Reborn in 1914: I Will Build India into a Superpower

New Delhi

The morning of the third of April, 1948, brought a clear, pale azure sky over the broad avenues of New Delhi. The heavy spring humidity had not yet hardened into the scorching fury of summer, but inside the Prime Minister’s private conference chamber in South Block, the atmosphere was already charged with the quiet, electric intensity of a historic undertaking.

Around the polished mahogany table sat five men who held the reins of the young Republic: Prime Minister Ram Prasad Gupta, sitting at the head with a thick blue leather ledger resting before him; Sardar Vallabhbhai Patel, his dark, watchful eyes framed by the neat fold of his white khadi shawl; Jawaharlal Nehru, leaning back with his arms crossed, a silver-tipped walking stick resting against his chair; Dr. Sarvepalli Radhakrishnan, the Minister of Culture and Education, whose refined, scholarly face bore the unmistakable marks of deep physical exhaustion illuminated by intense intellectual triumph; and Shaktidas Sharma, Ram’s tireless strategist, whose eyes were heavy with sleeplessness but gleaming with quiet pride.

Spread across the centre of the table was not a military defence map or a foreign exchange balance sheet, but dozens of neatly bound, leather-backed volumes, fresh off the presses of the Government of India Printing Office in Allahabad and Delhi. Printed in sharp, elegant Devanagari type, their gold-embossed titles glistened under the slow sweep of the heavy brass ceiling fans.

”It is finished, Prime Minister,” Dr Radhakrishnan said softly, his voice trembling slightly with an emotion he did not attempt to mask. He rested a long, slender hand upon the topmost stack of textbooks. ”Three thousand hours of continuous labour. Over 200 scholars, linguistic experts, Vedic grammarians, pedagogical researchers, and university heads convened at six regional centres. What you drafted in those quiet evening classes in the courtyard of Allahabad before the war has now been forged into the complete educational architecture of the Indian Union.”

Shaktidas Sharma leaned forward, nodding weary agreement as he tapped a comprehensive curriculum breakdown chart. ”When we first started the creation of a modern education syllabus in Sanskrit, stripping away the archaic, overly ornamental complexities of medieval Sanskrit scholarship and focusing instead on its perfect, logical, Paninian skeletal structure, many in the academic establishment called it an impossibility. They insisted Sanskrit could not be adapted for modern technical instruction, let alone conversational use by millions of school children.”

”And how did you overcome their objections, Shaktidas?” Patel asked, his voice a low, gravelly rumble as he picked up one of the introductory primers, opening its crisp pages.

Radhakrishnan let out a soft, dry laugh, shaking his head. ”Through sheer intellectual attrition, Sardar sahib. For two months, Shaktidas and I held court in the auditorium of Delhi University. On one side sat the traditional pandits and temple priests from Varanasi and Kashi, insisting that every six-year-old child must first memorise the entire Siddhanta Kaumudi and spend five years on Vedic phonetics before uttering a single sentence. On the other side sat western-trained pedagogical experts who argued that Sanskrit was too rigid, too ancient, to express concepts like internal combustion, electrical capacitance, or modern parliamentary procedure.”

Radhakrishnan leaned over the table, his eyes shining behind his spectacles. ”We brought them to a common line through relentless synthesis. We demonstrated that Panini’s grammar is not a dead museum piece, but the most precise, modular, and algorithmic linguistic framework ever devised by human intelligence. By standardising the root verbs, dhatus, and creating clear, systematic rules for compounding words, we generated a modern technical vocabulary that is totally unambiguous. A tractor is not a clumsy transliteration; it is an Akarshaka. Electricity is Vidyut. Atmospheric pressure is Vayumandaliya Daba. Every scientific, legal, and administrative term has been rendered with absolute etymological purity, yet with total practical clarity.”

”Look at the structural division, Prime Minister,” Shaktidas added, handing a typed master plan to Ram, Nehru, and Patel. ”We have structured the entire schooling model on a strict 5 + 3 + 2 + 2 framework. Five years of Primary Schooling, three years of Middle Schooling, two years of Secondary Schooling, and two years of Higher Secondary Schooling.”

Nehru leaned forward, picking up a Grade Three natural science textbook, turning the pages with deliberate care. His eyes scanned the diagrams of plant cells, mechanical pulleys, and basic chemical reactions, accompanied by concise, elegant Sanskrit prose with clear vernacular annotations in the margins.

”Remarkable,” Nehru murmured, a look of genuine admiration crossing his face. ”The prose is remarkably clean. It lacks the dense, impenetrable scholastic fog that usually makes classical Sanskrit so daunting to young minds. It flows almost like a modern spoken language.”

