Naruto: Orochimaru's Disciple

Chapter 485: Chapter 485: The Department of Unification

Chapter 485: The Department of Unification

Kenichi sat in his seat, tapping his phone lightly against the desk as he contemplated his next moves.

Frankly, the Shinobi World was changing a little too fast.

Or rather, it was changing so quickly that even Kenichi found it hard to adapt.

However, this was also a good thing.

If the Shinobi World could be unified quickly, Kenichi would be able to mobilize every ninja and every resource to a greater extent, pushing scientific development forward.

”Now, Iwagakure has surrendered. Onoki said he would detain the Daimyo of the Land of Earth and leave the funds for me to collect, but he also put forward some conditions.”

Kenichi looked at the thick letter in his hand, a playful smile on his face.

Onoki’s quick surrender somewhat surprised Kenichi.

He had thought Onoki would be unwilling, try to imitate Kumogakure, and confront him.

But considering that almost all of Iwagakure’s ninja had been annihilated by Orochimaru, Kenichi felt this was not entirely incomprehensible.

Although Kumogakure’s ninja had also suffered attacks from Orochimaru, Orochimaru had not primarily targeted Kumogakure back then.

His focus had been more on Iwagakure.

So while Kumogakure had lost some ninja, they had at least preserved some fighting strength.

Iwagakure, on the other hand, had even lost their Five-Tails Jinchuriki to Kenichi.

They had little ability to resist left.

Yet, looking at the surrender document in his hand, Kenichi still felt like laughing.

Because even while surrendering, Onoki had not forgotten to secure some benefits for Iwagakure, raising several conditions within the letter.

”Amamiya-sama.”

Shiori walked over and respectfully poured Kenichi a cup of tea.

Kenichi nodded.

Then Shisui, Nagato, and Konan also arrived.

This time, Nagato was using his real body, not Pain, which made Shisui unable to stop himself from glancing at Nagato several times.

Mei and Kitsuchi also walked over with grim faces, reluctantly sitting on the chairs.

Kenichi looked at his team.

Well, frankly speaking, the current team was still a bit meager.

There were not many people who were truly capable of handling serious matters.

However, these people would become crucial components of the future Land of Flame.

Without them, everything would be dumped onto Kenichi, and that would not do.

Kenichi’s goal was research.

As for the leadership position, he planned to hand it over to someone else depending on the situation.

Of course, they would definitely have to remain under his control.

For example, by being implanted with parasites.

”This time, I’m informing everyone that Iwagakure of the Land of Earth has decided to merge with us and become part of the Land of Flame.”

Kenichi spoke lightly.

Shiori stood quietly beside him without speaking.

Kitsuchi’s eyes widened in shock.

Mei’s expression became complicated.

Shisui, meanwhile, was curiously looking at Shiori.

”So that means we don’t need to go to war with Iwagakure?”

Nagato coughed and asked, a little excited.

Kenichi nodded when he heard him.

Indeed, they would not need to fight Iwagakure in order to take over the Land of Earth.

With the addition of Iwagakure’s ninja from the Land of Earth, Kenichi’s influence could expand even further.

Kitsuchi closed his eyes, a trace of sorrow rising in his heart.

What about the comrades who had died on the battlefield?

Would their vengeance not be sought?

But considering Iwagakure’s current situation, Kitsuchi lowered his head in frustration.

If he were standing in the Tsuchikage’s position, he probably could not do much either.

If he insisted on avenging their fallen compatriots, then he would have to face the possibility of the entire village going to the Pure Land.

So what else could Onoki-sama do?

To avenge the dead, or to let the living survive.

It was a difficult choice.

Kitsuchi knew that no matter what he said now, it would sound like he did not understand the true difficulty of the situation.

So he said nothing.

Those deceased compatriots could only be left as they were.

The future Shinobi World was destined to head in another direction under this man’s hand.

Since resistance was futile, he could only accept reality.

”After Iwagakure surrenders, we need to arrange for some people to go there and implement the new policies of the Land of Flame. At the same time, we need to complete the absorption of Iwagakure’s ninja, and the textbooks also need to be re-audited. Shiori, have the Department of Unification take charge of this and handle it. Kill anyone who dares obstruct the process.”

