After a day of collecting loads of information related to the gold mine on Crooked Fang Mountain, Grimm returned back to Moth Frog Town.

Half a month later.

After Grimm had punished the criminals in Moth Frog Town as a Sorcerer, he began to reestablish the city’s atmosphere. The criminals that were punished by him all had committed crimes that were not too severe yet still severe enough to be punished.

One reason behind doing this was to establish prestige among the normal citizens, while another was to send a warning to the nobles that were too deep down in the misuse of their power. At the same time, it was because these criminals were not important enough to start panic within the city.

Standing on a stage.

Grimm looked at the tens of thousands of moving Moth Frog Town citizens that were staring at him. Most of them were poor and wore plain shabby clothes, their faces were slim with a hint of an unyielding wild spirit.

Having just dealt with a few of the most sinful criminals, Grimm had indeed earned quite the reputation among them.

“I, Grimm, will be the Governor of Moth Frog Town for the upcoming fifty years. As you can see, I am also a Sorcerer. So from now on, I will be the master of this city and the surrounding villages!”

Grimm exclaimed loudly.

“As for my mission, my mission is to let every noble here receive proper pride and wealth! To let every Knight receive a fair reward for their services and a fair chance to become a noble! To let every citizen be able to support their families! To let every child receive the proper Knight training and gain literacy, and even train on the fundamental nature knowledge!”

Everyone, including the nobles stared at Grimm in disbelief.

Grimm’s words seemed to have broken the everlasting rules of inherence in the city, injecting energy into the seemingly dead city, giving hope to every citizen who had heard his words.

As a Sorcerer, Grimm knew without a doubt that hope was what the people needed the most to be pushed forward!

Murmurs…

At that moment, tens of thousands of people started simultaneously asking Grimm questions. Some of the poor were yelling as they begged Grimm for something while some of the women wept among the crowd, complaining about something inaudibly.

The hope that Grimm had given them ignited their dreams, giving them strength and motivation.

Grimm raised his hand, signaling for the crowd to be silent.

“Now, the first thing I’m going to do is build a road for Moth Frog Town. This road will provide us with a shocking wealth. The details will be written on the notice here. The wages and food will be given according to the time promised with no delay. ”

Grimm passed the notice in his hand to a Knight as he turned and left.

The people crowded around to read the notice.

In the governor’s residence.

Grimm looked at the many nobles and said while smiling, “The reason I asked for everyone to be here is to tell you guys some good news.”

Through Grimm’s continuous measures for the past few days, the lot had started to become more unassuming when compared to their previous stance. A few who were afraid of causing trouble had even hid themselves in fear of angering Grimm in whatever way.

But Grimm knew that his main goal was not to breathe down these noble’s necks.

Grimm took out a map and drew a line that connected Moth Frog Town and the gold mine with his quill pen. He asked them, “What do you guys see?”

Old Marquis Gumoza who had the highest rank and prestige among the nobles furrowed his eyebrows and asked tentatively, “If Governor Grimm were able to help solve the problems we’re facing in exploiting the gold mine and build a masonry road, it would indeed bring a generous income to Moth Frog Town.”

Grimm smiled but shook his head. The quill pen in his hand glided on the map once again, drawing a line between the gold mine and Doma River.

“This would mean that we would be building one third of a road that could connect Moth Frog Town to Doma River! The moment this road is built, the wealthy cities near the downstream area of the river would try to take in all our resources. By that time, all we’d need to do is encourage the poor to develop agriculture and sell the crops for an unimaginably high price. What would this mean then?”

The old marquis, along with the other nobles, inhaled sharply. So this was Grimm’s plan!

To build a road in Moth Frog Town that would lead directly to Doma River and build a port there!

“This would mean… we can set up a farm!”

Grimm’s goal was to bring out life from a pool of standing water so that everyone could have jobs and all human resources would be mobilized. As long as all human resources were mobilized and led toward the right direction, this itself would be a means of generating wealth.

When both wealth and transportation had been achieved, migrants would be attracted into Moth Frog Town naturally.

And to achieve this goal, the capital and resources of the nobles would need to be gathered as the first bucket of gold.

