Reborn in 1914: I Will Build India into a Superpower

The early morning air over Srinagar was biting, carried down from the snow-capped peaks of the Zabarwan range in sharp, icy gusts that whipped across the surface of Dal Lake. Inside the private reception room of the Hari Niwas Palace, the atmosphere was suffocatingly tense. Heavy velvet drapes framed the wide bay windows, shutting out the breathtaking vista of the valley, while a fire crackled quietly in a massive stone hearth.

Maharaja Hari Singh stood near the hearth, his hands tucked behind his back, his jewelled fingers twitching with nervous, erratic energy. He wore a tailored achkan, but his posture was bent under the crushing weight of indecision. Across the long walnut table sat Prime Minister Ram Prasad Gupta and Home Minister Sardar Vallabhbhai Patel.

Patel opened his heavy leather portfolio, extracting a parchment inscribed with precise legal calligraphy, and laid it flat on the table.

”This is the Instrument of Accession, Maharaja-sahib,” Patel said, his voice deep, gravelly, and steady as mountain granite. ”It transfers authority over Defence, External Affairs, and Communications to the Union of India. Sign it today, and the full weight of the Indian Armed Forces will stand between Kashmir and the chaos gathering at your western border.”

Hari Singh turned slowly, his pale face drawn and shadowed by dark circles. He looked at the document as if it were a burning brand.

”I cannot, Sardar-sahib,” Hari Singh said, his voice tight and defensive. ”I have told you, and the Viceroy repeatedly, Jammu and Kashmir is in a unique geopolitical position. If I sign a total merger with India today, the western border districts of Poonch and Muzaffarabad will erupt into outright rebellion. Rawalpindi is waiting for that exact excuse to send troops. A Standstill Agreement is the only sensible, neutral path while we stabilise the administration.”

”A Standstill Agreement is a delusion,” Ram Prasad Gupta interjected, his tone calm, quiet, and razor-sharp. ”You believe you are sitting on a neutral fence, Maharaja-sahib, but the fence is already on fire. Pakistan is not observing your Standstill Agreement. Their political agents are already distributing modern rifles across the border, and irregular tribal lashkars are massing in Abbottabad. You are holding an umbrella over your head while a hurricane builds around you.”

Hari Singh gestured frantically toward the air outside. ”If I sign a full accession, I surrender my state’s independence before an actual invasion has even occurred! My people will view it as a betrayal!”

Patel leaned forward, his dark, hooded eyes fixing the Maharaja with an iron gaze. ”We anticipated your hesitation, Hari Singh-ji. We did not fly to Srinagar at dawn to debate legalistic idealism while your borders crumble.”

Patel drew a second document from the portfolio, placing it directly over the Instrument of Accession.

”This is a sovereign Mutual Defence Pact between the Republic of India and the Princely State of Jammu and Kashmir,” Patel explained, tapping the paper with an unyielding finger. ”It takes effect immediately upon signature. Under this pact, any armed aggression or armed infiltration across your state boundaries is legally classified as an act of war against the Republic of India. It grants our armed forces immediate, lawful authority to enter Kashmir and defend its territorial integrity.”

Hari Singh blinked, startled. ”And the Instrument of Accession?”

”It remains here, in this draft,” Ram said smoothly, placing his palm on the second parchment. ”Signed by Sardar Patel and myself on behalf of the Union, but held in reserve. The moment the Mutual Defence Pact is triggered by an external attack or armed incursion, this Instrument of Accession becomes effective automatically. There will be no emergency meetings, no frantic negotiations over telephone wires while tribal raiders torch your towns, and no second thoughts. The pact triggers the accession; the accession triggers our total military intervention.”

Hari Singh looked uncertainly toward the corner of the room, where his Council of Ministers stood in hushed, anxious consultation. Prime Minister Ram Chandra Kak stepped forward, exchanging a grave look with the state’s senior advisors.

”Your Highness,” Kak said softly, bowing his head respectfully to the Maharaja. ”The Sardar and the Prime Minister speak the cold truth. Our state forces are dispersed across hundreds of miles of treacherous terrain. If a major assault comes across the Jhelum valley, our garrisons will be cut off and annihilated within forty-eight hours. Without Indian heavy artillery, armour, and air transport, Srinagar cannot hold. The defence pact preserves your standing today while securing the entire military strength of India the moment a single shot is fired across the frontier.”

Hari Singh let out a long, shuddering breath. He walked slowly to the walnut table, picked up a heavy silver fountain pen, and signed his name to the Mutual Defence Pact.

”It is done,” Ram said, taking the signed document and placing it inside his leather briefcase. ”Now, Maharaja-sahib, we must talk about logistics, and we have no time to lose.”

