ASOIAF/Game Of Thrones: Ruler of Batannia

And some of it did not move north at all, because it did not need to. In the quiet of his study Arthur opened the old panel, which had gone so long unread that he half expected it to have rusted shut, and found it waiting with a patience that had never once been companionable.

He confirmed it, and four hundred and forty men who had not existed that morning were on the roads north within the week, wearing the faces of craftsmen and refugees and carrying tools over their weapons. The gold hurt. It hurt less than the years of training would have cost him, and Arthur had run out of years to spend.

Arthur’s purpose was exact. While every power stared at the great battlefields and agreed among themselves that the west could not lift its eyes from its own wounds, he was building, in a forgotten and barren-seeming corner of the North, a strategic reserve answerable to him alone: loyal, trained, and fitted to the harshest country and the strangest wars the future might hold. It was not meant for the Trident, nor for Highgarden, nor for the North’s own quarrels. It was insurance: a seed in winter ground, and a card heavy enough, at the right hour, to break a balance or protect the one thing that could not be lost.

So the year passed. The west and the Trident limped out of their wounds, the river country’s rebuilding began to pay, the economy breathed, the people settled by a degree, and far to the north, in Oath Keep’s shadow, a silent strength grew wild. The intelligence of every court still read the same line, the Westerlands broken, war potential nil, which was both the illusion Arthur had built and the disguise he maintained with a craftsman’s care. The board of Westeros churned with the death-struggle in the east and the grinding of Highgarden on Dorne, and under those loud rapids, deep in the frozen north, another current gathered in silence, waiting for the day it would break through the ice.

In his study at Casterly Rock, Arthur read the latest Deep Roots report, written in a cipher that lived in fewer than ten heads, and his face showed nothing at all. The shadow war with Petyr was far from finished; the Reach and Dorne still stood at his borders; the outcome in the east would bend the whole continent. But in his hand, at last, was a card more hidden and more potent than any open army, treasury, or province. He would not spend it lightly. He would wait for the exact hour, and arrive, when he arrived, in the one way and at the one moment that no one on the board had priced.

Deep in the cellars of Oath Keep, torchlight stretched the shadows on the rough stone into long, twisting shapes, and the air carried rust, wet earth, old tallow, and something that had no name and was made of tension and expectation in equal parts. A great sand table filled nearly the whole chamber: mountains rising, rivers winding, tiny castles and banners scattered across a miniature of the entire North and a stretch of the lands beyond the Wall.

Around it stood five people. At their head, Arthur, leaner than he had been a year ago, the lines of his face cut sharp by the firelight, and behind his eyes the particular calm of a man who had spent years being attacked in the open and undermined in the dark and had survived an education in both. Beside him, Jon Snow, newly awake, his face still paper-pale, wrapped in heavy furs and leaning on a rough staff, but with his grey eyes steady as old ice, fixed on the ground around Winterfell and Moat Cailin. Third, Lord Alfie Karstark, and nothing remained in him of the arrogance he had once worn in Karhold’s hall; what stood there now was loyalty sharpened almost to fanaticism, and an excitement he did not bother to hide. His finger moved along the passes between Karhold and Last Hearth. “Scouts report that three days ago, three merchant caravans under three different trade banners, guarded far too well for merchants, came through Weeping Willow Pass and the Frostfang Path. All three tracks bend toward Queenscrown. The goods rode under lashed oilcloth, and the wheel ruts cut deep, no ordinary cargo. And the fragments we intercepted are in Vale cipher. The words that repeat are winter grain, deposit, and ship upon arrival.”

The fourth was the young master of Oath Keep himself, Torren Flint, short, thick-built, and sparing with words in the manner of his blood. He drew a slow, firm circle with a thin stick around the land north of Winterfell and the edge of the Gift. “Several of the larger free folk bands have moved strangely this past month. They were scattered across the Gift. Now they are converging on the valley below the Fist of the First Men. Our men got close enough to see them laying in winter jerky and furs, and sharpening weapons, and drilling, and not in their own way. Formations. Coordination. A few former rangers who came off the Wall say the style smells of the mountain clans of the Vale.”

