Reborn in 1914: I Will Build India into a Superpower

5 September, 1947

Mauritius

The turquoise swell of the Indian Ocean broke against the ancient coral barriers of Port Louis, churning into a brilliant, lace-like foam that washed the dark basalt rocks of the harbour. For nearly a century, the docks had known only the heavy, suffocating silence of servitude, the clanking of iron chains, the harsh barking of overseers in khaki, and the quiet, desperate weeping of men and women hauled from the damp holds of wooden barques.

On this humid September morning, the silence of the docks was gone.

Standing on the sun-baked stone quays of the Aapravasi Ghat, the historic immigration depot where hundreds of thousands of indentured labourers had first set foot on colonial soil, a vast, pulsing ocean of humanity pressed against the wooden barricades. They were third-generation descendants of the girmitiyas, men and women whose grandfathers had been lured from the dusty plains of Bihar, the eastern districts of the United Provinces, and the coastal villages of Madras with false promises of gold and land, only to find sweat, whip, and sugar cane.

For seventy years, their world had been bounded by the towering green stalks of the plantations, the bleak stone barracks, and an overwhelming, inherited grief: the knowledge that India was a distant, unreachable memory, a lost motherland to which they would never return.

Today, the world had shifted on its axis.

Out in the deep blue roads of the harbour, a sleek frigate of the newly christened Republic of India lay at anchor, her naval ensign snapping proudly in the trade winds. Across the sky, the rhythmic, throbbing roar of escort aircraft reverberated over the island, their wings glinting in the morning sun.

”Look, Beti,” whispered Devraj, an old sugarcane cutter whose hands were permanently bowed and scarred by decades of wielding the heavy harvesting billhook. His eyes, clouded by cataracts and decades of salt spray, were fixed on the landing craft cutting through the foam toward the stone steps. He held his ten-year-old granddaughter tight against his hip, his frame trembling beneath a worn white cotton shirt. ”Look at the sea.”

”Is that the King of India, Baba?” the young girl asked, pointing toward the approaching motor launch, which bore a small, frail figure wrapped in hand-spun white khadi.

”No,” Devraj rasped, a thick tear carving a clean line through the dark dust on his cheek. ”There are no kings anymore. That is Bapu. The land we thought had forgotten us... the land of our ancestors... has come to gather us back.”

When Mahatma Gandhi stepped onto the stone quay, supported lightly on one side by Dr Sushila Nayar and holding his wooden walking stick in his right hand, a sound rose from the crowd that was neither a cheer nor a cry, but a collective, cathartic sob, the exhaling of a century of stored grief. Men cast their woven straw hats into the air; old women fell to their knees upon the damp basalt flagstones, pressing their foreheads against the ground to kiss the dust near his bare feet.

Gandhi paused, his face soft with profound compassion as he looked out over the tens of thousands of brown faces. He raised both hands, joining them in a quiet namaste.

”For one hundred years, you were told you were nameless hands on a plantation,” Gandhi’s voice, carried through the public address speakers powered by mobile naval generators, drifted across the port. ”You were told you were subjects of a distant crown, forgotten by the soil that birthed your fathers. I have come across the dark water to tell you that you are forgotten no longer. You are not coolies. You are not subjects. You are citizens of the Republic of India.”

Beside the makeshift podium, a crisp, disciplined line of newly arrived Indian Civil Service officers, led by Senior Administrator Raghavan Pillai, stood smartly in light linen suits alongside officers of the Indian Navy. Behind them, teams of healthcare workers and administrative clerks were already setting up wooden folding desks, unrolling ledger books, and opening mobile medical kits under large canvas marquees.

Pillai stepped up to a separate microphone, his voice brisk, clear, and reassuring as it was translated simultaneously into Creole and French by local committee members.

”People of Mauritius,” Pillai announced, unrolling an official decree bearing the seal of the Republic. ”By order of the Prime Minister and the Cabinet in New Delhi, the administrative transition of these islands into the Republic of India commences today. Let this be understood by every resident, regardless of origin: your civil rights, your property, your freedom of faith, and your personal liberty are fully guaranteed under the laws of our republic.

”To the native Franco-Mauritian and Creole populations who wish to remain, you are welcomed as equal citizens. To any who do not wish to live under the Indian flag, the Republic will facilitate your peaceful repatriation to whichever sovereign territory agrees to receive you. But on this soil, law, order, and absolute equality before the state now prevail.”

Old Devraj closed his eyes, listening to the dual sounds of the announcement and the rhythmic thumping of the naval frigate’s engines in the bay. For the first time in his life, the heavy, crushing weight of hopelessness evaporated from his chest. They were no longer abandoned remnants of a fallen empire; they were India.

A few days later, the identical scene played out across the granitic peaks and white beaches of Mahé in the Seychelles. An Indian naval frigate anchored off the shore as landing craft brought civil bureaus, medical personnel, and administrative teams to establish governance, establishing the administrative takeover with silent, irresistible efficiency.

Same Day, Maldives

Fifteen hundred miles to the northwest, in the coral atolls of Male in the Maldives, the arrival of the Republic was of a vastly different, overwhelming magnitude.