”Logistics?” Hari Singh asked, wiping a bead of sweat from his forehead.

”You will immediately issue executive state decrees to enlarge the Srinagar Airbase,” Ram ordered, his voice taking on the sharp, precise rhythm of an operational commander. ”We require additional runways, expanded taxiways, and extended landing strips. Do not waste time with dirt tracks; we need reinforced, metalled surfaces capable of handling continuous, heavy waves of military transport aircraft like the Douglas DC-3.”

”Metalled runways?” Kak asked, writing frantically on a notepad. ”That will require thousands of tons of crushed stone and asphalt!”

”Then mobilise every public works department, every civilian labour battalion, and every truck in the valley,” Patel added sternly. ”Furthermore, you will immediately begin widening and reinforcing the land routes into the valley from Jammu. Metal the existing Banihal Pass Road as much as humanly possible before the first snowfalls, and cut additional dirt supply tracks along the southern slopes.”

Hari Singh looked bewildered. ”If we begin such massive engineering works, Rawalpindi will notice immediately! They will demand an explanation!”

”They will, and we hope that this will deter them from any invasion of your kingdom,” Ram replied, a subtle smile on his face, ”but should they continue with their designs, you will be in a better position to defend.”

”As for an explanation, let them demand whatever they wish,” Ram replied coldly. ”While this Mutual Defence Pact is effective as of this second, the world will not know of its existence for seven days. We are keeping it completely secret to give you a critical one-week window to prepare your infrastructure before the storm hits.”

Ram leaned over the table, his eyes locking onto the Maharaja with absolute severity. ”And one final, absolute directive, Maharaja-sahib: you will enforce an immediate, total communications blackout across your princely state defence forces. No unvetted radio transmissions, no telegraphs, and no individual courier dispatches without dual sign-offs from your reliable commanders.

”The probability of high-level betrayal within your state officer corps is exceedingly high. If Pakistan learns of our operational landing plans through a leak in Srinagar, our transport planes will be flying into a death trap. From this minute, Kashmir’s military communications are on total lockdown.”

The return flight to New Delhi was rough; the twin-engine aircraft buffeted by heavy air currents above the Punjab plains. By late afternoon, Ram and Patel were back in the high-ceilinged conference room of South Block.

Gathered around the heavy teak table were the Chiefs of the Armed Forces: General K.M. Cariappa, Commander-in-Chief of the Army, and Air Marshal Subroto Mukherjee, Head of the Air Force.

”Gentlemen,” Ram said without preamble, gesturing to the wide strategic map of the northern theatre unrolled across the table. ”The Sardar and I have concluded a binding Mutual Defence Pact with Jammu and Kashmir, complete with an auto-triggering Instrument of Accession held in reserve. We have secured a one-week operational window before the agreement is made public.”

General Cariappa leaned over the map, his sharp eyes calculating distances and mountain passes. ”If Pakistan launches an irregular or paramilitary invasion, Prime Minister, their primary thrust will inevitably follow the Muzaffarabad-Baramulla axis. Their objective will be to seize the Mahura power station, paralyse Srinagar’s electricity, and take the airbase before we can deploy.”

”Which is precisely why the engineering directives we issued in Srinagar are vital,” Air Marshal Mukherjee chimed in, pointing to the Valley. ”If the Srinagar airbase is enlarged and metalled, my squadrons can maintain a continuous airbridge. We can land a Douglas DC-3 every three minutes. But General, land routes remain our secondary vulnerability. The Banihal Pass is a bottleneck.”

Cariappa straightened up, his brow furrowing as he addressed Ram directly. ”Prime Minister, beyond the transport bottlenecks, there is another operational vulnerability that keeps me awake at night: the quality of our ammunition stocks. The state ordnance factories in Kanpur, Cossipore, and Jabalpur have been churning out rounds, but the batch inconsistency is alarming. A single bad batch of cordite or mismatched brass tolerances can jam a Lee-Enfield rifle or a Bren gun in sub-zero high-altitude warfare. In mountain combat, a jammed weapon is a dead soldier.”

”Banihal is being widened as we speak,” Patel said, leaning on his cane and acknowledging Cariappa’s concern. ”And Cariappa, the Prime Minister and I are already handling the ammunition issue at its root. For now, have the 161st Infantry Brigade put on immediate seventy-two-hour notice. Pre-position mountain gear and cold-weather rations at Willingdon Airfield and Gurgaon. The moment the first Pakistani raider steps over the border, I want our boots on the ground in Srinagar before they reach Baramulla.”

”Understood, Sardar-sahib!” Cariappa replied, snapping a sharp, crisp salute. ”The army will be ready.”
