Morning came quietly.

Too quietly.

Kael stood beside the lake, watching the mist slowly disappear from the water.

The ruins beneath the surface were no longer visible.

The guardian was gone.

The strange blue glow had vanished.

Even the mysterious egg had returned to its normal state.

For once, Kael decided not to investigate.

There were already too many unanswered questions.

The expedition needed to move.

They were close to the capital now.

And after everything that had happened, Kael wanted to get his soldiers and the civilians home safely.

By midmorning, the camp had been dismantled.

The expedition moved west.

The road was much wider now.

Merchants occasionally passed them.

Caravans traveled toward the capital carrying food, cloth, weapons, and other goods.

The sight of ordinary travelers was strangely comforting.

For several hours, nothing happened.

Then they found the first wagon.

It had been abandoned beside the road.

Two horses were still tied to it.

Their eyes were wide with fear.

Kael dismounted.

”Stop the column.”

The expedition halted.

Darius approached.

”What happened?”

Kael examined the wagon.

No blood.

No bodies.

No broken weapons.

The supplies were still inside.

Walter looked around.

”Who leaves a wagon full of goods behind?”

Grom appeared from the trees.

”I found tracks.”

Kael looked at him.

”Human?”

Grom shook his head.

”Some.”

”Some?”

”Human tracks.”

He pointed toward the ground.

”And monster tracks.”

Kael frowned.

”Where do they lead?”

”Into the forest.”

Kael looked at the abandoned wagon.

”How old?”

”Maybe a few hours.”

Colonel Gareth approached.

”Could be an attack.”

Kael nodded.

”Maybe.”

He looked toward the road.

”Send six soldiers.”

The noble officer who had argued with Kael during the expedition immediately spoke.

”Six?”

Kael turned.

”Yes.”

”Why not twenty?”

”Because we don’t know what we’re dealing with.”

The officer frowned.

”That is exactly why we should send more.”

Kael shook his head.

”Sending more people into an unknown situation doesn’t make them safer.”

He looked at Darius.

”You lead.”

Darius nodded.

”Grom?”

”Already moving.”

The six soldiers entered the forest.

Kael waited.

Ten minutes.

Twenty.

Thirty.

Nothing.

Then—

A whistle came from the trees.

Grom emerged.

”Found them.”

Kael immediately followed.

The forest opened into a small clearing.

Three merchant wagons were overturned.

Several people sat against the trees.

Alive.

Injured.

Surrounding them were seven armed men.

They weren’t Imperial soldiers.

They wore mismatched armor.

Bows.

Swords.

Spears.

One carried a massive axe.

Kael immediately recognized the type.

Hunters.

Not soldiers.

They had trophies hanging from their belts.

Fangs.

Claws.

Monster scales.

Darius whispered:

”Monster hunters.”

Kael nodded.

One of the hunters noticed them.

”Imperial soldiers.”

His hand moved toward his sword.

Kael raised his hand.

”Nobody draw.”

The hunter laughed.

”We weren’t attacking them.”

Kael looked at the merchants.

One merchant immediately shouted:

”They robbed us!”

The hunter’s expression changed.

”We took payment.”

”Payment for what?”

”For saving them.”

The merchant pointed toward the forest.

”They demanded half our cargo!”

The hunter shrugged.

”We killed the monsters that attacked them.”

Kael looked around.

”Where are the monsters?”

The hunter pointed toward a pile of corpses.

Several strange creatures lay dead.

Kael walked closer.

He examined them.

The system appeared.

Forest Stalker

Threat Level:

Low

Territorial Behavior:

High

Aggression:

Moderate

Cause of Attack:

Provoked

Kael’s eyes narrowed.

”These creatures weren’t hunting the caravan.”

The hunter laughed.

”What?”

”They were defending their territory.”

The hunter shrugged.

”Doesn’t matter.”

”They attacked.”

Kael looked at the corpses.

”And you killed them.”

”That’s what hunters do.”

Kael stood.

”No.”

”You killed them because their bodies are valuable.”

The hunter’s smile disappeared.

The hunter stepped forward.

”You Imperial nobles don’t understand.”

Kael remained calm.

”Explain.”

”We risk our lives.”

”We enter monster territories.”

”We fight creatures that can kill ordinary soldiers.”

”And when we survive, we sell what we collect.”

He pointed toward the monster corpses.

”Those claws pay for food.”

”Those fangs pay for medicine.”

”Those cores pay for equipment.”

Kael didn’t immediately respond.

Because the hunter had a point.

The Empire needed people willing to do dangerous work.

But without rules...

The same people could become predators themselves.

Kael looked toward the merchants.

”And the caravan?”

”They were attacked.”

”By monsters.”

”Yes.”

”You killed them.”

”Yes.”

”Then demanded payment.”

The hunter nodded.

”Yes.”

Kael looked toward the dead creatures again.

Then back at him.

”You didn’t save them.”

”You saw an opportunity.”

The hunter’s jaw tightened.

Colonel Gareth eventually arrived.

He listened to both sides.

Then looked at Kael.

”What would you do?”

Kael looked at the hunters.

”I’d pay them.”

Several people looked surprised.

The hunter smiled.

”See?”

Kael continued.

