Dimensional Codex System: I'm really not a cultist!

”Are you really going to do this?”

The Minister of Military Affairs’ hands were trembling as he looked at the plan, and his gaze towards Red Ponytail was filled with fear.

”Of course, but this is only the ultimate goal. I haven’t said it needs to be resolved immediately, but the ultimate purpose is this.”

”But...”

Upon hearing Red Ponytail’s response, the Minister of Military Affairs’ voice became more bitter.

”Abolish the nobility...”

”What?”

Henrietta and Louise were shocked, staring at Red Ponytail in surprise.

”Why are you doing this, SABER?!”

”Because abolishing the nobility is essential to let this nation prosper.”

Red Ponytail shrugged.

”But the nobility protects their territories and citizens!”

”That’s their responsibility and duty. Oh, right, speaking of which... this needs to be resolved too, I’ve written about it later.”

Saying this, Red Ponytail lifted her chin slightly, while the Minister of Military Affairs turned another page, then...

”Abolish the enfeoffment system!?”

Seeing this, the Minister of Military Affairs was stunned.

”That’s right, abolish the enfeoffment system, strengthen centralization. Enhance central institutions, weaken the power of local lords, establish central leadership of the army, with the highest ruling body appointing and dismissing officials. The enfeoffment system has no future, if it’s not abolished, this country is doomed.”

Red Ponytail didn’t intend to immediately implement anything like communist democratic centralism; she’s not Wang Mang. Social nature is determined by productivity and production relations, given the current medieval level of production development materials, implementing such ideas would be castles in the air.

In Red Ponytail’s view, this world is equivalent to Western Zhou in China, so she would first transform it into Great Qin, following Qin Shi Huang’s example of abolishing the enfeoffment system and establishing a county system, the rest could be considered later.

Rome wasn’t built in a day, after all.

”This... this...”

Hearing this, Henrietta and Louise were also stunned.

”But without relying on the nobility, how can the nation be protected?”

”Of course, rely on the common folk. Besides, what use are the nobility? Have they been of any use to you so far?”

Red Ponytail crossed her arms, squinting at Henrietta.

”Just speaking of the recent attack by those fools from Albion, apart from your central Royal Guard, which lord came forward to protect the throne?”

”This...”

Henrietta found herself speechless at Red Ponytail’s inquiry.

”After all, it happened suddenly...”

”Haha.”

”But, Divine Envoy, while I acknowledge your point to an extent, honestly speaking, the common folk really can’t undertake the responsibilities of the nobility.”

”Nonsense, both sides have different educational capital, how can they be the same? I’m not an idiot, did you think I wouldn’t realize that?”

Facing the words of the Minister of Military Affairs, Red Ponytail rolled her eyes. She certainly understood his point, most common folk in this world are illiterate, those who can read and perform calculations are considered middle to upper class. The lowest strata of common folk are mostly illiterate, and Red Ponytail is no fool; letting this bunch, who can’t even recognize a character, manage the country would be chaos.

”I’ve written about this later as well.”

”It’s written later... let me see...”

The Minister of Military Affairs took a deep breath, forcing himself to calm down, and turned another page, then...

”Build schools?”

”That’s right, build schools, mandate that all school-age children attend school, at least teach them basic calculation, addition, subtraction, multiplication, and division. Conduct standardized exams, and those with excellent scores can be promoted to hold positions.”

”While this sounds good, aren’t there limited positions available...?”

”Currently we’re on the brink of war with Albion, so take this opportunity to get rid of the freeloaders, won’t vacancies appear then?”

”But concerning funding...”

”Rest assured, I’ll handle the money, you just focus on land and personnel recruitment.”

Although this world doesn’t have CIA and FBI, isn’t Albion at war with Tolisstin? Albion has plenty of nobility, skimming off some wealth should be simple.

This little money is not a concern.

”Of course, these aren’t the focus, these matters take time, I don’t expect to issue an order to have it all done by tomorrow.”

”Then, do you have any other instructions?”