”Because it is a modern spoken language in these pages, Jawaharlal-ji,” Radhakrishnan explained, pointing to a second stack of green-bound manuals. ”Beyond the primary and secondary school textbooks, we have authored comprehensive conversational guides tailored for every walk of daily life. Manuals for railway conductors, agricultural officers, village postmasters, shopkeepers, and factory floor managers. We have created audio-transcription scripts for All India Radio, daily instructional pamphlets, and complete first-year undergraduate and post-graduate degree syllabi for universities in humanities, physical sciences, engineering, and law.”

Shaktidas let out a long breath, sitting back in his chair with his hands folded over his knee. ”I have not slept more than three hours a night since January. Dr Radhakrishnan personally reviewed every single proof sheet to ensure that no regional bias or grammatical inconsistency slipped into the standardised text. But here it stands: a complete, self-contained educational paradigm capable of taking a five-year-old child from his first alphabet lesson all the way to a Master of Science degree, entirely in the sovereign tongue of this continent.”

Ram Prasad Gupta remained silent for a long moment, his fingers moving slowly over the smooth leather cover of the primary reader. He opened it to the first page, where simple, bold Devanagari characters were paired with clear illustrations of wheat fields, water wheels, spinning looms, and starry skies.

”You have performed a service to this Republic that history will never be able to measure in ordinary ledgers, Dr Radhakrishnan, Shaktidas,” Ram said, his voice quiet, steady, and filled with a monumental, quiet weight. He looked up, meeting the eyes of the two exhausted men. ”You have given a fragmented, multilingual continent its true intellectual spine.”

Patel turned through the pages of a secondary-level civics textbook, examining the lesson plans on constitutional law, regional administration, and military history. He looked up at Ram and Nehru, his sharp eyes narrowing as he closed the book with a firm, decisive thud.

”The execution of the syllabus is flawless,” Patel said grimly. ”I find no fault in the scholarship or the logic. But now, gentlemen, we must face the cold, brutal arithmetic of the land we govern.”

The room fell into a heavy, sombre silence. The excitement of the academic presentation dissolved instantly into the harsh reality of the administrative challenge before them.

”Let us speak plainly,” Patel continued, drawing an official dispatch from the Ministry of Home Affairs from his pocket. ”According to the 1941 British Census, the overall literacy rate of undivided India stood at an abysmal sixteen per cent. Even if we allow for minor, informal gains during the war years, our true functional literacy today in 1948 does not exceed eighteen to twenty per cent. And that number conceals a far more terrifying reality.”

Patel leaned over the mahogany table, tapping his thick knuckles against the wood. ”In the rural hinterlands of Bihar, the United Provinces, Orissa, and Rajasthan, female literacy is practically zero, less than three per cent. Millions of our villages have no school buildings whatsoever. Where schools do exist, they are often single-room mud hovels without desks, blackboards, or basic sanitation. Millions of children are dragged into field labour, brick kilns, and carpet workshops by the age of six, simply to prevent their families from starving.”

Nehru sighed deeply, resting his chin on his hand as his brow furrowed with deep anxiety. ”Vallabhbhai is entirely correct. We are proposing to deploy the most advanced, unified linguistic syllabus in the modern world onto a population that is eighty per cent illiterate, deeply impoverished, and structurally fractured. If we simply publish these beautiful books and send them to district headquarters, they will gather dust in government warehouses while the children of India remain trapped in medieval darkness.”

Ram Prasad Gupta stood up slowly from his seat, walking over to the broad window overlooking the sunlit courtyard of South Block. He stood with his hands folded behind his back, looking down at the young civil servants carrying stacks of files between the secretariat wings.

”We will not merely send books to district warehouses, Jawaharlal,” Ram said, his quiet voice cutting cleanly through the heavy air of the room. ”We are going to mobilise the entire apparatus of the state as if we were fighting a total war for national survival.”

Ram turned back to face the four leaders, his face calm, unyielding, and totally resolute. ”Here is the operational directive. We will take exactly three months, April, May, and June, to conduct an emergency national teacher training drive. Every university campus, high school, government training institute, and military barracks across all provinces and acceded states will be converted into intensive Sanskrit pedagogical academies. We will train three hundred thousand existing teachers in conversational Sanskrit and the new 5+3+2+2 instructional methodology.”

”Three months is an exceptionally tight window, Ram,” Radhakrishnan noted thoughtfully, though his eyes lit up with the challenge. ”Can we truly reorient three hundred thousand teachers in ninety days?”

”They will not be asked to become profound Sanskrit poets in ninety days, Doctor,” Ram replied firmly. ”They will be trained to master the specific, standardised curriculum for their respective grade levels and conversational Sanskrit. The pedagogy is so modular that any literate schoolmaster who completes the twelve-week intensive immersion course will be fully equipped to deliver the primary syllabus.” ℴℴ𝘮

Ram stepped back to the table, leaning forward with his hands planted on the polished wood. ”On July 1st, 1948, the new academic year will begin across the entire Indian Union. The implementation will follow a two-tier strategy.”

