Weaves of Ashes

Chapter 526: Chapter 521: The Public Thing

Location:Obsidian Academy — The Lower Hall

Date/Time:2 Ashwhisper, 9942 AZI — evening

Realm:Lower Realm

The hall smelled of lamp oil and cold stone and, faintly, of the tallow somebody had burned in it back when the Academy could not afford anything better. Nobody had used the room in years. Jayde had carried the chairs in herself that afternoon. She had told the Headmaster nine. She had spent two days trying to get the number down to nine and had arrived at ten, and had then stopped, because the tenth one was Hu Bing and she had not been able to construct the sentence that left him out.

Takara was on the table when they came in, kitten-sized, apparently asleep, positioned at the exact center of the wood with his ears doing work his eyes were not.

Zhong Huian arrived first, because he had been arriving first to everything for fifteen years and had no intention of stopping now. Shenwei came in behind him and took the chair nearest the door with the economy of a man who had spent two months alone underground and had not since sat anywhere he could not see an exit.

Bai Shu came in third and stood, and went on standing, until Meifen looked at her and she sat.

Ruifen came in without a sound and took the chair furthest from the lamp. Feng Lian came in counting — the chairs, the doors, the people — and stopped counting when she caught herself doing it. Hu Bing put his back to the wall between the two windows, which gave him the whole room and both approaches, and appeared to believe nobody had noticed him do it.

Ryo took the window. Kiran came in with a satchel he did not put down.

Eden was already there. She had come up an hour early, and she was in the chair at Jayde’s right with her boots on the crossbar and a stack of paper on her knees, and she did not stand when the others came in.

Meifen counted the chairs and then counted the people and arrived somewhere.

”This is small,” she said.

”It is.”

”Then it is not a briefing.”

”It is a briefing for about a third of it,” Jayde said, ”and then it stops being one.” She put a folded sheet on the table and left it folded. ”Before anything else — Eden is not being offered anything tonight. She has known the whole of this for a year and about half of it is hers. If she says something and I do not contradict it, that is because I agree with it, and you can treat it exactly as though I had said it.”

Bai Shu looked at Eden. Eden turned a page over and did not look up.

”Right,” Meifen said, and sat back.

***

”The Academy is going to build two schools,” Jayde said. ”That is the first thing, and it is the only part of tonight that anybody outside this room will ever hear about.”

She let that go where it wanted for a moment.

”The first one takes children at six and lets them go at fifteen. It sits at the base of the mountain, not on it. Letters first — above cultivation, above everything — then measurement, materials, arithmetic, why a wound goes bad, why a bridge stands up. Cultivation braided through the whole of it rather than sold as the point of it.” She looked around at them. ”No enrollment debt. No indenture. No merit loan. They arrive owing nothing, and they leave owing nothing, and most of them will walk home afterward and never come near a uniform, and that is not a failure of the design. That is the design.”

Nobody said anything for a moment.

”A school,” Zhong said slowly, ”for six-year-olds.”

”For six-year-olds.”

”Obsidian does not do that.”

”Obsidian is going to.”

Bai Shu said, ”Why?” and then went red, and then said it properly anyway, which Jayde was beginning to recognize as the shape of her. ”I mean — what is it for, if most of them go home?”

”Because four hundred soldiers cannot end thralldom,” Jayde said, ”and a hundred thousand people who can read a contract can.”

The hall went quiet in a specific way.

”How do you mean?” Meifen said.

”You cannot hold a population as property once it can read, build, treat a wound, and stand in a formation. Not immoral. Impossible.” Jayde put her hand flat. ”I am not going to legislate it, and I am not going to fight a war over it. I am going to teach it out of existence over sixty years and let everybody involved think they were getting an education.”

Kiran had stopped moving entirely.

”The second school takes volunteers at sixteen and commissions them at twenty-one,” Jayde went on. ”Everybody does a common year first. Everybody, no exceptions, none bought at any price, and the first person who tries to buy one is going to find out that is the hill I have chosen. After that, five tracks. Line, Command, Medical, Engineering, Logistics.”

”Logistics is a track,” Shenwei said.

”Logistics is not support. Logistics is the war. Everything else is what happens after the grain arrives.”

”And the Academy has agreed to this,” Zhong said.

”The Headmaster has agreed to it. It goes into the charter as an amendment, and the amendment is drafted, and it is not filed, and it goes in front of a governing council that answers to nobody on this world — not the Temple, not the clans, not the provincial courts.” Jayde did not dress it up. ”It may not pass. If it does not pass, the whole of it goes, both schools together, and I do not have a second route. I want you to hear that from me tonight and not from a rumor in three months.”

