The Imperial System: Architect of an Empire

Kael discovered the following morning that asking Blackwood a question was considerably more difficult than asking Blackwood for grain reports.

Numbers could be gathered.

Opinions had to be invited.

That distinction became obvious before breakfast ended, when Edwin placed a list of proposed participants beside Kael’s plate and Kael immediately began crossing names out.

Edwin watched in silence for several seconds before asking, ”Is there a problem with the list, Your Highness?”

”Yes. Half of these people work directly for me.”

”That was intentional.”

”That is exactly the problem.”

Across the table, Victor looked up from a piece of bread. His travel chest had already been packed, and the knowledge that he would leave for the Third Legion in two days had somehow made him even more interested in problems that would no longer be his responsibility. ”You asked what House Kael believes. Wouldn’t people who work for House Kael be the obvious people to ask?”

Kael looked toward him. ”If I ask Darius what a knight owes people, I already know the answer will involve duty, law, judgment, responsibility, and at least one sentence designed specifically to make me feel inexperienced.”

Darius continued drinking tea near the window.

Victor smiled. ”Accurate.”

Kael pointed at Edwin’s list. ”I want Lily. Bram. Iris. Galahad. Hugo. A few soldiers. The clinic. Fine. But I also want people who have no reason to tell me what they think I want to hear.”

Edwin folded his hands behind his back. ”Farmers.”

”Yes.”

”Merchants.”

”Yes.”

”Laborers.”

”Yes.”

”Someone from Blackwood Hollow.”

”Definitely.”

Edwin considered the request. ”And how do you intend to prevent them from telling the Imperial Prince what they believe the Imperial Prince wants to hear?”

Kael stopped.

Victor laughed.

Kael frowned at him. ”You are leaving soon. I could assign homework.”

Victor immediately returned to breakfast.

Edwin’s question remained.

Kael leaned back. ”Don’t tell them the answer is for the Church.”

Elias looked up from the knightly code beside his plate. He had been reading during meals often enough that Lily had threatened to confiscate the book twice. ”Wouldn’t that be misleading?”

”No. Ask them the question exactly as written. Just don’t surround it with priests, ceremonies, and Imperial titles before they answer.”

Marcus nodded slowly. ”If you tell someone a Church examiner wants their opinion about knights, they may start trying to sound respectable.”

”Exactly.”

Victor swallowed. ”What if their normal opinion is disrespectful?”

”Then I want that too.”

Serious questions became different when ordinary people were allowed to answer them badly.

Kael suspected that was part of the point.

Archdeacon Malrec had not asked House Kael what Imperial law said.

He had not asked what the traditional knightly oath required.

Those answers already existed.

He had asked what House Kael believed.

That meant something beyond law.

Something beneath it.

Kael looked again at the Church’s question, copied neatly onto the page beside Edwin’s list.

What does House Kael believe a knight owes to those who cannot compel his service?

The wording bothered him because it stripped away command.

No officer.

No superior.

No legal threat.

No person capable of punishing refusal.

Only someone in need and someone powerful enough to choose whether that need mattered.

Kael looked toward Elias and Marcus.

”Don’t answer yet.”

Elias frowned. ”I wasn’t.”

”You were thinking loudly.”

”That is not a thing.”

”It absolutely is,” Victor said.

Marcus closed his own book. ”What exactly are we doing today?”

Kael looked at Edwin.

The steward answered. ”Several conversations rather than one gathering. His Highness believes a formal meeting would influence the answers.”

Kael nodded. ”If I put twenty people in a room with Darius, half of them will suddenly discover extremely traditional opinions.”

Darius finally spoke. ”You continue to assume my presence frightens people.”

Everyone looked at him.

Darius paused.

”Fine.”

Kael smiled.

They started with Bram.

Not because Kael expected the gardener to provide the best answer.

Because Bram had known Blackwood before Kael returned, before repaired roads, before growing markets, before the Guild headquarters, before the Black Dragon, and before people began speaking about House Kael as something that might actually survive.

