Weaves of Ashes

Chapter 524: Chapter 519: What It Is For

Location:Obsidian Academy — Qin’s Study

Date/Time:2 Ashwhisper, 9942 AZI

Realm:Lower Realm

The wards announced themselves before the door did.

Seven of them, stacked, and from the corridor they were nothing at all. From inside, they were a pressure at the back of the teeth and a smell of old copper with a struck-flint edge underneath it, and a thinning of everything that came in on a bond. Reiko went distant the moment she crossed the threshold — still there, still hers, but heard through water.

Heizan was in the chair by the wall with his bare feet flat on stone that had not been above freezing since Voidmarch. He did not look up. Qin’s cuffs had fresh ink on them and dry ink under it, and the window behind him showed the same gray it had shown for two months.

”I want to tell them,” Jayde said.

Qin had been expecting something. He had not been expecting that, and she watched him take the whole of a breath, deciding which question to ask first.

”Tell whom?”

”Not the realm.” She put both hands flat on the arms of the chair. ”The people building it. Whoever sites the forts. Whoever writes the fifth-year curriculum. Whoever sets the order the roads go in and has to defend that order to a provincial engineer who wants his bridge first. Twenty people now. Thirty in five years. Not one more than the work requires.”

”No.”

”That was fast.”

”It was fast four thousand years before you were born.” Qin did not raise his voice; he never did. ”Do you want the reason, or do you want to argue with the answer?”

”I want the reason. Then I’ll argue.”

[He said no.] Reiko, thin through seven layers of copper.

[He did.]

[Out loud. To your face.]

[I noticed.]

***

He got up and went to the shelf and did not take anything off it, which she had learned meant he was arranging something rather than fetching it. Dust came off the edge where his sleeve passed and hung in the window light and did not settle for a long time.

”The first time, nobody knew,” he said. ”That is the whole of the record for the first war. There is no warning in it anywhere, because there was nothing to warn about. The sky opened, and a great many people found out at the same moment as everybody else.”

”And the second?”

”The second, nobody expected them back.” He turned around. ”Understand what that means. Between the first and the second there were a hundred centuries, and in that time a thing that happened once becomes a story, and then a bad story, and then a story people are embarrassed to repeat in company. There were men who had read the accounts and did not believe them. There were provinces that had lost the accounts. When it came again, it came to a realm that had, in every sense that matters, forgotten.”

”And the fourth.”

”The fourth is yours, and I am giving it to you whether you want it now or later, because it is the only one that answers the question you actually asked.” He sat down. ”The fourth we knew about. Not everybody. But the institutions knew, and the great houses knew, and there was rather more time than anybody expected there to be. And it was decided — not by me; I was junior, and I was not asked — that the realm at large should not be told.”

”Because of panic.”

”That was the word they used.” His hands settled on the desk. ”And what was actually built was the thing you have come here to propose. A compartment. Men who needed to know in order to do their work, told in order to do it, and nobody else. It was not thirty men. It was closer to four hundred, across four provinces and two realms, and every one of them was chosen exactly the way you intend to choose yours.”

The cold came up through the chair legs and into her hands. She let it.

”How long did it hold?”

”I do not know, and that is the answer.” Qin looked at the window. ”There was never a day when it broke. There was no traitor. Nobody took money for it. What happened is that each of those four hundred men, across a great many years, told one person — a wife, a brother, a student he thought would outlive him, a friend at a bad hour in a bad season. Every one of them believed he had made an exception. None of them had. By the last decade there were market towns three provinces from anywhere that knew, in a garbled sort of way, that something was coming, and could not have told you where they had heard it.”

”Nobody broke it. It seeped.”

”It seeped. Which is worse than breaking, because there is nothing to punish and nothing to repair.” He came back to the desk. ”That is what your thirty become in sixty years, and you will not be able to name the day it happened.”

***

Jayde sat with that.

”Good,” she said. ”Now hear the rest of it, because you have just made half my argument for me, and I do not think you noticed.”

Qin’s eyebrows moved a fraction.

”You are treating the leak as the disaster. It isn’t.” She held up a hand. ”Panic has a range. Tell a province the enemy will be at the wall in a month and you get panic, because a month is a thing a person can hold in their head — they can see the road, they can see their own door. Tell them a year, and you get hoarding, which is panic with a ledger. Tell them ten years, and you get a great deal of shouting and about four people who actually change anything.”

”And seventy?”

”Tell them seventy, and you get nothing.” She let that land. ”Not fear. Nothing. Seventy years is longer than most of the people hearing it are going to live, and there is not one human being on this continent who has ever successfully been frightened of something that is going to happen to their grandchildren. It is not a failure of character. It is how the animal is built.”

Qin had gone very still.

”So the leak does not give me a frightened continent. It gives me a rumor with my name on it.” She turned her hand over. ”And a rumor of this shape has a fixed life. It is repeated for a season. Then it is entertainment. Then, in about four years, a man stands up in a hall and says the Defence Force has been telling us the sky is falling since I was a boy, and I have watched four harvests come in — and he will be right about every fact in the sentence, and the room will agree with him, and after that there is no version of us that anybody takes seriously.”

”You would be the school that predicted the sky.”

”We would be the school that predicted the sky and was correct, which is the least useful thing anybody has ever been.”

***

”Then answer the other half of it,” Qin said, ”because you have told me twice now what you must not spend, and not once how you intend to earn it. In sixty years you propose to stand up in every hall on this continent and be believed inside a day. On what?”

”On sixty years of turning up.”

”Which is?”