At this moment, the Minister of Military Affairs was thoroughly convinced by Red Ponytail. As a key figure in the nation, he certainly wishes for the country to become better, stronger. Honestly, each proposal Red Ponytail presented was bold, seemingly shocking and hard to understand at first glance. But upon careful consideration, he realized these suggestions could indeed generate new energy for the nation.

Most importantly, this Divine Envoy isn’t aiming too high, but has a clear understanding of when to implement what. Henrietta is indeed a good princess, but often she can’t differentiate priorities, which is why the Minister of Military Affairs has been overseeing affairs single-handedly.

If Henrietta were handling it, Tolisstin might not have lasted until today.

”For now, controlling the army is the most important thing. As the saying goes, political power grows out of the barrel of a gun. Without an army, an emperor is just a puppet without real power. Not to mention, the Royal Fleet was previously dealt a devastating blow...”

”Indeed...”

Upon hearing this, the Minister of Military Affairs nodded emphatically, understanding Red Ponytail’s point. That air fleet was the sole weapon of the Royal Family, yet Albion completely annihilated it. In fact, when he first heard the news, he immediately began to worry about how the Royal Family could lead local lords in the future.

Meanwhile, Henrietta was still mourning the fallen soldiers... In fact, even now, she hasn’t considered this issue.

But the Minister of Military Affairs clearly knows that if this problem isn’t solved, even if Albion is ultimately defeated, the division of the Tolisstin Royal Family would be imminent.

A Wolf King without fangs is just prey in the eyes of the pack.

”Next, I have a task for you...”

While speaking, Red Ponytail smiled and beckoned to the Minister of Military Affairs, who hurriedly approached Red Ponytail and bent down next to her. Red Ponytail then whispered a few words in his ear, causing him to nod in acknowledgement before furrowing his brows.

”But we currently don’t have that many...”

”Don’t worry about that, leave it to me.”

”Then, I’ll follow your arrangements.”

Seeing the two whispering, Henrietta and Louise exchanged puzzled glances, unsure of what they were up to.

Soon, a day passed.

As the temporary end of the war approached, a grand parade and celebration ceremony was held within King’s City.

However, for those soldiers, it had nothing to do with them.

”This is the last piece!”

Placing a charred metal plate heavily on the ground, a soldier stood up and stretched his waist, sighing helplessly.

”Seriously, what are they thinking up there, having us search the entire prairie for those warship debris fragments, what’s the point?”

”Who knows, it’s an order from above, we just have to follow. Anyway, we can consider this a triumphant victory.”

As he said this, another soldier fiercely kicked an armor plate that bore the flag of Albion and spat on it with a ”Ptoo” to the side.

”Those Albion bastards never expected us to have the protection of the Divine Dragon!!”

”Hahahahaha!!”

Hearing this, the surrounding soldiers burst into laughter. They had all participated in the defense of the King’s City and were naturally very clear about everything that had happened at that time.

”I still remember the expressions of those Albion bastards. One of the nobles was so scared he couldn’t even get off his horse. I had to drag him down, and he didn’t react until I slapped him a few times to snap him out of it a bit!”

”That’s nothing! On my side, it was even more hilarious. Those Albion soldiers rushed up to hug my thighs as if I could save their lives......”

”Serves them right! Those idiots, now they realize how powerful we are, but it’s too late!”

”Exactly, exactly!!”

”But that Divine Dragon was really amazing. To be honest, I haven’t been able to sleep these past few days. Every time I close my eyes, I think of that Giant Dragon......”

”Yeah, I really don’t know where it came from. We’ve never heard of such a creature before!”

”I heard it was summoned by Her Royal Highness, a divine envoy from the Otherworld?”

”Really?”

”Well, that’s what everyone says. Who knows...... But I saw with my own eyes that such a massive Giant Dragon turned into a little girl!”

”Ah, I saw it too......”

”Doo doo doo!!!”

Just as everyone was chatting, the assembly trumpet suddenly blasted, and upon hearing the sound, the soldiers immediately took action, forming into neat lines. After a moment, they saw a bright red Iron Hawk descending from the sky.

