Dragon Monarch System

Chapter 999 999:- Family Discussion

”Spencer, we need to increase our military budget.” Aditya did not want to take any chances. His Empire and his allies must be prepared to face what is about to come. He had a feeling that this wonʼt end peacefully.

Not to mention, he had not forgotten the prophecy that the Origin dragon made. To face the threats that were about to come, he quickly needed to bring all the Dragons and Dragon clans around the globe under him. Also, prepare for the inevitable war.

”I was about to suggest that.” After knowing everything, Spencer no longer felt that the current strength of the empire was even 10% enough to face those old monsters from the Organisation. Leo had lived for over a million years. Who knows what sort of treasures and weapons he has collected over a million years?

At the very least, the empire should have the strength to defend itself. Their only advantage was that upon coming to the Six Continents, High Order cultivators got their cultivation restricted to just Peak 5th-order.

”How much should we increase our budget?” Spencer asked as he looked at the report in his hands. Initially, he had planned to suggest increasing it by around fifty per cent.

”Triple it,” Aditya replied without any hesitation.

Spencer paused for a second. The number that Aditya just gave was far above what he had in mind. But looking at Adityaʼs calm expression, he understood that this decision had already been thought through.

The military budget of the Istarin Empire was not as high as most people would expect. Unlike other empires, they did not need to spend large amounts on buying pills and potions from external sources. The Empire had its own production units, and in many cases, they even produced excess and sold it to allies and other empires.

But now, things were different.

”Focus on recruiting more soldiers across all three continents,” Aditya continued. ”Our current numbers are not enough anymore.”

Spencer nodded and began noting everything down.

”But recruitment alone is not enough,” Aditya added. ”New soldiers without proper cultivation resources are useless on the battlefield.”

Every soldier needed pills, potions, and training resources to improve their cultivation. Without that, they would remain weak, no matter how large the army became.

”Increase the production of cultivation pills and potions,” Aditya said. ”Allocate more funds to the alchemy units. If needed, we will also purchase from outside merchants.”

Spencer wrote everything down carefully.

”We also need weapons,” Aditya continued. ”Mass production must be increased.”

The blacksmith units of the Istarin Empire were strong, but their output was still limited compared to the scale of the Istarin military.

”Focus on producing more standard weapons and armour for the troops. At the same time, increase the production of advanced weapons like the Solar Beam. Those weapons can change the outcome of large-scale battles.” Each Solar Beam can take down a 5-star cultivator.

Spencer adjusted his posture and nodded again.

”If our production cannot meet the demand, then buy from external merchants,” Aditya added. ”But make sure we are not overpaying them.”

The Empire had the wealth, but that did not mean it would waste it.

”We also need more flying ships,” Aditya said. ”Transport and aerial advantage are becoming more important. Increase the number of flying ships in all major regions.”

Spencer noted that down as well.

”And tighten the security of every major city,” Aditya continued. ”Our Empire spans over three continents now. Each major city must be able to defend itself properly. Increase defensive formations, strengthen city guards, and improve surveillance.”

”Yes, Your Majesty,” Spencer replied.

Aditya then paused for a moment before continuing.

”The Imperial Army directly under my command will not be able to spend all of this budget efficiently!” Spencer looked up and nodded. If too many Imperial troops were recruited, that would also be troublesome.

Too Many new facilities have to be built. Everything will be too congested. It was better to spread the budget.

”So we will distribute a portion of the budget to the nobles,” Aditya continued. ”Each noble is already required to maintain a certain number of troops based on their rank and territory size.

With additional funding, those nobles could recruit more soldiers and strengthen their private forces, which ultimately strengthened the Empire as a whole.

”But make one thing very clear,” Adityaʼs tone became slightly serious. ”Not a single gold coin should be misused.”

”We will set up strict auditing systems,” Aditya said. ”Track every expense. Every purchase. Every recruitment.”

”If any noble or official is found misusing funds, deal with them immediately.” There was no room for corruption in this Empire.

”Just because we are increasing the military budget does not mean we will become careless,” Aditya added. ”Every gold coin must be spent where it is needed.”

Spencer closed the report and nodded firmly.

”Understood, Your Majesty.”

”I will use my connection to help negotiate better deals.” Instead of the Istarin Empire buying weapons, Alicia was gonna do it. She was best at negotiating. If she took charge, then the Istarin Empire would even save money on great deals.

”Then I will let you handle this matter.” Given how close they were, saying Thank you to her would be disrespectful.

In fact, with the handling of this matter, he felt more relieved. Spencer also felt relieved that this would mean less work on his shoulders. Because at the end, Spencer would need to do the negotiations, but with Alicia, he no longer needs to do anything.

Aditya then moved on with more pressing matters that he needed to urgently address. ”Also select a new batch of 20,000 soldiers, 10,000 of them being imperial soldiers and 10,000 being soldiers who are under the command of nobles. Itʼs time to increase our Dragonian numbers.”

”I had asked the seven generals to already prepare a list of members whom they think are ready to become Dragonian based on their merit and loyalty.”

”Then tomorrow, I will begin increasing our Dragonian numbers.” Every day, Aditya can safely extract a certain number of drops of his divine blood. So turning even 20,000 troops into Dragonians wonʼt be an issue.

”Also, prepare a list for the most powerful Dragonians who have made a lot of contributions. I will give them more drops of my divine blood so that they can evolve into Higher Dragons.” With each evolution, their strengths would also increase.

”Watson and Alfred, help Spencer in this crucial time.” Both men were more than happy to contribute.

”What about us?” Bree and Mateo couldnʼt help but ask.

Aditya glanced at the two. It seems that since they came here, their bond has deepened.

While Mateo was more reserved, Bree was more direct. Aditya felt that it was a perfect combination.

”Focus on cultivating.” Aditya knew that a massive battle was coming.

”If you two need any cultivating resources, donʼt hesitate to approach me.” Julia said with a smile.

”Thank you, sister Julia!” Bree was grateful. Ever since coming here, she hasnʼt lacked any cultivation resources. Not to mention, the Mana density within the Dragon Palace was almost as good as the Mana density in the Main Continent.

She was getting even more precious cultivation resources than she did when she was in her sect. There were people to guide her when she was stuck in something. There were people to train her when she needed.

In short, she lacked nothing here. Within just two weeks of being here, her strength has significantly increased.

”Alright! That concludes the meeting. Any questions?” Aditya looked at everyone and asked.

”Aditya, if you become the Emperor of the Celestial Dragon Empire. Then will you merge both Empires?” Alicia could not help but ask. To millions, if not billions, this was a problem that they would love to have. But this question gave Aditya a serious headache.

At this moment, he finally understood what it meant to suffer from success.

On one hand, the Celestial Dragon Empire can be traced back to almost 500,000 years. An Empire with such a long and rich history cannot be a part of the Istarin Empire. At the same time, the Istarin Empire was something that he built from a small Dynasty. He was not willing to merge the Istarin Empire with the Celestial Dragon Empire and call it an extension of the Celestial Dragon Empire.

Seeing his conflicted face, the girls couldnʼt help but smile. To them, this was a happy situation.

”I will decide when the time comes.” Aditya had decided to distance himself from the Celestial Dragon Empire. It was only this cousin situation that was forcing him back to the place where he didnʼt want to go.

If there were an option of appointing someone in his position as the Emperor, he would do that. But only the Royal Bloodline members can be the Emperor. Otherwise, the Imperial Throne and Crown wonʼt accept that person as the real Emperor.

At the same time, he knew that to better protect his family while he was away, he must upgrade the Dragon Palace to level three. This was something that he could not delay any longer.

”Time to Upgrade the Dragon Palace.”
