Weaves of Ashes

Chapter 510: Chapter 505: The Counter

Location:Obsidian Academy — Qin’s study, then the Eastern Stair

Date/Time:9 Frostforge, 9942 AZI — late afternoon

Realm:Lower Realm

The seal was already broken.

He took the sheaf out of the bottom drawer and set it down face-up, and the wax along its edge had been cracked and folded back, and the two halves no longer met. Three pages. Not a hundred and forty-seven.

Jayde read it standing.

It was a curriculum. Four new classes at Obsidian Academy, with hours and grades and a note on hall allocation. Crossbow drill, taught as a discipline instead of tolerated as a hunting skill. Shield work. Small-unit formation, spelled two different ways on the same page. Rotation and relief — which meant teams, which meant students trained together and graded together and failing together, in a building where every rank anybody held had been won alone.

Under it, four hundred and eleven posts. Instructor, assistant instructor, and a third grade with no precedent anywhere in the roster, invented in the margin in a cramped hand and priced above his own senior staff, because there was no rank at Obsidian for a person who knew something the faculty did not. In eight hundred thousand years nobody had needed one.

Filed the day the final count came off the mountain.

It took two passes, clause by clause, both faces of all three pages, because a promise made to fourteen hundred people in a room full of dragons was not a thing she would take anybody’s word on. Nobody on that list was required to accept anything. Nobody who declined lost a stipend. At the foot of the second page, a line voided the entire instrument if any part of it were ever read as a condition of discharge.

”You wrote a self-destruct into your own filing.”

”It seemed likely you would look for one.”

Jayde squared the pages and set them back on the desk.

”The posts stand. I’d have done the same and sooner.” Her hand stayed flat on them. ”Recruiters on your lower road inside a week, four hundred names to place, no way to reach me that wouldn’t have cost the cover. The gap there is mine, not yours — I never gave you a channel. That gets fixed this month.”

”And the classes.”

He had asked it lightly. He had also been waiting the whole conversation to ask it, and she understood, with a small cold drop, that he believed he had done something enormous.

He had. That was the difficulty.

”How long did it take you?”

”One night. The argument with myself about the crossbow took a good deal longer — it is a peasant’s tool. There is a Grade 3 instructor upstairs who teaches the spear exactly the way his master taught it, and his master was appointed by me, and he will take it as a personal insult.” Qin almost smiled. ”I have been looking forward to that.”

”It’s the correct four.”

”But.”

”But it’s the first third of one track.” She said it plainly, because softening it would have cost him a year. ”Of five. In one of two schools.”

***

Qin sat back and looked at the middle distance for a while, and Heizan, who had not spoken since she came in, watched him do it with an expression she could not read at all.

”Say the five.”

”Line. Command. Medical. Engineering. Logistics.” She counted them off the desk with two fingers. ”Common year first, everyone, none of it purchasable — drill, weapons, field craft, first aid, maps, cultivation fundamentals, and letters, because I am not commissioning anybody at twenty-one who can’t read an order. Your four are most of Line and a piece of the common year.”

Qin’s hand stopped on the arm of the chair.

”Command,” he said. ”I have five thousand students who take orders.”

”From whom?”

He opened his mouth and did not use it.

”From whoever outranks them. By tier, or by family, or by whose father endowed the hall.” She kept her voice level. ”That isn’t command, it’s precedence, and it works right up to the moment the man holding it goes down. Then everybody under him stands still and waits to be told what to do by somebody who is dead.” She put two fingers flat on the desk. ”Command is a taught skill. You give a student a bad position, half the information she needs, and a clock, and you grade the decision and not the outcome, because the outcome is weather. And every one of them learns the plan two levels above her own, so when it happens — and it happens — the next one down does not stop. She continues.”

Heizan came off the wall.

”That,” he said.

Qin looked at him.

