ASOIAF/Game Of Thrones: Ruler of Batannia

Jon drew a long breath and dragged the answer up out of everything he knew from before the dark and after it. “The Wall is a name. Eastwatch and the Shadow Tower are as good as abandoned. Castle Black has fewer than a hundred, most of them old, hurt, or hollowed out. The commander is Othell Yarwyck, an old steward, careful, and without boldness, and without hope. Tormund keeps to the Gift with the free folk who honor the settlement, and the peace between them and the Watch and the villages is thin as spring ice. If a well-armed force dressed as a great wildling band came out of the true north and stormed a remote castle, Eastwatch, or the Nightfort, the Wall as it stands could not hold it. And if there are bought men among the defenders, or poison in the pot the night before, it does not even come to fighting.”

“Bought men.” Arthur turned it over. “Petyr has worked the Vale for years and his fingers reach everywhere, and the Watch is full of the desperate and the exiled and the aggrieved. Cersei will have her own channels besides.”

“Then we warn the Wall. We strengthen the castles they would choose,” Alfie pressed.

“We warn, but we do not wake them.” Arthur shook his head. “The moment they know the plan has leaked, they strike early, or change the target, and we are worse off than ignorant. And a warning alone will not make the Wall defensible; there is nothing there to defend with. No. We play their play back at them.”

Every eye on him hardened with attention.

“They want a wildling invasion.” His finger came down on the valley below the Fist, where Torren’s strange gathering was thickening. “Then we will let them see one. We will make them believe their actors are in place, or about to merge with the real thing. Torren, send your best men, the ones who know the Gift’s ground and the free folk’s ways, into the bands gathering below the Fist. Do not stop them. Do not warn them. Help them gather. Feed the fire. Let word run through the tents that the south, meaning the imposters of the Vale and King’s Landing, has sent fine weapons and winter grain to fund a strike below the Wall, to take back the lost hunting grounds and the warm lands. Wake the chiefs’ ambition and their fear together. I want that valley to become a true volcano, boiling and visible. But when it erupts, and where the fire flows, we decide.”

Torren’s eyes flashed with understanding, and he nodded once, heavily. “It will look real. And it will be dangerous enough to be believed.”

“Next.” The finger moved to Queenscrown. “Alfie. Under the name of border patrols against wildling movement, take Karhold’s best and move on Queenscrown in secret. Do not enter it. Lie up at the choke points outside. The moment those caravans come into the ground, or unknown armed men begin to gather, you strike, as bandit suppression, as smuggler interdiction, whatever the parchment needs to say. Surround them, annihilate them, no survivors, and take every wagon and every scrap of evidence. Fast, hard, and silent. The directors and the leading men Petyr has sent are going to vanish on the snows of Queenscrown before they ever step onto their stage.”

Something cruel and glad crossed Alfie’s face, and he pressed his fist to his chest. “As you command, my lord. Karhold’s fury will not leave them ashes.”

“The Wall.” Arthur turned to Jon, and his tone changed weight. “Jon, you go back to Castle Black, now, and in secret. You cannot be seen. Work through Yarwyck, or through the few brothers you trust with your life, and prepare in the dark. The point is not to hold every castle; nothing alive could. The point is absolute control of Castle Black, the gates and the Lord Commander’s Tower above all. And send reliable men, as routine patrols, as deserter hunts, to watch Eastwatch and the Nightfort. Anyone sniffing at the guards, buying them, or moving where no one should move, is taken or removed at once. Whatever inside men they have, they will not open a gate at the wrong midnight. Not one.”

Jon straightened his weakened body by plain will, and the fire in him then was the same guardian’s fire that burned in Arthur. “Castle Black is mine. While I breathe, no traitor fouls the oath of the Watch, and no blade comes through the Wall’s defenses from behind.”