They found him near the manor’s southern gardens supervising two younger workers who were repairing a low stone border around a medicinal plot.

Bram noticed the group approaching and immediately looked suspicious.

Kael stopped outside the garden.

”That expression is insulting.”

”You brought Edwin, Elias, and Marcus into my garden before midmorning.”

”Victor too.”

”That made it worse.”

Victor smiled. ”Good morning.”

Bram ignored him.

Kael explained nothing about the Church. He simply asked the question.

”What does a knight owe someone who has no authority over him?”

Bram looked toward Marcus.

Then Elias.

Then Kael.

”Did one of them do something?”

Elias sighed.

”No,” Kael said. ”Just answer.”

Bram rested both hands on the top of his shovel.

”A knight?”

”Yes.”

”Not a soldier?”

”Specifically a knight.”

Bram thought for several moments.

”Attention.”

Kael had expected protection.

Service.

Honor.

Maybe fairness.

”Attention?”

Bram nodded. ”Powerful people stop hearing ordinary people.”

Victor’s amusement faded slightly.

Bram continued. ”A farmer cannot order a knight to inspect a washed-out bridge. A widow cannot command him to care that a tax collector took too much grain. A child cannot make him believe that a nobleman’s son struck him first.”

Elias glanced down.

Kael noticed.

Bram did not know about the incident.

That made it more interesting.

”If a knight only listens when someone outranks him,” Bram said, ”then the people below him may as well be invisible.”

Kael considered that.

”So a knight owes them attention.”

”At least that.”

”What after he listens?”

Bram shrugged. ”Depends what he hears.”

Kael smiled faintly.

There it was.

No automatic action.

Judgment after attention.

Bram looked at him. ”Was that the answer you wanted?”

”I don’t know what answer I want.”

”Good.”

Kael stared.

Victor laughed.

”They really have infected the entire territory.”

Bram returned to the garden before Kael could respond.

Lily’s answer came less than an hour later.

She was supervising household stores when Kael found her, which meant she refused to stop working simply because the prince had arrived with a philosophical question.

”What does a knight owe someone who cannot compel his service?” Kael asked.

Lily counted two sacks before answering.

”Respect.”

Kael followed her between shelves. ”Different from attention?”

”Yes.”

”How?”

”Listening to someone does not mean you respect them.”

She checked a wax tablet, then motioned for one of the household workers to move a crate farther from the wall.

”A noble can listen to a servant and still think the servant’s life matters less. A knight can rescue a farmer and still speak to him like dirt.”

Kael nodded slowly.

Lily continued. ”If the title means anything, it should make a man more careful about how he uses power, not more certain that everyone beneath him should be grateful.”

Victor leaned against one of the shelves. ”What if the knight is unpleasant but still does his duty?”

Lily looked at him.

”Then he is unpleasant and useful.”

Victor blinked.

Kael laughed.

Lily shrugged. ”You asked.”

”So respect is required?”

”I said owed. Not required.”

That stopped Kael.

Lily turned toward him.

”You keep thinking those words mean the same thing.”

They did not.

The law could require behavior.

An oath could require behavior.

But something could be owed even when nobody could enforce it.

Lily returned to inventory.

Kael stood still for a moment.

Marcus noticed.

”That one bothered you.”

”Yes.”

”Why?”

”Because she’s right.”

Victor smiled. ”Terrible day for you.”

Kael ignored him.

Hugo Stone gave them the shortest answer.

They found him at the forge beside Garrick Ironhand, both men examining a damaged spearhead brought in by one of the Black Dragon soldiers.

Kael asked the question.

Hugo hammered once before answering.

”Help.”

Kael waited.

That was apparently the complete answer.

Garrick looked toward Hugo. ”You could explain.”

”He asked what a knight owes someone who can’t command him.”

”Yes.”

”Help.”

Kael smiled. ”When?”

