Weaves of Ashes

Chapter 530: Chapter 525: The Trigger

Location:Obsidian Academy — The Lower Hall

Date/Time:2 Ashwhisper, 9942 AZI — Continuous

Realm:Lower Realm

Nothing moved in the hall for a while after that. A chair creaked somewhere behind Bai Shu and stopped, and the lamp had burned down far enough that the far end of the room had gone to shadow without anybody noticing it happen.

Then Kiran spoke, which he had not done since Eden put the papers into their hands.

”The sixth,” he said.

”Yes.”

”You have just used a number that is ten thousand years out, and you said it the way other people say next spring.” He was looking at the table rather than at her. ”I would like to put the part of it that is mine on the floor now, in front of everybody, because if I carry it out of this room I will be carrying it for a month.”

”Go on.”

”My mother is an elf, and she is in the Upper Realm,” Kiran said it without any particular weight, the way he said figures. ”She is safe. I have had that sentence a long while, and I have used it on myself most days since.” He turned a page of his own ledger over without looking at it. ”I have been quietly grateful about it all evening, and about four minutes ago I worked out what I have been grateful about.”

Ryo got there a half-second ahead of the rest of them and did not say it.

”The heavy end,” Kiran said.

Nobody answered.

”You told us they put their strongest where the resistance is. That is the Upper Realm. That is where she lives.” Kiran’s hand had stopped flat on the page. ”The one person in my family who is safe is standing on the worst part of it, and she will be alive for the fifth, and she will very probably be alive for the sixth, and she has almost certainly known about both since she was a child at somebody’s table.”

”Yes,” Jayde said.

”Which is the part I actually came to.” Kiran finally looked up. ”I swore a thing an hour ago that stops me from writing to my own mother about something she was very likely taught as a girl. I cannot say it. She has known it longer than I have been alive.” He put the satchel down on the floor at last. ”I am not objecting. I want it in the record that the compartment is a Lower Realm compartment, and that it is not keeping a secret from the world. It is keeping one from us.”

That was the whole of his reaction, and Jayde understood, watching him do it, that she had just watched a man file something he would be taking back out alone at about three in the morning for the rest of his life.

[He is not going to sleep.] Reiko, from the far side of the mountain, faint as a hand through cloth.

[No.]

[Neither are you.]

***

”And the realm is not being told,” Ryo said.

”The realm is not being told. I want you to have the reasoning and not the decision, because every one of you is going to be asked about this by somebody you like, and the Commander said so will not survive that conversation.”

She gave it to them. It took some while, and it went better than it had with Qin, because Qin had made the policy once and these ten had only ever lived underneath it.

Panic has a range. A month is a thing a person can picture — the road, the door, the season. Ten years produces shouting and four people who change anything. Seventy produces nothing at all — not fear, nothing — because nobody has ever successfully been frightened of what will happen to their grandchildren, and that is not a failure of character.

What a leak costs is not fear. It is credit. Four years of nothing happening, and one honest man standing up in a hall counting harvests, and after that there is no version of the force that anybody takes seriously.

”So we spend sixty years earning it,” Ryo said, ”in order to spend all of it in one week.”

”In one week. Everywhere at once. Every province, every hall, every market town, nothing held back.” Jayde looked around the table. ”And it lands inside a day, because by then not one province on this continent will have to ask who we are. They will have watched us dig their neighbours out.”

Zhong took his hands off the table.

”Who decides when that week is?”

”I do.”

”And if you are not here?”

”The ten of you, and you will have to agree, and I am entirely aware of how badly that could go.” She let it stand. ”I do not have a better answer. If one of you finds one, I will take it.”

***

”Then give us the trigger,” Zhong said, ”because a decision that size cannot rest on ten people’s judgment of the weather.”

”The ground.” Jayde put her finger on the table. ”Not the sky, not a vision and not a prophecy. The dirt under this continent, measured in the same places, by the same method, every year, for as long as it takes.”

Ryo said, ”That is not a portent either.”

”No. It is a record, which is a great deal better.” She turned her hand over. ”Every account of the fourth war has the same complaint buried somewhere in it, and not one of the men who wrote it down thought it worth more than a line. The land went wrong first. Essence thinned. Formations that had held their charge for nine years wanted recharging in seven, and then in five. Wells dropped. Crops came in strange three seasons running, and everybody blamed the weather, because everybody always blames the weather.”

”And that has what to do with a gate?” Shenwei asked.

”It has a great deal to do with it, and I am not going to tell you what tonight.” Jayde did not look away from him. ”You may put that beside the sealed room and beside the supplier, and the three of them together are the whole of what I am asking you to carry on my word alone. I would rather you counted them than pretended they were not there.”