”When the banners did not come,” Heizan said, ”there was nothing for me to do about it. Not because I was slow. Because there was no plan that survived their absence, and there was no plan that survived their absence because there was no plan at all. There were masters. Each master had his own way of doing it, and none of them had written any of it down, and when they died it went into the ground with them, and we started again from the beginning with whoever was left.” He looked at his own hand. ”I have thought about that for ten thousand years, and I did not have the word for what was missing until about four heartbeats ago.”

”Medical,” Qin said.

”Isn’t healers.” Jayde didn’t soften it. ”Healers you have. They’re guarded, they belong to houses, and they arrive after the fighting stops if they arrive at all. Medical is triage — deciding in eight seconds who gets treated first and being right. It’s infection, and water discipline, and knowing that more of an army dies of its own latrines than of anybody’s blade. And it is measured on one number only: how many go back to the line. Not how many died comfortably.”

”Engineering.”

”Ground. Fortification, bridging, roads, revetment, siege, and how to take all of it apart again when it’s somebody else’s.” She held his eyes. ”And formation arrays taught as engineering. Not as a sect inheritance handed to one student a generation because the master liked his face. Written down, with the reasoning attached, so a person who never met the man who worked it out can build it, check it, and improve it.”

She watched that one land, and it landed harder than the rest, because it was the closest to something he already had.

”And the last.”

”Logistics is the count. What an army eats, what it carries, how far it can move before it stops being an army and becomes eight thousand hungry people in a field.” Her hand came flat on the desk. ”It’s the whole war. Line dies where it stands if Logistics hasn’t fed it and Medical hasn’t returned it and Engineering hasn’t given it ground worth holding.”

Qin was silent.

”You wrote me soldiers,” she said. ”I have soldiers. I walked fourteen hundred of them out of your mountain eight days ago, and this building has been producing them for eight hundred thousand years, and it is extremely good at it. What this building has never produced is an army — and the difference is not size. A champion is one person who can beat a hundred. An army is a thousand people who can lose their best in the first hour and hold the ground anyway, because the doctrine is written and everybody has read it, and nobody was carrying the only copy in his head.”

”Then what is the other school for?”

There it was. She had known it was coming since the moment she read the top line, and she still had no clean way through it.

”It takes them at six and lets them go at fifteen. Letters first — reading and writing, in that order, before anything else at all. Then numbers: arithmetic, then measurement, then geometry. Then materials, heat, water, force, why a beam bends before it breaks. Bodies — wounds, infection, what makes water safe to drink. Soil and rotation and yield and storage. Maps, rivers, roads, where things actually are. What happened before, and who wrote it down, and what they left out. How a contract works, how a court works, who holds what and by what instrument.” She stopped. ”Cultivation braided through all of it, every year, from the first day. Not instead of. Through.”

Qin was looking at her the way a man looks at a sentence in a language he can nearly read.

”For children,” he said. It was not a question. It was a man checking that the words had arrived in the order he thought they had.

”Six to fifteen.”

”Ashford.” He said it slowly, and she understood he was not being obtuse. He was working hard, in a direction he had never once had cause to face. ”A school is where you are taught to cultivate. That is what the word has meant on this world since before this building was cut. What you have described is —” he moved one hand and could not find the end of it ”— a village that reads.”

”Yes.”

”And what has a village that reads got to do with holding this realm?”

+++

Jayde went to the window, because she needed something to do with her hands.

Far below, the forecourt was churned gray-white where the families had stood in the snow.

”Fever in a border province,” she said. ”Standing water, bad grain, eight villages. What happens now?”

”They send to the nearest Temple house, and they wait, and the house sends whoever it can spare, and it arrives late.” Qin’s voice was very level. ”I have signed the requisitions. I know precisely what happens.”

”Now put a woman in one of those villages who was in that school until she was fifteen. She knows fever comes off the water. She knows why. She moves the well before anybody dies and she doesn’t have to ask permission or wait for a robe.” She turned around. ”That’s nine years and one teacher. Do it again for the bridge that carries the grain, and the rotation that decides whether there is grain, and the map that says which road floods in Voidmarch. That’s a province that doesn’t fail in a bad year. Then the province beside it. That is what an army stands on, and there is no version of holding this realm that doesn’t run through a farmer who can read.”