The fifth kept to the shadows of the corner, nearly part of them, and only when he shifted did the torchlight cross the ruined scar of his face and the cold glass of his false eye. One-Eyed Marco, now one of the true heads of Grey Shadow’s web in the North and beyond the Wall, did not look at the table at all. “In King’s Landing, seven of the Spider’s threads have been cut. The last message that came through confirmed this: two months ago, through a Braavosi middleman, Cersei ordered exactly two hundred sets of fine studded leather and bone weaponry, wildling work, or work that could pass for it, from a certain sellsword king across the narrow sea. The requirements were sturdy, cold-proof, and light for long carrying. The delivery point was left vague, but the trail bends toward a lonely beach north of White Harbor. And one thing more. Lord Tyrion on Dragonstone has grown curious about the North’s unusual quiet. His people have been calling on House Manderly, asking after grain prices and the state of the Night’s Watch.”

Silence filled the cellar, broken only by the torches and by breathing that everyone was keeping deliberately slow. The scattered clues strung themselves onto a single invisible thread, and the thread led to a conclusion cold enough to reach the bone.

Jon raised his head slowly, and the fire in his grey eyes was a direwolf’s. His voice shook, from weakness and from rage, and it did not stop. “They are not infiltrating. They are not buying grain. They mean to manufacture a wildling invasion. Break the Wall, sack the North. The Vale supplies the doctrine and the disguised elite. King’s Landing, or one of Cersei’s mad allies, supplies the gear, and perhaps a core of sellswords. And the intelligence we let them steal, the Watch collapsed, the North empty, the famine spreading, becomes the invitation. Once the wildlings, the false ones, are through the Wall and at the gates of Winterfell, they can arrange a tragedy for Bran, and for the Stark blood entire.”

“At which point,” Arthur said, calm as the low pressure before a storm, “the savior of the Vale answers the desperate pleas of the northern lords. To restore order, to resist savagery, to rescue his allies, he reluctantly marches a great host north. Petyr installs a puppet, some malcontent lord, some distant Stark cousin he owns, or takes the North outright as Protector, or Regent. And Cersei uses the same fire to burn away the criticism of her war in the east, and gathers power back into her hands in the name of defending the unity of the realm against the northern threat.”

“A false flag, planned to the stitch.” Alfie’s fist came down on the table’s edge hard enough to make the little banners shiver. “Blamed on the free folk, executed by the Vale and King’s Landing in step. If it works, the North becomes their toy, the name of Stark is filth in every mouth, and we,” he looked from Arthur to Jon, “we are shut out entirely, or framed as the ones who conspired with the wildlings to burn it all.”

Torren Flint’s knuckles had gone white around his stick. “And the timing is poison. The dragon and the lion at their peak, the Reach and Dorne grinding at each other, every eye south. Even if we see it, we cannot march a great army north in time, and we could never prove to the other powers that it was a plot and not a true invasion. By the time anyone reacts—”

“By then Winterfell has fallen, the North is chaos, and the thing is done,” Arthur finished. He bent over the table, studying Queenscrown, the Fist, Moat Cailin, Winterfell, and the line of forts along the Wall, and his mind ran through intelligence, terrain, forces, and time at a speed he did not let show. “Their plan is thorough. It is not without seams. First, they need time to assemble their costumed force and its supplies and move them to the jumping-off points. Second, they need the Wall’s defense to be fragile at the chosen hour, or they need men inside it. Third, they need a convincing spark, something to light the invasion and make the Vale’s rescue look natural afterward. Fourth, they need the truth suppressed, or drowned in noise, long enough to matter.”

He looked at Jon. “The Wall. What is it now? How many brothers can be trusted? Who commands the forts that matter?”