Hugo set the hammer aside. ”When he can.”

”That is broad.”

”Life is broad.”

Garrick sighed.

Hugo continued. ”If a cart is overturned and you’re strong enough to lift it, help. If someone is bleeding and you know how to stop it, help. If a monster is coming and you can fight, help.”

Kael nodded. ”And if helping one person means abandoning another responsibility?”

Hugo frowned.

”Then think.”

Victor laughed.

Kael looked toward Darius, who had joined them halfway through the conversation.

Darius’s expression remained neutral.

Kael pointed at Hugo. ”Apparently that is Blackwood’s entire doctrine.”

”Help when you can. Think when it is complicated.”

Hugo picked up the hammer again. ”Could be worse.”

Garrick looked toward Kael. ”He makes it sound simple because he hates speeches.”

”I noticed.”

Hugo struck the metal again.

Garrick considered the question more carefully.

”A knight owes restraint.”

Kael turned toward him.

Garrick continued. ”Most people think about what a powerful man should do. They forget what he should refuse to do.”

That drew Darius’s attention.

Garrick gestured with the damaged spearhead. ”A knight has training. Weapons. Status. Maybe command. People will step aside because of the title before he ever reaches for steel.”

Kael nodded.

”So?”

”So he owes weaker people the discipline not to use power merely because he has it.”

That answer stayed with Kael longer than Hugo’s.

Not because Hugo was wrong.

Because restraint was less visible.

Nobody wrote songs about the knight who chose not to threaten someone.

Nobody built statues for the man who had the authority to take and decided not to.

Yet Blackwood had already seen how easily power could turn ordinary inconvenience into coercion.

Tax collectors.

Local lords.

Mercenaries.

Bandits.

Even Kael himself occasionally walked into rooms where his title changed the conversation before he said anything.

He looked toward Darius as they left the forge.

”Do you agree?”

Darius kept walking. ”Your father asked you.”

”The Archdeacon asked House Kael.”

”I am part of House Kael.”

”Exactly.”

Darius looked toward him.

Kael smiled.

For once, the older knight had trapped himself.

Victor immediately joined in. ”He has you.”

Darius ignored both of them for another ten steps before answering.

”A knight owes discipline.”

Kael glanced back toward the forge.

”Same as Garrick?”

”No.”

”Explain.”

Darius stopped near the road.

”Garrick means restraint in the use of power. I mean discipline in deciding when personal preference must become irrelevant.”

Kael listened.

”A knight may dislike someone and still owe protection under duty. He may sympathize with someone and still be unable to abandon a necessary post. He may believe himself morally correct and still lack the information needed to act.”

Marcus’s expression shifted slightly.

Darius looked toward him.

The abandoned bridge post sat between them without being named.

”A knight cannot make every decision according to how righteous he feels in the moment,” Darius continued. ”Power combined with certainty is often more dangerous than power combined with cruelty, because the righteous man believes every consequence proves someone else was wrong.”

Kael said nothing.

That sounded like a warning meant for more than knights.

Darius looked toward him.

Kael noticed.

”Yes, I heard it.”

”Good.”

”You ruined the moment.”

”That was not the objective.”

They visited the clinic next.

Liora refused to allow the entire group upstairs, so Kael left Victor outside after deciding Victor contributed least to medical quiet.

Victor objected strongly.

Liora closed the door in his face.

Kael liked her more every day.

The clinic’s answer came from Liora and Healer Vessa together.

Vessa was the second apprentice who had settled permanently in Blackwood. She was older than Liora by several years, quieter in speech, and possessed the habit of inspecting anyone who entered the clinic as though injuries might be hidden beneath their clothing.

Kael asked the question.

Liora answered first.

”A knight owes people enough humility to know when he is useless.”

Kael stared.

Marcus laughed quietly.

Liora pointed toward the treatment rooms. ”Strong men make terrible patients and worse amateur healers.”

Darius’s mouth almost moved.

