Different World Card Master: Change the World with Cards

275: Project SkynetThis reasoning was very sound. Mr. Number Three thought for a moment and nodded in agreement.

Some matters regarding the Super-High-Grade Alien Beast were actually not particularly confidential; quite a few people knew about them. Everyone simply didn’t publicize it because they all knew that broadcasting it directly would cause problems, so they all maintained a tacit understanding.

”Since we are going to tell them about the Super-High-Grade Alien Beast, we should tell them everything. Telling half and hiding half might cause even greater problems.

However, take care to only tell the soldiers and instruct them to keep it confidential; do not tell anyone else.

The soldiers have the willpower and judgment, but others may not, and they are easily swayed by rumors.”

”Understood.” Liu Tianshi was satisfied. Being able to tell the soldiers these things—given their deep-seated hatred for alien beasts—meant that the inspection and control of weapon sales could proceed smoothly.

With the weapon issue on the military side under control, the next step was the mercenary groups. Since mercenary groups were also a main force in fighting alien beasts, they possessed many weapons as well.

There were no members of the mercenary groups at this meeting, so Mr. Number Three decided to hold a meeting with them tomorrow.

...

Mr. Number Three: ”Next, there is a proposal. Let Xu Bai present it.”

Xu Bai tidied the documents in his hands. This proposal was initiated by Xu Bai, so Mr. Number Three asked him to present it.

”After this kidnapping incident, everyone knows the important role surveillance played. If not for the surveillance, we wouldn’t have been able to discover their tracks in time, and tracking them would have been easily detected, perhaps alerting them. Therefore, to prevent such situations from happening again, we must take precautions.”

Qi Weiqi, who was in charge of monitoring the surveillance yesterday, agreed with Xu Bai’s assessment.

”Indeed, with this surveillance, we can track the targets more stealthily. Furthermore, I heard that the surveillance video data can be saved and retrieved. This means that when we solve cases in the future, we can look back at past surveillance to understand the full story.”

Xu Bai looked around the room and saw that the others agreed with what had been said and had no objections, so he presented his proposal.

”I propose we implement the Skynet Plan.

Regarding the Skynet Plan, my idea is to install surveillance equipment on major city roads, in parks, shopping malls, and other high-traffic areas, as well as places where crimes frequently occur. This way, after an incident, we can retrieve the footage to understand the situation and handle it promptly.

Of course, we can also have people specifically monitor the surveillance. When an illegal act occurs or is suspected to be about to occur, they can use walkie-talkies to contact the Guard Team to prevent it from happening.

Furthermore, this surveillance can cover the blind spots of the Guard Team’s patrols and allow for timely discovery when cults cause trouble.”

The Information Officer asked: ”The Skynet Plan sounds good and has many advantages, but I believe there are also many disadvantages.”

Xu Bai nodded: ”Undeniably, we have discussed these disadvantages. The first is the privacy issue, but I have clearly stated that we will install the surveillance in public places.

At the same time, we can educate the public on some of the benefits of surveillance, or we can conduct public opinion polls and install surveillance in areas with high approval. Then, we can compare the security effects of areas with and without surveillance and publicize it in newspapers. By then, many people will agree to the installation of surveillance for the sake of their own safety.

The second disadvantage is that the surveillance is easily damaged. Regarding this, I think we can use cross-monitoring to observe what damaged the equipment. At the same time, we can establish regulations regarding compensation for damage caused by individuals; unless they are committing a major crime, the money gained from petty theft wouldn’t even be enough to pay for the surveillance equipment. If they commit a major crime, we can dispatch the Guard Team as soon as the surveillance goes black.

The third problem is our technical issues. Currently, the surveillance equipment is quite large, and we cannot centralize it in one place for mutual retrieval. Later, our data storage and surveillance upgrades will require significant personnel and financial investment. But I think these investments are worth it. We can obtain funds by filming and showing some movies, or sell the equipment directly to some legitimate enterprises so they can film some movies.

However, that is a matter for the future. Our primary task now is to catch the cult members and prevent them from committing more crimes. By the way, haven’t many cult members drunk the Divine Blood? They don’t know about the surveillance, so they might come out at night. At that time, we can use the surveillance to find their lair and then capture them.”

Xu Bai was, of course, well-prepared when he proposed the Skynet Plan. He had integrated the various issues discussed by the Research Institute and added his own solutions.

He had experienced a time when surveillance was everywhere and every person’s mobile phone could directly take photos and videos. In his view, surveillance could truly provide him with a great sense of security.

It was like leaving a door wide open; some people who didn’t intend to do wrong might harbor wishful thinking to enter and take things. If the door were locked, these people wouldn’t risk opening it.

Many things can guard against gentlemen but not villains, but with surveillance, villains would also need to think twice.

Most people in this world are ordinary. The thoughts of ordinary people are simple: they just want to live peacefully. Surveillance can greatly guarantee their safety; isn’t that what they want?

Qi Weiqi: ”I agree with installing surveillance, but I suggest installing it first, capturing most of the cult members, and then informing the general public. If we say it beforehand, it will easily alert the enemy.”

”But if we don’t say anything and this matter is exposed later, it will cause public protest, right?”

Where there is agreement, there will be opposition. However, he was not against installing surveillance, but against concealing it first.

The Information Officer: ”We also think surveillance is excellent. We can catch the cult members first, then explain in the newspapers how many people we caught through surveillance, how many criminal incidents we prevented, and how many people we saved. This way, we can also boost the reputation of the surveillance in one fell swoop, making it easier for the public to accept it.”

...

Xu Bai watched the people before him going back and forth and did not interrupt.

Now it seemed that everyone agreed on the matter of installing surveillance; there was only a disagreement regarding the timing of the announcement.

Actually, in his view, doing it sooner was better than later; after all, life was the most important thing.

Mr. Number Three thought for a moment and made the final decision.

”Start installing surveillance on major streets and public places in major cities tomorrow. We will announce this matter on November 20th and publicize what we have done after installing the surveillance. We must put human life first.”

”Yes.”

The Skynet Plan received everyone’s approval.
