Reborn in 1914: I Will Build India into a Superpower

While the Assembly debated the legal architecture of the state, encrypted diplomatic despatches and administrative logs were pouring into South Block from the vast, deep blue expanses of the Indian Ocean.

In Port Louis, Mauritius, the tropical heat hung heavy over the stone quays of the Aapravasi Ghat. The ancient immigration depot, where tens of thousands of indentured Indian labourers had once been processed under the watchful eyes of British overseers, had been converted into the regional headquarters of the Indian Civil Administration Commission.

Senior Administrator Raghavan Pillai sat behind an executive desk set up under the shade of a wide banyan tree in the harbour master’s courtyard. Around him, a dozen newly arrived probationary clerks, working alongside seasoned ICS officers, were processing stacks of land title deeds, civil registries, and port authority manifests.

Outside the gates, thousands of residents, third-generation descendants of sugar plantation workers, lined the stone quays. They came not as indentured coolies, but as citizens of an integrated maritime territory.

Indian Navy supply frigates lay anchored in the harbour, their cranes offloading crates of pharmaceuticals, textile machinery, and wireless telegraphy equipment onto waiting trucks. Naval engineering teams were already laid out along the northern coast, surveying sites for deep-water berthing stations and an expanded airfield capable of handling heavy transport aircraft.

A thousand miles to the northwest, in the coral atolls of the Maldives, the administrative transition was executed with cold, absolute finality.

The morning tide was coming in against the stone jetty of Male harbour. The sleek grey hull of the Indian Navy destroyer INS Godavari rode the turquoise swell; its guns trained silently out toward the sea lanes. On the quay, a detachment of Indian Marines stood at attention in crisp tropical whites, their web gear spotless, their bayonets fixed.

Sultan Muhammad Fareed Didi stood near the gangway of the transport vessel S.S. Jaladurga. Wrapped in an embroidered silk mantle, his expression was a mix of quiet bewilderment and bitter resignation. Beside him stood his prime minister, his royal treasurer, and the senior members of his court.

Plenipotentiary Envoy Sardar K.M. Panikkar stood facing the Sultan, accompanied by Brigadier General Thapan of the Southern Military Command.

”Your passage to Karachi is fully arranged, Your Highness,” Panikkar said, his tone perfectly polite, perfectly icy. He handed a sealed leather wallet to the Sultan’s secretary. ”Inside you will find travel documentation, personal identification papers, and bank vouchers drawable on the State Bank of Pakistan for your personal estate funds.”

The Sultan looked past Panikkar toward the town. Along the waterfront road, Indian civil staff were already mounting fresh brass plaques outside the municipal offices. The old royal treasury had been secured by civil clerks, its currency reserves catalogued and converted.

”My family has held the throne of these islands for centuries, Mr Envoy,” the Sultan said softly, his hands trembling within his sleeves. ”And now... an administrative order from Delhi?”

”The age of isolated maritime principalities operating as strategic staging grounds for foreign navies is at an end, Your Highness,” Panikkar replied flatly. ”The Indian Ocean is a single strategic unit. The security of these islands is inextricably linked to the defence of the Republic.”

Panikkar gestured toward the gangway. ”The ship sails on the turn of the tide. I suggest you step aboard.”

Without another word, the Sultan turned and mounted the gangway, followed by his silent retinue.

As the Jaladurga cast off its lines and turned its bow toward the open sea, Brigadier Thapan turned to Panikkar. ”The military perimeter is fully established, Envoy. Construction on the Hulhulé airstrip begins tomorrow morning.”

”Good,” Panikkar said, pulling an encrypted dispatch form from his pocket. ”Ensure the civil team completes the census by the end of the month. Per the population transfer protocols, those residents opting for Pakistani citizenship must be scheduled for transport by the mid-month naval run.”

Back in Delhi, a telegraph operator in South Block transcribed the incoming cypher cable onto a standard government telegram sheet:

In the cold, marble-tiled drawing room of the palace in Jammu, the air was heavy with the smell of stale tobacco and expensive brandy.