Kael looked toward him.

”Have you been causing problems here?”

”No.”

Liora looked at Darius.

Darius looked back.

She said nothing.

Kael became extremely interested.

”Later.”

”No,” Darius said.

Vessa saved him by giving her own answer.

”A knight owes people the willingness to remain after the dramatic part ends.”

Kael looked toward her.

Vessa continued. ”Someone drives away bandits. Good. Who carries the injured afterward? Someone kills the monster. Good. Who tells the family whose son died? Someone rescues a flooded village. Good. Who helps when fever starts three days later because the wells were contaminated?”

The room quieted.

”People like heroes when danger is visible,” Vessa said. ”Most suffering is less impressive.”

Kael thought about Blackwood’s broken wells when he first arrived.

The missing healer.

Failed roads.

Collapsed irrigation.

None dramatic enough to attract legendary knights.

Enough to ruin lives slowly.

”So a knight owes people what?” Kael asked.

Vessa thought.

”Not abandoning responsibility just because the exciting part is finished.”

Kael nodded.

That one went onto Edwin’s notes almost word for word.

Galahad’s answer came at the unfinished Guild headquarters.

He was standing beside one of the future registration counters while carpenters fitted the front panels. Kael asked the question after waiting for the hammering to stop.

Galahad did not answer immediately.

Instead, he asked, ”What kind of knight?”

Kael frowned.

”Any.”

”No.”

Kael smiled faintly.

Of course.

Galahad continued. ”A knight serving as an officer owes something different from a knight traveling alone. A knight guarding a noble household is not carrying the same responsibility as one commanding soldiers.”

”That sounds like avoiding the question.”

”It is correcting it.”

Kael folded his arms.

”Fine. What do they all owe?”

Galahad leaned against the unfinished counter.

”To remember that being capable creates choices other people do not have.”

Kael waited.

Galahad continued. ”If I can walk away from a problem and the farmer cannot, my choice means something different from his.”

”That means help?”

”Sometimes.”

”Protection?”

”Sometimes.”

”Then what?”

”Responsibility for the choice.”

Kael frowned slightly.

Galahad pointed toward the Guild hall.

”This building will create the same problem.”

”How?”

”A registered adventurer will eventually be able to say no to contracts. Good. They should. But if somebody sees a child being dragged into the river outside the Guild entrance, I do not care whether rescuing children appears on their contract.”

Kael smiled faintly.

Galahad continued. ”Power creates situations where technically having no obligation is not the same thing as owing nothing.”

That sentence settled heavily.

Kael looked around the unfinished hall.

A badge would eventually create expectations.

Not infinite obligations.

Not slavery to every person who asked for help.

But a person carrying capability and public trust could not hide behind the absence of a contract every time responsibility became inconvenient.

Galahad looked at him.

”Do not write a rule saying adventurers must help every person they pass.”

”I wasn’t going to.”

”You were thinking.”

Kael sighed.

”Everyone keeps saying that.”

”Because your face does things.”

”Cassian started this.”

”I should thank him.”

”No.”

The farmers gave messier answers.

Kael deliberately chose three people from different parts of Blackwood.

Walter arrived from his farm complaining that Edwin’s messenger had interrupted repairs to a fence. Tomas Pell came from the mill carrying flour on one sleeve. The third was a woman named Maela Renn, who managed a small dairy holding outside Blackwood Hollow with her sister and two sons.

Kael had them sit in one of the manor’s less formal rooms.

He asked the question.

Walter stared.

”A knight owes me?”

Kael smiled. ”Potentially.”

”I’d settle for taxes being understandable.”

Edwin made a note.

Kael looked toward him.

”Do not add that.”

”I record what is said, Your Highness.”

Walter seemed delighted.

Tomas answered more seriously. ”Fairness.”

Maela shook her head.

”That depends what you mean.”

Tomas looked toward her.

She continued. ”If my son steals and a nobleman’s son steals, treating them fairly does not mean pretending their circumstances are identical. It means neither gets protected because of who his father is.”