***

”That is two schools,” Ryo said from the window. ”You carried in eleven chairs.”

”There is a third thing in the amendment, and it is the reason all of you are in this room instead of a lecture hall.” Jayde straightened. ”A standing field service. Not a corps, not a guard, not a retinue — every one of those is a thing a clan already owns, and a magistrate already knows how to be frightened of. A field service is what a school sends out. Engineering students go to a flood, because a flood is where you learn to build a levee. Medical students go to a beast tide, because that is where the wounds are. Logistics moves the grain, because otherwise the exercise is a lecture.”

”And in the charter it says?”

”Disasters.” She counted them on the table. ”Beast tides. Floods. Earthquake. Drought. Fire. And the Harrowing, every fifty years, which has just cost me nine hundred people.”

”That is a cover,” Shenwei said.

”It is the truest sentence in this building, and I need you to hold both of those in your head at once.”

”Then make me,” Shenwei said. ”Because I have heard men call a thing true because it was convenient, and I would rather be argued with than agreed with.”

”Bai Shu. Your village floods.”

Bai Shu had not expected to be spoken to and took a second over it.

”Every third spring,” she said. ”The low field goes, and sometimes the kiln shed.”

”Who comes?”

”...Nobody comes.” She said it as though it had never occurred to her that it was a strange answer. ”We bail. Everyone bails. My uncle drowned doing it when I was nine, and the Temple house sent a man four days after to say words over the field.”

”Zhong. Beast tide over the northern wall. Who comes?”

”Whichever clan has a garrison within a day and a reason to care,” Zhong said. ”Which is generally a clan with land on that side of the wall and never anybody else.”

”Ruifen. Northern range shakes and a village comes down. Who digs?”

”The village,” Ruifen said. ”With their hands.”

Jayde let the three answers sit in the room together.

”That is not a policy,” she said. ”It is a coincidence, three times over, and every one of you gave me the answer without having to think, which tells you how old it is.”

”So we turn up,” Zhong said.

”We turn up. Every time. Anywhere. Whether it is our province, whether anybody asked, whether there is a single coin in it. In daylight, where any farmer in four provinces can check the work.”

Bai Shu’s mouth opened, and shut.

”Go on,” Meifen said.

”Roads,” Bai Shu said.

Everybody looked at her. She went red and said it anyway.

”If we are pulling people out of a flooded valley, we have to get there. So we build the road first. And then the road is still there afterward. It does not stop being a road when the water goes down.”

The hall was quiet for a moment.

”That is the entire design,” Jayde said, ”and the potter’s daughter got to it before either instructor in the room.”

Zhong made a sound that in a less disciplined man would have been a laugh.

”Which is the whole of it, and Bai Shu has said it better in nine words than I have managed in three weeks.” Jayde put her hand on the table. ”Roads. Bridges. Barracks. Forts. Towers on the passes. Every one of them takes decades to build, every one of them has a reason that is true this morning, and not one of those reasons is a war.”

”And an idle army rots,” Zhong said. ”Which on this continent has always meant a clan buying it.”

”Which is why this one will not have an idle year in sixty. Not as a virtue. As a design.”

”And the Temple,” Ryo said.

”Will find it very difficult to object to a bridge.”

***

”Now stop,” Jayde said, ”because the next part is the part where I ask you for something, and I would rather you decided before I flatter you.”

Kiran looked up.

”Nine of you took posts on that list Qin filed. Four hundred and eleven of you did. Those posts are teaching posts, and they are real, and none of what I have said tonight changes them.” She put both hands on the table. ”What I am about to offer is different. It is a division of the thing, each of you running one, for as long as you are able to do it — which for most of you means the rest of your working lives. It is not a promotion. There is no more money in it. It is more work than any of you have ever had, and most of it is the sort nobody thanks you for.”

”And we can say no,” Meifen said.

”You can say no tonight, in this room, and go back to a teaching post, and I will never raise it again.”

”What does it cost?” Kiran asked.

”Everything you were going to do instead.” She said it to each of them in turn. ”Ryo, you are the eldest son of a house that expects you back. Kiran, your people are alive and a long way away, and this puts you further from them, not nearer. Bai Shu, there is a pottery. Every one of you has a life that this eats, and I am not going to pretend otherwise in order to get a yes out of a room at second bell.”

Nobody left.