Maharaja Hari Singh paced back and forth along the length of a faded Persian rug, his silk dressing gown trailing behind him. On the low glass table in the centre of the room lay a stack of unread telegrams from New Delhi, alongside strategic maps of the Kashmir valley provided by his state army commanders.

Hari Singh was a man trapped between two worlds. He loathed the idea of acceding to India, knowing that Ram Prasad Gupta and Vallabhbhai Patel would strip him of his feudal privileges, enforce sweeping land reforms, and empower democratic local councils. Yet he feared Pakistan equally, knowing that Jinnah’s state viewed his Hindu dynasty as an illegitimate anomaly in a Muslim-majority territory.

”Independent...” Hari Singh muttered to himself, stopping before a tall arched window that looked out toward the snow-capped foothills of the Himalayas. ”A neutral kingdom... the Switzerland of Asia... Why cannot Delhi and Karachi simply guarantee my neutrality?”

”Because neutrality requires an army capable of defending it, Your Highness,” murmured his Prime Minister, Ram Chandra Kak, standing respectfully near the doorway. ”And our state forces are scattered in small, isolated platoons across three hundred miles of rugged border. If Pakistan moves, or if internal rebellions flare in Poonch, we cannot hold the valley for seventy-two hours.”

”I will not sign!” Hari Singh snapped, slamming his fist onto the back of a sofa. ”Send another cable to Delhi! Tell them we are prepared to sign a Standstill Agreement, nothing more! We need time!”

Fifteen hundred miles away, inside the secure intelligence war room at South Block, Director Bhola Nath Mullick of the Intelligence Bureau tapped a wooden pointer against a large topographical map of Jammu and Kashmir.

Prime Minister Ram Prasad Gupta sat at the head of the polished conference table, his mug of black tea steaming quietly beside a leather file. Home Minister Vallabhbhai Patel sat to his right; his dark eyes fixed on the red shading that marked the western border of the state.

”The intelligence reports from Karachi are unequivocal, Prime Minister,” Mullick said, his voice measured and precise. ”Pakistan is experiencing a severe internal crisis. The complete loss of Hyderabad, combined with the integration of the Indian Ocean territories, has sent shockwaves through their political and military establishment. Furthermore, the massive influx of refugees arriving under the Population Transfer Agreement has overwhelmed their civil administration in Sindh and West Punjab.”

”They are looking for a victory to offset their failures in the south,” Patel stated, his voice a low, growling rumble.

”Precisely, Home Minister,” Mullick replied. ”Our agents in Peshawar and Rawalpindi report that General Frank Messervy’s headquarters, operating through irregular intermediaries, is organising a massive covert operation. Thousands of Pashtun tribesmen from the Frontier provinces, armed with modern British-pattern rifles, mortars, and light machine guns, are being concentrated near Muzaffarabad.”

”A tribal insurrection followed by military occupation,” Ram said softly, his fingers tapping rhythmically against his tea mug.

”A sudden, irregular thrust down the Jhelum Valley Road toward Srinagar, designed to force Hari Singh’s hand or capture the airfield before India can react. If they secure Srinagar, they present the international community with a fait accompli.”

Patel leaned forward, his hands resting on his knees. ”And Hari Singh is still dithering in Jammu like a frightened child?”

”He refuses to sign the accession papers, Home Minister,” Mullick confirmed. ”He believes he can negotiate a neutral status while the tribesmen are already greasing their bayonets twenty miles from his border posts.”

Patel turned to Ram, his face set like iron. ”We cannot wait for that fool to make up his mind, Ram. If the tribesmen take Srinagar, our entire northern frontier is permanently breached. We will have a hostile, militarised salient hanging over the Punjab plains.”

”We will not lose Kashmir, Vallabhbhai,” Ram said, his voice flat, cool, and entirely unhurried. ”Fortify the northern border railheads at Pathankot immediately. Accelerate the deployment of our new civil administrative officers into the border districts of Punjab. And tell the military chiefs that a confrontation in the northern mountains is no longer a strategic possibility; it is an absolute certainty.”