”They don’t need to be told about the gate, because they do not need to be afraid to be useful. What they need is for the thing to exist.” Jayde leaned forward. ”Roads that carry a column. Bridges that take weight. Barracks with people in them, forts on ground that matters, towers on the passes where you can see something coming a day out instead of an hour. Every one of those takes decades, and there is no version of this where we build them in the last nine years. So they get built now, and they get built for a reason that is true today, and I have got one.”

”Which is.”

”Disasters.” She counted them off. ”Beast tides. Floods on the eastern rivers every third spring, and you have signed the requisitions. Earthquakes in the northern range. Drought, which kills more people on this continent than anything with teeth and does it slowly enough that nobody writes a song about it. Fire in a dry autumn. And a Harrowing every fifty years that has just cost me nine hundred people.”

Qin did not move.

”That is what the Doha Defence Force is for. Publicly, in the charter, on the recruiting board, in the first line of every letter.” She said it hard enough that he blinked. ”It exists because this continent gets hit by something every few years and has never once had anybody whose actual job it was to turn up.”

”And that is a lie.”

”That is not a lie. That is the most true thing in this building.” Jayde did not soften it. ”Somebody drowns on the eastern flat every Cinderfall, and the answer is a levy of frightened farmers with buckets and a Temple house sending prayers four days late. A beast tide comes over the northern wall, and the answer is whichever clan happens to have a garrison nearby and a reason to care. That is not a policy. It is a coincidence, and people have been dying inside it since before either of you was born.”

”And the gate.”

”And the gate is why I am in a hurry, and it is the one part nobody hears.” She sat back. ”Everything else is real. The roads are real roads. The bridges carry real carts. When the northern range shakes and a village comes down, four hundred people with engineering training and a supply chain arrive in two days instead of never, and they dig, and they do not need to know one thing about what is coming in order to do it. And every one of those men has just built a road that will carry a column in seventy years, and had a good reason to build it that had nothing to do with the column.”

Qin looked at the desk for a while.

”You are describing a force that has to justify itself every year,” he said, ”on results, in front of people who can see them.”

”Yes.”

”Do you know what that will do to it?”

”I know exactly what it will do to it. It is why I want it that way.” The smile she gave him was not much of one. ”An army with nothing to do rots, and then it goes looking for something to do, and on this continent that has always meant a clan hiring it. This one will be too busy. Sixty years of being the thing that turns up — floods, fires, tides, roads — and by the time it is needed for the other thing it will be forty years old, and every province will have somebody in it, and it will have a reputation it earned in daylight where anybody could check.”

”And the Temple?”

”Cannot say one word against it without standing up in public and explaining why they object to somebody rebuilding a bridge.”

Qin was quiet for a moment.

”The eastern flat,” he said. ”Two springs ago. The river came up in a night and took the low villages with it, and this Academy sent students down there because I could not think of anything else to do with them. They were not engineers. They had no equipment. They were back inside the month because I could not feed them where they stood.” He put two fingers flat on the desk and left them there. ”Every one of them came up here afterward and asked me the same question, and it was not why did nobody come. They knew perfectly well nobody was coming. It was why is there nobody whose job it is.”

”What did you tell them?”

”That there has never been anybody whose job it was, and that this is not the same thing as it being impossible.” He looked at her. ”I have been using that sentence for ten thousand years. This is the first afternoon it has not been a lie.”

”And when a magistrate asks why a school needs forts.”

”Because the northern passes flood, and a relief station you cannot reach in winter is a building nobody was standing in when it mattered.” Jayde shrugged. ”Put a wall around it, and it is a fort. Leave the wall off, and it is a relief station. The difference is eleven percent, and I will pay the eleven percent every year for sixty years and never once say why.”

***

”There is something you have not said,” Qin said, ”and I would like to know whether that is because you have not thought of it.”

”Try me.”

”The passages.” He let the word sit. ”Every crossing from the Mid Realm to this one has been under Temple jurisdiction for three years. Nobody moves without their knowledge. Half the merchant houses in the eastern provinces have not seen a Mid Realm factor since Sparkfall, and the ones who have paid for the privilege.”

”I’ve thought about it a great deal. It is the best thing that has happened to me, and it is the thing that frightens me most, and those are the same fact.”

”Explain the first.”

”When the passages actually begin to close — not Temple ledgers, the real thing — nobody will notice.” She said it evenly. ”Because for three years this continent has been taught that a shut door means the Temple wants something. A crossing takes longer, a merchant complains, and every man in the market has the explanation ready before the sentence is finished. The signal I need to read is already buried under a story everybody prefers.”

”And the second.”

”The same sentence.” She met his eye. ”It buys me time, and it costs me my warning. When it starts, I will have to prove it is not the Temple, to people with three years of good reasons to think it is, and every day I spend proving it is a day I am not moving.”

Heizan made a sound that was not quite a word.

”And if the rumor and the shut door arrive in the same year,” Qin said, ”you get the panic you did not schedule. A man who has heard that something is coming, and who cannot get his cousin down from the Mid Realm, does not need seventy years to be frightened. He has a closed gate in front of him this morning.”

Jayde did not answer at once.

”Yes. That’s the version where it goes wrong, and it is not one I can plan around. I can only make the leak smaller and hope the two do not land together.”

”That is the first thing you have said today that was not an answer.”

”It is the first honest one.”

***

”Then the mechanism,” Qin said. ”Not why. You have earned why. How. Four hundred men could not hold it with their lives on the line and every institution on two realms behind them. What have you got that they did not?”

”You,” Jayde said.