Kael became interested.

”So equality before the law?”

Maela frowned.

”I don’t know how ministers say it.”

”Neither do I, apparently.”

She looked toward Marcus and Elias.

”A knight owes ordinary people the confidence that his title will not decide whose story matters.”

Kael leaned back.

That connected to Bram.

Attention.

Respect.

Fairness.

Not identical treatment.

But not automatic preference for status.

Walter scratched his beard. ”I still say taxes.”

Edwin continued writing.

Kael ignored both of them.

Tomas considered the question longer.

”I think a knight owes people courage.”

Victor, who had rejoined them, immediately looked pleased.

Kael noticed.

”Not that kind,” Tomas said.

Victor’s expression changed.

Tomas continued. ”Anyone can be brave with a sword if that is what he trained for. I mean courage to tell someone important no.”

Marcus looked toward him.

Tomas shrugged. ”A farmer tells a duke no and loses his farm. A knight might survive saying it.”

Darius watched him carefully.

”That does not mean the knight should oppose authority whenever an ordinary person complains,” he said.

Tomas nodded quickly. ”No, sir.”

Darius did not correct the accidental title.

Kael noticed that too.

Tomas continued. ”I mean if the knight knows something is wrong, his position gives him a better chance of speaking than mine.”

There it was again.

Capability creating responsibility.

Not because the powerless person commanded the knight.

Because the knight could do something the other person could not.

When the farmers left, Kael stared at Edwin’s growing notes.

”This is becoming less helpful.”

Edwin raised an eyebrow. ”Why?”

”Because everyone is giving different answers.”

”That seems useful.”

Kael frowned.

Victor laughed.

The soldiers were next.

Kael expected duty.

He got disagreement.

Merric Hale said a knight owed civilians protection when military danger threatened them.

Jessa Cor disagreed.

”Protection when possible.”

Merric looked toward her. ”That is what I meant.”

”No, it isn’t.”

The two Black Dragon soldiers sat across from Kael inside one of the training rooms while several others stood nearby waiting for their turn.

Jessa continued. ”If ten civilians are trapped east of a bridge and a hundred are retreating west, the knight may have to hold the bridge.”

Marcus looked toward her.

She did not know his history either.

The same question kept finding it anyway.

Merric frowned. ”Then the ten get abandoned.”

”Yes.”

”That sounds terrible.”

”It is.”

Kael leaned forward.

Jessa looked toward him.

”A knight owes people honesty about that too.”

”About what?”

”That he cannot save everyone.”

The room quieted.

Jessa continued. ”Soldiers lie about that because civilians want certainty. Commanders lie because troops want certainty. Sometimes knights lie because they want to feel like the kind of person who never leaves anyone behind.”

Kael thought about Berren.

Meya.

Rellis.

The Guild principle.

Someone should notice when people did not return.

That did not mean everyone could always be recovered.

Jessa folded her hands. ”A knight owes people effort. Not miracles.”

Kael wrote that one himself.

Another soldier, Perrin Vale, gave a different answer.

”Example.”

Kael looked toward him.

Perrin shifted uncomfortably under the attention of the room.

”If knights are supposed to be above ordinary soldiers, then they should be better when nobody is watching.”

Kael smiled faintly.

”Better at what?”

”Everything that matters.”

The other soldiers laughed.

Perrin frowned.

”I mean conduct. Discipline. Drinking. Taking payment. How they treat prisoners. Whether they steal from villages.”

Merric nodded now.

Perrin continued. ”If a knight uses the title to demand respect but behaves worse than the soldiers under him, then the title is just decoration.”

Darius spoke quietly.

”Leadership by example.”

Perrin nodded.

”Yes.”

Kael looked toward Elias and Marcus.

Both were listening more intently now.

Good.

The question had started as an assignment for House Kael.

It was becoming part of their consecration before the Archdeacon had even arrived.

