Dragon Monarch System

Chapter 970: Chapter 970:- Spies

Aditya and his most trusted and capable Prime Minister sat in his office after having breakfast.

In front of the Dragon Monarch was his favourite fruit—dragonfruits cut into small cube shapes. Meanwhile, the Prime Minister was enjoying a nice, hot cup of green herbal tea. Along with the herbal tea, he also had special chocolate biscuits that his wife had made for him.

Both men were enjoying their favorite treats.

”Your Majesty, do you want more?” Spencer asked while dipping a part of the biscuit into the herbal tea before taking a bite. The warm tea helped the biscuit soften and become moist. The moment he took a bite, the biscuit almost melted in his mouth.

”I prefer enjoying my dragonfruit over this.”

The biscuits that his friend’s wife had made were very delicious, but he wasn’t someone who liked eating biscuits when given the option between his own favorite fruit and biscuits made by his friend’s wife. The answer was very obvious.

”I don’t understand what makes you so addicted to this fruit.”

No one in the Dragon Palace was more obsessed with dragonfruit than him.

”I wish I could give you a single, specific answer. But if I had to summarise it, I basically love everything about this fruit.”

”How is life in Azure City?”

Both Spencer and his wife lived in the capital, while Aditya and the rest of his family lived in the Dragon Palace, which was several kilometres away from the city.

The Dragon Palace was perfect for living since it was not located within the city. Even though the Dragon Palace now had three zones, it did not feel crowded.

Life inside the Dragon Palace was very peaceful, slow, and fulfilling. It wasn’t just Aditya who felt this way—anyone who lived within the Dragon Palace felt the same. This place was a paradise that no location within the six continents could compare to.

If he could, he would have taken the Dragon Palace everywhere with him by putting it into his storage ring or shrinking it down to the size of his palm.

”Not good, actually! The only problem we are facing right now is that my wife simply has too much free time, and she easily gets bored.”

His words made Aditya pause and think deeply.

’This world hardly has anything to entertain people.’

With the main focus of almost everyone in this world being cultivation or things related to cultivation, many aspects of life were left unappreciated and underdeveloped.

Almost every single person dreamed of becoming an immortal. Who wouldn’t want to become an immortal who lived for thousands upon thousands of years?

There was hardly any focus placed on entertainment culture in this world. Even within the main continent, there was very little available to entertain the masses.

Going to theatres to watch live performances wasn’t for everyone. It was mostly reserved for the wealthy and rich. The only other prominent form of entertainment that he could think of that existed here was books. But that too was very limited, and not everyone had the luxury of being able to afford them.

Before the rise of the Istarin Empire, the concept of a middle class was nothing more than an empty idea—something spoken of by scholars, perhaps, but never truly seen in the flesh.

Across most continents, society existed in a stark, unforgiving divide: the upper class and the lower class. There was no bridge between the two, no stable ground where an ordinary family could stand and breathe without fear.

A handful of exceptions existed. Those exceptions were scattered and rare, but they were so insignificant that they were either lumped in with the upper class or erased from consideration altogether.

In a world ruled by cultivation, where survival itself demanded resources, talent, and constant struggle, society did not allow space for those who lived comfortably but not luxuriously. You were either powerful enough to own land, resources, and protection, or you were crushed beneath the weight of the world.

The absence of a middle class was not accidental; it was inevitable.

Property prices were absurdly high, inflated by the constant destruction caused by magic beasts, cultivator conflicts, and territorial wars. Land that could sustain a family was rare, and land that was safe was priceless. Cities were dangerous, roads were lawless, and doing business outside one’s faction was an invitation to robbery or death.

For common people, cultivation resources were unattainable, education was a luxury, and even basic security required affiliations they could never afford. Wealth accumulated only at the top, while the masses fought each day merely to survive.

Before the empire’s rise, nearly ninety-five percent of the population lived below the poverty line. Hunger was so widespread that some families sold their own children into slavery. They did not do it out of cruelty, but desperation. They believed that bondage was better than a slow death by starvation.

The remaining five percent were considered ”rich,” yet even among them, true wealth belonged only to the elites. Any semblance of a middle class was buried within that fraction—powerless and invisible.

The Istarin Empire changed this brutal reality at its core.

Through rapid expansion, territorial stabilization, and strict enforcement of law, the empire transformed. In less than two years, the entire empire changed so drastically that it significantly boosted the economies of its local kingdoms and allied empires. Many empires tried to follow the example of the Dragon Monarch and implement similar changes within their own domains.

Roads became guarded. Cities became safe. Property prices gradually fell as land was reclaimed, protected, and distributed under imperial authority.

Trade routes flourished. Markets expanded. For the first time, ordinary people could engage in business without wagering their lives.

The policies introduced by Aditya dismantled the old hoarding of wealth by regulating resource monopolies, encouraging commerce, and making cultivation-related industries accessible beyond noble bloodlines.

As the economy strengthened, prices became affordable, employment diversified, and families who once hovered on the edge of starvation finally found room to grow.

Thus, the middle class was not created overnight—but it was allowed to exist.

’We have created a place where the majority of the population now belongs to the middle class.’

’There are opportunities everywhere. As long as someone is willing to work hard and remain sincere, that person can change their own fate.’

Aditya knew that he alone could not have achieved this. In his previous life, he had been a politician. Without everyone’s support, bringing the ideas in his vision to life would not have been possible.

’With a stable economy, people now have enough money to spend on things beyond mere survival.’

’Meaning, this is the time to introduce improved and new forms of entertainment.’

Before, such ideas would not have even crossed his mind. But now, things had drastically changed. People had money to spare for enjoyment.

”Your Majesty!!!!”

”Aditya...!”

After being called several times, he finally snapped out of his thoughts and looked at Spencer.

”What happened? I was talking to you, and then the next second you were lost deep in thought.”

Spencer looked concerned. He began to fear what kind of thoughts were occupying the Emperor’s mind—thoughts so deep and consuming that the man had failed to notice him calling out repeatedly.

”I just thought of a very interesting and exciting idea.”

”So, does your wife have anything she wants to do in her free time? Like pursuing a hobby or something?”

Aditya asked while suppressing the excitement in his heart. First, there were a few important matters he needed to deal with, which was one of the main reasons he had rushed back to the empire.

”Archery!”

”Before coming to live with me, she used to practice archery every single day. She said that she plans to resume her training, but this time as a hobby rather than being obsessed with it like before.”

”That’s good! If you want, we can even open an archery club where retired skilled archers teach those interested in learning archery.”

Spencer shook his head. He appreciated Aditya’s willingness to go this far, but it wasn’t necessary.

”Now let’s talk about what happened while I was away.”

Aditya became completely serious. He stopped smiling.

Spencer could even feel a faint trace of killing intent leaking from his body.

”The organization just made things extremely personal.”

”I’ll make sure that spies from other factions, organisations, or empires think ten times before deciding to set foot into my kingdom.”

No one will be spared.

No one will be allowed to escape.

Their deaths must be so painful that even death itself feels pity for them.

”Spencer, I want every spy in my dominion to be captured and tortured so badly that they wish they were dead.”

Hearing this, Spencer shivered in fear.

This was the ruthless, cold, and fearless Dragon Monarch—someone who would do anything to ensure that his enemies were destroyed.
