ASOIAF/Game Of Thrones: Ruler of Batannia

While the border bled in small cuts, the west and rivers were made to work.

Arthur understood the usefulness of fear, but fear alone was a brittle tool. Hammer a land too hard and it cracks. Hammer only the lords and feed the people, though, and a clever man may convince both that the sound is progress. After the armed progress and the first successes on the Reach border, the decrees of reconstruction moved faster than any decree had a right to move in Westeros, where even a broken bridge could become the subject of a three-generation dispute if two minor houses were bored enough.

Tax collectors reached towns that had delayed them. Sheriffs appointed by Casterly Rock and the Trident rode with small escorts and larger authority. Private tolls vanished from river roads. Grain stores were counted. Mills reopened. Road crews appeared along routes that had been left rutted and dangerous since the War of the Five Kings. The Twins, Stoney Sept, Seagard, Lannisport, Goldentooth, and Casterly Rock became the pins around which the new order was pulled tight.

Alwin nearly drowned beneath the work and somehow remained alive. His ledgers multiplied. His clerks multiplied. The complaints certainly did. He sent Arthur figures each morning and warnings each night. Costs rising. Grain movement improved. Canal works delayed by rain. Merchant guilds demanding assurances. River levies short on boots. Western smithies ahead of schedule. Three lords protesting tax reassessment. Two lords suddenly discovering loyalty after the Bannermen Guard camped near their cousins. One town requesting a sept, a granary, and lower duties, because apparently modesty had also died at the Wall.

Diana moved between Casterly Rock, Stoney Sept, and the Twins with a ruthlessness wrapped in civic virtue. She arranged storage depots, disciplined local officials, settled jurisdictional disputes, and made river merchants sit in the same room as western factors until they remembered profit was more attractive than pride. Men twice her age learned not to arrive unprepared. A few tried flattery. They learned that Diana preferred numbers, and numbers rarely blush.

Lady Alianna did her part from within the Rock. Charity workshops opened under her patronage for widows, wounded soldiers’ wives, and displaced riverwomen skilled in spinning, dyeing, mending, embroidery, and finer clothwork. It was mercy, yes. It was also production, reputation, and surveillance in the most respectable form imaginable. Women brought cloth, stories, grievances, rumors, and loyalties into those rooms. The looms produced fabric. The conversations produced far more.

Even Lady Leonie Lefford praised the idea in public, though her smile suggested that praise remained painful.

The Harvest Festival preparations became more than celebration. Arthur had no appetite for empty triumph, but Alwin, Diana, and Alianna together convinced him that a realm rebuilt only with orders begins to feel like a barracks. The people needed signs: grain piled high, music in the streets, prizes for good harvests, public honors for veterans, dowries for widows remarried with consent and dignity, remission of certain debts, and tables where river bread and western wine were served together.

“Symbols matter,” Alianna told him one evening.

Arthur looked up from a report about burned Reach wagons. “I know. I keep being attacked by them.”

“Then use gentler ones.”

He considered that. “How expensive is gentler?”

“Less than rebellion.”

Alwin, who had been standing nearby with three tablets and the expression of a man spiritually hunted by sums, whispered, “She is correct.”

So the festival was planned.

Across the Riverlands, newly sworn lords were ordered to send representatives, grain tallies, lists of widows and wounded, and proposals for repairs. Across the Westerlands, old houses were invited to show their loyalty through contributions of cattle, coin, timber, cloth, or public enthusiasm, the last being cheapest and therefore very popular. In market squares, criers announced work-for-pay projects: roads, bridges, canals, granaries, workshops, river docks. Men who might otherwise have become bandits took wages instead. Not all of them, obviously. Some people insist on making poor career decisions.

The system continued to move beneath Arthur’s thoughts like a second ledger no maester could see. New settlement zones marked themselves in his mind. Irrigation projects required labor, timber, stone, and time. Battanian Peasants took to the land with unsettling seriousness, testing soil, repairing terraces, clearing neglected fields, and arguing over drainage as if salvation itself depended on ditches. Perhaps it did. The green pulse stirred faintly wherever work took root, not as a blaze, but as a living warmth beneath the skin of the land.