While six silver C-47B Skytrain aircraft touched down on the crude coral landing strip of Hulhulé island carrying the advance contingent of civil administration staff and healthcare workers, the true weight of the Indian Republic appeared over the horizon of the Arabian Sea.

The entire frontline surface fleet of the Indian Navy, transferred following the British withdrawal, minus the two frigates dispatched to Mauritius and the Seychelles, entered the deep turquoise lagoon. Cruisers and destroyers, their steel-grey hulls towering over the local wooden dhonis, swung silently on their anchor chains in a massive naval screen. Heavy naval transport vessels docked at the jetties, disgorging a full, heavily armed contingent of two thousand combat-hardened Indian troops, their steel helmets glinting under the equatorial sun, their rifles held at precise slope arms. They moved in disciplined formation toward the capital island, securing the jetties, the wireless station, and the perimeter of the Sultan’s palace within forty-eight hours.

Inside the wide, high-ceilinged teak audience hall of the palace, Sultan Muhammad Fareed Didi sat upon his velvet-upholstered divan, surrounded by his traditional advisors and court ministers. His face was pale, his dark eyes shifting nervously between the high windows, which offered an uninterrupted view of an armada of Indian warships anchored in the sea, and the tall, silver-haired Indian diplomat who stood before his dais.

Sardar K.M. Panikkar, serving as the Cabinet’s Plenipotentiary Envoy, stood straight-backed, holding a slim leather folder. Beside him stood Brigadier General Thapan, commander of the landing force.

”This is an outrage against our sovereignty!” the Sultan declared, his voice trembling as he attempted to summon royal indignation, pointing a jewelled finger at the window. ”The Maldives has been a protectorate, an independent Islamic Sultanate for centuries! We have taken no part in your political struggles in Delhi! We demand absolute autonomy! We demand our independence as a sovereign state!”

Panikkar did not blink. He adjusted his glasses with cold, bureaucratic precision.

”Your Highness,” Panikkar said, his tone as smooth and hard as polished marble. ”The political geography of the Indian Ocean has been permanently rewritten. The British withdrawal left no legal vacuums. These islands lie squarely within the sovereign security perimeter of the Republic of India.”

”We will not accept Indian rule!” the Sultan spat, leaning forward, echoing the sharp, uncompromising separatist rhetoric he had read in news sheets from Karachi. ”Our people are distinct! We share nothing with your republic! If you force us, there will be an uprising! Every islander will fight!”

Brigadier General Thapan stepped forward, his heavy boots echoing sharply against the coral stone tiles. He looked at the Sultan with a flat, emotionless gaze.

”Your Highness,” Thapan said quietly, placing his hand lightly on the butt of his sidearm. ”My brigade has two thousand combat-hardened troops deployed across this atoll. Surrounding your islands is the entire capital fleet of the Indian Navy, with naval guns trained directly on these channels. Your total population across these islands is seventy-five thousand souls. You have forty palace guards armed with antique smoothbore muskets. If you attempt to incite an armed uprising, it will not be a war. It will be a police clearance that will last less than twenty minutes.”

The Sultan’s jaw tightened. He looked past Thapan, out the arched window, where an Indian naval landing party was currently setting up a heavy Vickers machine gun post at the corner of the palace garden wall. The quiet, terrifying reality of power settled heavily over the room.

Panikkar opened his leather folder and withdrew a heavy parchment document, placing it cleanly on the small carved table before the Sultan’s divan.

”This is the Instrument of Territorial Transfer and Integration,” Panikkar said, handing a fountain pen to the sovereign. ”Under its terms, the Maldives is incorporated as an integral maritime territory of the Republic of India. The civil administration passes immediately to the Indian Civil Service commission currently establishing offices at the harbour. Personal property and civil rights of the population will be protected under our constitution.”

The Sultan stared at the pen. ”And if I refuse to sign?”

”Then you will sign it as an abdicated witness,” Panikkar replied without a moment’s hesitation. ”The bilateral Population Transfer Agreement signed between New Delhi and Karachi is absolute. If you and your ministers feel that you cannot live as loyal citizens of a secular republic, you are entirely free to leave. We will provide a military escort to transport you, your family, and your personal assets to Pakistan within the month, as per the agreement. But you will go alone. The soil, the lagoons, and the atolls remain with the Republic.”

Silence hung thick in the humid room, broken only by the distant, rhythmic hum of the naval generators anchored in the harbour. The Sultan looked at his ministers; they kept their eyes fixed firmly on the carpet.

Cowed by the overwhelming presence of the military and the naval fleet, the Sultan took the pen with a trembling hand, dipped it in ink, and signed his name as witness to the territory transfer certificate.

”I wish to be escorted to Pakistan within the month,” the Sultan whispered, his voice broken, his separatist posturing evaporated. ”Take me and my household to Karachi.”

”It shall be arranged,” Panikkar said, picking up the certificate. He looked sharply at the gathered ministers. ”Let it be known across every island in this atoll: any attempt at an uprising will be crushed instantly and without hesitation.”

Panikkar turned to his communications officer. ”Send an encrypted cable to Delhi immediately. Communicate the Sultan’s wishes to Prime Minister Ram Prasad Gupta. The southern maritime frontier is secured.”