Shenwei sat with that for a moment and then, visibly, put it down.

”Then tell me the part you can.”

”It comes first. Before the crossings shut. Before a single house sells a field in the wrong season. Before anybody up there writes me a letter.” She put her hand flat. ”None of it is dramatic, and all of it can be written down by a man with a rod and a book who has no idea what he is writing down. That is the entire virtue of it.”

Hu Bing had not moved off the wall in an hour.

”Fixed marks,” he said. ”The same points. Forever.”

”Forty of them to begin with, and two hundred by the time you are finished, and every one chosen because nothing about it will change for any other reason.” Jayde looked at him then. ”That is the range. You asked me for it in this room three hours ago, and I made you wait, and this is it. You take the readings, and your successors take them, and one year the number moves — and you will be the first person on this world to know, and you will not know what you have found.”

Hu Bing thought about it with his back against the stone.

”One well dropping is a dry spring,” he said. ”Two provinces is a coincidence. I can give you the number, and I cannot give you what it means, and you are describing a decision that ends careers.”

”Correct, and that is why the ground is not the trigger. It is one of five.” Jayde held up a hand and put a finger down for each. ”The ground. The clans. The crossings. A signal from up. And one more that I will come to.”

Ryo came forward off the sill.

”And the second?”

”The great houses will go before anybody else knows there is anywhere to go, and they will not announce it, and they will not do it all at once.” She looked between him and Kiran. ”But you cannot move a family quietly. Land gets sold in the wrong season at a price that does not make sense. A house stops repairing something it has repaired for two hundred years. Sons get sent up to study, and the studying never ends. Marriages stop being arranged downward. Somebody’s second cousin goes to visit relatives in the Mid Realm, and the visit acquires furniture.”

Kiran had started writing.

”That is a ledger,” he said.

”That is a ledger, and it is yours, and it starts tomorrow morning, and for the next sixty years it is going to look like the most boring commercial intelligence anybody ever kept.” Jayde did not smile. ”Ryo names the houses worth watching, because he grew up in one and knows which of them still owe money and which of them do not. You keep the entries. Neither of you tells anybody what it is for, including the men who collect it.”

”And if my own house is on the list,” Ryo said.

”Your own house is at the top of the list, and you are going to be the one who puts it there, and I am not going to pretend that is a small thing to ask.” She let it sit exactly as long as it deserved. ”If you cannot, say so tonight and Kiran takes it, and nobody in this room will hold it against you, and I will still want you in the chair.”

Ryo thought about it for a while.

”It goes at the top,” he said. ”And I want Kiran to check my work on it, permanently, and I want that written down too, because in twenty years somebody is going to say I softened an entry and I would rather they could look.”

Eden wrote.

”Third — the crossings. And I want to be careful with this one, because half of you have already decided it has happened.”

”It has happened,” Ruifen said. ”Nobody has crossed out of this realm without a Temple permit in three years.”

”That is not the passages closing. That is a door with a man standing in front of it.” Jayde turned her hand over. ”Permits, quotas, refusals, fees that stopped being about money — every one of those is a decision, made by somebody, in an office, and any decision a man makes can be unmade by a larger bribe. That is not the passages. That is the Temple, and it is the single most useful piece of camouflage anybody has ever handed me, and I did not ask for it.”

”Then what are we watching for?” Ryo asked.

”The day the bribe stops working.” She let that land. ”Not a slow transit. Not a refused party. The day a fully permitted Temple delegation with every seal in order stands at a transit point and does not get through — and then does not get through the following week, and the week after that.”

”They will not announce that,” Kiran said.

”They will not have to. It is the one thing on this continent they cannot possibly conceal, because the first people it stops are their own.” Jayde put two fingers on the table. ”The Temple has a great many men on the other side of those passages, and every one of them writes home, and every one of those letters goes through somebody’s hands. Yours, mostly, by then.”

Kiran wrote that down without any expression at all.

”Understand what that indicator is, though, because it is not a warning.” Jayde looked around the table. ”It is a confirmation, and it is late. By the day it fires, I want the ground to have fired years earlier and the houses to have fired months earlier, and if the crossings are the first thing that speaks, then something has gone badly wrong with everything else. I want it collected anyway.”

”And the fourth,” Shenwei said.

”The fourth is not built yet.” She said it plainly. ”I want somebody in the Upper Realm to be able to tell me, in one word, that it has begun. Not a letter. Not a report. One agreed thing that means one thing and cannot mean anything else, that arrives even when everything else has stopped arriving. I have asked for it. I do not have it, and I have not solved how it crosses when the passages will not carry a courier, and I am telling you that in a room rather than leaving a gap in a report for one of you to find in four years.”