By late afternoon, Kael’s notes had become impossible to summarize neatly.

Attention.

Respect.

Help.

Restraint.

Discipline.

Humility.

Remaining after the dramatic part ended.

Responsibility for choices.

Fairness.

Courage to resist improper authority.

Protection.

Honesty about limitations.

Example.

No single answer contained all of it.

Kael hated how much he liked that.

He found Iris near the southern practice grounds shortly before sunset.

She was checking the fletching on several arrows while one of the younger scouts practiced at a distant target.

Kael asked the question.

Iris did not stop working.

”A knight owes strangers the same judgment he would want used on someone he cares about.”

Kael frowned.

”That sounds like fairness.”

”No.”

She tested another arrow.

”If a stranger disappears, people assume he made a mistake. If your brother disappears, you ask what happened.”

Kael became still.

Iris continued. ”If a poor hunter returns injured, people say he took a stupid contract. If a noble son returns injured, people investigate who lied to him.”

Kael thought about Rellis.

Berren.

Meya.

”How do you prevent that?”

”You don’t.”

Iris finally looked at him.

”You notice yourself doing it.”

That was uncomfortable.

Which meant it belonged on the list.

Kael nodded.

”Anything else?”

”Yes.”

He waited.

”Do not confuse helpless with harmless.”

Kael raised an eyebrow.

Iris returned to her arrows.

”Someone who cannot command a knight can still lie to him. Manipulate him. Use him against somebody else. Being weak does not make someone truthful.”

That answer mattered more than Kael expected.

Most of the day had focused on what powerful people owed the powerless.

Iris reminded him why power still needed judgment.

A knight who obeyed every desperate plea could become a weapon controlled by whoever cried first.

Compassion without investigation could cause its own injustice.

Kael smiled faintly.

”That complicates everything.”

”Yes.”

”Thank you.”

”You’re welcome.”

He left before she could make it worse.

By evening, nearly everyone Kael had wanted to ask had answered.

Almost.

One person remained.

Edwin found him in the manor study reviewing the notes for the fourth time.

”You have not asked me.”

Kael looked up.

”I was saving you.”

”For last?”

”Yes.”

Edwin placed a small tray of tea beside the papers.

”Why?”

”Because you have spent most of your life serving people with titles.”

”That is true.”

”You served Father before he became Emperor.”

”Yes.”

”You’ve managed Blackwood when nobody cared about it.”

”Yes.”

”You’ve watched nobles, soldiers, servants, farmers, ministers, and probably enough princes to regret your profession.”

”Frequently.”

Kael smiled.

Then he asked the question.

”What does a knight owe someone who cannot compel his service?”

Edwin did not answer quickly.

That surprised Kael.

The old steward looked toward the window, where Blackwood’s evening lights were beginning to appear one by one below the manor hill.

”A reason to trust the title.”

Kael looked at him.

Edwin continued. ”Everything else people told you today fits beneath that.”

Kael glanced at the notes.

”Attention?”

”Would you trust a knight who refused to listen?”

”No.”

”Respect?”

”No.”

”Restraint?”

”No.”

”Honesty?”

”No.”

”Judgment?”

Kael nodded slowly.

Edwin sat across from him.

”A knight’s title exists before he enters a village. People who have never met him will already make assumptions because of it. They may open a gate. Ask for help. Trust him with a prisoner. Allow him near their children. Believe him over another man.”

Kael looked toward the Church’s letter.

”So the title creates borrowed trust.”

”Yes.”

”Borrowed from who?”

”The Empire. The Church. Every knight who carried it well before him.”

That answer struck differently.

Edwin continued. ”And every knight who abuses it spends trust that belongs partly to everyone who comes after.”

Kael sat back.

The room became quiet.

There.

Not the entire answer.

But perhaps the shape of it.

A knight owed something to people who could not compel him because those people had already been asked to trust what his title represented.

The knight received privilege before personally earning trust from each individual.

