Reborn in 1914: I Will Build India into a Superpower

October 1, 1947

South Block, Delhi

The last week of September 1947 drifted into the crisp air of early October with a momentum that seemed to vibrate through the heavy brickwork of South Block. The signed ratifications of the Geneva Settlement had barely been filed in the archives of the Ministry of External Affairs before the physical fruits of a world in transition began to anchor at Indian ports.

In the strategic ledger of Ram Prasad Gupta, diplomatic triumphs were merely the operational space required to clear the board for physical construction. Power, he knew, did not reside in the elegant prose of international treaties or the applause of foreign press corps; it resided in the high-pressure steam of industrial boilers, the tensile strength of hot-rolled structural steel, and the uninterrupted movement of heavy freight across a continent.

Inside the sprawling office of the Prime Minister, the large teak table was buried beneath an avalanche of shipping manifests, topographical surveys, and industrial blueprints.

”The Soviet merchant fleet and heavily laden freighters are clearing the Malacca Strait in succession,” Vallabhbhai Patel said, setting down his cup of black tea with a sharp clatter. He leaned over a boundary map of the subcontinent, his thumb tracing the blue line of the Bay of Bengal down to the eastern seaboard. ”The first shipments negotiated under the Moscow accord have arrived, with the remaining convoys scheduled over the coming days. Stalin and Molotov have honoured their word to the letter.”

Patel pulled a heavy leather-bound folder toward himself, adjusting his spectacles as he read directly from the Soviet manifests.

”From the USSR directly, we are receiving complete blueprints, structural steelwork, and heavy machinery for two integrated heavy industrial steel complexes, including heavy blast furnaces, open-hearth furnaces, continuous rolling mills, and heavy coking plant equipment sufficient to outfit four massive production facilities.

”For defence manufacturing, they are delivering complete, turnkey manufacturing lines for 76mm divisional guns, 122mm heavy howitzers, and casting and assembly tooling for T-34/85 tank chassis components. Alongside this comes full technology transfers and production machinery for military explosives, propellants, and heavy artillery shell casings, including complete TNT and RDX chemical synthesis plants.”

Patel paused, tracing down the civil development column. ”Furthermore, one thousand Chelyabinsk Stalinez S-65 and S-80 heavy industrial crawler tractors have begun offloading, alongside one hundred sets of heavy land-clearing, canal-digging, and deep-ploughing machinery. For our mineral reserves, they have included heavy rotary oil-drilling rigs, geological survey hardware, and deep-shaft mining equipment for coal and iron extraction.”

”And the captured German material from the Soviet arsenals?” Ram asked, his eyes sharp.

”A monumental gift,” Patel replied with a grim smile. ”The armaments arriving in these freighters will equip our territorial reserves immediately: 250,000 Karabiner 98k rifles, 15,000 MG 34 and MG 42 general-purpose machine guns, 25,000 MP 40 submachine guns, and 25,000 StG 44 assault rifles. Crucially, they have provided German industrial tooling dies and stamping machinery to manufacture 7.92×57mm Mauser ammunition domestically in unlimited quantities. For heavy artillery and anti-tank units, we have 800 PaK 40 75mm anti-tank guns, 600 heavy field howitzers, comprising 105mm leFH 18 and 150mm sFH 18 units, and 50,000 Panzerfaust anti-tank rocket weapons. For our industrial shop floors, 300 precision lathes and stamping presses are included, alongside 5,000 Sd. Kfz. half-tracks and utility vehicles, and 3,000 heavy diesel trucks.”

”A formidable arsenal,” Jawaharlal Nehru observed, pacing near the tall, curtained windows with a lit cigarette resting between his fingers. He looked at the lists with a mix of awe and sober realisation. ”And the American surplus shipments?”

”The American commercial transports and naval escorts have dropped anchor in Bombay and Visakhapatnam,” Ram replied smoothly, sliding the American bill of lading across the table. ”The Surplus Property Act sales cleared Washington without administrative delay. The initial vessels have docked, with the rest following in a steady convoy.”

Ram gestured to the inventory list:

”From the United States surplus stocks, we have secured 5,000 World War II transport vehicles, GMC two-and-a-half-ton ’Deuce and a Half’ trucks, Willys MB Jeeps, and heavy utility trailers, which solves our immediate military and civil transport logistics. For infrastructure, 200 heavy construction units, Caterpillar bulldozers, motorised road graders, heavy mobile cranes, and rock-crushing plants.

”For our maritime fleet, two dozen ocean-going cargo vessels, eighteen Liberty ships and six high-speed Victory ships, along with twelve harbour tugs and twelve floating repair barges. This brings immediate, decisive relief to the Indian Navy and merchant marine, which were suffering from acute fleet shortages.”

Ram pointed to the technical communications and laboratory entries on the ledger. ”For power and communications, 500 heavy-duty 100kW diesel generators, 500 high-frequency radio transmitters, and 500 field switchboards, complemented by 20 long-range air-defence radar arrays. For high-technology manufacturing, 50 complete vacuum-tube manufacturing apparatuses, and two complete sets each of specialised chemical processing equipment, metallurgical testing laboratories, precision optical testing instruments, and industrial glassblowing and vacuum apparatuses.”