“Last.” Arthur’s gaze went into the shadows, to Marco, and somehow past him. “Marco. Everything Grey Shadow has in the Vale and King’s Landing, spent without counting. I want the authors of this operation, the commanders at its core, each party’s stake and each party’s true goal. Petyr and Cersei above all: partners, or each using the other; where each one’s floor lies, and what each expects to harvest. And I want to know how they break when the plan breaks. Do they go quiet, or do they go mad and come at us in the open?” He paused. “And one thing more. Let a little vague intelligence slip, by accident, to Tyrion Lannister on Dragonstone. Unusual grain movements in the North. Suspicious armed gatherings. Nothing explicit. Enough to give him doubt, and turn his eyes a degree northward. We need potential allies. Failing that, we need meddlers who would hate to see the Vale or King’s Landing win anything cheaply.”

Marco inclined his head, the false eye catching the fire with a cold glint. “Understood. The shadows will bring us the truth, and deliver our regards where they are owed.”

The orders meshed one into the next like gears finding their teeth, and the air in the cellar changed, shock and anger compressing into something quieter and more lethal. A conspiracy against a conspiracy: a counterstroke written directly into the enemy’s own script.

Arthur looked around the table one last time, and his voice came low and carrying. “We are facing the most cunning schemers and the maddest rulers the Seven Kingdoms own. If their plan succeeds, the North is finished, the west and the Trident follow it, and the balance of all Westeros shatters. There is no road backward, and there is no version of this we are permitted to lose. The operation is named Breaking Dawn. At the hour they believe darkest and surest, we tear off the disguise, drag the plot into the light, and bring the thunder of the counterstroke down on their own heads. Absolute secrecy. Ruthless execution. For the North, for Stark, and for the true peace of the ground under our feet, move.”

“As you command.” It came from every throat at once, low, like animals agreeing.

The torches cracked and spat, throwing the group’s silhouettes huge and grim against the stone, a ring of silent beasts in the instant before the spring. Over the North the sky stayed grey and cold, and in the deep places of Oath Keep a thunderclap fit to split the long winter was quietly building, its fuse held steady in a handful of very cold, very sure hands.

Casterly Rock, the duke’s study. Beyond the window lay the grey winter sky of the west and the cold breath of the sea; within, the fire roared and warmed nothing important. Arthur had ridden from Oath Keep through the nights without pause, and the North’s chill still seemed to hang in his cloak when he came through the door, where Steward Alwin was already waiting with a stack of urgent reports and sealed letters and a face to match them.

“My lord. You have returned. The North—”

“Arranged. Now we wait and watch.” Arthur took the reports and went through them fast, and the top few, from the watch posts on the Reach–Dorne border and from traveling merchants, smelled of blood between the lines. Large-scale fighting had erupted near Cider Hall and Blackhaven; the armies of the Reach and Dorne were fully engaged, better than twenty thousand committed on either side; the Dornish worked the mountains and rivers in their endless flanking style while Randyll Tarly fought his steady, walled-in war and paid steadily for it; both sides were reinforcing, and the thing was still growing. A year of border friction had finally crossed its line. After Dorne swallowed the Stormlands, its frontier with the Reach had stretched long and raw, and between Tarly’s hard defense and Oberyn’s appetite, the spark had only ever been a matter of when.

Arthur set the report down without expression. The Reach and Dorne at open war was risk and opportunity in the same envelope. Risk, because southern fire spreads, touches trade, and drags in neighbors. Opportunity, because the Reach’s whole attention was now nailed to its south, and his shadow war with Petyr, and the operation ripening in the North, had just been bought a looser sky.

The next letter wore special wax and a faint dragon in the seal: a formal diplomatic letter from Dragonstone, issued in the name of Queen Daenerys Targaryen, and drafted, unmistakably, by the hand of Tyrion Lannister. It congratulated the west on the stabilization of its realm; it observed that the war for the capital had entered its decisive stage; it noted that Cersei fought like a cornered beast while her rear crumbled under the Dornish expansion and the Reach’s distraction; and it proposed, with every courtesy, coordinated operations, a pincer of east and west, in which the Westerlands and Riverlands might play an important role, whether by pressing King’s Landing from the west or at the least by holding the Vale and the Reach in check. And at the end, as if in passing, Tyrion mentioned certain recent and troubling rumors out of the North, and asked the duke’s opinion of them. A Tyrion letter to the bone: a demand, a probe, and room to maneuver, all folded into one sheet.