”But I’d establish a standard.”

The smile disappeared.

”You can’t decide whatever price you want.”

”You can’t threaten civilians.”

”You can’t hunt inside protected territories.”

”And you can’t kill creatures simply because their parts are valuable.”

One hunter scoffed.

”Who decides what’s protected?”

Kael looked at Gareth.

”That’s exactly the problem.”

Gareth nodded slowly.

Kael looked at the hunters.

”You have skills the Imperial Army doesn’t have.”

”Tracking.”

”Monster knowledge.”

”Exploration.”

”Survival.”

”Gathering.”

”Those skills are valuable.”

The hunters exchanged looks.

”But right now...”

Kael continued.

”There’s no real structure.”

”No standards.”

”No records.”

”No official ranking.”

”No way for villages to know who they can trust.”

”And no way for the Empire to know which hunters are actually capable.”

The hunter with the axe crossed his arms.

”So what?”

Kael looked at him.

”That’s why people fear you.”

The hunter didn’t answer.

Kael continued.

”And eventually...”

”Someone is going to get killed because they hired the wrong person.”

Silence.

Darius looked at Kael.

He knew exactly where this was going.

Kael wasn’t announcing anything.

He wasn’t creating anything.

He was simply identifying a problem.

The caravan leader approached Kael.

”Prince.”

Kael turned.

”Yes?”

”Those men did save us.”

The hunters looked at him.

The merchant swallowed.

”But they also threatened us.”

Kael nodded.

”Then you’ll pay them for the service.”

The hunter smiled.

”But you won’t pay whatever they demand.”

The merchant nodded.

Kael turned toward the hunters.

”And you will return the cargo you took.”

The hunter frowned.

”We need—”

”You’ll receive fair payment.”

The hunter stared at him.

”Who decides fair?”

Kael smiled slightly.

”That’s the question the Empire needs to answer.”

The expedition continued after the situation was resolved.

Nobody officially called it anything.

There was no guild.

No organization.

No new law.

Only a growing realization.

The Empire had a problem.

And there were people already trying to solve it.

They simply had no structure.

Kael rode beside Darius.

Darius looked at him.

”You’re thinking about it again.”

Kael smiled.

”About what?”

”The idea.”

Kael looked toward the road.

”I’m thinking about how many problems could be solved if the right people were connected.”

Darius nodded.

”That’s bigger than a military unit.”

”Much bigger.”

That evening, the expedition reached a small roadside settlement.

The villagers immediately surrounded them.

Gareth expected another monster attack.

Instead, an elderly man approached.

”Imperial soldiers?”

Gareth nodded.

”Yes.”

”Good.”

The man’s expression was desperate.

”We need help.”

Kael dismounted.

”What happened?”

The old man pointed toward the hills.

”Something has been stealing livestock.”

Walter sighed.

”Another monster.”

The old man shook his head.

”We don’t know.”

”Every morning, another animal disappears.”

”No tracks.”

”No blood.”

”Nothing.”

Kael looked toward the hills.

”How many animals?”

”Twenty-three.”

Kael frowned.

”Over how many days?”

”Eight.”

Grom immediately began examining the ground.

Darius looked at Kael.

”Monster?”

Kael shook his head.

”We don’t know.”

He looked toward the hills.

”And that’s exactly why we investigate.”

That Night

Kael, Darius, Grom, and several soldiers followed the trail into the hills.

They found nothing.

No monster.

No tracks.

No broken fences.

Then Grom stopped.

”Commander.”

Kael looked down.

A small hole was hidden beneath the grass.

He crouched.

Another hole was ten feet away.

Then another.

Kael’s eyes narrowed.

”Underground.”

They followed the holes.

Eventually they discovered an underground tunnel.

Inside...

Were the missing animals?

Alive.

Confused.

And surrounding them were dozens of small creatures.

They looked almost like foxes.

Except they had tiny horns.

The system appeared.

Burrow Beast

Threat Level:

Low

Behavior:

Non-aggressive

Diet:

Omnivorous

Cause of Livestock Theft:

Food shortage

Kael stared.

”They weren’t killing the animals.”

Darius smiled.

”They were stealing them.”

Kael sighed.

”Still a problem.”

Rather than killing the creatures...

Kael ordered the animals returned.

Then he had the soldiers repair the village’s outer fences.

The villagers were instructed to store food properly.

The Burrow Beasts were driven farther into the hills rather than slaughtered.

It took several hours.

But nobody died.

No monster was needlessly killed.

And the villagers got their livestock back.

The next morning, the expedition continued.

Kael looked back at the small village.

He thought about the hunters.

The guardian beasts.

The abandoned caravan.

The missing livestock.

The Crimson Highlands.

The forest.

The lake.

Different problems.

Different solutions.

One thing connected all of them.

The Empire had no organized system for dealing with problems outside conventional warfare.

Kael looked toward the distant horizon.

The capital was getting closer.

Soon, he would have to report everything.

And somewhere in that report...

There would be a suggestion.

Not an organization.

Not yet.

Just an idea.

An idea that could eventually change how ordinary people traveled, fought, explored, and survived.

But first...

Kael had fifty soldiers to organize.

And an emperor waiting for his report.