That created a debt.

Not unlimited service.

Not blind obedience to every civilian demand.

Something else.

Responsibility for the trust attached to the title.

Kael looked toward Edwin.

”That is annoyingly good.”

”I have had longer to think about power than you have.”

”Everyone keeps using age against me.”

”It remains effective.”

Kael gathered the notes.

He could have written the statement then.

He did not.

Instead, he summoned Elias and Marcus after dinner.

Darius came too, though Kael had not requested him.

Victor arrived because he was leaving in two days and had apparently decided every remaining event in Blackwood required his presence.

Damien came because Victor told him there was food.

Lily joined after finishing the household accounts.

Bram refused to come inside until Kael promised the meeting would not last two hours.

Galahad arrived late from the Guild headquarters.

Iris sat near the wall.

Hugo somehow brought bread.

It was not a formal council.

That was probably why it worked.

Kael placed the Church’s question in the center of the table along with the day’s answers.

Then he looked around the room.

”I asked Blackwood.”

Victor leaned toward Damien. ”We noticed.”

Kael ignored him.

”No two people gave exactly the same answer.”

Hugo tore bread in half. ”That seems normal.”

”Yes.”

Kael looked down at the notes.

”But most of them were answering parts of the same thing.”

Darius waited.

Kael continued. ”A knight has power other people do not. Skill. Authority. Reputation. Legal standing. Sometimes command. The title changes how people treat him before they know whether he deserves it.”

Elias nodded slowly.

Kael looked toward him.

”So I think the answer starts there.”

Marcus asked, ”With power?”

”With trust.”

Edwin remained silent.

Kael continued. ”People who cannot command a knight may still be asked to trust him because the Empire recognizes him and the Church witnesses his oath.”

Lily folded her arms.

”And what does he owe them for that?”

Kael looked around the room.

”Not obedience.”

Darius nodded once.

”Not unlimited protection.”

Jessa’s answer.

”Not agreement.”

Iris.

”Not a promise that he can save everyone.”

Meya and the missing hunters lingered behind that sentence.

Kael continued. ”He owes them conduct worthy of the trust his title asks from them.”

Nobody spoke immediately.

Kael looked toward the notes.

”That means he listens even when someone has no rank. He uses restraint because his power makes ordinary threats unequal. He does not use title or authority for convenience. He helps when he reasonably can, but he does not abandon greater duties just to feel heroic. He tells the truth about what he can and cannot do. He judges claims rather than assuming weakness makes someone innocent or power makes someone guilty.”

Marcus leaned forward.

”And if doing the right thing means disobeying?”

Kael looked toward him.

”Then the knight had better understand why.”

Darius spoke.

”And be prepared to answer for the decision.”

Kael nodded.

”Yes.”

Elias looked toward the Church oath.

”What about people who hate the Empire?”

That changed the conversation.

Kael looked at him.

Elias continued. ”The question says people who cannot compel our service. It doesn’t say loyal citizens.”

Darius’s expression sharpened slightly.

Good question.

Kael thought.

”A knight’s duty under Imperial law may change depending on who someone is and what they are doing.”

”Yes,” Elias said.

”But the title cannot become permission for cruelty simply because the person is unpopular.”

Seraphine would probably disagree with parts of that.

Kael knew it.

So would certain nobles.

Certain military officers.

Possibly certain priests.

That did not make him change the answer.

Galahad leaned back.

”You are writing too much.”

Kael looked at him.

”What?”

”The Archdeacon asked one question, not for a legal code.”

Kael frowned.

Galahad smiled.

”There is the face again.”

Kael looked around the room.

Several people were smiling.

”Traitors.”

Darius said, ”Shorter is better.”

Kael sighed and took the blank parchment.

He wrote one sentence.

Stopped.

Crossed it out.

Wrote another.

Lily shook her head.

Victor became impatient after the fourth attempt.

”Give me the pen.”

”No.”

”You are making it worse.”