Arthur did not speak of that in council. Men tolerated roads and grain better than invisible pulses beneath the earth. Humanity had limits, which was rude but consistent.

The Bannermen Guard trained outside Casterly Rock and along the river routes. Kator returned to command properly, though Diana still watched him like a woman expecting him to reopen his wounds through sheer stubbornness. Beland drilled mixed companies of western and river men. Veterans taught recruits how to march, camp, scout, eat quickly, sleep lightly, and keep their boots dry if they wished to keep their feet. The lesson about boots proved more persuasive than speeches about duty.

The border war fed the training camps with harder men. Recruits who survived the hunting bands returned to teach others what Reach discipline looked like when it came at you through smoke. Those who had seen One-Eye Marco work an ambush learned quickly that courage without timing was just suicide wearing a clean shirt. Those who trained under Night Owl discovered that darkness belonged to men patient enough to earn it.

Randyll Tarly responded with pressure of his own. Reach patrols grew more cautious, better armored, and more numerous. Supply convoys moved under heavier guard. Scouts began using hounds. A few western hunting bands were caught. One entire team of Volunteers disappeared near a wooded ravine south of Pheasant Hall, and three days later their bodies were found hanging from an oak with roses cut into their chests.

Arthur read that report twice.

Then he ordered the next series of strikes to avoid mutilation in kind. “We are not Reachmen,” he said.

Smith’s mouth tightened. “The men will want blood for blood.”

“They will get blood. Not theater.”

That distinction mattered to him. It did not always matter to the dead, but governance required pretending lines existed so men would not become entirely honest about themselves.

The western answer came in burnt bridges, captured scouts, and three Reach supply stores emptied and fired in a single night. No bodies were displayed. No messages carved into flesh. Only one plank was left beside the road near Old Oak, painted with a simple line: The border remembers.

Tarly understood. Olenna would understand better.

Within Casterly Rock, the invisible pressure eased by degrees. The lords who had murmured before the armed progress became louder in support of reconstruction. Those who hated Arthur now did so more privately. Letters from river houses began including requests for engineers, smiths, and seed grain rather than excuses. The Mallisters offered ships to help secure river-mouth trade. Darry proposed horse-breeding support for the new army. Maidenpool merchants asked for reduced duties in exchange for guaranteed transport of cloth and salt fish. Men began trying to profit from Arthur’s order, which was when he knew the order had become real. Morality wavers. Profit commits.

The first reports from the Harvest works were better than expected. Fields long abandoned near Stoney Sept were cleared. Small canals fed two valleys west of the Red Fork. Lannisport shipyards laid down new merchant hulls and armed escorts. Granary frames rose along the Golden Road. Smith’s patrols reopened a hill route that bandits had held for years, killing some, recruiting others, and hanging the rest after trials short enough to be efficient and long enough to be called law.

At night, Arthur stood often at the windows of the Rock, looking down on Lannisport’s lights and the ships beyond. The south still burned. Cersei raged in King’s Landing. Daenerys gathered strength at Dragonstone. The Reach squeezed. Euron haunted the seas like a bad smell with sails. The Riverlands were still wounded. The Westerlands still grieved. His treasury still bled worse than some soldiers.

Yet beneath all of it, something tightened and grew.

Not peace. Peace was too large a word and too easily mocked by reality. Not prosperity either, not yet. But capacity. Roads that worked. Taxes that arrived. Men who obeyed one command. Rivers that moved grain. Ports that sent ships. Workshops that armed soldiers. Women who stitched alliance over tea. Smallfolk who saw coin for labor and began to believe the new lord’s promises might not be entirely ornamental.

The iron fist had driven the nails down.

The golden harvest would have to hold the boards together.

Arthur knew the work ahead would be longer than war. Worse, it would be less dramatic, which meant fools would underestimate it. Good. Let them. Men who saw only battles often missed the granaries that decided them.

In the south, crowns and dragons drew eyes.

In the west and rivers, a realm was being remade, field by field, road by road, levy by levy, scar by scar.

And between Pheasant Hall and Old Oak, the thorns kept hunting.
