wanted.

Deputy Commander Grom entered from the training yard behind the Guild a few moments later. He was accompanied by Dalen Mott and Sera Venn, both original Black Dragons who had been helping test different aspects of Guild readiness. Sera carried her longbow across her back, while Dalen had a bundle of mock incident reports under one arm.

Kael looked toward them. ”What did you break?”

Sera answered first. ”Nothing.”

Dalen smiled. ”That sounds disappointing when you ask it like that.”

Grom handed Galahad one page. ”Your emergency message format is too long.”

Galahad closed his eyes.

Kael smiled.

Grom continued. ”If the Guild needs the Black Dragon because something is actively killing people, I do not need six paragraphs explaining the original contract history before someone tells me where the threat is.”

Galahad took the page.

”What do you want?”

”Location. Immediate threat. Estimated number of civilians. What is confirmed. What is unknown. Guild personnel already present. Then supporting details.”

Sera nodded. ”And whether the threat moves.”

Galahad looked toward her.

”Flying beast and injured adventurers heading west is different from beast remaining inside a cave.”

”Good.”

Galahad began marking the form.

Kael watched Grom.

This was exactly the background presence he wanted from the Deputy Commander.

Grom was not simply teaching spear forms.

He was helping define how Blackwood’s institutions interacted with military command because if the Guild failed during an emergency, Darius and Grom would inherit the consequences.

Kael looked toward Dalen. ”Your reports?”

”Practice incident summaries.”

”Problems?”

”People write too much after they know what happened.”

Kael frowned.

Dalen handed him one.

The mock report described an adventuring party encountering three boars near a farm. The original witness had reported ”many large beasts.” After the scenario concluded, the clerk had rewritten the initial report as though the exact number had been known from the beginning.

Kael immediately understood.

”You’re replacing uncertainty afterward.”

Dalen nodded.

Grom folded his arms. ”Which means six months later someone reading the record believes the Guild had better information before the mission than it actually did.”

Aveline Tor’s voice returned from memory.

The worst thing an archive can do is replace a gap with confidence.

Kael handed the paper back.

”Keep the original report unchanged. Add the later findings separately.”

Galahad looked toward him. ”That makes the records longer.”

”It makes them honest.”

Marcus nodded from the table.

Galahad sighed. ”I regret introducing you to clerical philosophy.”

”You introduced me to nothing. Orinth did.”

”Then I regret Orinth.”

The System appeared.

[Institutional Record Standard Improved]

Original report uncertainty preserved

Post-contract findings recorded separately

Projected benefit: Better future threat classification and contract review

Kael smiled.

This was where the System became valuable without stealing anyone’s work.

Dalen found the problem.

Grom explained the danger.

Kael connected it to what he learned in Orinth.

Galahad changed the procedure.

The System recognized and organized the improvement.

That was how Blackwood should function.

The afternoon brought Damien back into the center of things.

Kael found him on the village watch training ground beside Grom, demonstrating spear control to a group from Bellhaven and another nearby settlement. Damien was not teaching them advanced techniques. He was showing them how to use the length of a spear to keep something dangerous away without immediately charging forward.

”Your spear is not permission to chase,” Damien said while one watchman repositioned his hands. ”If a beast runs into the trees and your village is safe, you do not follow because you suddenly feel heroic.”

One younger man frowned. ”What if we can kill it?”

”What if you cannot?”

The man did not answer.

Damien continued. ”Your village does not need your corpse proving you were brave.”

Kael stopped near Grom.

The Deputy Commander glanced toward him. ”Do not interrupt.”

”I wasn’t.”

”You were about to.”

Kael remained quiet.

Damien moved the watchmen into pairs and had them practice protecting a retreating civilian rather than fighting to win. One held the spear while the other watched the flank and moved backward. It looked simple until they attempted it under pressure from a Black Dragon carrying a padded weapon.

Several failed.

Damien corrected them patiently.

Kael watched longer than he intended.