Grimm looked at the nobles and said with absolute confidence, “The purpose of my assembly today is to request for the first funds needed to build the road from Moth Frog Town to the gold mine in Crooked Fang Mountain. As for the revenue you will receive, it will be fifty percent of Crooked Fang Mountain’s future development rights!”

The empty promise Grimm proposed sounded very tempting as it was related to the fact that Grimm’s goal was not to generate materialistic wealth.

“Fifty percent!?”

“Is this for real?”

The lot did not dare to believe this. Old Marquis Gumoza who was the only one who had his head clear said, “Governor Grimm may be a Sorcerer, but how much faith do you have in solving this gold mine development problem? Because if this were to be dealt with badly, all this would just be empty words.”

“A hundred percent!”

Grimm said with full confidence.

At night, Grimm met the village head of a village that was under the reign of Moth Frog Town. The village head was wearing straw sandals with mud all over him.

Thump!

The old village head knelt on the ground with tears streaming down his face.

“Governor Grimm, a lot of the villagers have been infected with a strange disease. I only came here because I didn’t have a choice. Please, I beg for you to provide us with your aid. If these people are not treated soon, there would be no crops for this year!”

Grimm signaled for a Knight to help the old village head up. From what the old village head had described, this seemed to be an infectious disease.

These situations were more common in backward villages. Under normal circumstances, Sorcerer-Apprentices who were proficient in magical potions would be able to solve this easily. It would not have been a hassle for Grimm to take a look at the situation himself, yet the plans he had made for the next day were way too important to be delayed.

“How many people are there in your village?”

Grimm asked the old village head who was being supported by the Knight.

“Two hundred and twenty seven… No, two hundred and twenty six.”

“Uh huh.”

Grimm nodded and turned back to the accountant behind him and said, “Take out thirty Magic stones from the accountant’s office and put up a task at Hydra Wrath Sorcerer Academy.”

“Yes, sir.”

Although Grandmaster Netherheart did not forbid them from utilizing their own personal assets in this assessment, Master Hydra Wrath had mentioned it strictly to the point where there was even a contract involved.

Based on this, Master Hydra Wrath seemed to be an upright, strict man who obeyed principles. This formed quite the contrast to his unruly appearance.

“Thank you, Governor Grimm. Thank you.”

The old man burst into tears.

The next morning, Grimm led about ten city guards and a Knight army of a hundred that were assembled by the nobles. They embarked on their journey on their war horses to the cheerful farewells of the citizens on the street.

They finally arrived at Crooked Fang Mountain in the evening.

“Ahh, monster! Monster!”

The Knights on the war horses stared at the giant figure in the sky with terror. Compared to this monster, humans were too insignificant.

This monster happened to be Thousand-Eyed Carcinus.

“Master Grimm.”

Thousand-Eyed Carcinus was floating in mid air. Grimm nodded at it, as he was straddling one of the horses, and said, “How’s that thing that I asked you to deal with?”

“I killed those little bugs, those that weren’t killed had also fled due to my breath.”

Thousand-Eyed Carcinus replied.

“Uh huh.”

Grimm nodded as he took out a large bag of seeds and sulphur. He distributed them to the Knights who were scared, and said calmly, “Your task is to spread out these seeds and sulphur to the surrounding swamp water areas. They will drive away some of the mosquitoes here and lower the harm the swamp brings to the human body.”

And just like that, the gold mine development issue was easily solved by Grimm.

For a Sorcerer, this was indeed not a great hassle to solve. It was just that very few Sorcerers were interested in the life of normal humans or human coins.

If not for the assessment that Grandmaster Netherheart had given, why would Grimm even use his sorcerer’s wisdom on these mundane human beings just to bring convenience to their lives?

Gradually, Grimm seemed to have understood something.

Was this the balanced law of the humans in the Sorcerers World?

Stigmata Sorcerers needed a huge population to provide a base number for the advancement of Sorcerers, in turn forcing some of the Sorcerers to bring benefits to humans. It was also due to this that the life of the mundane humans in the Sorcerers World were rarely interrupted by Sorcerers and were even being protected in the process!