Patel let out a dry, iron grunt of satisfaction. ”So, the two major global powers have delivered an entire continent’s worth of industrial and military machinery to our doorstep within the span of days.”

”They delivered because both believe they are purchasing our future allegiance,” Ram said, a faint, razor-thin smile touching his lips. ”Let them believe it. Capitalists and communists alike understand the language of material delivery. But while they count their diplomatic points, we will turn their steel, tooling, and heavy machinery into the physical spine of an unyielding republic.”

The hot afternoon sun of October 5, 1947, beat down on the historic shipyards of Visakhapatnam. The vast coastal amphitheatre was thick with the scent of salt air, wet timber, heavy lubricating grease, and the sharp, ozone tang of electric arc welding. A crowd of thirty thousand citizens, shipyard workers in grease-stained canvas overalls, local dockers, government engineers, and families carrying tricolour flags, packed the wooden grandstands erected along the slipway.

Standing upon the decorated dais overlooking the massive steel hull was the leadership of the new nation. Ram Prasad Gupta stood at the centre, flanked by Vallabhbhai Patel, Jawaharlal Nehru, and the prominent industrialist Walchand Hirachand, whose vision had laid the initial foundations of the Scindia Steam Navigation Company.

Before them rose the towering bow of the Jal Usha, the first modern ocean-going steamship constructed in independent India. Her black-painted hull glistened under the sun, her superstructure painted a sharp, clean white, crowned by the national flag snapping smartly in the ocean breeze.

”Today, we do not merely launch a vessel of eight thousand tons,” Ram declared into the microphone array, his voice ringing out across the quieted docks. ”We launch the maritime self-reliance of a free nation. For two centuries, our seas were navigated by ships built in foreign yards, flying foreign flags, carrying away our wealth. Today, the Jal Usha demonstrates that Indian hands, Indian labour, and Indian engineering can master the vast ocean lanes of the world!”

The crowd erupted into thunderous cheers, their voices echoing off the steel plates of the surrounding drydocks.

Ram Prasad Gupta stepped forward, holding a traditional coconut wrapped in silk. He looked down at the hull, then across at Patel, who gave him a solemn, approving nod. Ram struck the coconut against the heavy iron bow plate, letting the coconut water splash across the metal, before pulling the ceremonial lever that released the heavy wooden locking chocks beneath the keel.

With a deep, groaning vibration that shook the timber platform, the mass of steel began to slide. The heavy grease along the slipway hissed and smoked as the Jal Usha gathered momentum, plunging smoothly backwards into the blue waters of the bay. A massive wall of white foam erupted, followed by the deep, booming blast of the ship’s steam whistle, a sound that echoed across the harbour, signalling the birth of an indigenous merchant fleet.

Later that evening, inside the quiet boardroom of the shipyard office overlooking the harbour light, Ram met with Patel, Nehru, and Walchand Hirachand.

”The launch is a magnificent psychological victory,” Ram said, laying out a series of legal and financial documents on the conference table. ”But patriotic sentiment will not sustain an industrial shipbuilding industry against British and American competition. We need scale, state capital, and complete strategic alignment.” ℴℴ𝘮

Walchand Hirachand, his face etched with age and the fatigue of long industrial battles against colonial trade restrictions, adjusted his spectacles. ”Prime Minister, Scindia Navigation has poured everything into this yard. But the capital required to expand the slips, build deep-water fitting-out berths, and purchase heavy turbine-machining tools is beyond private domestic markets right now.”

”Which is precisely why the State will step in,” Ram said directly. ”The Union Government will acquire a forty-nine per cent equity stake in the Scindia Shipyard at Visakhapatnam. The operational control and administrative management will remain with your board of directors, but the yard will operate under full strategic integration with the Ministry of Defence and the Ministry of Transport.”

Patel leaned forward, tapping his knuckles against the table. ”Under this agreement, the yard’s expanding capacity will be permanently prioritised for two tasks: building heavy merchant tonnage for our state trade fleet, and constructing surface combatants for the Indian Navy. Visakhapatnam will not merely be a shipyard, Mr Hirachand. It will be converted into a shipbuilding mega hub for South Asia.”

”Later we may decouple the merchant shipyard and the defence shipyard, in which case, the control of the merchant shipyard shall remain with Scindia Shipyards.”

”To jumpstart your engineering office,” Ram added, sliding a confidential folder across the table to Hirachand, ”the Cabinet has authorised the permanent allocation of two heavy transport vessels from the newly arrived American surplus, one Victory-class cargo ship and one Liberty-class freighter. They will be berthed permanently in drydock three for complete, systematic reverse engineering. Your naval architects will dismantle them, blueprint every structural bulkhead, steam turbine, and cargo winch, and adapt those designs for mass production in Indian yards.”

Hirachand stared at the engineering files, his eyes wide with disbelief and rising excitement. ”Reverse engineer an entire Victory-class turbine drive? Prime Minister, that will save our design bureaus fifteen years of trial and error!”

”We do not have fifteen years to waste on trial and error,” Ram said coldly. ”We have mere months.”