She had half expected somebody to, and had decided in advance that she would let them, and afterward she was not certain which outcome she had actually wanted.

”Then I will tell you who I want where, and why, and the why is not decoration. In about a year somebody is going to tell each of you that you were picked for being nearby. I would like you to have heard the real reason first, out loud, in front of the other eight.”

***

”Zhong. Command, and the assessment standards across all five tracks.” She held his eyes. ”On the day I walked into Base One, you were the ranking instructor in that mountain; you outranked me by every measure this Academy keeps, and you asked me what I needed. In front of four hundred of your own students. I have thought about that more than any other single thing that happened down there — most men would have taken a week, and half of them would have taken the command.” She let it land. ”You are also the only person alive that every instructor on this mountain will accept a grading from without arguing, and I intend to spend that until it is gone.”

”You want me to write down what good means,” Zhong said.

”In a form that can be marked by somebody who is not you. Yes. It is the worst job in the building.”

”It is the worst job in the building,” Zhong agreed, and did not say no.

”Meifen. The Line, and the common year, and every drill in both. I can tell you what the answer is. I cannot tell you how to teach it to somebody who has never held anything sharper than a scythe — because I have never once stood in front of a weapon rack not knowing which end to pick up, and you have, in a forge, being told you were too big for the work.”

”That is not what I was told.”

”No,” Jayde agreed. ”It’s what you heard.”

”Shenwei. Engineering. Arrays, bridges, formation work taught as written engineering and not as a lineage transmission. You took four students out to find three missing teams, drew a Ravager pack off them on purpose, spent two months alone in the dark with an infected arm, and came back with the one thing nobody had asked anybody to find out — that the colony was herding us.” She paused. ”And there is a problem I am not going to describe properly tonight. A boundary carried down a moving face.”

Shenwei turned it over.

”Does the face stop while the boundary moves,” he asked, ”or does the boundary move while the face is open?”

Jayde sat back.

”That is the question. That is the whole question, and it took the last person I put it to about nine seconds, and I had been carrying it a month before that.”

”Then I would like to meet them.”

”You will.”

”Ryo. Logistics, and the public face of all of it, and before you tell me those are two jobs — they are one, and you already do them. Seven routes, fourteen relay points, thirty-two couriers, and you have never once given me a number you had not checked twice.”

”Wait.”

Ruifen had not raised her voice. She had not raised anything. She was still in the chair furthest from the lamp with her hands on her knees.

”He was not down there.” Ruifen looked at Ryo when she said it, not at Jayde, which was the courtesy of it. ”Neither was the other one. Every other person in this room spent a year underground, and I know exactly what each of them did, because I watched them do it, and I would follow any one of them into a hole tomorrow.” She turned back. ”I do not know one single thing about these two. I am not saying no. I am saying I am being asked to put them above me, and I have nothing to put that on.”

Nobody argued with her. Zhong did not, which was the loudest part of it.

”That is a fair question, and you were right to ask it in front of them rather than after,” Jayde said. ”Here is what I can give you tonight. They held the surface for a year while every one of us was sealed under a mountain. Nothing came out of that portal for three hundred and sixty-five days, and neither of them left the site, and neither of them was paid, ordered, or watched, and neither of them had any reason on this world to believe I was coming back.” She let that stand for a moment. ”I know precisely what they are capable of. I vouch for both of them, and I put that on the record with my name on it. What I am not going to do is explain it in this room tonight.”

”Tonight,” Ruifen repeated.

”Not tonight. And not because I do not trust you — you will notice I have already trusted you with something considerably more dangerous, and I have not got to the worst of it yet.” Jayde held her eyes. ”Ask me again in a month. If the answer is still not tonight, you should start being concerned about me, and I would like you to say so out loud when it happens.”

Ruifen thought about that.

”A month,” she said, and put her hands back on her knees.

Ryo had gone quite still by the window. He did not look grateful, which Jayde noted, and did not look insulted either, which she noted rather more.

”For what it is worth,” he said to Ruifen, ”if I had been in that room and you had walked in, I would have asked the same thing, and I would not have been as polite about it.”

”You would have been more polite about it,” Kiran said to the table. ”You are always more polite about it.”

Feng Lian made a sound that, in a less disciplined woman, would have been a laugh, and the room came off the edge of it.

”The man who talks to stewards is the man who moves the grain,” Jayde went on. ”Anybody who separates those has never had to feed anyone.”

Ryo turned around from the window at last.

”You want a noble’s son standing in front of magistrates.”

