Reborn in 1914: I Will Build India into a Superpower

August 18, 1947

South Block, Delhi

Ram leaned back, looking at the ceiling fan whirring overhead. ”Tell me, Shroff-ji... can the British Treasury service even the basic interest payments on two point three billion pounds right now?”

”No,” Shroff admitted, shaking his head. ”Their domestic economy is gutted. They are rationing bread and coal in London. They cannot meet the interest service in hard currency without bankrupting their national health plans.”

”Then we give them a hand, Shroff-ji,” Ram said softly.

Shroff paused, looking puzzled. ”A hand, Prime Minister? You wish to grant them debt relief?”

”Not relief,” Ram corrected, standing up slowly from his chair. ”A trade. If a debtor cannot pay his mortgage with gold or cash... he pays with land.”

Shroff blinked, his brow furrowing deeper. ”Land? What land does Britain possess that we could accept against two point three billion pounds of war debt?”

Ram walked over to the corner of the study, where a heavy, brass-mounted floor globe stood beside a shelf of administrative maps. He rested his hand on the smooth sphere and gave it a slow, deliberate spin.

”Come here, Shroff-ji,” Ram said.

The finance minister stood up, walking across the oriental rug to stand beside Ram. Shaktidas followed quietly.

Ram’s hand came down on the spinning globe, stopping it firmly over the blue expanse of the Indian Ocean. His index finger touched a chain of tiny coral specks scattered southwest of Kanyakumari.

”First,” Ram said, his voice low and measured. ”Here. The Maldives.”

Shroff looked at the tiny dots. ”The Maldives archipelago? Prime Minister, these are isolated coral specks. Coconut palms, fishing villages, and sandbars. They generate zero industrial revenue.”

Ram’s finger moved northwest across the Arabian Sea, stopping at the mouth of the Gulf of Aden. ”Second. Here. The Socotra Archipelago... and Masirah.” ℴ

He turned the globe further south, his finger tracing down toward the Southern Ocean. ”Third. The Seychelles... and the Mauritius Archipelago.”

”Prime Minister,” Shroff said, genuinely perplexed. ”These places are considered absolute white elephants in Whitehall. They are unproductive, administrative burdens that cost the British Colonial Office money just to station district officers. Why on earth would the Union of India take ownership of empty rocks and coral reefs?”

Ram looked at Shroff, his eyes burning with an intense, visionary geopolitical clarity.

”Do you know where the United States military suffered its most brutal, bloody casualties during the Pacific War, Shroff-ji?” Ram asked quietly.

”In the island-hopping campaign,” Shroff replied. ”Tarawa, Iwo Jima, Okinawa.”

”Yes,” Ram said, his voice dropping into a deep, monumental cadence. ”The Americans bled by the tens of thousands not on the Asian mainland, but in tearing tiny, barren coral atolls from the hands of the Japanese Imperial Navy. Why? Because in the twentieth century and beyond, power is not merely measured by continental landmass. Power is measured by the ability to project air and naval force across maritime chokepoints.”

Ram struck the globe softly with the tip of his finger. ”Look at this ocean, Shroff-ji. It bears our name-the Indian Ocean. For two hundred years, the British Royal Navy treated it as a private British lake because they controlled every island entry point from the Cape of Good Hope to the Malacca Strait. But Britain is retreating. An empire in decay abandons its outposts.”

Ram’s mind secretly touched upon a distant, dark memory from his previous life, the strategic injustice of the mid-twentieth century, when Britain would eventually slice off the Chagos Archipelago, expel its native population, and hand Diego Garcia to the United States Air Force to construct a permanent bomber base designed to intimidate the Asian continent.

Not in this timeline, Ram thought with cold, absolute resolve. Never again.

”If we do not take these islands now,” Ram stated aloud, looking back at Shroff, ”other powers will. Thirty years from today, any foreign power with a bit of wisdom will build strategic bomber bases, radar stations, and submarine pens on these exact atolls. They will sit two hundred miles off our coast, holding a gun to the head of Bombay, Cochin, and Madras. We will not allow any foreign power to dictate terms in India’s backyard.”

”This is the intended truth.” Ram smiled, his brow softening, a bland, innocent smile.

”For the Americans and the British or whoever else,” Ram said smoothly, playing the role of an eccentric visionary, ”India is expanding its trade and its domestic industries. What better place to build tropical coconut oil plantations and commercial copra processing hubs? What better location for luxury equatorial resorts and international sanatoriums once global civil aviation matures?”

”Furthermore, our scientists and universities need dedicated equatorial field stations. Imagine the scientific prestige of conducting marine biological research, oceanographic mapping, and studying the stark evolutionary differences between Indian flora and fauna and equatorial island ecosystems.”

”We buy the keys to the Indian Ocean while Britain is desperate enough to sell them,” Shroff whispered, a look of profound awe washing over his face.

”Maldives has a lot of potential as a resort. I have seen some photos of their coastline.” Shaktidas interrupted the two with a faint smile.

”I see,” Shroff said slowly, a dry smirk touching his mouth. ”If London views them as financial liabilities, trading them to us allows them to clean their balance sheet without sacrificing major economic colonies like Malaya or African mineral lines.”

”Precisely,” Ram said. ”And mark my words on one thing, Shroff-ji: I will not accept leases. No ninety-nine-year administrative leases, no shared protectorates, no temporary arrangements. The Union of India will take full, absolute sovereign transfer of territory. Total legal sovereignty or nothing.”

Ram walked back to his desk, picking up a blank executive notepad and handing it to Shroff.

”I want you and your team at the Reserve Bank to draft detailed financial calculations for three distinct negotiation scenarios by two o’clock this afternoon,” Ram ordered sharply.

”Define the three scenarios, Prime Minister,” Shroff said, pulling out his pen.

”Scenario One: Best Case,” Ram detailed. ”Britain agrees to fix our entire two point three billion sterling debt at thirteen rupees to the pound, repatriates fifteen tonnes of gold immediately while leaving twenty-two tonnes as collateral, and grants full sovereign territorial transfer of the Maldives, Socotra, Masirah, Seychelles, and Mauritius in exchange for a five-hundred-million-pound debt write-off.”

”Scenario Two: Neutral Case,” Shroff wrote rapidly. ”Britain fixes eighty per cent of the debt, grants full sovereign territorial transfer over a reduced selection-say, the Maldives, Socotra, and Seychelles-in exchange for a three-hundred-million-pound debt write-off, while structuring the remaining debt under a strict repayment schedule.”

”Note that in both Scenario One and Scenario Two, lease is not an option,” Ram emphasised coldly. ”Full sovereign transfer is our absolute baseline for any territorial write-off.”

”Understood,” Shroff said. ”And Scenario Three?”

”Scenario Three: Worst Case,” Ram concluded, his voice turning to steel. ”London refuses sovereign territorial cessions and attempts to unilaterally freeze our accounts. In that scenario, we execute an immediate, public call for our thirty-seven tonnes of gold, unilaterally break the sterling peg, fix the rupee to the US Dollar at three point three, and seize every British commercial asset: factories, tea estates, shipping lines, and bank vaults on Indian soil as physical compensation for debt default.”

Shroff looked up, his eyes bright behind his spectacles. ”Scenario Three is an economic death sentence for British interests in Asia. When I lay these three options before the British Treasury negotiators and the Viceroy, they will scramble to stay within Scenarios One and Two.”

”Sharpen your arguments, Shroff-ji,” Ram said, shaking the Finance Minister’s hand firmly. ”In the afternoon, we visit the American Embassy to secure our dollar flank. Then... we call upon the Viceroy.”