Kenichi glanced at Kitsuchi.

He must be in great pain right now, right?

But then Kenichi ignored Kitsuchi and looked at Shiori, speaking calmly.

Shiori nodded obediently and recorded the matter in her notebook.

”What does the Department of Unification do?”

Shisui asked curiously.

He had led the Uchiha Clan to join this new nation, and his heart was full of curiosity about it.

Although he had observed some of the Land of Flame’s policies during this period, he still knew very little about the country.

As for this Department of Unification, he knew nothing about it.

”The Department of Unification exists to make the people of a country stop thinking of themselves as people who once belonged to the Land of Earth or Iwagakure. Its purpose is to make them say ’Land of Flame’ without hesitation when they think of their country in the future.”

Kenichi explained.

This Department of Unification was actually modeled after what Qin Shi Huang had done.

In Kenichi’s plan, if he wanted to achieve lasting peace in the Shinobi World, the necessary condition was to make the people of the Five Great Nations and the various small countries gradually abandon their former homelands and regard the Land of Flame as their sole motherland.

Only in this way could the occurrence of war be avoided to the greatest extent.

However, this process would be somewhat troublesome.

It required a lot of time, and it also required the nation to maintain long-term stability and peace.

Just like during the era of Qin Shi Huang.

After completing the entire integration process, if the country had been allowed to recover and recuperate, perhaps the conflicts of the Six States could have been completely ended.

But the result was the fall of the Qin Dynasty in its second generation.

The wars that followed cleared out the remnants of the Six States who wanted to restore their nations, creating an opportunity for Liu Bang.

The unified Han Dynasty, which lasted for over a century, also deeply ingrained the identity of the Han people into everyone’s hearts.

By that time, who would idly mention the Spring and Autumn and Warring States periods?

Everyone would say they were Han people.

And Kenichi planned to learn from the Qin Dynasty’s model.

He would use this method to gradually make the Shinobi World stop recalling the former Five Great Nations.

Then, long-term peace would be foreseeable.

Coupled with the influence of the parasites, as long as Kenichi did not die and the parasites were not deciphered, future governance would also be very clear.

Under such circumstances, the Shinobi World could at least enter a long period of great unification.

As for what happened after that, that was a matter for later.

He would adapt as things came.

In any case, as long as Kenichi held the strongest military power in this world, any so-called rebellion would be nothing but a pipe dream.

”...You’re doing the same thing in the Land of Water and the Land of Lightning, aren’t you?”

Mei felt a chill in her heart.

She could no longer see any hope of restoring the Land of Water.

”Yes. There will be no more Land of Water or Land of Lightning in the future, only the Land of Flame. The entire Shinobi World will only have one country, and that is the Land of Flame.”

Kenichi spoke seriously.

Or rather, the Land of Snow was the earliest territory of the Land of Flame.

Koyuki Kazahana still wanted to communicate with him, but Kenichi currently had no such thoughts.

What he wanted to do most now was rule the entire Shinobi World.

That was the greatest thrill.

Mei closed her eyes.

This madman.

”I know some of you harbor dissatisfaction and anger. You feel that the disappearance and subjugation of the Five Great Nations are due to my tyranny.”

Kenichi scoffed.

The people of the Shinobi World always gave him the feeling that they were trapped in small-village skirmishes.

If not for ninja, a power beyond the conventional, there would not be much in the Shinobi World that he cared about.

”But you must understand this. For this world, war is the greatest cancer, and the Five Great Nations are that cancer. What meaning is there in their conflicts? Only by ending this war can I bring peace to the world. Then everyone can live happily, and ninja won’t have to fight one another until their brains are splattered.”

Kenichi’s words made Nagato and Konan nod.

They had become orphans because of war.

They had founded the Akatsuki because they wanted to bring peace to the Shinobi World.

”Individual ambition is insignificant before the aspirations of the collective.”

Kenichi glanced at Mei and Kitsuchi.

He knew these people were unwilling.

But sorry.

Before the grand trend, these people had no right to resist.

The small ripples stirred up by individuals would eventually merge into the ocean beneath the roar of the times, leaving nothing behind.