”It’s the Divine Envoy’s vehicle.”

Seeing this, several soldiers whispered among themselves. Over the past few days, most people knew everything they should know and shouldn’t know about the Red Ponytail, although there were many truths and lies mixed in. However, the rumor that the Divine Envoy has a flying Iron Hawk that can transform into a puppet is common knowledge to everyone.

Soon, they saw the hatch open, and the Red Ponytail was the first to jump down, followed by the Minister of Military Affairs, who rolled and tumbled out, collapsing on the ground.

”How do you feel, Master?”

”I, I’ll take a carriage next time, Divine Envoy......”

Relying entirely on his good upbringing and self-control, the Minister of Military Affairs managed not to vomit. He only dared to speak after stepping off the aircraft, but the moment he opened his mouth, he couldn’t keep it in any longer and threw up with a ”waaah.”

”Sigh...... It seems that older age doesn’t handle stress well.”

Looking at the Minister of Military Affairs retching on the ground, the Red Ponytail shook her head, then bestowed a Holy Light on him.

”Th-thank you, Divine Envoy, for such a small matter, troubling you......”

”It’s nothing, nothing.”

The Red Ponytail waved her hand, then turned to look at the soldiers lined up in the distance.

”Are they the ones?”

”Yes, all chosen according to your orders and instructions. They are loyal to the Royal Family, mostly junior officers, with unquestionable loyalty.”

”That’s good.”

Hearing this, the Red Ponytail nodded, then walked up to the soldiers and waved her hand.

”Greetings, comrades!”

”.........”

Upon hearing the Red Ponytail speak, the Tolisstin soldiers looked at each other, unsure of how to respond.

Is she talking to us? How should we reply?

”Comrades, you’ve worked hard!”

”.........”

”Ahem, Divine Envoy, what are you doing?”

Seeing the awkward scene in front of him, the winded Minister of Military Affairs quickly rushed over to stop the Red Ponytail.

”It’s nothing, I just feel that we can’t relax on this army’s ideological construction......”

”Huh?”

”Forget it, we’ll talk about it later, let’s take care of business first.”

With that, the Red Ponytail turned around and gave the Minister of Military Affairs a look. The Minister of Military Affairs also took a deep breath, looking at the soldiers in front of him.

”You should all know that just a few days ago, Albion broke the treaty and launched an attack on us Tolisstin!”

The Minister of Military Affairs’ voice was very serious, filled with anger and determination, and upon hearing his words, the soldiers straightened up.

”They invaded our country, murdered our people, and waged war against us! Can we tolerate this? No! We will not tolerate this! We will make Albion pay and let them taste the wrath of the Tolisstin people! Let them drink the bitter wine they have brewed for themselves!”

At this point, the Minister of Military Affairs took a breath, and his voice calmed down.

”And I have appointed you all as vanguards, as of today, you are members of the Royal Fleet!”

”—————!!”

Upon hearing the Minister of Military Affairs’ words, the soldiers immediately showed excited expressions, but at this moment, a hesitant squad leader raised his hand at the front.

”Sir, but I heard that our fleet has been completely wiped out?”

”That’s true, indeed.”

The Minister of Military Affairs nodded, and upon hearing this, the crowd was in an uproar.

No warships, what’s the point of joining the Royal Fleet!

”But that’s not the issue, because the Divine Envoy is here to help us solve this problem.”

With that, the Minister of Military Affairs stepped back, allowing the Red Ponytail to step forward.

”I entrust this to you, Divine Envoy.”

”Yes, it’s simple.”

Upon hearing the Minister of Military Affairs’ words, the Red Ponytail nodded, then looked at the wrecked warships in the distance and snapped her fingers.

Immediately, an unimaginable scene unfolded before everyone’s eyes.

The wreckage that had crashed to the ground began to rapidly levitate, as if in reverse, reassembling swiftly. In no time, the previously scattered warships were recombined before everyone’s eyes, and soon they appeared brand new!

”This, this is......!”

Seeing the brand new airship in front of them, everyone was stunned.

Is this even possible?
