Reborn in 1914: I Will Build India into a Superpower

10 October, 1947

Expanded IISc Campus Town, Bangalore

The crisp, thin October air of Bangalore felt like a sharp, cleansing departure from the heavy, lingering monsoon humidity of New Delhi. As the convoy of three dark, unadorned Austin saloons wound its way through the leafy avenues toward the isolated northern perimeter beyond the Indian Institute of Science, the early morning mist had barely begun to lift from the stone arches of the city.

Inside the middle vehicle, Ram Prasad Gupta sat silently by the window, his fingers resting with calm precision over a thick, leather-bound briefing folder. Beside him, Jawaharlal Nehru adjusted his khadi cap, his gaze wandering past the sprawling, rain-washed canopies of Gul mohar trees, while Sardar Vallabhbhai Patel leaned back into the leather upholstery, his hooded eyes carefully observing the discrete perimeter checkpoints manned by armed guards in plain khaki.

There were no press corps waiting at the gates, no flower-draped archways, and no public crowds lining the roads. The journey had been organised under the strictest operational protocol of the Ministry of Internal Security. Officially, the Prime Minister and his senior cabinet colleagues were visiting Mysore State to hold preliminary consultations with regional administrative heads regarding civil infrastructure and post-independence development projects. In reality, they were stepping into the inner sanctum of the Republic’s most audacious and closely guarded gamble.

The car came to a smooth, silent halt inside a sprawling, heavily fenced compound tucked into the foothills on the northern outskirts of the city. High, double-layered wooden perimeter fences had been erected around what appeared from the outside to be an expansive agricultural research station. Inside, however, a massive temporary structure, a cavernous hangar constructed of corrugated iron, heavy timber beams, and reinforced soundproofing panels, stood silent beneath the vast southern sky. Sentries stood at twenty-yard intervals along the inner perimeter wall, their faces unreadable, their Lee-Enfield rifles slung firmly over their shoulders.

Ram opened his door and stepped out into the cool air, followed immediately by Patel and Nehru. Waiting for them at the foot of the hangar steps was B.N. Mullick, the Director of the Intelligence Bureau, his suit impeccably pressed, his demeanour composed and devoid of emotion.

”Everything is locked down, Prime Minister,” Mullick said in a low, even tone, bowing his head slightly toward Ram, then turning to acknowledge Patel and Nehru. ”The perimeter is completely sealed. No journalists or unauthorised personnel exist within a five-mile radius. The acoustic shielding inside the main enclosure is total.”

”And the audience, Mullick?” Ram asked, his voice steady and low as he glanced toward the shadowed entrance of the hangar.

”Seven hundred and twelve men,” Mullick replied crisply, stepping forward to pull back the heavy timber door just enough for the leaders to pass. ”Five hundred and fifty-four from Europe-predominantly German, Austrian, and northern Italian specialists-and one hundred and fifty-eight from Japan. Every passport, every manifest, and every personal dossier have been verified three times. They have been assembled in the hall for forty-five minutes. Not a single foreign embassy or news agency knows they are on Indian soil.”

Nehru took a deep, reflective breath, smoothing the front of his dark achkan. ”It feels almost surreal, Ram. A gathering of the finest technical minds of two defeated empires under a single roof in South Asia.”

”They are not here as defeated enemies, Jawaharlal,” Ram said calmly, stepping into the dim threshold of the building. ”They are here as the raw foundation of our sovereign future.”

Inside the giant timber-lined hangar, the atmosphere was dense with a tense, quiet anticipation. Rows of simple wooden benches stretched across the vast cement floor, filled by over seven hundred men. They sat in distinct, disciplined clusters. On the left side sat the European engineers, men in worn tweed jackets, tailored wool coats, or sharp civilian suits, many bearing the quiet, haggard lines of post-war exhaustion and displacement.

On the right sat the Japanese scientists and technicians, sitting in rigid, upright posture, dressed in dark, formal attire. Whispers in German, Italian, and Japanese drifted softly through the drafty space, but the moment the three Indian leaders walked onto the low wooden platform at the front, an absolute, heavy silence fell over the hall.

There were no microphones or loudspeakers installed; the acoustic engineering of the timber-lined walls carried every sound clearly to the back rows. Behind the wooden podium stood a simple blackboard and a large, detailed map of the Indian subcontinent.

Ram Prasad Gupta stepped forward. He did not offer theatrical flourishes or broad politician’s smiles. He stood erect, his dark eyes scanning the sea of faces, men who had built the advanced metallurgy, radar, optics, chemical synthesis, and aeronautical machinery of Axis industrial complexes, now stripped of their laboratories, their nations occupied by foreign armies, their careers suspended in geopolitical uncertainty.

”Gentlemen,” Ram’s voice rang out, clear, resonant, and cold as forged steel. ”Welcome to Bangalore.”

In the fourth row of the European section, a senior German structural engineer named Dr Hans Heinrich, his right cheek scarred from a wartime air-raid collapse in Dresden, leaned forward slightly, his sharp eyes narrowing as he listened to the flawless English address.

”Many of you have spent the last two years in hiding in the jungles of South-east Asia and lodges of the Swiss Alps, wondering if you will be discovered by allied or axis intelligence, watching your research institutes dismantled, your patents seized as war reparations, your colleagues absorbed by the world powers or executed, and wondering whether you chose wrong to answer the calls of Bhabha, Sarabhai and Raman in throwing your lot with a country that wasn’t even independent yet,” Ram continued, his gaze sweeping slowly across the European and Japanese delegations alike.