”You leave in two days. Do not become brave now.”

Victor ignored him and reached anyway.

Kael moved the parchment.

Damien laughed.

Eventually Edwin said, ”Perhaps write what you mean rather than what you believe an Archdeacon expects to read.”

That silenced Kael.

He stared at the empty section of parchment.

Then wrote again.

This time he did not stop.

When finished, he read it aloud.

”House Kael believes that a knight owes those who cannot command him conduct worthy of the trust carried by his title. He must listen where rank cannot force attention, show restraint where strength creates inequality, offer aid where duty and judgment permit, and accept responsibility for the choices his power allows him to make. A knight is not required to obey every plea, nor can he promise to save everyone, but he must never treat another person as beneath consideration merely because they lack the power to demand his service.”

The room remained quiet.

Kael looked around.

”Well?”

Hugo chewed another piece of bread.

”Long.”

Kael closed his eyes.

Victor laughed loudly.

Galahad nodded. ”He is right.”

”I hate all of you.”

Edwin calmly said, ”The Archdeacon requested a written statement. He did not impose a word limit.”

”Thank you.”

”I did not say it could not be improved.”

Kael stared.

Even Darius smiled this time.

Barely.

But enough.

They revised it together.

Not dramatically.

A word from Marcus.

A sentence shortened by Lily.

Darius removed language that could be interpreted as a knight choosing personal morality over lawful duty without accountability.

Iris insisted the statement preserve judgment rather than romanticizing helplessness.

Galahad removed repetition.

Edwin made the final version sound like House doctrine rather than one prince’s private philosophy.

By the time they finished, the statement belonged less to Kael than when he started.

That was precisely why he liked it.

Elias read the final version one last time.

”This is what we’re giving the Archdeacon?”

Kael looked around the table.

”No objections?”

Victor raised his hand.

Kael frowned.

”What?”

”I object to not being mentioned as Swordsman Division champion.”

Damien threw bread at him.

Victor caught it.

Bram stood.

”I was promised less than two hours.”

”It has been one hour and forty-eight minutes.”

Bram looked toward Edwin.

Edwin checked the clock.

”One hour and fifty-one.”

Bram pointed at Kael.

”You owe me nine minutes.”

Then he left.

Kael stared after him.

Lily smiled.

”Power creates responsibility.”

Kael looked at her.

”That was cruel.”

”It was educational.”

The meeting dissolved soon afterward.

Victor and Damien left arguing about whether administrative rotations required ceremonial uniforms. Hugo carried the remaining bread away. Galahad returned to the Guild site despite the hour because a delivery of interior fittings had arrived late. Iris disappeared toward the scout quarters.

Elias and Marcus remained.

The Church statement sat between them.

Marcus looked at Kael.

”You know Malrec may disagree.”

”Yes.”

”Strongly.”

”Yes.”

Elias asked, ”Does that bother you?”

Kael considered.

”A little.”

Both men waited.

Kael smiled faintly.

”But if the Archdeacon wanted the Church’s answer, he already has it.”

Darius stood near the door.

That earned Kael another small nod.

The response would leave for the regional Church office in the morning.

Archdeacon Malrec Veyne would arrive in five days.

Victor would leave for the Third Legion in two.

Damien’s own departure moved closer.

The Guild continued toward completion.

Hadran’s legal review remained unresolved.

Tern Vale and Joric Ness had agreed to come to Blackwood and were expected within three days.

There was no shortage of things waiting.

But that night, as Kael walked through the manor toward his room, the question that had begun as Church paperwork felt larger than the ceremony ahead.

What did the powerful owe people who could not force them to care?

He had spent most of his return thinking about authority.

How to gain it.

How to use it.

How to build institutions capable of carrying it.

Blackwood kept forcing him to think about the other side.

Authority was not only the power to make other people obey.

Sometimes it was the ability to walk away when they could do nothing to stop you.

And perhaps character was measured most clearly by what someone chose to do then.
