The Imperial System: Architect of an Empire

The next morning, Blackwood Manor awoke before the sun.

Servants hurried through the halls carrying ledgers, letters, and breakfast trays. Stable hands prepared horses while guards rotated their watch atop the manor walls. From the kitchens drifted the smell of fresh bread, herbs, and roasted potatoes.

The estate, once quiet and forgotten, had begun to breathe again.

Not because it had more servants.

Because everyone had a purpose.

Kael stood in the manor’s study with a large map spread across the table.

Unlike the military maps used in the Imperial Palace, this one was worn and incomplete. Villages had faded names. Several roads weren’t even marked anymore.

He frowned.

”This can’t be the newest map.”

Edwin adjusted his glasses before looking closer.

”It is.”

Kael looked up.

”It can’t be.”

”It is.”

”The last official survey of Blackwood was... eighteen years ago.”

The room fell silent.

Lily, who had been organizing scrolls nearby, looked over in surprise.

”Eighteen years?”

Edwin nodded.

”The Baron’s office was responsible for updating territorial records.”

”They never did.”

Kael slowly ran a finger across the map.

”So we’ve been governing blind.”

He rolled up the parchment.

”We’re making a new one,” Edwin blinked. ”A new map?” ”A complete survey.” ”Every village.” ”Every road.” ”Every bridge.” ”Every river.”

Bram raised an eyebrow.

”That’s months of work.”

”Good.”

”Then we’ll start today.”

Before anyone could ask another question, a knock echoed through the study.

Knock. Knock.

A young maid stepped inside and bowed.

”Your Highness.”

”The village elders have arrived.”

Kael looked toward Edwin.

”I invited them.”

Edwin smiled.

”I know.”

”They’re waiting in the courtyard.”

A few moments later, Kael stepped outside.

Nearly twenty people stood gathered beneath the ancient oak tree at the center of the manor grounds.

Some leaned on walking sticks.

Others wore faded work clothes.

There was Walter.

Master Rowan.

Garrick.

Ethan.

Along with several faces Kael hadn’t met yet.

The moment they saw him...

Nearly everyone bowed.

Kael immediately raised a hand.

”Please.”

”You don’t need to do that.”

The elders exchanged uncertain glances.

Walter chuckled.

”It’s habit, Your Highness.”

Kael walked into the middle of the gathering instead of standing on the stone steps above them.

”I didn’t invite you here to remind you I’m a prince.”

”I invited you because you know Blackwood better than anyone.”

Several of the elders looked at one another.

No prince had ever asked for their opinions.

Kael looked around the circle.

”I have a question.”

”What is Blackwood’s greatest problem?”

Silence.

Not because they lacked answers.

Because they had too many.

Finally, an elderly shepherd spoke.

”The roads.”

”If it rains, wagons sink before reaching the market.”

A woman who managed one of the villages shook her head.

”No.”

”It’s medicine.”

”My granddaughter died because the nearest healer lived two villages away.”

Another elder disagreed.

”We need irrigation.”

”Our southern fields dry out every summer.”

Before long, everyone was talking.

Not arguing.

Discussing.

Kael remained silent.

Listening.

Lily noticed he hadn’t written a single word.

She leaned closer.

”Aren’t you taking notes?”

Kael smiled.

”I don’t need to.”

”They’re telling me something much more important.”

The discussion continued for nearly an hour.

Some problems repeated.

Others surprised him.

One fisherman explained that merchants avoided Blackwood because the roads damaged their wagons.

A hunter complained that wolves had become more aggressive because abandoned farms were spreading into the forests.

An old teacher spoke quietly about children growing up unable to read.

Every story revealed another piece of Blackwood’s decline.

When the voices finally settled, Kael stood.

”I’ve listened.”

”And now I understand something.”

He looked around the circle.

”None of you asked me for gold.”

”No one asked for titles.”

”No one asked for favors.”

”You asked for things that should already exist.”

Roads.

Schools.

Bridges.

Doctors.

Markets.

Things every territory should have.

He unrolled the old map across a wooden table.

”I can’t promise everything will change tomorrow.”

”I won’t lie to you.”

”If I do that, I’ll become no different than the men who ignored you.”

The elders quietly nodded.

”But...”

Kael picked up a piece of charcoal.

”I can promise this.”

He drew a large circle around Oakridge.

”This...”

”...will no longer be the only village anyone remembers.”

He turned toward Walter.

”How many villages are in Blackwood?”

Walter thought for a moment.

”Eleven.”

Kael wrote the number down.

”We’re going to visit all eleven.”

One by one.

”No village will be ignored.”

”No elder will be forgotten.”

”And no report about Blackwood will ever be written...”

”...without someone from Blackwood standing in the room.”

The courtyard became completely silent.

Those weren’t the words of a prince trying to impress them.

Those were the words of someone making a promise.

The system appeared.

Kael dismissed the notification.

There was something more important happening.

Walter slowly stepped forward.

He removed his old hat.

”Your Highness...”

His voice carried the weight of seventy years.

”I’ve lived through the rule of three governors.”

”I’ve watched two barons come and go.”

”I’ve seen princes visit Blackwood exactly twice.”

He smiled sadly.

”None of them ever asked us what we thought.”

The old man placed his hand over his heart.

”I don’t know if you’ll succeed.”

”I don’t know if you’ll become emperor one day.”

”But...”

He looked around at the gathered villagers.

”...for the first time in a long time...”

”...I think Blackwood has someone willing to fight for it.”

No one applauded.

No one cheered.

Instead...

Every elder removed their hat.

One after another.

Not because Kael demanded respect.

Because they chose to give it.

Kael lowered his head in return.

”I’ll do everything I can to be worthy of it.”

From the balcony above, Edwin quietly watched the scene.

Lily stepped beside him.

”I’ve never seen anything like this.”

Edwin smiled.

”Neither have I.”

His eyes remained fixed on Kael below.

”The late Empress once told me that there are two kinds of rulers.”

”The first make people fear disappointing them.”

”And the second...”

He watched as Kael laughed with Walter over an old story.

”...make people afraid of disappointing themselves.”

Lily looked down at the courtyard.

”Which one is His Highness?”

Edwin didn’t answer immediately.

A smile slowly crossed his face.

”I believe...”

”...we’re watching him become the second.”

As the meeting ended and the elders began walking home, a lone figure stood hidden among the trees beyond the manor walls.

He wasn’t dressed like a spy.

He wore the robes of a traveling merchant.

A small notebook rested in his hand.

He had written every word Kael spoke.

Closing the notebook, he whispered to himself,

”So that’s why Lord Halwen is worried...”

He turned his horse toward the eastern road.

”The prince isn’t buying loyalty.”

”He’s earning it.”

The rider disappeared into the forest.

By nightfall...

His report would reach Baron Cedric Halwen.

And for the first time...

The Baron would realize he wasn’t facing an inexperienced seventeen-year-old prince.

He was facing someone who intended to change the rules of the game.