Shisui looked at Kenichi.

He had once thought Kenichi was a madman because of such a crazy plan.

But now, Kenichi was realizing his ambition step by step.

This made Shisui feel somewhat incredulous.

”Sunagakure has also fallen under my control. It’s only a matter of time. So that means, in the current Shinobi World, the only ones who can contend with us are Konoha in the Land of Fire and Kumogakure.”

Kenichi tapped his phone against the desk.

But everyone’s reaction was flat.

Even Iwagakure in the Land of Earth had surrendered.

They did not believe a small Sunagakure could do anything.

Their surrender was an expected result.

”So next, our task is to take over the Land of Earth and the Land of Wind, then implement our policies. At the same time, observe the movements of Konoha and Kumogakure. If they want to fight, we’ll fight.”

Kenichi narrowed his eyes in thought.

But then he felt his foot being poked.

Kenichi remained calm.

What did Black Zetsu want with him?

”No need to fight Konoha and Kumogakure for now?”

Nagato was a bit impatient.

He was eager to see the world after the Shinobi World was unified.

It would surely be a wonderfully beautiful world, wouldn’t it?

”No. I think Konoha and Kumogakure might still be hesitating. Once they learn that the Land of Earth and the Land of Wind have both submitted, it should throw them into complete disarray. The fewer people who die, the better.”

Kenichi shook his head.

Konoha and Kumogakure had both been attacked by him, and they seemed to have misunderstood the relationship between him and Madara.

However, it was not a complete misunderstanding now.

He had indeed formed a cooperative relationship with Madara.

If they could not be suppressed by absolute force, then it would be too difficult for Konoha and Kumogakure alone to do anything.

After the meeting ended, Kenichi left in a hurry.

Before leaving, he gave Nagato a look.

Nagato did not speak, but he understood what Kenichi meant.

Soon, Kenichi arrived at a hill next to the new capital of the Land of Flame.

Black Zetsu emerged from behind a tree trunk.

”Hehehe, I didn’t expect you to control four countries now.”

Black Zetsu let out a sinister chuckle.

Kenichi shrugged and looked at Black Zetsu.

The other party must have something to tell him.

But what could it be?

Black Zetsu glanced at Kenichi warily.

Kenichi, this madman, had frightening execution ability.

He had even unified four countries.

However, the stronger Kenichi became, the more triumphant Black Zetsu felt.

After all, he had fooled the two strongest people in the Shinobi World like idiots.

That feeling was simply too good.

”Black Zetsu, what do you want with me?”

Kenichi looked at Black Zetsu.

He wanted to ask whether the other party had discovered the Otsutsuki Clan, but he could not ask directly, which made his heart itch.

”I wanted to ask if you have any high-power weapons.”

Black Zetsu asked with a chuckle.

Kenichi understood what Black Zetsu wanted to do the moment he heard this.

He wanted to use Kenichi’s weapons along with Madara to deal with a potential Otsutsuki Clan member.

However, this also proved that Black Zetsu had indeed discovered something that made him wary.

Did the Otsutsuki Clan still exist in this world?

Kenichi’s mood grew somewhat heavy.

He only remembered that in the movie where Naruto and Hinata started dating and confirmed their relationship, there was an Otsutsuki Clan descendant living on the moon.

There also seemed to be something that could take people to the moon.

Could it be that thing?

That did not seem right.

Hinata had not grown up yet.

According to the plot, the one on the moon was a descendant of Kaguya’s son, a descendant of the brothers of the Sage of Six Paths.

He should not have arrived yet, nor was it likely for Black Zetsu to have discovered him.

So what Black Zetsu had discovered was a hidden Otsutsuki Clan member who had not appeared in the Naruto storyline.

If he was not mistaken, it should be characters from Boruto.

Kenichi took a deep breath.

It would have been fine if Naruto had simply ended properly, but they just had to add Boruto.

And he had not even watched it.

That left Kenichi completely ignorant of that anime’s plot.

He could not even target it properly.

”Yes, but you’ll have to wait a bit.”

Kenichi nodded.

If this was to deal with other Otsutsuki, then Black Zetsu and he were on the same side.