”The powers that conquered your homelands view you either as dangerous remnants of a fallen order or as scientific spoils of war to be harvested, exploited, and discarded. The Republic of India views you differently.”

Ram placed both hands firmly on the edges of the podium. ”India views you as master craftsmen and architects of the modern industrial age. And we have brought you here not to exploit your vulnerability, but to offer you a sovereign, honourable contract.”

He paused, letting the weight of his words settle across the silent audience before outlining the terms.

”Starting January 1st, 1948, every man in this room will enter into a binding, ten-year contract with the Government of the Republic of India,” Ram declared. ”Each of you will receive a guaranteed annual base salary of seven thousand American dollars.”

A sudden, audible murmur rippled through the European ranks. Men turned to look at their colleagues in near-disbelief. Seven thousand dollars in late 1947 was an astounding sum, far exceeding the salaries of senior university professors or chief industrial engineers in war-devastated Europe or occupied Japan. Among the Japanese researchers, Dr Takahashi, a specialist in high-temperature ceramic insulators, closed his eyes for a moment, a subtle tremble touching his mouth. For two years, he had lived in constant fear of winter starvation in Tokyo, wondering if his children would survive on reduced occupation rations.

”In addition to your base salary,” Ram continued smoothly, his voice overriding the rustle in the room, ”annual performance-based bonuses will be awarded for specific technical breakthroughs, process optimisations, and successful project completions. Furthermore, the Republic of India assumes full financial and logistical responsibility for bringing your willing families, your wives, your children, and your immediate dependents, to Bangalore. Modern residential quarters, private medical care, and dedicated schools will be established at state expense.”

Dr Heinrich turned to the thermodynamics expert beside him, whispering in rapid German: ”Seven thousand dollars... plus family transport and housing? They are offering us an entire life, Kurt.”

”Listen to the conditions first, Hans,” the other replied quietly, his eyes fixed on the dais. ”No government gives such terms without demanding the earth.”

As if answering the unspoken thought, Ram’s tone hardened, taking on an unyielding, authoritative cadence. ”However, this generosity comes with non-negotiable obligations. First: every patent, every blueprint, every chemical formula, every metallurgical process, and every structural design developed on Indian soil during your tenure will belong exclusively, entirely, and perpetually to the Republic of India.”

He raised a single finger. ”Second: your purpose here is not merely to construct machines or run experiments in isolation. You are here to build a generation. Every single scientist and engineer in this room will be required to teach at the expanded research faculties of the Indian Institute of Science and affiliated defence research laboratories.

”You will train Indian apprentices, Indian graduate students, and Indian technicians. You will teach them your mathematical methods, your metallurgical formulas, your testing protocols, and your engineering discipline. You will leave behind not just physical hardware, but thousands of young Indian men and women capable of carrying this work forward without you.”

Nehru stepped forward to Ram’s side, his eyes burning with intense conviction as he addressed the hall. ”We do not intend to convert these facilities into mere assembly lines for immediate mass production,” Nehru said, his voice warm yet filled with visionary force. ”We are establishing a permanent sanctuary for pure research, applied science, and high engineering. The breakthroughs you achieve in these laboratories will not remain locked away in theoretical papers.

”Through mandatory, onsite implementation programs, you and your senior Indian apprentices will personally oversee the transfer of these technologies into our industrial plants, transforming the manufacturing baseline of our entire nation.”

Patel stepped up to the edge of the platform, his broad chest squared, his posture exuding the immovable authority of the state. ”And let there be no misunderstanding regarding security,” the Home Minister said, his deep voice echoing off the timber roof. ”You will be safe here. Your families will be protected. But you are bound by the laws and security directives of this Republic. Confidentiality is absolute. The work conducted within these perimeter walls does not exist for foreign intelligence agencies, foreign embassies, or the international press.”

Patel paused, his sharp eyes sweeping over the rows of scientists. ”Work with us faithfully, honour your contract, and India will shield you, honour you, and reward you lavishly. After ten years, on December 31st, 1957, those who wish to return to their native countries or move elsewhere will be completely free to leave, with their savings fully liquid and transferable in convertible currency. Those who wish to remain and adopt this Republic as their home will be granted full Indian citizenship.”

Ram stepped back to the centre of the podium, his posture calm, steady, and commanding. ”The choice before you is simple. You may remain relics of a fallen past in an occupied Europe and Asia, or you may become the founding fathers of a new scientific empire in the East. We leave you to deliberate.”

As the three leaders turned and walked toward the side exit, the hangar erupted into a storm of impassioned dialogue. The rigid discipline broke as European engineers gesticulated animatedly, calculating currency conversions on the margins of pocket notebooks, while Japanese researchers gathered in tight circles, bowing to one another in profound, overwhelming relief.

”Look at them,” Patel murmured as the thick wooden door closed behind them, cutting off the deafening noise of the hall. ”They entered this morning as prisoners of history. They will stay as employees of the Republic.”

”And they will construct our industrial shield, Vallabhbhai,” Ram said softly, adjusting his leather dossier as they walked down the sunlit corridor.