”Then that is a problem,” Shenwei said.

”That is a problem, and it is not yours, and if you solve it anyway, I will not complain.”

***

”And there is a fifth,” Jayde said, ”and it is the only one of them that does not depend on a person noticing something.”

She had their attention already. She waited until she had the rest of it.

”I am going to build stations. Not many — nine, perhaps a dozen, in high places on ground nobody wants.” Jayde put one finger on the table. ”Each of them is a stone building with a locked room in it and a duty roster on the door. Two people at every station at all times, in shifts, for the next seventy years and the hundred after that. Their entire job is to be there when it makes a noise.”

Nobody said anything for a moment.

”When what makes a noise?” Ruifen asked.

”The room.”

”And what is in the room?”

”Instruments,” Jayde said, ”and that is the whole of what any of you are going to be told about it, tonight or in a month or in ten years.”

Shenwei had come forward in his chair with an expression Jayde had been expecting since she opened her mouth.

”You are going to put a sealed room on a mountain,” he said, ”and tell my faculty to build the walls around it and never look inside.”

”Yes.”

”That is an extremely unpleasant thing to ask an engineer.”

”It is, and I have no better version of it, and I would rather you were unpleasantly asked than lied to.” She held his eye. ”Here is what I can give you. Those instruments will know before any man on this continent knows. Not the roads, not the clans, not the crossings, not a letter from up. Days before, and possibly a great deal more than days, and it will not be a judgment anybody has to make — it will be a sound in a locked room at three in the morning, and the two people on duty will write down the hour and send a rider.”

”To whom?” Ryo asked.

”To the general staff, whoever they are by then, and to nobody else, ever, under any circumstance.” Jayde looked round the table. ”Hu Bing sites them. All of them. I want ground that stays dry, ground that can be reached in winter, and ground nobody has a reason to build on for four hundred years.”

”That is a different survey from roads,” Hu Bing said, from the wall.

”It is a different survey, and it is yours as well, and it is the one I would give up last.”

***

”There is a cost in it, and I am going to say it now rather than let one of you find it,” Jayde went on. ”I cannot teach anybody in this room to build what goes in those rooms. Not Shenwei. Not the faculty he trains. Not the faculty they train.”

”Then in two hundred years—” Shenwei stopped.

”In two hundred years there is a station that has stopped working and nobody alive who can open it.” She said it flatly. ”That is a real problem, and it is on the list with the others. Somewhere around year eighty, that becomes the first proper piece of work the research division ever does, and if they are any good they will take one apart and put it back together and understand it better than I do.” Jayde turned her hand over. ”I would rather leave you something you cannot yet repair than leave you nothing. But I am not going to pretend I have handed you a gift with no hook in it.”

Zhong was watching her.

”And if the stations are the only one that speaks,” he said, ”and the other four say nothing at all?”

”Then it is not two of five, and I have a decision on my own that I have written a rule specifically to avoid making.” Jayde did not look away from him. ”Which is exactly the day it will happen. It is always exactly that day.”

***

”Then the rule,” Zhong said.

”No single indicator moves this force. Two of the five moves it, and the two must not come from the same pair of hands.” Jayde put her palm flat. ”That is written into the practice tonight, and I want it argued with every ten years by whoever is sitting where I am sitting.”

Hu Bing pushed off the stone.

”Then yes to the division,” he said.

”Properly. You made a point of the distinction in front of eight people, and I would like it closed in front of the same eight.”

”Yes to the division.” He came off the wall at last and sat down in the chair nobody had seen him refuse for two hours. ”And I want the ground ledgers to be mine. Not the network’s, not the couriers’. If Kiran keeps them, they are one column in a book about something else, and in thirty years somebody will thin the book.” He looked at Kiran rather than at Jayde. ”No offense meant.”

”None taken, and you are right,” Kiran said. ”I would have thinned it myself.”

”Then they are yours,” Jayde said, and Eden wrote that down as well.

***

”One thing before the hard part,” Meifen said. ”What do I tell my company?”

”Nothing that is not in the charter.”

”Four hundred people watched you carry a chair into a room and shut a door behind it.”

”Then they will notice, and they will guess, and most of what they guess will be wrong and some of it will be closer than I would like.” Jayde did not pretend otherwise. ”You do not deny it, and you do not confirm it. You give them work. Inside a month the work will be more interesting than the door was.”

”And in a year?”

”In a year they will have concluded there is something and stopped caring what it is, because soldiers always do, and because every officer above them will be visibly building bridges in the rain.” She held Meifen’s eye. ”If that ever stops being true, tell me the day it stops. Not the month.”

***

”Then here is the problem with all of it,” Zhong said, ”and I would like it dealt with tonight rather than in ten years.”