”And the contracts,” Qin said. He let a beat go by. ”You put that one last on purpose.”

”I put it last because it’s the one you’ll have to defend to a council.”

”Say it anyway.”

”A person who can read the paper they’re made to sign cannot be told what it says.” She came back to the desk. ”That’s the whole of it. Not a rebellion, not a law, not a decree from anybody — just enough people, in enough provinces, who can read their own indentures and check a court’s arithmetic and know who owns the water. You cannot hold a population as property once it can do that. It stops being immoral and becomes impossible, and impossible is the only one that ever sticks.”

Heizan spoke for the first time.

”That is what they will fight you over,” he said. ”Not the crossbows. Nobody is going to care about the crossbows.”

”No. They won’t.”

Qin was quiet long enough that she heard somebody scraping ice off stone far below, and stopping, and starting again.

”Where does a person learn to make that list,” he said.

The answer was ready. She had been editing herself the entire time she talked — cutting where she had watched an order of battle come apart, and on what world, and how many times, and how old she had been the first time she counted grain against a marching table. He had earned every one of those. He was not going to get any of them. It was not distrust, and it was not going to feel like anything else from where he was sitting.

”Somewhere with a longer memory than this one,” she said.

Qin nodded once and did not ask again, and she added it to the list of things these two men had declined to ask her in a single afternoon.

He got up out of the chair. It took him longer than it should have, and he stood with his knuckles on three pages he had been quietly proud of an hour ago.

”I have held the only institution on this continent that could have done any of that,” he said, ”for ten thousand years.”

Nobody answered him.

”And I taught them to fight.” He reached for his coat. ”Boots. I am not doing the rest of this in a room with seven layers of ward on it.”

***

The eastern stair was open to the sky, and the cold came off the mountain in a slab.

She heard it two steps below the landing and stopped with her hand on the rail. Wind. It had a sound, and it had been making that sound the whole time, and four winters in that chair had never once let it through.

Qin descended without holding anything. Heizan came behind, barefoot on frozen stone, hands folded into his sleeves.

The rest of it came before the second tier.

”You can’t charter the lower school,” she said. ”A school needs a chartering authority, and an authority that can grant, can revoke. It doesn’t matter who holds the seat this year.” Her breath went out white. ”And the Temple reads that subject list in an afternoon.”

”It would not even be sudden. A funding review. Then a standards question. Then a joint oversight arrangement, with everybody in the room being reasonable.” Second tier. Core Class students went flat against the wall as he passed and did not look at the barefoot old man behind him. ”Then a subcommittee on a wet afternoon in the fourth decade, and a small ceremony, and a plaque.”

”So it can’t be new. It has to already exist, inside something nothing on this world can reach.”

He kept walking, which was an answer.

***

The stair ran out, and the mountain did not so much end as change its mind.

Where the last step met the rock, there was a course of stone that matched nothing above it, older and rougher, set so deep that the whole institution sat on it the way a helmet sits on a head. It had gone the color of weather. Where the low light caught it, there was script.

Qin crouched, which cost him, and put two fingers on the stone.

”Here is the piece you could not have worked out, because it is mine. A charter can be revoked by an authority that predates it, and everything on this world postdates this. The Temple was founded after the Sundering. Every noble house traces to a grant made after the Sundering. Courts, treaty bodies, arbitration panels, every magistracy and every seat any clan ever bought.” His hand stayed flat. ”This was laid when Doha was one world. There is no body in existence with standing to close it, because there is no body older than it. Obsidian cannot be shut. It can only be amended, and I am the only man alive who has ever tried.”

Jayde did not hear the end of it, because she was looking at the script.