”I want somebody who can stand in front of magistrates and has never once used the name to get out of anything. There is exactly one of those in this Academy.”

”Kiran. The network. Doubled inside two years, and nobody in it told what it is part of.”

”They’ll work it out.”

”Some of them will. Recruit those.” Jayde met his eyes. ”That is not a joke, and it is not a test. The people who notice are the people I want, and I would rather find them by watching who notices than by asking a question that tells them what to notice.”

”Bai Shu. The ranker’s syllabus. What every soldier learns in the common year.” Jayde watched her go still. ”Everything Meifen writes will be correct. Half of it will be unteachable to somebody standing where you were standing the day you walked up this mountain, and you are the only person in this room who can tell me which half. You held the left of the shield wall on the day it nearly went, and there are people eating dinner tonight because of ninety seconds in which you did not move.”

”There were four of us on that wall,” Bai Shu said.

”Three of them are on the list I read in the forecourt, and you are in this room, and I need you to stop doing that,” Jayde said it without heat. ”From tonight, you will be telling other people what to do, and none of them will follow somebody who will not take credit for standing still.”

Bai Shu went red to the ears and said nothing at all.

”Ruifen. Operations.”

Ruifen looked up from the far chair and did not otherwise move.

”Meifen builds the Line. You deploy it.” Jayde put two fingers on the table. ”When a river comes over the eastern flat in the middle of the night, somebody has to decide what moves, in what order, in the dark, on bad information, and then live inside that decision for four days. That is a different job from teaching, and it is a different job from commanding a company, and there are perhaps six people on this continent who have done it.”

”I held a corridor,” Ruifen said.

”You held a corridor that went from twelve pockets to five with the barriers coming apart around you, and you did not give ground on any of the seven you lost.” Jayde held her eye. ”Every officer I have ever known who was good at holding was bad at letting go, and that is going to be a problem for us one day, and I would rather have the problem than not have you. Take Zheng Wei and whichever companies you want.”

Ruifen thought about it for longer than anyone else had.

”Zheng Wei,” she said. ”And Deng Hao.”

”Then take them.”

”Feng Lian. Ordnance — and I mean all of it. What we build, how many, how fast, who crews it and how they are trained.” Jayde turned to her. ”You fired nineteen siege lances at seven Praetorians, and you knew after every single one exactly how many were left, and you said so out loud, every time, when nobody had asked, and everybody needed it.”

”They were spent,” Feng Lian said. ”It seemed relevant.”

”It was the most relevant thing anybody said in eleven days.” Jayde let that sit. ”You are also going to spend the next thirty years arguing with Shenwei, because he wants to build the correct thing and you want nine hundred of the adequate thing before spring, and you are both going to be right, and I do not intend to settle it for either of you.”

Shenwei said, ”That is accurate,” without looking up.

”Hu Bing. Survey.”

Hu Bing came off the wall.

”Me.”

”You.” Jayde did not soften it into a compliment. ”Every road this force ever builds gets measured first. Every pass, every ford, every bridge site, every valley we might have to reach in winter. Somebody has to go and look at ground nobody is interested in and write down what is actually there rather than what the province says is there, and then do it again in five years, and again in ten.”

”That is not a division,” Hu Bing said. ”That is walking about.”

”It is walking about for sixty years and writing down every single thing you see, and there is one more piece of it that I am not going to give you until later tonight, and when I do you will understand why it is a division.” She held his eyes. ”You spent the Last Line telling four hundred people where things were before they could see them. I am asking you to keep doing that. The difference is the range.”

Hu Bing put his back against the wall again.

”Then say the range,” he said.

”Later tonight.”

”Eden has Medical, and every part of the work that can be measured, and a written stop rule on every part of it that can kill somebody,” Jayde finished. ”That was decided a year ago in a place none of you want to hear about.”

***

”All of that,” Zhong said, ”is a school and a public works service. Not one word of it needed this room, or a shut door, or ten of us.”

”No,” Jayde agreed.

”Then say the rest.”

”Before any of you takes the post, you swear. Blood. And I am not going to tell you what it covers until after you have sworn it.”

”That is not an oath,” Shenwei said. ”That is a purchase.”

”It is an oath with the subject cut out of it, and you are right to hate it, and I hated writing it.” She let him have that. ”So here is everything I can give you first. It binds one thing, and that thing is silence — about one fact. Not obedience. Not loyalty. Not me.”

”Define it,” Feng Lian said. ”Precisely. I want the edges.”