”Go on.”

”There are ten of us.” He said it flatly. ”I am the oldest man in this room by a wide margin, and my cultivation stopped improving years ago. Shenwei was alone in a hole for two months with an infected arm and only came out of it because he is unreasonable. Ryo travels the eastern roads with a courier network the Temple is already watching.” He turned his hand over. ”If any one of us falls off a horse, you lose a whole division of this, and there is nobody who can pick it up. And every person who could step into that job cannot be told what the job is actually for.”

”Yes,” Jayde said.

”You have already thought about it.”

”I thought about it before I put any of you in this room, and I have not enjoyed a single hour of it since.” She sat forward. ”Every one of you appoints a second inside a year. Not me. You. You know your own people, and I do not, and if I pick them then in thirty years this is a body that selects itself out of my preferences, and nobody remembers why.”

”And the second has to be told,” Meifen said.

”The second has to be told. Which means the second takes the blood.” Jayde said it plainly and let the arithmetic land on its own. ”Ten becomes twenty inside a year. I chose the first ten. You will choose the other ten, and I will not meet most of them before they are already bound, and every single one is a mouth.” She did not look away from him. ”Two afternoons ago I stood in a room two floors above us and told the Headmaster that nine was already too many mouths and not enough men. I walked into this hall and needed ten. Inside a year it is twenty. That is not a plan surviving contact — that is a number that has never once gone down, and I have no reason to believe it ever will.”

”Then it is not a compartment any more,” Shenwei said. ”It is a small crowd.”

”It is a small crowd that halves the chance of the whole thing dying with one of us, and there is no third option, and I have looked.” She held his eye. ”I am not going to pretend to you that I solved this. I traded one failure for a smaller one, and the smaller one is still a failure. If you want the exact shape of what I have accepted: in sixty years somebody in this structure talks, and I have chosen to make that likelier so that a fever in a bad season cannot take the reason out of the world.”

Nobody argued with it, which was worse than being argued with.

***

”And yours,” Meifen said.

”Meaning what?”

”You have just told everyone in this room to appoint a second.” Meifen did not raise her voice. She never did; she had commanded a company for a year with a voice you had to lean toward. ”Who is yours?”

Jayde had known the question was coming since the afternoon and had still not found anything better than the truth.

”Two of you, and it is split, and I am going to say it out loud tonight in front of everybody so that nobody has to work it out over a body.” She put her hand flat. ”Meifen is second for the force. Anything in the field, any company, any column, any day where somebody has to be obeyed inside the minute — that is you, and it is you from tonight and not from whenever it becomes necessary.”

Meifen did not react at all, which Jayde had expected.

”Eden is second for the institution. The schools, the standards, the medical arm, the instrument, everything that has to survive being written down.” Jayde looked around the table. ”If I go under a horse tomorrow, they hold the two halves, and they do not fight about which half is which, because the two of them are hearing it now, at the same time, from me, with witnesses. That is the entire reason I am saying it in this room instead of putting it in a letter.”

”And if the two of them disagree,” Ryo said.

”Then they disagree in front of the other eight of you, and you settle it, and if you cannot settle it the instrument does, and if the instrument cannot, then I built it badly and it deserves to break.” Jayde shrugged. ”There is no version of a structure that cannot be argued with. There is only a version where the argument happens in the open.”

Zhong was watching her with an expression she could not read at all.

”That is your second for the force and your second for the institution,” he said. ”It is not your successor.”

Somewhere above them a door shut, and somebody went along a corridor at the unhurried pace of a man who did not know what was in this room.

”No,” Jayde said. ”It is not.”

”You signed a clause. In front of witnesses. Command passes to the structure when the structure can hold it.”

”I did.”

”Who takes it?”

”Nobody yet.” She said it without any particular weight. ”The clause says the day the structure can carry it, and the structure is a handful of teaching posts and a piece of paper Qin has not filed. There is no one to hand it to. There will be. Probably somebody who is six years old this year and lives in a village none of us could find on a map, and who is going to walk into a school I have not built and be taught by teachers I have not trained.”

”And until then?”

”Until then it is mine, and every year that stays true is a year the thing is more mine than it should be, and I am aware of exactly how that ends.” Jayde stood. ”That is why I want the seconds inside a year. Not for the bad winter. Because on the day I am wrong about something, I would like there to be twenty people in the world who are allowed to know enough to tell me so.”

Zhong stood as well.

”I have spent my entire working life inside institutions,” he said. ”I have never once heard the person at the top build the argument against themselves and then hand out the parts.”

”Then it has been a badly run hundred years.”

Zhong laughed — one note, dry, and clearly surprising to him.
