The Imperial System: Architect of an Empire

The tax collectors remained in the village for nearly another hour.

Kael didn’t interfere.

He didn’t speak.

He simply watched.

Every coin that entered the wooden chest was carefully recorded in the leather ledger carried by the young clerk. Every sack of grain was weighed before being loaded onto a wagon. Even livestock was marked with red wax before being taken away.

It was organized.

Too organized.

This wasn’t random corruption.

Someone had built a system around it.

Kael folded his arms.

”Edwin.”

”Yes, Your Highness?”

”Has House Halwen governed Blackwood long?” Edwin thought for a moment before answering.

”Almost twenty years.”

Kael raised an eyebrow.

”Twenty?”

”Yes.”

”I thought Father appointed governors every five years.”

”He does.”

”So why is Baron Halwen still here?”

Edwin’s expression became complicated.

”He was... recommended.”

”By whom?”

”The Imperial Treasury.”

Kael slowly turned his head.

”The Treasury?”

Edwin nodded.

”Every report praised him.”

”’Tax revenue increased.’”

”’Bandit attacks reduced.’”

”’Agricultural production stabilized.’”

He gave a bitter smile.

”The reports painted Blackwood as one of the Empire’s quietest territories.” Kael looked around the village.

Broken fences.

Empty storehouses.

Children wearing patched clothing.

Old men working fields they were too old to cultivate.

Quiet?

No.

Forgotten.

The collectors finally finished their work. The captain climbed back onto his horse. His eyes swept across the villagers one last time.

”Remember.”

”The next collection will be exactly one month from today.”

”If anyone attempts to hide property...”

He let the sentence hang.

No threat followed.

It didn’t need one.

The villagers already knew the consequences.

The riders turned their horses and began leaving the square.

Only when they disappeared over the hill did the village breathe again.

Conversations slowly returned.

Children cautiously resumed playing.

Merchants uncovered their stalls.

It was like watching winter give way to spring.

Walter approached Kael carrying two wooden cups.

”I don’t have tea.”

He laughed awkwardly.

”So... water will have to do.”

Kael accepted the cup with a smile.

”I’ve had worse.”

Walter looked him over.

”You aren’t a merchant.”

”No.”

”A scholar?”

”No.”

Walter scratched his beard.

”I’ve been trying to figure you out all day.”

Kael chuckled.

”And?”

”I’ve failed.”

Lily couldn’t help smiling.

”You aren’t the first.”

Walter took a slow drink before speaking again.

”You asked many questions.”

”But you never judged us.”

”Most nobles arrive already convinced they know everything.”

Kael leaned against the old well.

”My father taught me something.”

Walter looked surprised.

”He said...”

”’A ruler who speaks before listening only hears his own voice.’”

Walter remained silent for several seconds.

Then he laughed.

”A wise man.”

”He is.”

Nearby, a little girl no older than eight stared at Kael from behind her mother’s skirt.

Every few seconds she peeked out.

Then hid again.

Kael pretended not to notice.

Finally...

She gathered enough courage to approach.

She held something behind her back.

”For you...”

Kael crouched so they were at eye level.

”For me?”

She nodded.

Slowly, she revealed a tiny loaf of bread.

It was misshapen.

Slightly burned.

Obviously homemade.

”My grandma made it.”

”You helped us carry Mister Walter’s cart.”

”So...”

”We wanted to say thank you.”

Kael looked at the bread.

Then at the little girl’s hopeful eyes.

He accepted it with both hands.

”I’ll treasure it.”

The girl’s smile lit up the square.

It was the first genuine smile Kael had seen all day.

The system chimed softly.

Loyalty cannot always be purchased.

Sometimes...

It begins with kindness.

Kael mentally smiled.

”I like this reward more than experience points.”

The System, as usual, said nothing.

As the afternoon sun drifted lower, Kael wandered deeper into the village.

The homes grew smaller.

The roads are narrower.

Eventually they reached the edge of Oakridge, where an old watermill stood beside the river.

Its great wheel no longer turned.

The paddles had rotted away years ago.

A young man sat on the riverbank throwing pebbles into the water.

He couldn’t have been older than twenty-five.

Strong shoulders.

Powerful arms.

Callused hands.

Yet instead of working...

He simply stared at the river.

Kael approached.

”Beautiful view.”

The young man snorted.

”I suppose.”

”You don’t sound convinced.” ”Beauty doesn’t feed anyone.” Kael sat beside him without asking permission.

For several minutes...

Neither spoke.

Only the sound of flowing water filled the silence.

Finally, Kael asked,

”You own the mill?”

”My father did.”

”What happened?”

The young man picked up another stone.

”The wheel broke.”

”We asked the Baron’s office for timber.”

”They refused.”

”We offered to repair it ourselves.”

”They taxed the lumber.”

”We couldn’t afford it.”

”So...”

He tossed the stone into the river.

”The mill died.”

Kael looked at the massive wooden structure.

Without the mill...

Farmers had to grind grain by hand.

That meant less flour.

Less bread.

Higher prices.

One broken waterwheel...

Affected an entire village.

His mind immediately connected the pieces.

The broken well.

The damaged bridge.

The collapsed irrigation canal.

The abandoned mill.

None of these problems required extraordinary magic.

None required legendary heroes.

They simply required someone to care.

As Kael studied the waterwheel, another blue screen appeared.

Kael brushed the dust from his cloak.

”To find some timber.”

The young man laughed.

”You’ll need more than timber.”

Kael looked back at the silent mill.

Then at the river rushing past it.

”No.”

”We’ll need hope.”

He smiled.

”And that’s much easier to build.”