”Then take the edges.” Jayde put her hand flat. ”Tomorrow morning you resign, walk out of that door, ride home, and spend the rest of your life telling anybody who will listen what you think of me personally, of this force, of this Academy, of the schools and the charter and every decision I have made in front of you tonight. Every word of that comes out of your mouth without the smallest resistance. Nothing stops you. Nothing punishes you.” She let that stand. ”There is one sentence you will not be able to form. You will spend forty years not noticing it is missing.”

”Who holds it?” Meifen asked.

”Not me. Somebody outside all of this, who holds no rank and commands nobody and never will.” She said the rest before anyone asked. ”And I have no key to it either. There is no circumstance, no friendship, and no hour of the night in which I can take it off any of you. That is deliberate, and I built it that way first, before I built anything else in the ladder, because a thing I could lift is a thing I could be persuaded to lift.”

”And if I say no to that,” Bai Shu said.

The room went very still, which told Jayde something useful about who had been waiting for somebody else to ask.

”Then you keep the teaching post and everything you earned, you take a different job, and there is no punishment, no shame, and no second ask — I will not come back to you next year when I need you more.” Jayde held her eye. ”And the offer goes in the record with the date on it, so that anybody who ever wonders why your name is not on this list can see that you were asked and can see what you answered.”

”Written down,” Zhong repeated. ”Where people will read it.”

”Where people will read it. And no oath in this structure binds a man to a person — mine included. I swear the public one alongside every recruit, and there is no exemption in it for the woman who wrote it.” Jayde held his eye. ”Give me an unlawful order to give, and not one of you owes me obedience. Give me one to answer for, and every one of you can stand up in front of a magistrate and say so, and nothing you swear tonight will tighten by a hair while you do it.”

Zhong stood up.

He did it without hurry, and then stood there saying nothing for long enough that Kiran’s hand tightened on the satchel.

”I prepared students for that mountain for fifteen years before I ever went into it,” Zhong said. ”Every fifty years this Academy sends its Grade 4s and 5s down there, and a third of them do not come back, and in all the time I was getting them ready, not one person could tell me what I was getting them ready for. I asked. There was nobody left alive who had an answer.” He looked at the folded sheet. ”You are about to tell me something. I can see it sitting on the table.”

”Yes.”

”Then I will take the blood, and I will tell you why, so you cannot flatter yourself afterward that it was loyalty.” He put two fingers on the back of the chair. ”It is because you told me I could refuse, in front of eight other people, and put it in writing. Nobody has done that on this mountain in my lifetime. I would like to find out what kind of institution does that.”

He sat back down.

Meifen said, ”Yes,” without standing at all.

Shenwei said, ”I still think it is a purchase,” and then, ”Yes.”

Bai Shu said yes. Kiran said yes. Ruifen said yes without any preamble at all and then went back to looking at her hands. Feng Lian said, ”Yes, and I will want the wording afterward,” which nobody understood until much later.

Ryo said, ”Yes — and I want the refusal clause written into the founding instrument, not just the record. Tonight it is your promise. In forty years it needs to be somebody’s obligation.”

Hu Bing was the last, and he did not move off the wall to do it.

”Yes to the blood,” he said. ”Not yes to the division. I still have not heard why walking about is a division, and I am not going to say yes to a thing on the strength of being flattered in front of eight people.”

”That is the correct answer,” Jayde said, ”and you will have the rest of it before you leave this room.”

”Then we will see.”

”Write it yourself,” Jayde said. ”You are the one who will have to say it out loud to magistrates.”

Eden had not said anything, because Eden had already sworn something considerably worse, years ago, in a courtyard, without hesitating then either.

***

The ritual took very little time, which none of them had expected.

Jayde drew from each of them herself, one hand at a time, and the nine drops stood in the air above her palm and did not fall. She spoke four words that were not Doha, in a language with a great deal of throat in it, and did not translate them, and was not asked to.

The script came up gold around the drops. It was old, and it was not human writing, and it wrote itself in a hand nobody in that room could have copied.

Ven’thar asha kol’thien.

Then: Ren’sui val’theran.

The gold went through each drop, and each drop went back where it had come from, and nine people flinched at almost exactly the same instant and then sat very still, cataloguing something that had just happened inside their own chests.

Ryo was watching her mouth rather than her hands. He had been the whole time.

Jayde saw it, and filed it, and did not look at him twice.

”Right,” she said, and reached out, and unfolded the sheet at last. ”Now the part you came for.”