Nine days.

Damien would leave Blackwood before the Guild had been open a full week.

That realization felt strange.

One Chapter of Blackwood would begin while one of its original fifty stepped temporarily away.

Grom spoke quietly. ”He is good at this.”

”Teaching?”

”Yes.”

Kael looked toward him.

”Better than you expected?”

Grom nodded once.

”That is why I assigned it.”

Kael smiled. ”You wanted to see what he understood.”

”I told you that.”

”I know.”

”Then why are you surprised?”

”I am allowed to be impressed.”

Grom accepted that.

After the watch lesson, Damien joined them, sweating despite the cooling afternoon.

”How bad were they?” Kael asked.

”Better than yesterday.”

”That has become everyone’s answer.”

”Because improvement usually begins below impressive.”

Grom smiled faintly.

Damien drank from a water flask. ”Bellhaven’s group listens well. The other one wants to fight everything.”

”Can that be fixed?”

”Eventually.”

Kael looked toward Grom.

The Deputy Commander nodded. ”Village watch training will continue after Damien leaves.”

”Who handles it?”

”Rotating Black Dragon instructors. I oversee standards.”

That was right.

The program did not belong to Damien simply because he had helped teach its early lessons.

Kael glanced toward Damien. ”Eight days after today.”

Damien stared. ”You said nine this morning.”

”Today happened.”

Grom walked away before the argument could begin.

Damien looked toward Kael. ”He enjoys leaving people in conversations.”

”Yes.”

”He learned it from Darius.”

”Probably.”

They walked back toward the manor together.

Damien glanced toward the nearly completed Guild. ”Three days.”

”Yes.”

”You excited?”

”Yes.”

”Nervous?”

”Yes.”

”Good.”

Kael frowned. ”Why does everyone say that?”

”Because you become dangerous when you think everything is under control.”

Kael looked offended.

Damien laughed.

The final meeting of the day returned to population.

Edwin had organized the census totals into something more useful than a single territorial number.

Kael, Lily, Bram, Rowan, Garrick, Darius, and Grom sat around the administrative table while Galahad joined late after finishing Guild staff training.

Kael looked at the group.

”This is too many people.”

Lily replied, ”You called them.”

”Still true.”

Edwin began before Kael could derail the meeting.

”Blackwood has just over eight thousand verified permanent residents.”

Galahad raised his eyebrows.

Garrick grunted.

Rowan looked toward the census page. ”Across eleven villages and the manor settlement?”

”Yes.”

”Feels like more.”

”Because movement concentrates people around work.”

Kael nodded. ”That is part of the problem.”

Edwin continued. ”The census suggests Blackwood can support population growth. It does not suggest we should pursue rapid uncontrolled growth.”

Grom leaned forward. ”Security?”

”Current villages can absorb more people unevenly.”

Darius looked toward Kael. ”Meaning?”

Kael answered. ”Some can take families now. Some need roads, wells, housing, or work first.”

Bram nodded.

Galahad looked toward the labor summary. ”And the Guild?”

”You still need staff.”

”I know.”

”The census found people.”

”It found some people.”

”Exactly.”

Edwin pointed toward the labor shortages.

”The largest near-term problem is skilled labor. Simply increasing population with unskilled newcomers may help farms, hauling, and construction crews, but it will not immediately produce healers, smiths, carpenters, clerks, or experienced tradespeople.”

Garrick nodded. ”A body near an anvil is not a smith.”

Rowan added, ”A man carrying wood is not a carpenter.”

Galahad smiled. ”Someone literate is not automatically a competent contract clerk.”

Kael looked toward everyone. ”I understand.”

Lily raised an eyebrow.

Kael sighed. ”Mostly.”

Edwin placed another page on the table.

”So when Blackwood begins actively attracting settlers, I recommend categories.”

Kael immediately disliked the word.

Edwin noticed.

”Not categories of people as worth.”

”Good.”

”Categories of need.”

That was different.