She had known it was there. Knowing had been a fact, set down a long while ago, and an hour up that stair it had been the reason she kept her mouth shut while a headmaster used the wrong word for her father. Standing at the bottom of the whole institution and looking at his name cut into the stone it stood on was a different thing entirely.

The lichen in the third character had gone woody at the edges, and her hand had come halfway out of her sleeve before she stopped it.

Back it went, and in the cold it looked like nothing — a woman deciding against touching a wet rock.

”The Luminari built well,” Qin said, straightening.

She said nothing at all.

Second time. She had started counting, and it came easier than the first, and the ease was the part that frightened her.

***

Then Heizan took a board out from under his arm, and a stoppered pot, and she understood what the walk had been for.

The draft was four pages, weighted at the corners against the wind, and it was finished work. Every clause hooked into the one above it and reached up into the hundred and forty-seven pages sitting in a drawer four tiers over their heads. He had not attached anything to Obsidian. He had threaded it through, so that unpicking a lower faculty meant unpicking the intake ceiling, and unpicking the intake ceiling meant unpicking the Trial Tower, and by the fourth clause a man trying to close a school for six-year-olds would have to argue that the Academy had never lawfully existed.

Where the subjects should have been, there were two pages of ruled and empty lines.

”I can write the instrument,” Qin said. ”I cannot write that. I do not know what half of it is, and I will not have wrong words standing in a document that outlives everybody who could correct them.”

Heizan braced the board across his forearms without being asked, three fingers on one side and four on the other, dead steady.

Jayde pulled her glove off with her teeth.

The ink had thickened in the cold, and she had to work the nib twice before it ran. Then she started at the top of the first ruled line and wrote Letters, in a hand that went cramped almost at once, and did not stop.

Numbers. Measure. Materials. Bodies and wounds. Soil and season. Maps. What happened, and who kept the record. Instruments, contracts and courts. Cultivation, first year through ninth, braided. Then the second page, and the common year under it, and five track names in a script that had never been used on this world for anything at all.

”Once it’s filed, who holds it?”

”The instrument. Which belongs to the governing council, which answers to nobody on this world — and that includes you.” He said it without any softening. ”You may propose. So may a bursar. You cannot appoint, remove, set a syllabus, or close a faculty you have decided has gone wrong.”

She wrote on.

”Can I teach in it?”

”Not as you stand. Nobody holds a chair at Obsidian without a post, and you are on my roster as a Grade 2 Elite student called Ashford. The road from that line to a chair runs through examination, in public, by instructors who never went below.”

”And how long until the council sits?”

”I don’t know. It has never agreed about anything in ten thousand years.” He watched the page rather than her. ”I could sign a separate lower school into existence tomorrow morning, and you would have six-year-olds on that ground before Ashbloom. This is slower, and I cannot tell you by how much. You told me upstairs that seventy years is two generations and not one day more. I am spending your window, and I will not pretend that is free.”

Her hand had gone stupid with cold. The letters were coming out badly, and she did not stop to fix them, because nothing on that page could be corrected afterward and never would be again.

Jayde finished the last line, capped the pen, and handed it back.

Qin read it upside down where it lay, which she suspected he had been doing to other people’s documents for ten thousand years.

”Letters is first,” he said. ”Above cultivation. Why.”

”Because everything else on the list is out of reach without it.”

Above them, high in the Trial Tower, the bell went. Six.

Qin lifted the pages off the board, squared them against his forearm, and did not look at them again.

”Go where you are going,” he said. ”You have one bell and a long climb.”

Four paces up the stair, she turned.

”Four hundred and eleven. Out of fourteen hundred and three.”

”Yes.”

”Why not all of them?”

Qin paused on the step above without turning around.

”Because nine hundred and ninety-two of them want to go home,” he said, ”and you promised them they could, and I read the list before I wrote the posts.”

He went on up past her, Heizan barefoot behind him, and by the time she reached the second tier the mist had closed over the stair below, and she could not see the stone at the bottom of it at all.