”First: every single new child entering the formal schooling system this year, the entire nationwide cohort of five-year-olds, will be taught entirely in Sanskrit as their primary medium of instruction across all subjects. Science, mathematics, history, geography, and civics. From their very first day in a classroom, Sanskrit will be their living, working academic tongue.”

”Second: for all existing students in higher grades who have already begun their education under regional mediums, Conversational Sanskrit will be introduced as an absolute, non-negotiable mandatory subject. They will learn to speak, read, and write it fluently within two years, preparing them for the complete transition of secondary and higher education.”

Patel leaned back, his eyes fixed on Ram. ”And what of enrolment, Ram? How do you propose to force rural families, who rely on their children’s daily wages or field labour, actually to send their five-year-olds through the schoolhouse door?”

”By making education both legally mandatory and economically indispensable to the family’s survival,” Ram answered cleanly.

”Every child who reaches the age of five as of July 1st will be legally required to enter primary school. Mandatory attendance will cover ten full years of schooling, the complete 5+3+2 primary and middle school cycle. To ensure that poverty is no barrier, the Union Government will fund and operate every single one of these 5+3+2 schools at no cost. No tuition fees, no textbook charges, no uniform costs.”

”Free education alone will not be enough to pull a starving child out of a landlord’s field, Ram,” Nehru pointed out softly. ”A parent who cannot feed his family at night will still send his child to scrounge for copper coins.”

”Which brings us to the core of the social contract,” Ram said, looking directly at Nehru. ”Inspired by the rigorous public school health programs of post-Meiji Japan, every government school in India will provide two full, nutritionally complete meals every single day to every enrolled child, a warm, substantial breakfast upon arrival in the morning, and a nutritious lunch at midday.”

Nehru’s face lit up with immediate, profound realisation. ”A national school meal scheme... Ram, that changes the fundamental economic calculation for every impoverished family in the country!”

”Precisely,” Ram said, his eyes cold and calculating. ”If a destitute mother knows that sending her five-year-old child to school guarantees that the child will receive two clean, protein-rich, cooked meals every day, meals that the family itself struggles to provide, the school ceases to be an economic burden. It becomes the child’s primary source of nourishment. The parent will fight to keep the child in school.”

Patel tapped his fingers rapidly on his armrest, running the logistical numbers through his mind with veteran administrative precision. ”Two meals a day for millions of children... the grain logistics will be colossal. Where do we house them, Ram? We do not have enough permanent brick-and-mortar schoolhouses built to absorb three million new children on July 1st.”

”We run this year’s rollout as an emergency pilot project to expose every operational flaw and infrastructural bottleneck in the system,” Ram replied without hesitation. ”Where brick schoolhouses do not exist, we will not wait for contractors to lay foundation stones. The Ministry of Defence and the Public Works Department will immediately release one hundred thousand heavy canvas military weather-proof tents and pre-fabricated wooden timber structures from our wartime surplus stockpiles. They will be erected in every village square, every taluka headquarters, and every urban neighbourhood that lacks a permanent building. No eligible child in this Republic will be turned away on July 1st for lack of a roof.”

Shaktidas scribbled notes furiously in his ledger. ”And what of the adult population? The parents who remain entirely illiterate?”

”One-hour voluntary evening classes in every primary school building,” Ram declared. ”Conducted entirely in Conversational Sanskrit for adults, parents, and labourers who wish to learn. We will light the schoolhouses at night with kerosene lamps and diesel generators. If the child learns during the day and the parent learns at night, the home becomes a fortress of literacy.”

Ram looked around the room at the four men, his voice dropping into an unyielding, monumental register. ”When the British took their census in 1941, they recorded a nation of broken, uneducated subjects at sixteen per cent literacy. When the Republic of India conducts its first sovereign census in 1951, three years from today, our national literacy rate must exceed forty-five per cent. I will accept no excuses, no administrative delays, and no budget cutbacks from any ministry on this objective.”

Patel stood up, his tall, imposing figure dominating the side of the table. A grim, satisfied smile touched the edges of his mouth. ”The District Collectors and Police Superintendents will receive their directives by tomorrow morning. Any village headman or local landlord who attempts to block children from attending these schools will answer directly to the Ministry of Home Affairs under emergency civil order. We will build this wall of literacy with cold steel if necessary.”

Nehru leaned forward, a look of deep, historic pride illuminating his features. ”It is a magnificent, radical vision, Ram. We are not merely teaching children to read; we are re-engineering the social foundation of an entire civilisation.”