Edwin continued. ”Families willing to farm available land. Skilled craftsmen. Apprentices willing to enter existing trades. Transport workers. Literate administrative workers. Medical workers. Merchants serving identified shortages. General laborers where housing and food support exist.”

Kael looked toward the list.

Targeted settlement.

Not closing Blackwood to anyone who did not fit a perfect role.

But if House Kael spent money encouraging people to relocate, it should encourage people Blackwood genuinely needed.

Grom looked toward Kael. ”Do not recruit soldiers through the same program.”

Kael nodded immediately. ”Separate.”

Darius agreed. ”Military recruitment follows military standards.”

Galahad added, ”Same for adventurers.”

Kael looked toward him.

”People moving here because the Guild opens are not House settlers just because they sleep in Blackwood.”

True.

Another population category.

Temporary adventurers.

Permanent residents.

Traveling parties.

Merchants.

Seasonal workers.

The Guild might increase Blackwood’s daily population without increasing the number of people who actually belonged to its villages.

The System appeared.

[Population Planning Framework Updated]

Permanent settlement

Temporary labor

Seasonal labor

Guild-linked transient population

Merchant / caravan traffic

Internal relocation

Military personnel

Household dependents

Warning: Daily service demand may exceed permanent population due to transient activity.

Kael leaned forward.

”That matters.”

Lily looked toward him.

”The Guild.”

Galahad immediately understood.

”If thirty adventurers spend money here, eat here, sleep here, use healers, repair equipment, and occupy stables, they create demand even if none becomes a permanent resident.”

Edwin nodded.

”And Blackwood must plan for that demand separately.”

Kael smiled.

The Guild opening was not only a new institution.

It could change the settlement around it.

Inns.

Food.

Stables.

Repair work.

Supplies.

Healers.

Merchants.

Waste.

Water.

Security.

All from people who might leave again three days later.

The System updated.

[Emerging Development Pressure]

Guild opening may increase transient population around manor settlement.

Recommended monitoring categories: lodging occupancy, food demand, stable use, waste volume, clinic visits, market traffic.

Kael looked toward Galahad.

”Your Guild is creating more work.”

”It has not opened.”

”Exactly.”

Galahad smiled. ”Imagine how annoying I become in three days.”

Kael laughed.

The meeting continued until the settlement policy was reduced to one principle everyone could accept.

Blackwood would grow.

But it would grow by strengthening the villages it already possessed, connecting them better, training the people already living there, and eventually attracting newcomers where the territory could actually support them.

No massive proclamation tomorrow.

No thousands of settlers appearing between Chapters.

No new village built merely because Kael wanted another mark on the map.

Bellhaven would receive targeted improvements.

Stonebrook’s worker-duration and housing survey would finish before new construction was approved.

Other villages would receive their own assessments.

Once enough capacity existed, House Kael would begin a controlled settlement program and measure what happened.

The System appeared as the meeting ended.

[House Objective: Know Your People]

Territorial household census: COMPLETE

Verified permanent population baseline established: 8,214

Major labor shortages identified: COMPLETE

Underused skills / apprenticeship opportunities identified: COMPLETE

Settlement capacity assessment: IN PROGRESS

Major population expansion approval: PENDING

Objective completion: 75%

Kael read the final requirement.

Settlement capacity.

That was the part they could not shortcut.

A census told him who already lived in Blackwood.

It did not tell him where thousands more could safely go.

That would come village by village.

Road by road.

Well by well.

House by house.

Kael looked toward the Guild opening schedule beside the census report. Three days remained before Galahad opened the doors. Damien had eight full days before his departure after tonight. Bellhaven’s first road work could begin soon. Stonebrook still needed a housing answer, and the remaining villages needed individual development assessments before Kael considered any serious settlement campaign.

For once, none of that felt like unfinished business competing for his attention. It felt like the same story viewed from different places.

Blackwood had spent months learning how to build.

Now it was beginning to learn how to grow.
